Abstract

ABSTRACT: Camat leadership role is very important and decisive in realizing the implementation of effective public in the district. In this regard, this research is intended to answer the question how the district head's leadership role in the organization of public services in the District Gilobandu Tolikara Papua Province.Based on the literature review, the district head's leadership role in administering public services seen from several indicators, namely: Head leadership role in setting the public service program, in developing and directing the district government apparatus, in encouraging morale in the sub-district government officials, in enforcing labor discipline government officials districts, to monitor and oversee the implementation of tasks sub-district government officials, in assessing and evaluating the performance of the government paratur districts, and in making efforts to improve the performance of public service.This study uses a qualitative method. Research informants who were interviewed as many as 12 people are Head, Sekcam, 2 section head, 3 person executive staff, and 5 the head of the village / town. Collecting data using interview techniques. While the analysis of data using qualitative analysis techniques interactive model of Miles and Hubernan.Based on the results of the study be concluded as follows: (1) sub-district leadership role in administering public services seen from the indicators mentioned above can already be realized with quite effective in districts Gilobandu Tolikora Regency of Papua Province. (2) Head are quite effective leadership has been able to realize the implementation of public service that is quite effective in Gilobandu district, though not maximized.Based on the results of this penellian then it can be recommended some suggestions as follows: (1) Head needs to take action more effective in moving, foster and oversee the subordinate personnel in public service delivery. (2) Leadership camat in the public service in the District Gilobandu need to be supported by the availability of adequate leadership in the form of budget, facilities and working facilities, as well as support the cooperation of all subordinates.Keywords: camat leadership, public service.

Abstract

ABSTRACT :This research is to know the role of the Agency in the implementation of regionalstaffing mutation civil servant in talaud Islands Regency. Talaud Islands Regency Area Staffing Agencyhas an important role in improving the performance of civil servants and is responsible for theimplementation of mutation and mutational effects on the welfare of civil servants. One example is not aseffective as the role of the Agency in the implementation of Regional Staffing i.e., mutation mutation civilservant in the Regency Talaud rated still tend to have political interests as a cornerstone of itsimplementation which we know as the seniority system and spoil system we know together not because ofhis objective based on seniority and family. So the performance of the Agency's Staffing Area in particularin the implementation of the mutation is still not qualified because its implementation is not based on theground of a mutation that we are familiar with the term meryt system or mutations that uses up therunway that is scientific, objective, and outcomes achievement it works.This research uses Qualitative Research Methods by using techniques of data analysis throughinterviews to 10 Informants, observation and document additional instrument-assisted search formguidelines interview with using techniques of data analysis, data presentation, data reduction, andwithdrawal of the conclusion.Based on the research results through data analysis, and performance measurement indicators.The following is the measurement indicators: productivity (effectiveness and efficiency), quality of service,Responsiveness, Accountability, corporate responsibility. Talaud Islands Regency BKD in itsimplementation is still not good, let alone in carrying out duties, functions, and his authority insurveillance, designation, the rules of the mutation. the performance of human resources Staffing Agencyin Areas still not in optimize thoroughly. It was evident from the coordination between subordinates andsuperiors are still unfavourable, liability is still very closed, in addition to Staffing The Agency also doesnot answer the needs of society in General.Referring to the conclusions above, shall recommend in a good cooperation between, civilservants, with Staffing Agencies, Staffing Agencies and Regional Areas and local governments mustfacilitate the work of civil servants by holding trainings – training.Key words: the role of the Agency in the implementation of regional staffing mutations.

Abstract

Abstract : Development is a process of continuous improvement of a society or a social system as a whole towards a betterlife. The government is the most important party and acts as a driver in development, namely through development planning.Development planning is a government effort to coordinate all economic decisions in the long run to directly influence andcontrol the growth of important economic variables. In Law no. 25 Year 2004 About National Development PlanningSystem, Development Planning Agency at Sub-National Levelhas an important role in implementing regional planning. Local development planning planned by Bappeda starts from thevillage / sub-district, sub-district, district and city level, to the provincial level through (Development Planning Meeting). Inthe planning of this regional development required the participation of local communities in the implementation ofdevelopment in the region. The role of Regional Development Planning Board is very complex in the implementation ofregional development planning, meaning that all areas of development planning are handled under the RegionalDevelopment Planning Board, as well as regional economic development planning. This study aims to find out how the roleof the Regional Development Planning Agency) in Tomohon City. Data collection is done by interviewing key informants(key informants), observation and documentation. The method used in this research is descriptive that is the method usedto analyze the data by describing or describing the data that has been collected as it is. Based on the results of researchconducted shows that the Role of Development Planning Agency (Tomohon City. Abstract

Based on Law No. 6 of 2014 on the village articles 78, paragraph one and two, village development aims toimprove the welfare of rural communities and quality of life.Human and poverty reduction through the fulfillment of basic needs, development of village facilities andinfrastructure, development of local economic potential, and sustainable use of natural resources andenvironment. Village development as referred to in paragraph two promotes togetherness, kinship and mutualcooperation in order to realize the mainstreaming of peace and social justice.This research uses qualitative method in accordance with title and problem of purpose of this research is toknow how role of head of village leadership in development in Gosoma village and to know role of leadershipfrom village head in completing development even though lack of human resources and personal problem.Keywords: leadership role, village head and development

Abstract

Abstract: Review of services provided by PT. Pegadaian in the study oo publik administration can not beseparated from the study in the view of New Public Management paradigm. Scope of services and public services(public services) covering aspects of community life as a target service of customers. Quality service isconfronted to give the papacy to society, the satisfaction of society no only to the acceptance of a service for theneeds of society, but also related to what happened and happened to the society when the service was processed.This research was conducted to explain the satisfaction of service ftom PT. Pegadaian Unit Unsrat BranchManado in the study of publik administration disciplines.The research uses qualitative research design with descriptive analysis by focusing on perceived value and userexpectation of service. Data obtained through interviews with head unit information, customer service, staf andcustomers, followed by observation and tracing documents related to the object of research. The data obtainedfrom the field in analyzed through the categorization stage and reduces the data, arrangement in the form ofnarratives, interpretation, conclusing and verivication of data analysis.Meet the urgent of the community. The expectations of service users are met in terms of fonding needs whilestill adbering to company policies. However, it has not been adapted to the development of informationtechnology such as service in the form of drive thru and delivery. Based on exixting conclusions, in order toimprove the problem it is advisable that the need to improve the location of the office, the large parking lot. Thespecial service waiting room fot the disabled and the riderly, teinforce in innovative work culture, high moralvalues and skilled through customer satification tranning to mainten the value of service which is felt by thecommunity and innovated thr form of service by adjusting to the development of information technology stachas service in the form of drive thru and delivery.Keywords : Satisfaction, Service, Customer

Abstract

ABSTRACT:Empowerment of small and medium micro enterprises is one of the policies made by theIndonesian government in improving the welfare of society. and in accordance with law no.20 of 2008regulates micro, small and medium-sized businesses, as well as by government regulation no. 13 of 2013 onthe implementation of law No. 20 of 2008, the government made a policy regarding the development programsof small and medium micro enterprises.Policy pursued by the government in improving the empowerment of micro, small and medium enterprises arethe government gave permission for business in running a certain business activities; business developmentthrough the provision of facilities, coaching and mentoring; assistance to foster and improve the capabilitiesand competitiveness of businesses; coordination and control of the government. Small and medium micropolicies have also been imposed by the government in the district of northern Kawangkoan.Problems to be answered in this research is how the effectiveness of the empowerment of small and mediummicro enterprises in Kawangkoan northern districts. This study used qualitative methods, this study aimed todescribe, analyze and determine the effectiveness of the empowerment policy of small and medium microenterprises. Results of research conducted by collecting data obtained through observation and interviewsbased on several indicators, as follows: (1) Responsiveness, (2) Development, (3) Adequacy.Based on the results of the study conclude that the policy of empowerment of micro, small and medium-sizedenterprises in the district north Kawangkoan already quite effective. Based on the conclusion of the study, it issuggested to Kawangkoan northern district government to pay more attention to the needs of the microbusiness small and medium in increasing empowerment of small and medium micro enterprises.Key words: effectiveness, policy, empowerment.

Abstract

ABSTRAK : Penelitian ini diangkat berdasarkan masalah yang ditemui yaitu: Kewenagan pemerintahdesa yang belum sesuai, kemampuan dari aparatur desa yang belum bisa di percaya dan kewenanganpemerintah desa yang tidak tepat sasaran. Jenis penelitan adalah penelitian kualitatif dengan Teknikpengumpulan data terdiri dari observasi, wawancara dan data primer. Sementara teknik analisis dengancara, reduksi data, penyajian data, penarikan kesimpulan. Hasil Kajian menunjukkan bahwa kebijakankependudukan telah terlaksana dengan baik terbukti dari indikator efektifitas, efisiensi, kecukupan,pemerataan dan ketepatan sedangkan pada indikator responsivitas masih kurang baik. Dalampemberdayaan kewenangan di bidang penyelenggaraan pemerintahan desa menurut undang-undang No6 Tahun 2014 tentang pemerintahan desa meliputi kewenangan di bidang penyelenggaraanpemerintahan desa, pembinaan kemasyarakatan desa, dan pemberdayaan masyarakat desa berdasarkanprakarsa masyarakat, hak asal usul, dan adat istiadat desa. Kewenangan lain yang ditugaskan olehpemerintah, Pemerintah Daerah Provinsi, atau Pemerintah Daerah Kabupaten/Kota sesuai denganketentuan peraturan perundang-undangan.Kata Kunci : Kewenangan, Penyelenggaraan, Pemerintah Desa

Abstract

Motivation of teachers is one of the factors that determine student achievement. Because with the motivationof the teacher then grew a student's interest to continue to learn for the achievement of ideals in accordancewith what he wanted. Researchers see that there are problems in the performance of teachers in Primary SchoolGMIM Ranolambot, there are some teachers who are only graduates of SPG and have not been able to adjustwith teachers who graduated SI in the learning process or in the presentation of the material so that students'understanding is limited and the character of students is not formed, also in student discipline and in terms ofcare for the environment often children are not sensitive to the cleanliness that is in school and among thecommunity. The purpose of this paper is to know how Motivation Teachers In Education Character StudentGmim Ranolambot Elementary School District Kawangkoan West Minahasa District. This research isqualitative aimed at understanding social phenomena from the participant's point of view. The conclusion ofthe research result is the driving force in creating teacher motivation in SD GMIM Ranolambot SubdistrictKawangkoan Barat Minahasa Regency has not been achieved due to less motivated teachers from parents whoare less considerate; ways of shaping the skills that exist in the GMIM Ranolambot SD are poor because of thedifferent ways of teaching from dissenting teachers in terms of the use of methods and learning models; waysof shaping the skills of teachers are different, based on the circumstances and conditions of the students thatare not the same as different behaviors based on different family backgrounds; and some teachers are lessprofessional in the implementation of learning where they do not understand how to use methods pengajarangand learning models related to the material that has been prepared. From these conclusions, the authors provideadvice parents should provide support to teachers by giving attention to the child at home so it becomes theimpetus for teachers to keep trying to create students who have the knowledge and good character and someteachers should be professional by trying to learn selection of methods and models of learning. Abstract

The purpose of this study was to find out how the implementation of the Population Administration InformationSystem (SIAK) policy in the Population and Civil Registration Office of North Bolaang Mongondow Regency.The studyuses a descriptive-qualitative approach. The focus of research is the four dimensions of public policy implementation,namely communication, resources, disposition, and bureaucratic structure. The research informants were the head of thedepartment, the heads of fields, staff / implementing staff, and the community served. Data collection uses interviewguidelines, while the analysis technique used is the analysis of interactive models from Miles and Hubernann.Based onthe results of the study concluded: (1) Communication is carried out well and effectively. SIAK's policies are disseminatedto the public both directly and through the assistance of sub-district governments and village governments, throughinformation boards in the Office, and through brochures or leaflets, electronic media such as websites, internet sites. (2)Human resources for the implementation of SIAK policies are inadequate in quantity; but the quality is good enough.Financial resources for the implementation of SIAK are sufficient to be seen from the funds / operational costs allocated;but work facilities and infrastructure are still inadequate for the implementation of SIAK in prime. (3) Disposition(employee attitude) in implementing SIAK policies is quite good seen from commitment, consistency, honesty, anddemocratic attitude in carrying out services with the SIAK system. (4) The bureaucratic structure in implementing theSIAK policy has been well organized and effective. SOP (Standard Operating Procedure) and organizational structure anddivision of labor.Keywords: policies, population administration information systems
