Abstract

To realize regional capability and independence and strengthen the structure of regional revenues, thecontribution of locally generated revenue in the state expenditure bedget structure must always be improvedbecause it is one of the benchmarks of capability and a mirror of regional independence. Market retributionis an important source of regional income in addition to resources. other income that has a strategic role inthe framework of financing regional development so that the increase in research market retribution usesan interactive analysis model and SWOT analysis. Therefore, the research is the Strategy for IncreasingYoutefa's Market Retribution as One of the Sources of Local Revenue in the City of Jayapura.This study uses Qualitative Research Methods using SWOT analysis techniques. Analysis of internal factorsproduces factors of strength and weakness. Strengths (Strenghts), namely the Authority / Authority grantedby the City Government, Training for improvement of Human Resources (HR), Retribution collectionprocedures, Making facilities for traders, Clarity of mandate of youtefa market organizations. Weaknessfactors are low formal education, low financial ability to meet the budget, low compassion competency, lackof functional education, weak supervision and law enforcement functions. External factors produceopportunities and threats. Opportunities are the legal foundation for managing market retribution, goodeconomic growth, increasing community income, community education. Threat Factors (Thrreats), namelythe involvement of many parties in determining retribution rates, Weak law enforcement, Inadequateinfrastructure and facilities, low levels when the government pays the market. Abstract

One of the factors that becomes the criteria for achieving the smooth purpose of anorganization or agency is identifying and measuring the performance of its employees. all organizations arerequired to be able to compete to provide maximum service, performance achievements can be seen fromthe ability of organizations to recognize community needs, set the agenda and priority of services and developpublic service programs in accordance with the needs and aspirations of the community. There are twovariables in this study, namely variable employee performance (X) and service quality variables (Y). Thepurpose of this study was to determine the effect of employee performance on service quality in the HealthCenter of North Lembeh District, Bitung City. In this study the method used is a quantitative method. Datacollection techniques used were observation and distribution of questionnaires or questionnaires distributedto forty respondents. The results of the validity and reliability tests show that each item is valid and reliable.Then from the results of simple linear regression analysis it is found that every 1% increase in the value ofthe employee performance variable, the value of the service quality variable increases by 0.500 and it canbe said that the direction of the influence of employee performance on service quality is positive.Keywords: Performance, Employees, Service Quality

Abstract

The purpose of this study was to determine the supervision of the Sub-District Head in the administrationof village governance in the Mandolang District of Minahasa Regency. This study uses a descriptivequalitativeapproach. The research informants were the Mandolang Sub-District Head, MandolangDistrict Government Section Head, two Village Heads, two BPD chairmen, and two LPM chairmen; atotal of 10 informants. Data collection uses interview guidelines, while the analytical technique used is theanalysis of interactive models from Miles and Huberman. Based on the results of data analysis,conclusions were drawn: (1) Direct Sub-District Head oversight of village administration is carried outwell through observation, observation or direct examination of the village carried out by the Sub-DistrictHead alone or through the assignment of subordinates; (2) Sub-district Head indirect supervision iscarried out by requesting periodic written reports (every month, quarterly, and every six months)regarding village administration, and village government performance reports at the end of the fiscalyear. Indirect supervision also requests oral and explanatory reports to the village head at the sub-districtcoordination / evaluation of sub-district. Based on this research it is recommended: (1)The Sub-DistrictHead should go down to villages more often to monitor, observe or directly check the running of villageadministration. (2) The Sub-District Head should check / verify the truth of the written report by visitingthe village and having a dialogue with the BPD, LPM, and local village community leaders.Keywords: Supervision, Sub-District Head, Village Government.

Abstract

Community participation in supervision of development in Taripa Village, the low levelof community participation is due to several factors, for example during meetings or Village meetings,representatives who attend are very minimal, the cause of community absence is the activities of thecommunity who have to work, there is also a factor in low community participation on the supervisionof development is the minimal mindset of the people who consider development to be the responsibilityof the government. The purpose of the study was to determine community participation in monitoringdevelopment in Taripa Sub-District, East Pamona Sub-District, Poso Regency. The research methodused in this research is descriptive qualitative research method. Data collection techniques used areobservation, interviews and data collection with documents. Based on the results of the research anddiscussion, the authors draw conclusions about Community Participation in the DevelopmentSupervision of Taripa Village, East Pamona Sub-District, Poso Regency: Community participation insupervision of development can be said to run well even though there are still people who do not takepart in planning and supervising existing development. The supervision carried out by the communitytowards development in the village of Taripa has experienced an increase where most of the developmentcarried out goes well according to what was previously planned. Suggestions that can be given includethe need for coordination between the village government and the community in implementingdevelopment. The community is expected to participate in development planning and supervision. Theneed for the village government to provide clear information to the community regarding thedevelopment that will be carried out.Keywords: Community Participation, Civil Service, development

Abstract

The work environment is one of the factors that affect the performance of employees. An employee whoworks a work surroundings that support that an employee to work optimally will produce a goodperformance. However, if instead when an employee is on a work environment that does not support suchas lack of facilities, unsafe workplaces, noisy and hot then it is certain performance results employees willbe low. This research method using quantitative research i.e. research which analysed the data instatistics with the aim to find out whether the work environment affects employee performance. Datacollection is done by way of spreading the now at 63 employees then the data processed using the SPSSversion application 22. Work environment positive and significant effect on performance clerk GirianSubdistrict. Which means that the better work environment physical and non physical then theperformance of employees. The work environment has a fairly strong correlation and significantly to thedevelopment of the performance of government employees Girian Subdistrict. Suggestions in this study isthe importance of improving the atmosphere of the working environment is good and conducive in raisingemployee productivity and expected the Government Town of Bitung can maintain and improve thephysical work environment and non-physical.Keywords: work environment, performance , Employees.

Abstract

The purpose of this study was to find out how the implementation of the Population Administration InformationSystem (SIAK) policy in the Population and Civil Registration Office of North Bolaang Mongondow Regency.The studyuses a descriptive-qualitative approach. The focus of research is the four dimensions of public policy implementation,namely communication, resources, disposition, and bureaucratic structure. The research informants were the head of thedepartment, the heads of fields, staff / implementing staff, and the community served. Data collection uses interviewguidelines, while the analysis technique used is the analysis of interactive models from Miles and Hubernann.Based onthe results of the study concluded: (1) Communication is carried out well and effectively. SIAK's policies are disseminatedto the public both directly and through the assistance of sub-district governments and village governments, throughinformation boards in the Office, and through brochures or leaflets, electronic media such as websites, internet sites. (2)Human resources for the implementation of SIAK policies are inadequate in quantity; but the quality is good enough.Financial resources for the implementation of SIAK are sufficient to be seen from the funds / operational costs allocated;but work facilities and infrastructure are still inadequate for the implementation of SIAK in prime. (3) Disposition(employee attitude) in implementing SIAK policies is quite good seen from commitment, consistency, honesty, anddemocratic attitude in carrying out services with the SIAK system. (4) The bureaucratic structure in implementing theSIAK policy has been well organized and effective. Abstract

the purpose of this study was to determine the accountability of public services in the East MahakeretVillage, Wenang District, Manado City. This study used a descriptive-qualitative approach. Public serviceaccountability is seen from three aspects, namely financial accountability, benefit or effectiveness accountability,and procedural accountability. The research informants were the lurah, head of the public service section andgovernment staff / implementers of the East Mahakeret village and several community members. Data collectionuses interview guidelines, while the analysis technique used is the analysis of interactive models from Miles andHubernann. The results showed: (1) 1. Financial accountability in public services in the East Mahakerat Districtwas good because financial planning of the implementation of public service programs / activities was stipulatedin the SKPD work plan for the Kelurahan Government, and budget realization for public service deliveryactivities in each fiscal year was made / compiled in the Government Agency Performance Accountability Report(LAKIP) which is informed and accessible to the public. (2) Benefit Accountability or Effectiveness in the PublicServices in East Mahakeret Village is good because the type of public service that is held is public services whichare the scope of authority of the kelurahan government, and policies taken / implemented for the implementationof public services according to the authority and the interests of the community. (3) Procedural Accountability inpublic services in the East Mahakeret Village is good because the implementation of services already has aStandard Operating Procedure or SOP that is appropriate to the type of service, clear, uncomplicated, concise,and easy to implement by officers / village officials, and is followed by the people served.Keywords: Accountability, Public Services, Kelurahan.

Abstract

Human resources is divided into two, namely, human resource macro is a resident of a country that has already entered the age of the work force, either not working or who are already working. While understanding the micro is the individual work and became a member of a company or institution and is commonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37). Coastal communities need real activities that can build their economies without eliminating the culture and characteristics of coastal communities, the required form of community-based activities. This research uses descriptive qualitative approach method. This study describes the data obtained from the results of research on the quality of human resources the coast (study in the Bunaken island sub-district of Manado city). In qualitative research, data collection is done by observation, in-depth interviews and documentation. Based on research results drawn the conclusion that the quality of human resources viewed from three indicators categorized quite well. The quality of human resources in particular physical health fishing communities quite well seen from the community who care about their own health and are already providing health support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of the educational infrastructure and facilities for the community as well as the already existing cooperation with the Fisheries Agency in empowering human resources especially fishing communities. The quality of human resources in terms of the spiritual quality of its own quite well seen from the daily life of fishing communities in the society and harmony between religious communities in compliance, and comply with the rules made by the Government, as well as the morale of the fishing communities in doing his job. So the Government in directing the village empowerment on fishing communities the quality should be on the increase, the application of the improved quality of HUMAN RESOURCES through three indicators, namely physical quality and health, the quality of intellectual (education and training) and spiritual qualities.This issue became important note for the Government because of the presence of obstacles where the quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES was going to be difficult, therefore, needs to be awareness of the Government and the community. The quality of human resources in realizing better or boost community empowerment which is better then the Government should be in driving, giving information, and facilitate Community fishermen.Key Words : Human Resources Quality Coastal Communities

Abstract

The purpose of this study was to fhid out how effective the implementation villagedevelopment in North Salibabu Village, Salibabu district, Talaud Islands Regency.This study uses a descriptive-qualitative approach. The focus of research on the effectiveness of villagedevelopment is observed in five dimensions of effectiveness, namely production, efficiency, satisfaction/flexibility and development/development, namely the Village Chief, Development research informants,BPD chairman, LPMD Chairpersons, Community members. And community members Datacollection uses interview guidelines, while the analytical technique used is the analysis of interactivemodels from , Miles and Hubernann.The results provide conclusions : (1) The effectiveness ofimplementing village development seen from the dimension of “ production “ has not beenmaximized, but it good enough. Abstract

The aim of the research was to explain the effectiveness of village administration in Molobog village ofMotomgkad district of East Bolaang Mongondow. The study uses qualitative approach methods. Theinformant is one person as the head of the village, four as a village officer/device, and four people as awhole society as much as 9 Informans. Data collection using interview guidelines, while the analyticaltechniques used are interactive model analyses of Miles and Hubernan. Based on the results of analysis ofdata drawn conclusions: The aim of this research is to explain the effectiveness of village administration inMolobog village of Motomgkad district of East Bolaang Mongondow. Based on the results of the researchthat has been done by the author, it can be concluded as follows: (1) Production or realization of programsand government activities of Molobog village of Motomgkad regency of East Bolaang Mongondow Whichis planned or about the work of the government of Molobog villages Motomgkad district of East BolaangMongondow in administration is already very good. According to the work or task given with the ability ofthe village government employees in the administrative administration with guidance on the regulation orregulation of government that has been established and administrative guidelines. (2) The efficiency oraccuracy of the use of organizational resources, especially human resources and the cost in achieving therealization of the program and activities Pemerinah the village that has been planned/determined alreadyshowed excellent timeliness this is facilitated Because of the innovations that the village government has.(3) Adaptation or flexibility in this case the ability of the village government in response to the developmentof tasks/employment or in the face/handling of issues that arise already good.
