Abstract

This research aims at describing the process of services implementation through village information system based web and the villagers’ satisfaction from the aspects of satisfaction standardization. The method of the research was qualitative with hermeneutic phenomenology approach. It would see the texts of villagers’ life and experiences in using Village Information System Services. The data were analyzed by using the van kaam model. It was found that service satisfaction of the village information system in the context of individual experience identified from the staffs’ attitude, information, delivery, internal manager’s role, and time service accuracy. Based on the finding, it is recommended for further researcher to conduct a study about service implementation as well as e-government. The weakness of this research is that the researcher conducted it in a short time asking the individual’s experiences about the village service information system implementation.

Abstract

Public services are the result of organizing organizations. Starting from all forms of activities in the arrangement, guidance, guidance, providers of facilities, services and others carried out by organizations engaged in the public sector. One public institution that organizes public services is the puskesmas while still paying attention to the principles of public service created by the institution in providing services to the community. The purpose of this study was to study the principles of service at the Simpang Baru Health Center, Simpang Baru Village, Tampan District, Pekanbaru City. The researcher uses a qualitative method that describes the implementation of the principles of public service by studying and studying the theory as a guide. Research informants are Puskesmas employees and the community as patients at Puskesmas with data collection techniques namely observation and interviews.

Abstract

Pelaksanaan suatu kegiatan / program kebijakan untuk mewujudkan sasaran , tujuan, misi dan visi dari dinas Pemberdayaan Perempuan dan Perlindungan Anak kota Pekanbaru .Penelitian ini bertujuan untuk mengetahui Kinerja Dinas Pemberdayaan perempuan dan Perlindungan Anak di Kota Pekanbaru dalam menangani kasus – kasus dan juga pencegahan terkait tindak kejahatan dan kekerasan yang menimpa perempuan dan juga anak. Upaya – upaya serta program – program yang dibuat untuk melindungi dan mencegah terjadinya tindak kekerasan yang bisa menimpa perempuan dan anak , serta menelaah faktor – faktor penghambat yang terjadi dalam kinerja dinas tersebut . Jenis penelitian ini menggunakan metode kualitatif dengan Pendekatan yang digunakan ialah pendekatan deskriptif yaitu pengamatan dan berdekatana langsung dengan Informan terkait untuk mendapatkan informasi – informasi. Hasil penelitian ini menemukan bahwa kinerja dinas pemberdayaan Perempuan dan Perlindungan Anak kota pekanbaru sudah cukup baik , karena dari 5 indikator pengukuran kinerja yang dilakukan peneliti sudah hampir semuanya terpenuhi walaupun belum maksimal. Serta faktor penghambat kinerja yaitu anggapan masyarakat untuk melapor ialah merasa aib, tabu atau hal yang memalukan sehingga lebih baik disimpan sendiri, anggaran yang terbatas dan tidak bisa memenuhi rencana krgiatan dan program – program yang akan dilaksanakan, serta keterbatasan sarana dan prasarana yang ada

Abstract

Abstract Performance is the work result that can be achieved by a person or group of people in an organization. The occurrence of employee performance problems in the Riau Province BKKBN office can be seen from the realization of activities that have not been fully realized as planned from the start. This is due to a phenomenon such as there are often jobs that are often delayed, resulting in a decrease in work discipline, and there are still employees who are not present without providing a certificate, because if there are employees who are desperate to ditch or the percentage level of attendance is small. The purpose of this study is to see the performance of employees at the Riau Province BKKBN Representative Office and to see the factors that hinder the performance of employees at the Riau Province BKKBN Representative Office. This research is a descriptive qualitative research that seeks to describe a phenomenon or event as it is. The results of this study indicate 5 indicators of employee performance, namely productivity, quality, timeliness, cycle time, and costs are quite good. Meanwhile, 1 indicator, namely the use of resources is still not good. The inhibiting factors, such as the age of employees, lack of qualified human resources, Covid-19 pandemic that caused the declinsion of budget (refocusing). Abstract

This study aims to determine the professionalism of civil servants in the Procurement Section of the Dumai City Regional Secretariat and identify the supporting or inhibiting factors. This research is a qualitative research with a case study approach. The data collection technique used was through observation, interviews and documentation with informants consisting of civil servants in the Procurement Section of Goods and Services, PPK/Procurement Officials on Regional Apparatus and providers. Data analysis techniques include data collection, data reduction, data presentation and drawing conclusions. The results of the study indicate that the professionalism of civil servants in the Procurement Section of the Dumai City Regional Secretariat needs to be improved. This can be seen from several aspects. First, competence which shows that there is still a lack of technical capability in the implementation of the procurement of goods and services. Second, effectiveness shows that the process of procuring goods and services has been running according to predetermined standards and times. Third, efficiency shows that the utilization of civil servants and facilities and infrastructure in the Goods and Services Procurement Section is still low in the implementation of the procurement of goods and services. Fourth, responsibilities that show that there are still tupoksi that have not been carried out optimally such as monitoring, evaluating, coaching and advocating related to the process of procurement of goods and services.

Abstract

Program UMKM di Kota Dumai yang diselenggarakan oleh Dinas Koperasi dan UMKM merupakan upaya untuk meningkatkan pemberdayaan UMKM di kota Dumai Khususnya di Kecamatan Sungai Sembilan agar bisa lebih baik dan naik kelas serta mampu menjadi pendukung perekonomian daerah. Tujuan dari peneltian ini adalah untuk mengetahui Efektivitas Program Pemberdayaan UMKM pada Kecamatan Sungai Sembilan di Kota Dumai dan menganalisis Dampak Program Pemberdayaan UMKM terhadap peningkatan pendapatan Usaha Mikro, Kecil dan Menengah (UMKM) di Kecamatan Sungai Sembilan Kota Dumai. Adapun metodelogi penelitian yang digunakan adalah Penelitian kualitatif dengan loksai penelitian UMKM Wilayah Kecamatan Sungai Sembilan Kota Dumai. Yang menjadi Subjek Penelitian diatas adalah Kepala Bidang Pemberdayaan Dinas Koperasi, UKM dan Pemberdayaan Masyarakat Kota Dumai, Pendamping UMKM Kecamatan Sungai Sembilan, Pelaku usaha UMKM di Kecamatan Sungai Sembilan dengan membahas Efektifitas Program UMKM menjadi 5 indikator berbeda yaitu Pemahaman Program, Tepat Sasaran, Tepat Waktu, Tercapainya Tujuan, Perubahan nyata bahwa pelaksanaan program UMKM telah efektif dilaksanakan, namun masih harus ada perbaikan dan perkembangan agar UMKM dapat meningkatkan hasil usahanya serta factor penghambat dari pelaksanaan program tersebut adalah sosialisai yang masih harus diperbaiki serta masih kurangnya dukungan dari perusahaan local dalam berkontribusi membangun daerah melalui pemberdayaan UMKM.

Abstract

Early marriage in Indonesia is increasing from year to year. This problem has an impact on the quality of children, family, family harmony and divorce. This is also the reason why children drop out of school. In addition, in Pekanbaru City, early marriage is also rife, even though Law No. 16 of 2019 has been enacted, that the minimum age limit for marriage for both men and women is 19 years. It was from this background that this research was conducted. The purpose of writing a thesis is to find out what is behind the occurrence of early marriage in Pekanbaru City. The theory put forward by Hunger and Wheleen (2003:11) is Environmental Observation, Strategy Formulation, Strategy Implementation, Evaluation and Control. This study used the method documentation, data analysis and interviews. Secondary data obtained from related government agencies, books, journals or data from the internet which contains related theories or research results. The results of this study explain that the strategy of the Pekanbaru City Women's Empowerment and Child Protection Service has not been successful because the early marriages that occur are motivated by the community environment and family environment. The lack of control of the surrounding community has resulted in changing norms and the emergence of a free culture as well as a lack of cooperation between the Pekanbaru City Women's Empowerment and Child Protection Service and PATBM
