Abstract

The aim of the research was to explain the effectiveness of village administration in Molobog village ofMotomgkad district of East Bolaang Mongondow. The study uses qualitative approach methods. Theinformant is one person as the head of the village, four as a village officer/device, and four people as awhole society as much as 9 Informans. Data collection using interview guidelines, while the analyticaltechniques used are interactive model analyses of Miles and Hubernan. Based on the results of analysis ofdata drawn conclusions: The aim of this research is to explain the effectiveness of village administration inMolobog village of Motomgkad district of East Bolaang Mongondow. Based on the results of the researchthat has been done by the author, it can be concluded as follows: (1) Production or realization of programsand government activities of Molobog village of Motomgkad regency of East Bolaang Mongondow Whichis planned or about the work of the government of Molobog villages Motomgkad district of East BolaangMongondow in administration is already very good. According to the work or task given with the ability ofthe village government employees in the administrative administration with guidance on the regulation orregulation of government that has been established and administrative guidelines. (2) The efficiency oraccuracy of the use of organizational resources, especially human resources and the cost in achieving therealization of the program and activities Pemerinah the village that has been planned/determined alreadyshowed excellent timeliness this is facilitated Because of the innovations that the village government has.(3) Adaptation or flexibility in this case the ability of the village government in response to the developmentof tasks/employment or in the face/handling of issues that arise already good. The ability to adapt the villagegovernment apparatus with the working environment and good organization to produce a workingrelationship between the employer and co-workers as well as attitudes and relationships to the recipientcommunity is very well established service.Keywords: Effectiveness, implementation of village administration

Abstract

The purpose of this study was to determine the accountability for the use of Village Funds in theSouth Karatung Village, Manusa District, Talaud Islands Regency. This research uses a descriptive qualitativeapproach. Accountability for the use of Village Funds can be seen from three dimensions ofpublic accountability, namely financial accountability, benefit/effectiveness accountability, andprocedural accountability. The research informants were the village head, village secretary, villagetreasurer, BPD chair, LPMD chair, and several figures and residents of South Karatung Village. Datacollection uses interview guidelines, while the analysis technique used is an interactive model analysisfrom Miles and Hubernann. The results of the study show: (1) Financial Accountability is good enough,that is the received Village Funds are announced or informed transparently to the general public; its useplanning involves the BPD and LPM, as well as elements of community representatives, and the results ofthe implementation are accounted for in a transparent manner by the authorities and informed to thewider community. (2) Accountability Benefits / Effectiveness is quite good, namely: the program isplanned/determined according to the needs of the village community; the benefits can be felt by thecommunity in terms of improving public services and in improving the standard of living and welfare ofthe community. (3) Procedural accountability is good enough, i.e. program planning is determinedthrough village deliberations involving all relevant elements in the community; program/activityimplementation procedures in accordance with the implementation instructions and technicalmanagement guidelines; and reporting and accountability mechanisms are carried out properly inaccordance with village financial management guidelines.Keywords: Accountability, Village Funds.

Abstract

This study aims to determine and analyze the effect of welfare on the performance of Minahasa UtaraInspectorate.The research method is a quantitative research method, it is a research method based on thephilosophy of positivism, used to examine the population or a particular sample. The sampling techniqueis a saturated sampling technique in the Inspectorate of Minahasa Utara, there are 38 aparatus. The usingof data analysis techniques are simple linear regression analysis and simple correlation analysis. Based onthe results of analysis using correlation pearson product moment, the outcome of correlation coefficient is(r) = 0,382 while the coefficient of determination is (r²) = 0,146. Based on this research, the hypothesispresented can be accepted that there is a degree of linkage and determination of the welfare to theperformance of apparatus in Inspectorate of Minahasa Utara. Based on the results of the study, it can beconcluded that the welfare has a relationship and has a significant effect on performance of apparatusservice in Inspectorate of Minahasa Utara. This means that welfare is one of the determinants of theimprovement of performance of the apparatus.Keyword: Welfare, Apparatus Performance

Abstract

The mapalus system in implementing development in the village has begun to disappear. Andthe main cause is all because of technological developments so that the people who have started to forget themapalus culture that has been valid in the village has become a tradition in the village. The purpose of thisstudy is to find out how mapalus organizations are in implementing development in the village. This studyuses descriptive qualitative research methods. Data collection techniques used are observation, interviews anddata collection with documents. To see how the mapalus organization is carrying out development in thevillage of Kaleosan. The researcher uses three indicators, namely: Planning and setting goals, providingservices and monitoring from the government. Based on the results of this study stated that the role of thecommunity and even the mapalus organization in the village in the implementation of development in thevillage is still very lacking because the community that along with technological development has begun toforget the habits of mapalus. mapalus in development. It can be concluded that the mapalus organization inthe implementation of development in Kaleosan village is still not good.Keywords: Mapalus ,Organization, Village Development

Abstract

Village administration must be managed optimally by the administrator in order to provide effective and efficient guidance to the community. The purpose of this study was to find village administration governance in the of akesibu middle ibu district west halmahera regency. This study uses descriptive qualitative research methods. Data collection techniques used were interviews, documentation and data collection with documents to see how the village administration governance in the of akesibu middle ibu district west halmahera regency. The researcher used five indicators, namely: transparancy, accountability, responsibility, indenpendence, equality and fairness. The results of this study indicate that in the implementation of governance in the village of aces not all village administrations have been implemented in accordance with applicable rules that refer to the PERMENDAGRI No. 47 of 2016. Lack of experience from some village goverment offiicials to manage village administration, clash between personal work and pubilc interests, lack of equality in providing services to the community. Thus It can be concluded that the village administration governance in the of akesibu middle ibu district west halmahera regency has not been effective and efficient.Keywords: Governance, Village, Administration.

Abstract

Penelitian ini bertujuan untuk menggambarkan bagaimana pelaksanaan kewenanganpenyelenggaraan pemerintah desa. Penelitian ini menggunakan metode penelitian deskriptif kualitatif,dan teknik pengumpulan data yang di gunakan yaitu observasi, wawancara dan dokumentasi. Jumlahinforman dalam penelitian ini sebanyak lima orang. Dalam penelitian ini menggunakan teorikewenangan pengaturan, administrasi dan pengawasan. Hasil penelitian ini menunjukkan bahwadalam penyelenggaraan pemerintahan di desa kanonang lima. Pemerintah desa selaku yang memilikikewenangan di desa sudah menjalankan kewenangannya sesuai dengan peraturan yang ada, mengacupada kewenangan pemerintah desa selaku penyelenggara pemerintahan di desa yaitu pembinaankemasyarakatan desa, pembangunan desa dan pemberdayaan masyarakat desa. kurangnya fungsipengaturan yang jelas dari pemerintah desa membuat beberapa penyelenggaraan pemerintahanterhambat, serta kurangnya pengawasan terhadap berbagai urusan pemerintah desa membuatberbagai hambatan dalam pembangunan desa maupun urusan pemerintahan lainnya yangmengakibatkan masyarakat belum merasa puas terhadap kinerja pemerintah desa dalammenjalankan kewenangannya, koordinasi yang jelas serta sosialisasi yang baik adalah pokokpenunjang terhadap pelaksanaan kewenangan pemerintah desa, agar supaya masyarakat merasa puasserta pelaksanaan dalam menjalankan kewenaganpun jelas, pemerintah desa adalah pemegangkekuasaan penuh dalam menjalankan semua kewenangannya yang ada mengacu pada fungsinya danperaturan yang berlaku, untuk mencapai tujuan yang baik bagi masyarakat maupun desa yang dipimpinnya.Kata Kunci: Kewenangan, Penyelenggaraan, Pemerintah Desa.

Abstract

Micro, Small and Medium Enterprises are small scale economic activities of the people with business sectors which, in the majority are small business activities, the existence of this business in the midst of society has great and good benefits for the community for social welfare and reducing poverty but also as a driver of development benefits economy of the country. Community Empowerment is an effort to empower community communities through the realization of their potential manifestations. The goal to be achieved from community empowerment is to form individuals and communities to be independent, independence includes independence of thinking, acting, and controlling what is needed by a process. Through the learning process, the community will gradually acquire the ability or power from time to time. This study uses qualitative methods that are descriptive, namely to know or describe and explain the reality of the events studied or research on independent variables or one variable, that is without making comparisons or connecting with other variables. The results showed that the community of Umkm trading group in Sagerat Weru I Village in order to develop, the community and the government needed to actively work together to continue to provide guidance and entrepreneurship training and technical training to increase the skills of business people using small and medium micro business assistance. . In order for the Umkm merchant community, Sagerat Weru I Village to be able to empower all their businesses in terms of human resources, products, basic necessities and infrastructure to be reorganized so that buyers feel satisfied.Keywords: Community Empowerment,Trading Business.

Abstract

This study aims to determine whether the administrative service unit has been effective in managing datain the Regional Secretariat of North Sulawesi Province. This type of research used in this study is qualityresearch. The theory used is based on four characteristics of the effectiveness of public services, namely:timeliness of service, accuracy of service, courtesy and friendliness, ease of getting service. Source of dataused in this study are primary data and secondary data. Data collection techniques used are three, namely:interviews, observation, and documentation, data obtained from various sources are then analyzed to be aconclusion of the research process. The results of this study that the management of data in theadministrative service unit based on the timeliness of services in the administrative service unit startingfrom the data management process to the approval of existing data or correspondence, service accuracy orminimize errors in services or transactions during the data management process is located in theadministrative service unit, then entering into courtesy and friendliness in managing data in theadministrative service unit, the ease of getting services in data management is easily and quickly resolved.But there are some things that must be considered, namely employees and leaders must attend training orincrease human resources in managing system-based data, adding supporting facilities for datamanagement processes, improving network quality and administrative service unit applications so that thedata management process is completed according to the target even faster than the target that has been set.Keywords: Effectiveness, Administrative Services, Data Management

Abstract

Kompetensi aparatur masih merupakan persoalan yang perlu mendapat perhatian. Mengingatfungsi kantor kecamatan dalam melaksanakan koordinasi penyelenggaraan pemerintahan, pelayananpublik dan pemberdayaan masyarakat desa, serta melaksanakan pelimpahan tugas urusanpemerintahan daerah dari Bupati. Berdasarkan masalah tersebut tujuan penelitian ini adalah untukmengetahui Pengembangan Kompetensi Aparatur Sipil Negara di Kantor Camat Langowan TimurKabupaten Minahasa.Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif digunakanuntuk peneliti, dimana peneliti sebagai instrument kunci, pengambilan sumber data dilakukan secarapurposive dan snowball, teknik pengumpulan data dengan triangulasi, analisis dan bersifatinduktif/kualitatif, dan hasil penelitian lebih menekankan makna.hasil penelitian menunjukkan bahwa faktor akreditasi badan diklat Kabupaten Minahasa adalah salahsatu faktor yang menyebabkan diklat pengembangan kompetensi aparatur sipil negara tidakdilaksanakannya oleh BKD Kabupaten Minahasa tidak dilaksanakan oleh BKD Kabupaten Minahasatapi dikerjasamakan dengan diklat provinsi yang telah terakreditasi sehingga masih banyak aparatursipil negara yang hingga kini belum mendapat kesempatan untuk mengikuti diklat. Bahwa denganbelum terakreditasinya badan diklat daerah menyebabkan penyelenggaraan diklat yang selama inidilaksanakan oleh badan diklat provinsi menjadi tidak optimal sehingga upaya pengembangankompetensi aparatur sipil negara di kabupaten Minahasa tidak berjalan sebagaimana yang diharapkanyaitu masih banyaknya ASN yang belum mengikuti diklat. Belum adanya acuan analisis kebutuhandiklat oleh tiap – tiap SKPD menyebabkan penyelenggaraan diklat untuk pengembangan kompetensipegawai di Kabupaten Minahasa menjadi efisien dan efektif dilihat dari asas manfaatnya sehinggakapasitas aparatur sipil negara di kabupaten Minahasa tidak dapat ditingkatkan secara signifikan demimemaksimalkan pelayanan publik yang primaKata Kunci : Pengembangan Kompetensi Aparatur Sipil Negara
