Abstract

Empowerment of fishing communities is an activity that involves the participation of empowered fishing communities. Empowerment of fishing communities is a concept developed to strengthen the independence of fishing communities. Where the empowerment of fishing communities includes increasing knowledge and abilities of fishermen, through socialization and training, development, supervision, communication and coordination and guidance through support, through motivation and provision of facilities. For that, theres need more attention from the government concerned to conduct and carry out empowerment programs for fishing communities where the aim is to make fishing communities better informed, competent and have good abilities so that their income increases. This study uses a type of quantitative research, namely research that analyzes data statistically with the aim to determine the effect of variable community empowerment on income variables. Data collection is done by distributing questionnaires to 65 fishermen communities that have been determined, then the data is processed using statistical methods using the SPSS version 20. The results of simple regression analysis are known to know that the constant value (a) is 15,734 while the value (b or coefficient Regression) obtained a positive value of 0.369 so that the regression equation can be written Ŷ = 15.734 + 0.369X. Where every 1% increase in the value of Community Empowerment, the income value increases by 0.369 or 36.9%, so it can be concluded that the direction of the variable community empowerment (X) on the income variable (Y) is positive. Community Empowerment has a significant effect on Income Levels.Keywords: Community Empowerment, Fishermen, Income.

Abstract

To realize regional capability and independence and strengthen the structure of regional revenues, thecontribution of locally generated revenue in the state expenditure bedget structure must always be improvedbecause it is one of the benchmarks of capability and a mirror of regional independence. Market retributionis an important source of regional income in addition to resources. other income that has a strategic role inthe framework of financing regional development so that the increase in research market retribution usesan interactive analysis model and SWOT analysis. Therefore, the research is the Strategy for IncreasingYoutefa's Market Retribution as One of the Sources of Local Revenue in the City of Jayapura.This study uses Qualitative Research Methods using SWOT analysis techniques. Analysis of internal factorsproduces factors of strength and weakness. Strengths (Strenghts), namely the Authority / Authority grantedby the City Government, Training for improvement of Human Resources (HR), Retribution collectionprocedures, Making facilities for traders, Clarity of mandate of youtefa market organizations. Weaknessfactors are low formal education, low financial ability to meet the budget, low compassion competency, lackof functional education, weak supervision and law enforcement functions. External factors produceopportunities and threats. Opportunities are the legal foundation for managing market retribution, goodeconomic growth, increasing community income, community education. Threat Factors (Thrreats), namelythe involvement of many parties in determining retribution rates, Weak law enforcement, Inadequateinfrastructure and facilities, low levels when the government pays the market. Abstract

The purpose of this study was to determine the supervision of the Sub-District Head in the administrationof village governance in the Mandolang District of Minahasa Regency. This study uses a descriptivequalitativeapproach. The research informants were the Mandolang Sub-District Head, MandolangDistrict Government Section Head, two Village Heads, two BPD chairmen, and two LPM chairmen; atotal of 10 informants. Data collection uses interview guidelines, while the analytical technique used is theanalysis of interactive models from Miles and Huberman. Based on the results of data analysis,conclusions were drawn: (1) Direct Sub-District Head oversight of village administration is carried outwell through observation, observation or direct examination of the village carried out by the Sub-DistrictHead alone or through the assignment of subordinates; (2) Sub-district Head indirect supervision iscarried out by requesting periodic written reports (every month, quarterly, and every six months)regarding village administration, and village government performance reports at the end of the fiscalyear. Indirect supervision also requests oral and explanatory reports to the village head at the sub-districtcoordination / evaluation of sub-district. Based on this research it is recommended: (1)The Sub-DistrictHead should go down to villages more often to monitor, observe or directly check the running of villageadministration. (2) The Sub-District Head should check / verify the truth of the written report by visitingthe village and having a dialogue with the BPD, LPM, and local village community leaders.Keywords: Supervision, Sub-District Head, Village Government.

Abstract

Public awareness in maintaining cleanliness in the Kinali sub-district is lacking, the government has implemented a waste management procedure in Kinali Sub-District, but some people do not follow procedures that have been implemented by the government. Communities that do not follow procedures in maintaining environmental cleanliness will later have a negative impact on the health of the community and will be detrimental to the people living around the Kinali Sub-District. The purpose of this study was to determine the causes of Management of Household Waste Management in Kinali Sub-District, Kawangkoan District. This study uses descriptive qualitative research methods. Data collection techniques used are observation, interviews, and data collection with documents. To see how public awareness in maintaining cleanliness in Kinali Subdistrict, Kawangkoan District. This study uses four indicators, namely: planning, organization, mobilization, supervision. Based on the results of this study states that planning and organizing have gone well but still lack of movement and supervision from the government so that there are still people who are still littering. Thus it can be concluded that the processing up to Kinali Urban Village has not gone well.Keywords: Community, Garbage, Household

Abstract

the purpose of this study was to determine the accountability of public services in the East MahakeretVillage, Wenang District, Manado City. This study used a descriptive-qualitative approach. Public serviceaccountability is seen from three aspects, namely financial accountability, benefit or effectiveness accountability,and procedural accountability. The research informants were the lurah, head of the public service section andgovernment staff / implementers of the East Mahakeret village and several community members. Data collectionuses interview guidelines, while the analysis technique used is the analysis of interactive models from Miles andHubernann. The results showed: (1) 1. Financial accountability in public services in the East Mahakerat Districtwas good because financial planning of the implementation of public service programs / activities was stipulatedin the SKPD work plan for the Kelurahan Government, and budget realization for public service deliveryactivities in each fiscal year was made / compiled in the Government Agency Performance Accountability Report(LAKIP) which is informed and accessible to the public. (2) Benefit Accountability or Effectiveness in the PublicServices in East Mahakeret Village is good because the type of public service that is held is public services whichare the scope of authority of the kelurahan government, and policies taken / implemented for the implementationof public services according to the authority and the interests of the community. (3) Procedural Accountability inpublic services in the East Mahakeret Village is good because the implementation of services already has aStandard Operating Procedure or SOP that is appropriate to the type of service, clear, uncomplicated, concise,and easy to implement by officers / village officials, and is followed by the people served.Keywords: Accountability, Public Services, Kelurahan.

Abstract

The purpose of this study was to determine The Impact of The Hopeful Outreach Program inKema District, North Minahasa Regency.This study uses a qualititave-descriptive approach. The Impact of The Family Program is seen from thefour effects of public policy proposed by James Anderson and by Thomas Dye. Research informants were 4family hope program participants, 2 community members were not participants of the hope family program,and assistants of the subdistrict hope family program. Data collection uses interview guidelines, while theanalytical technique used is the analysis of interactive models Miles and Hubernann.The result of the study how : (1) family planning programs have a positive impact on the families ofparticipants in improving the health status of family members, improving family/ child education, providingsocial walfare for poor families with severe disabilities and the elderly, helping to reduce family expensesand increasing income family, as well as changes in family behavior and independence. (2) hope familyprograms have a positive impact on people who are not the target group. (3) family planning programs alsohave a positive impact on the condition of society now. (4) family planning programs do not have an impacton the direct costs of the program and on the indirect costs that must be borne bythe community as a resultof the family hope program.This study recommends suggestions : (1) the determination of family program participants’ expectationsshould be done correctly/accurately in order to unsure that the hope family program participants really arepoor and vulnerable families; (2) large amounts of family program aid allowances for every poor familyshould not be thr same, but adjusted to the same, but adjusted to the number of family members who aredependent. (3) hope family program participants who do not comply whit the obligations of health andeducation requirement must be given strict sanctions.Keywords : Policies, Family Hope Programs.

Abstract

Policy Implementation is one of the stages of public policy between the formation of policies and theconsequences of policies for the people they influence, the objectives of the policies. The purpose of this studyis to find out whether there is an influence on policy implementation on employee performance. Policyimplementation variables were measured and assessed using five dimensions and employee performancevariables were measured and assessed using twelve indicators. The method used in this study is aquantitative method that is measured using statistics. Data collection techniques used were observation anddistribution of questionnaires or questionnaires distributed to forty respondents. The results of the validityand reliability tests indicate that each statement item used is valid and reliable. Then from the results ofsimple linear regression analysis shows that every 1% addition to the value of the variable policyimplementation, then the value of the variable employee performance increases by 0.420, and it can be saidthat the direction of the variable influence on policy implementation to employee performance is positiveand significant. From the results of correlation analysis shows that the correlation value is 0.420, whichmeans the level of the relationship between policy implementation variables with the variable employeeperformance is included in the category of perfect correlation. Thus, it can be concluded that the proposedhypothesis can be tested empirically and with the underlying theories, and it is suggested to the partiesconcerned to continue to improve the quality of existing services and to continue to build public trust.Keyword: Policy Implementation, Employee Performance, Standart Operating Procedure

Abstract: Board Unity Nation Politik and Protection of Talaud Islands Regency in the management of regionalfinance is needed transparency (transparency) to the community. Local governments in their duties andfunctions must ruun a good government, especially in terms of financial management. Through transparency,local financial management can be done effectively and efficiently, both administratively and also from theavailability and accessibility of documents, clarity and completeness of imformation, process openness, andregulatory framework. As transparency is one form of government accountability to the community, efforts toimfrove the management of financial management is also one of the fundamental aspects for the realization ofgood governance for the community is openness, involvement and ease of access for the community to theprocess of governance. The purpose of this research is to know the transparency of regional financialmanagement in Badan Unity Nation politics and Protection of Talaud Islands regency community. Thisresearch is a descriptive research with qualitative approach.Data analysis techniques used were observation,interview, documentation.Based on the research results obtained can be seen that the lack of informationdisclosure in financial management that causes weakness of financial management transparency.Therefore itis expected that the government this cease National Unity Board of politics and profection of the communitymore open in accounting for regional finances for the administration of government can run well.Keywords: Transparency of Regional Financial Management
