Abstract

Profesionalism is a reflection of the skills and expertise of the apparatus that can be effective if supported bythe suitability of the level of knowledge on the basis of educational background with the workload that becomesthe responsibility. The success of development will be seen from thr high productivity of the prosperouspopulation and evenly distributed. Abstract

As a program of the government, Kartu Indonesia Sehat is a government aid for the poor / poor, hoping toimprove the welfare of the community. Healthy Indonesia Program is a priority program of the President ofthe Republic of Indonesia Ir. Joko Widodo designed specifically to help the poor in order to get free medicalassistance. This research uses qualitative approach method. The research informants were: one head ofBPJS office, two BPJS office staff, one Kopandakan II village head, and four healthy Indonesian cardusers. Data collection by observation (direct observation), interview, and documentation, while theanalytical technique used is interactive model analysis from Miles and Huberman. Based on the researchresults can be concluded: (1) implementation of healthy Indonesian card program less effective seen fromthe dimension of communication. Socialization on matters related to the KIS program is carried out by theimplementing program (BPJS) to the community through cooperation with the village government, so thatthe public lack understanding. (2) implementation of healthy Indonesian card program is less effective, seenfrom human resource dimension of KIS program implementer from BPJS and health facility inadequate inquantity. Financial resources for program implementation are provided as needed. (3) implementation ofhealthy Indonesian card program is less effective seen from within dimension of disposition. The dispositionor characteristic of the officer does not have a consistent and consistent attitude to implement a healthy andsuccessful Indonesian card program. (4) the implementation of healthy Indonesian card program is lesseffective than the bureaucratic / organizational structure seen from the mechanism and procedure ofprogram implementation (SOP) which determined the lack of person in handling the program. Duties andresponsibilities are clearly defined. As for the suggestion: (1) socialization of healthy Indonesian cards tothe village community needs to be continuously improved and intensified because many villagers do notunderstand clearly the healthy Indonesia card program. (2) the implementing resources of healthyIndonesian card program from BPJS should be increased so that more can reach to the villages. HR inhealth facilities (health workers) for KIS participant services should also be able to reach the village. (3) thedisposition (commitment and consistency) of health card program implementing officers still needs to beimproved to improve the successful implementation of the program in the future. Abstract

ABSTRACT : Speaking of Indonesian state marine products, who does not know, so many marine products are owned byIndonesia, and it is of more concern to the current government to manage, develop and safeguard against the perpetrators.Not a few cases that we can see in the mass media, many of which have been handled by the Ministry, such as illegal fishingconducted by foreign ships that do not have permission. Why the marine sector is very important because in it live thevarious living things that become the characteristic or icon of an area.Banggai Sea has one of the sea ions that become Icon of the Regency. The sea products in question are Cardinal Fish fishthat only exist in Banggai Laut. As a county icon it is appropriate that the fish be protected from the perpetrators of thecrime. This is a major responsibility of the Government, especially the Fisheries Department in conducting moresupervision.This study aims in addition to knowing the extent to which the supervision has been done, is to assist the relevant agencieshow to make supervision of illegal fishing can be effective.The research method used in this research is qualitative descriptive method and data collection technique throughobservation, interview, and document study. Based on the results of existing research that the task of supervision has nowbeen taken over by the Povinsi Fishery Department, now the task of the District Office is limited to Coordination, to try, bethe provincial authority.Keyword : monitoring, illegal fishing

Abstract

The purpose of this study was to determine the performance of the Tolikara District Kembugovernment in the implementation of regional autonomy. This research uses a descriptive-qualitativeapproach. Based on the study of theory, performance is seen from three dimensions or indicators, namely:productivity (effectiveness and efficiency), responsibility, and accountability. Research informants werethe Camat, the District Secretary, 2 Section Heads, and 1 Implementing Staff, and 2 Village Heads. Thedata analysis technique used is an interactive model analysis of Miles and Hubernann. The resultsshowed: (1) The performance of the Kembu District government in the implementation of regionalautonomy affairs in terms of productivity indicators (effectiveness and efficiency) is quite good. (2) Theperformance of the Kembu District government in the implementation of regional autonomy matters seenfrom the indicators of responsiveness is also quite good. (3) The performance of the Kembu Districtgovernment in the implementation of regional autonomy matters seen from the accountability indicatorsis quite good. Based on these conclusions this study recommends Increase the number of employees, andimprove the quality of employee HR.Keywords: Performance, Regional Autonomy Affairs, District Government.

Abstract

The research objective was to explain in village development. In Hatetabako Village,Wasile sub-district, Central East Halmahera District. This study used a descriptive and repressive. Village secretary, head of BPD member (BPD),Community.data Collections uses interview guidelines,Documentation study observations while analysis techniques are carried out through the stages of data collection in development in the village of hatetabako Wasile SUB-District,central East Halmahera Regency,it was observed that the two criteria,nameli preventive and repressive,had not been maximally implemented. The village level needs to be improved through community participation in village development. Abstract

Abstract : E-ID card is a residence document containing security system / control both from administration side orinformation technology based on national demographic database. Making E-ID is wide open, easy, free and fast. In reality,obstacles in E-ID card service are still often found in E-ID card making service, among others most people have not get EIDcard dikarnakan, process that takes a long time, complicated, server system problem, poor infrastructure, lack ofattention and good response from employees, the number of queues in the process of making E-ID cards, and the certaintyof E-ID card issuance is not well implemented. Therefore, the researcher focused on Transparency of E-ID Card MakingService in Jailolo Sub-district, Halmahera Barat District. The purpose of this study is to analyze the Transparency of E-IDCard Making Service in Jailolo District. The research method used in this study is a qualitative approach where in researchconducted is descriptive that is to know or describe the reality of the events studied. The process of data analysis is done bystarting to examine all available data from various sources, namely obsevasi, interview, documentation and so on untilwithdrawal conclusion. Transparency of Public Service is openness and accountability of government related to service ofmaking E-ID to society. In this case the focus of research is the service procedure, technical and administrativerequirements, the service completion period, authorized and responsible officials, service promises, service standards, andlocation of services. The results of the research in the District of jailolo of West Halmahera showed that the Transparencyof E-ID Making Service conducted by the local government apparatus has not been fully transparent in providing servicesfor the community.Keywords: Transparency, Public Service.

Abstract

ABSTRACT :This study aims to determine how the administration of the Organization in terms of personnel,especially in the district of Sulu Islands Regional Employment Board.This study used qualitative methods. The informants were 10 officers / employees at BKD are: headof the agency / secretary (1), the head of the field (3), and the head of the sub-areas (4), and the staff /implementers (2). Data collection techniques used were interviews. The data analysis was done by usingqualitative analysis interactive model of Miles and Hubermann.The results showed that: (1) The process of implementation of recruitment at BKD Sula Islandsbased on the determination of the formation of a minister according to regulations, and theimplementation process of recruitment of employees at BKD today already using the system CAT,although the implementation of recruitment/employess has been running well, but not maximized. (2) Theimplementation process of selection for placement of employees in structural positions is implemented inaccordance with the applicable legislation, but not maximum, because there are still weaknesses, and notall the structural officials meet in full all the main requirements for certain structural position as set outin PP.No .13 of 2002 on Hiring in structural positions.Based on the results of these studies conclude that: (1) the implementation process of recruitmentin BKD Sula Islands based regulations, but implementation of the recruitment system using CAT, so thatthe implementation of recruitment in Sula Islands is not maximized. (2) Selection process staffing in thestructural position in BKD Sula Islands in general are good, but not maximized because there are stillsome things that are required by the regulations have not been fully implemented.Based on the results of this study, it is necessary to put forward some suggestions: (1) To improvethe effectiveness of the implementation process of recruitment/civil servant in the Government of SulaIslands need to further expand facilities such as electronic instruments, WFI, and the room (a) needed forthe implementation of recruitment employee/civil servant using CAT systems (Computer Assisted Test)can run up. (2) It is expected that the selection process of the placement of employees in the structuralposition in lingungan Sula Islands Government should really sesui with the requirements stipulated inGovernment Regulation No. 13 of 2002 on Hiring in structural positions, and/selection process tominimize the placement of employees in structural positions in the Government of Sula Islands fore letconducted openly, namely through the auction system positions that have been implemented in someareas.Keywords: Recruitment, Placement Officer, structural positions.

Abstract

ABSTRACT Trash has become a national issue that management needs to be done in a comprehensive and integrated headwaters downstream waste management necessary legal certainty, clarity of responsibility and authority of the government, local government, the role of the community and waste management can proceed professional, effectively and efficiently. So the president issued Law Decree No.18 of 2008 on Waste Management which aims to reduce the waste problem in Indonesia. Waste management aims to serve a city of garbage generated population, which indirectly contribute to maintaining public health and create a cleaner environment. To support the establishment of the provincial capital of Manado as a clean, healthy, comfortable, beautiful and environmentally friendly. Mayor of Manado making policy on Waste Management in the city of Manado, the policy was issued to strengthen the Regional Regulation No. 07 Year 2006 concerning Manado Waste Management and General Services Levies. In this study using the model of George C. Edwards III where implementation can be started from the abstract state and a question of whether the conditions for policy implementation to be successful is communication, communication is between implementing policies / programs with community target groups. Resources, is the human resources and financial resources available or provided for the implementation of policies / programs. Disposition, is characteristic that attaches to the executive like honesty, commitment and democratic attitudes. Bureaucratic structure, is the mechanism (SOP) and the structure of the organization implementing the policy. This study uses a qualitative descriptive approach through interviews of 11 informants, observation and tracking documents and research is assisted by an additional instrument in the form of a list of guidelines for interviewing, recording devices (Hand phone) and stationery. The results showed that the overall waste management policy in Manado City Sanitation Department has shown a pretty good rate, in other words the implementation of solid waste management in terms of freight has been carried out effectively, but seen from the time of completion is still not efficient, since there are often delays garbage carry. Over all results of the interview on the results of the implementation of the waste management policy to the conclusion that the success rate in Waste Management Policy Implementation in Manado City Sanitation Department is quite good. Based on Law No. 6 of 2014 on the village articles 78, paragraph one and two, village development aims toimprove the welfare of rural communities and quality of life.Human and poverty reduction through the fulfillment of basic needs, development of village facilities andinfrastructure, development of local economic potential, and sustainable use of natural resources andenvironment. Abstract

ABSTRACT: This research moved from the initial observation that the Employee Performance BenefitsPolicy Implementation in the Agriculture Technology Assessment Unit in North Sulawesi indicated noteffective enough because encountered some conditions that indicate problems in implementation. Thepurpose of this study was to determine how the Employee Performance Benefits Policy Implementation inAgriculture Technology Assessment Unit in North Sulawesi.Research using qualitative methods.The informants as many as 10 employees. Collecting data withinterview techniques; while the data analysis using analytical techniques interactive model of Miles andHubermann. Implementation of the model that is used in this research is the theory of policy implementationof Van Metter and VanHorn.The results of this study demonstrate policy implementation performance benefits of employees inNorth Sulawesi in general has been quite good but needs to be improved, namely (1) the human dimension:the lack of supervision to be the cause of corruption time employees. (2) Dimensions implementing Attitude:There is still tolerable attitude of the parties has taken the performance benefits so that employees whoviolate the rules spared from cuts. (3) Dimensions organization communication between implementers, lackof communication with other parties regarding appropriate intake BPTP periodic reports causing delays inthe disbursement of performance benefits.Referring to some of the findings in this study it is necessary to give somesuggestions as solutionsto problems, as follows: (1) it is necessary to increase the security guard or officer who recorded employeeout during office hours, it is important for improving employee discipline. (2) Regulations or provisionsconcerning the calculation of the performance benefits cuts should be done properly and consistently withtougher sanctions. In order for the parties that deal cutting performance benefits can work consistently andfirmly, so that employees who violate the rules will not be spared from cuts. (3) In need of facilities / specialapplications in support of coordination andcommunication between the Ministry of Agriculture.Keywords: policy implementation, performance benefits
