Abstract

Implementation tasks for the village government is still faced with several problems and obstacles such as low quality of human resources the village government officials, low morale and discipline of government officials working village that caused partly by low welfare and incentives received, inadequate infrastucture facilities of work, and etc. all of which ultimately impact the performance of duties is not maximal effectiveness of village government. The purpose of this study is to examine the effectiveness of implementation of tasks in the construction of village government in the district of West Modayag Bolaang Mongondow East. This study uses qualitative methods. Data sources (informants) study with purposive sampling technique was taken from a variety of elements related to governance and development in all villages in the district of West Modayag, is elements of the village goverment, the element of BPD, and elements of social institutions. The number of informants all 15 people (taken 3 people per village). Data / Informan collected through interview techniques and observation techniques are equipped with a main instrument is the researches themselves. The collected data were analyzed with a qualitative analysis technique that is interactive analysis model, then the results of the analysis presented in narrative form. The results showed : (1) The duty of the government in the development of the village seen from the task of coordinating and facilitating the planning and implementation of participatory rural development in all villages of West Modayag district was not maximal but effective enough. (2) The duty of the government in the development of the village seen from the task of mobilizing and developing community participation in rural development has not yet been sufficiently effective maximum. Based on the results of these studies concluded that the effectiveness of implementation of tasks in the village government development in the villages in the district of West Modayag not maximized but it can already be said to be quite effective. Abstract

Accountability of government agency performance embodies an obligation to account for thesuccess or failure of the implementation of policies, programs and activities to stakeholders or general public.In fact, performance accountability can not be optimally realized by many government agencies. From thesestudies were conducted to determine how government performance accountability at Touluaan district ofSoutheast Minahasa regency. Based on a literature review of the criteria used effectiveness, efficiency,responsiveness, and transparency to look government performance accountability at Touluaan districtThe research used a qualitative method. Key informants in this study were officers / employees ofthe sub-district 3 and 2 personnel section chief executive staff; and 2 village officials and 3 leaders /community leaders, so that the total number of informants there are 12 people. The research instrument was aresearcher himself, while gathering data using interview techniques. Method analysis was performed withqualitative analysis techniques interactive model of Miles and Hubernann.The results of analysis indicate effectiveness, efficiency, responsiveness, and transparency in theimplementation of the program / activity generally show a fairly good quality. It was concluded that thegovernment performance accountability Touluaan district seen from the aspect of effectiveness, efficiency,responsiveness, and transparancy has shown a fairly good level of achievement. To improve the performanceof government accountability Touluaan districts it is necessary to increase the number of employees,improving the quality of human resources personnel, increased budgetary allocations, and additional meansof employment.Keywords: performance accountability.

Abstract

ABSTRACT: Camat position as a leader in the district and at the same time as the head of the workingarea districts have an important role and ultimately determine the manifest good govenance in thedistrict, but in fact good govenance not been optimally realized in the district. This study intended tofind out how camat role in achieving good Governace in the district of Minahasa district Tombatusoutheast.The research method used is qualitative method. camat role in achieving good governance fi viewof three aspects, namely pernan coordinate, direct, and supervise government in the district.informants in this study as many as 15 people were taken from the element of government officials,elements of SKPD and vertical institutions in the district, the village government elements, andorganisa civic or community leaders. a key instrument in this study is the researchers themselves, whilecollecting data using interview techniques. Data analysis was performed using analysis modelsinterkatif qualitave analysis of miles and hubernann. The results of data analysis that addressed therole camat coordinate, direct and supervise activities in the district administration to achieve goodgovernance is done properly and effectively in Kecamtan Tombatu.Based on the research results deduced that camat the position / positions, duties andauthorities coordinate, direct and supervise the government penyelenggraan in districts having acrucial role in achieving good governance.Departed from the conclusions of the study put forward suggestions: camat must optimizethe use of means of organizing pemerintaha coordination of all work units pemetintah; optimizing thepotential and the ability to provide guidance to government work units in the working area districts;and optimize the existing control facilities such as reporting systems, and monitoring and evaluationsystem.Key words: the role of the subdistrict head, good governance

Abstract

Abstract : The research objective is to mengetahuai how the process of implementation ofcorporate social responsibility in the community empowerment maba farmer in the district, thedistrict east halmahera sebagaiman mandated by law No. 40 of 2007. It was explained that theobligation CSR aims to create the company's relationship harmonious, balanced, and in accordancewith the environment, values, norms, and local culture. To know the process of implementingcorporate social reponsibility on a farm community prmberdayaan the research method used isqualitative method, which is where the researcher as a key instrument.In peleksanaan corporate social responsibility program of PT. Antam to the empowerment ofthe farmers. Antam start with a Base line data, which prepares the program what to do, then analyzethe data suda collected in order to determine the level of success to be achieved, and so do the designprogram, and at the implementation stage of society tanilah are active in a given program and themonitoring and efaluasi of Antam parties it is intended that the program carried obtain maximumresults. so far CSR program on farmers suda so we feel and suda goes well, ranging fromunderstanding the challenge of agriculture, pelatiahan-training and the provision of land, for thepeople who do not have agricultural land and the provision of means of transportation to rejuvenate usgo into the garden or agricultural land ,In peleksanaan corporate social responsibility program of PT. Abstract

ABSTRACTIn accordance with the duties and functions BKKBN or Regional FamilyPlanning Agency has a strategic role in the development of social welfare . The role willbe realized as expected if the Family Planning Agency may formulate and implementprograms that are directly related to efforts to repair / improvement of social welfare inparticular the families of the target group . In connection with this, this peneleitianendak answer the question " how the role of Family Planning Agency in thedevelopment of social welfare in the South Minahasa district .What is meant by a role in the development of the social welfare are the thingsor the efforts that have been or are being carried out by the Family Planning in thedevelopment of social welfare / community in accordance with the scope of tasks andauthority. The role can be seen from the programs and activities that have been or arebeing implemented and the results achieved in the development of public welfare .This study used qualitative methods . Sources of data / informants drawn fromthe competent authorities Family Agency Planning South Minahasa District ( 5 people ), officers PPLKB / PLKB Subdistrict ( 4 ) people , and community family planningprograms target group ( 6 persons ) , so the total number of informants there are asmany as 15 people . Collecting data using interview techniques . While the analysis ofthe data using qualitative analysis techniques interactive model of Miles and Hubernan .The results showed : ( 1 ) Programmes Body Family Planning , Women'sEmpowerment and Child Protection South Minahasa regency set everything can be donequite effectively . Abstract

ABSTRACT : Background: The low quality of public services is happening lately is one beam that is directed at the government in providing services to the public. This is evident from the number of complaints from the public, both directly and through the mass media, such as a convoluted procedure, there is no certainty of completion period, costs, requirements that are not transparent, the attitude of officers who are less responsive, etc; giving rise to unfavorable image of the government. Like most of the case, that the level of ease of service, especially for the middle to the bottom is still very low. One of the services that the public is often complained of population administration services. So authors interested in studying how to Improve Employee Performance Services Population Administration in the Department of Population and Civil Registration Manado City. Research Methodology: This study used qualitative research methods through direct observation, interviews with 17 informants related, and documentation assisted with additional instruments such as interview, recording devices, and stationery. Results: Based on performance indicators, namely Productivity, Accountability, Quality of Service, Responsiveness and Responsibility then get the results that Employee Performance in Improving Population Administration Service in the Department of Population and Civil Registration Manado City is quite good, although there are some constraints such as infrastructure which needs to be was added, and the lack of information about the requirements in the management of civil documents. Abstract

Abstract: This study aims to determine how much influence the leadership style camat on the performanceof employees at the district office. The method used in this research is quantitative method withcorrelation and regression approach. As for the variables in this study are: Leadership Style andPerformance Officer. The sample is part of the population that is representative of the population will betaken. The sample in this study were all Malalayang District Office, the number of 30 people. Thetechniques used to obtain the data in this study were: questionnaires, interviews, observation anddocument study.Regression analysis can be predicted that the achievements of employees will increase or increasesignificantly if the leadership style of a district head further improved, it is certain to be a better employeeperformance or increase significantly. In a simple regression equation, regression coefficient direction (b)of 0.74 is positive which means that if the leadership style increased by one unit, it will be followed by anincrease in employee performance of 0.74 or 74%. Then the value of the constant coefficient (a) is equal to4.86 it means that if there is no change in terms of leadership style Camat then increase employeeperformance is just as big as 4.86 scale.In conclusion Leadership Style at the District Office Malalayang positive and significant impacton the performance of employees, although not entirely work performance of employees affected by theleadership. But an institution / organization, with a much-needed leadership and has a very importantrole on the performance of employees.Key words: Leadership style, Performance

Abstract

ABSTRACT: Indonesia is a country rich in natural resources, the natural resources that Indonesia has thecapital to promote development and the country's economy, but the extent to which it is known that theIndonesian people are less able to use these natural resources, especially people who lack the ability, as thereis in the countryside very need direction or assistance from the government in managing natural resourcesmore effectively. Based on the Human Rights Act Article 28c explains that every person has the right todevelop themselves through the fulfillment of basic needs, is entitled to education and to benefit from scienceand technology, arts and culture, in order to enhance the quality of life and for the welfare of mankind. Withthe role of government is being implemented in accordance with the rules villages minister in 2015 and otherlaws, to direct, inform and even provide facilities for the farming community or rather empowering thelivelihoods of the development will be better than ever. In the present study used qualitative data analysismethod. Informants in this study was taken from the village where the government carry out the role andrural communities where the feel of the role. From the research that has been conducted shows that thegovernment's role in empowering rural farming community in the village of Boyong Pante has not beenimplemented properly because of the lack of ability of village government in directing the villagers, as well asthe lack of compatibility between the villagers with the village government.Kaywords: village government, empowerment farmer

Abstract

ABSTRACT : This research purpose to determine the performance evaluation BadanPermusyawaratan Desa(BPD) in performing its functions and its role in the era of regional autonomy,and get an over view about things related to How the achievement of performance in carrying out itsduties and functions in the village Mosum. The method used in this research is descriptive. Were used asinformants in research amount to as many as 10 people.BPD Kampung Mosum absorb the aspirations of the people is done by holding meetings that presents thevarious elements of the villagers; One of the problems that can be solved by the BPD in relation toindigenousaeg is functionis a matter of customary land; Implementation of legislative function byBAPERKA Mor BPD has not been implemented functions properly; oversight function has beenimplemented relatively well by BPD Kampung Mosum, where surveil lanceis done on the implementationof the village budget(APBDes); BPDMosum village, where member ship has reflected the diversity ofsocio-economic status communities that BPD has fulfilled the function of representation. In general, theperformance Consultative Body (BPD) seen from the implementation of the functions has been going well,although not achieving optimal results. It turns out that the legislative function optimally etreceivedattention to the still relatively low level of knowledge and expertise of representatives in formulating adraft Regulation is good village, due to the lowquality of human resources.
