Abstract

Human resources have an important role in the progress of an organization, including in government agencies. To be able to answer the public in conducting public services, the development of employees of the State Civil Apparatus (ASN) to realize the State Civil Servants who have integrity and professionalism in the work process becomes an obligation for every government agency. That way, the competitive advantage of an organization is highly determined by its Human Resources. Handling of human resources must be carried out thoroughly within the framework of a strategic, integrated, interrelated, and unity human resource management system. Government agencies really need competent human resources, have certain competencies needed to support the successful implementation of their work. The purpose of this research is to look at mapping position of personnel human resource development analyst in the Bandung City Education and Training Personnel Agency. The method used in this research is descriptive. The results of this study is the obtaining of recommendations on mapping the career development of the position of human resources development analyst in the Education and Training Staffing Agency bandung city deserves to be directed to get a promotion.

Abstract

The problems of a city, especially the city of Bandung have developed so complex that conventional solutions are often no longer able to catch up with the speed of growth of problems, more innovative solutions (Smart City) are needed to solve city problems, ICT (Information and Communication Technology) is one alternative solutions that have very high innovative potential to solve various urban challenges. One solutive idea to solve problems in the city of Bandung, is by presenting the Bandung Smart City Policy, where this Policy contains programs and directions from the Government of the City of Bandung to change the habits and lifestyle of the Bandung City People who were traditional and tend to be stiff in their daily lives, becoming more modern mindset one step further by promoting the digitalization of information and communication technology in running the wheels of people's daily lives. One of the supporting media for the Bandung Smart City Policy is innovation. Application Model of E-Litbang is presented as a media for monitoring and evaluating all innovation products, how long the level of use of an innovation product, how far the level of understanding of supporting human resources and the community of an innovation product, how good the quality of an innovation product, and how many benefits are generated from an innovation product for wide audience.

Abstract

This research is about performance assessment from the balanced scorecard perspective in the framework of remuneration implementation at the Eye Hospital Cicendo Bandung. It aims to identify and analyze the employee performance at the Eye Hospital Cicendo Bandung by using 4 (four) balanced scorecard indicators. It also tries to figure out the remuneration implementation at the Eye Hospital Cicendo Bandung. This research employed a descriptive qualitative method. The data were collected through library research, interviews, and document reviews. In general, the performance assessment using the four balanced scorecard perspectives at Cicendo Eye Hospital Bandung showed good performance results. This can be seen from the achievements of each indicator in the four balanced scorecard perspectives.

Abstract

The purpose of the research is to evaluate and develop recommendations for waste management policies based on evaluation criteria such as Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy of the object of research at the Environmental Service of Purwakarta Regency. This type of research is a qualitative research with data collection techniques consisting of observations, interviews and primary data. While the technical analysis by means of data reduction, data presentation, drawing conclusions. The results show that the waste management policy has been implemented but has not been running well because there are still problems in the evaluation criteria such as effectiveness, adequacy, responsiveness and accuracy. Meanwhile, the criteria for efficiency and equity are sufficient.

Abstract

Performance assesment is an important process in human resource management. As with the times and changes in policy, performance assesment instruments are adjusted to the performance goals of the organization. The purpose of this study was to analyze and identify the indicators used to assess the performance of marketing implementers, to create marketing implementer instruments in accordance with organizational needs and marketing performance assesment mechanisms at UPT Pengelolaan Sampah DLHK Kota Bandung. We used qualitative method with a descriptive approach in this study. Data collection techniques were carried out through interviews with six informants accompanied by observations and literature studies to identify, select and develop performance indicators. In addition to collecting information for the preparation of indicators, it is sourced from applicable regulations, assignment and previous research. The results of the study stated that the instruments has been used so far need updating because several things are no longer relevant. The improvements provided by the new instrument including implementation time with a shorter working period (every three months), the assessment is done by superiors and fellow colleagues, using indicators based on the job descriptions, and more specific. To reduce assessment bias, training for assessment can be carried out which includes assesment in decision making to maintain neutrality and objectivity, as well as assistance from human resouce department to make decision.

Abstract

This research is focused on strengthening the domain of participation and leadership in the implementation of youth development policies in Sukabumi City. Aims to find out how the implementation of youth development policies, the factors causing the low participation and leadership domain, and furthermore to find out what strategies are most appropriate for strengthening the participation and leadership domains. This study uses qualitative methods and SWOT analysis to clearly reveal the phenomena in the implementation of youth development policies in Sukabumi City. Data were collected through documentation studies, observations, and interviews. The collected data is analyzed and processed to produce a strategy. The results showed that the communication process was not optimal because it had not yet reached the villages. Human resources are sufficient in terms of numbers but not adequate in term of competence, budget allocation for youth is still very small, but has adequate facilities and infrastructure. The attitude of the implementors is good and supports the implementation of youth development policies, and the bureaucratic structure has fragmentation. From the results of interviews, documentation studies, and observations, it is known that the causes of low participation and leadership domains namely, the age limit 16- 30 years of youth has not been optimally applied in youth organizations, youth lack access to youth information, and the government has not maximally provided space for youth to participate in meetings. The analysis was carried out using SWOT analysis with internal analysis coordinates 0,21 and external analysis coordinates 0,31 so that the recommended strategy is in quadrat 1 (one), namely formulating activities that encourage youth to participate, collaboration between youth and regional officials, coordination with youth organizations in institutional strengthening.

Abstract

Research on policy strategies for the development of the Rebo Purnawarman Situ Buleud Market area is motivated by the problem of the lack of involvement of various parties, the availability of resources, the lack of public awareness, traders' complaints, and the attitude of the government. This study uses analysis with the Van Meter Van Horn model to analyze policies and SWOT analysis in analyzing the development strategy of the Rebo Purnawarman Situ Buleud Market Area. The results of the study conclude that the implementation based on the Van Meter Van Horn model analysis is known to be running in accordance with the policies contained in the Regional Regulations and Missions of Purwakarta Regency contained in the Purwakarta RPJMD, but has not run optimally. The SWOT strategy concludes that the policy strategy that must be taken is to fix the tourism sector in order to increase economic growth, guarantee security and peace from the Purwakarta Regional Government, promote tourism in increasing economic activity, improve planning and management systems, optimize area management, increase human resources in the tourism sector, strengthen coordination Area management, coordinating street vendors, increasing public awareness, aligning policies, and managing traders.

Abstract

The purpose of this study was to determine the general administration services in Pasirjati Village based on the community satisfaction index and the Electronic Community Satisfaction of the Bandung City Government. In an effort to improve the quality of public administration services, a strategy based on internal and external environmental analysis is needed as a reference. This study uses a descriptive analytic qualitative approach. (Fred David:2015) used the right strategy formulation through an approach with the stages of analyzing the IFE and EFE matrices, the IFE and EFE quadrants, and the Quantitative Strategic Planning Matrix (QSPM). From the results of the IFE-EFE rating and weight analysis, SWOT quadrant, SWOT matrix and Quantitative Strategy Planning Matrix (QSPM) that have been carried out, the results of the strategy carried out are Aggressive Strategies (SO) to improve the quality of public administration services in Pasirjati Village, namely expanding access to service distribution and mobile services.

Abstract

Dayeuhkolot District is the area with the heaviest impact in the flood disaster that occurred in Bandung Regency, high rainfall during the rainy season is the main factor causing flooding. The larger the disaster victims, the greater the impact that will occur, both directly felt by the community and local government, ironically the above flood disaster management activities are still focused on structural mitigation activities which of course require very large costs. In contrast to structural mitigation, non-structural mitigation is the reduction of the possibility of risk through engineering on human behavior including changes in behavior towards nature. This study uses direct observation in the field observing the mitigation that has been done, making documentation, conducting interviews. All data is processed in a reduced pattern and re-verified to produce a conclusion. The method of non-structural flooding from Coppola is a study that is specifically discussed in this study.

Abstract

The purpose of this study was to find out and analyze how the strategy for improving the performance of the Staff of the Information and Data Processing Section of the Army Officer Candidate School was. This research method uses qualitative methods. The data analysis technique used is SWOT analysis. This research data collection using interviews, observation and documentation review. The results showed that the strategy that should be used to improve the performance of the Staff of the Information and Data Processing Section for Army Officer Candidates is Supporting Aggressive Strategies. The strategy that is feasible to be implemented for the Staff of the Information and Data Processing Section of the Army Officer Candidate School is the Institutional strategy by improving employee performance which focuses on efforts to develop human resources, namely improving the quality of adequate human resources through training activities, increasing collaboration with outside organizations and consultants. , Support the provision of adequate facilities and infrastructure, Increasing the use of structured education and training programs, Providing awards for loyal and professional employees, Increasing collaboration between employees, Involvement of Infolahta staff in determining organizational policies, Increasing budget for technology development and the latest innovations.
