Abstract

All this time, the processing dairy manure into biogas energy to be used for cooking and lighting by households around the center of the dairy business have not been done. The purpose of this study was: (1) identify potential resources and public perception in the development of biogas in the dairy business centers, and (2) identify the potential of biogas energy to be derived from cow manure at a dairy business centers. Based on the calculation, the estimated number of biogas that can be produced each day in the dairy business centers amounted to 258.4 m3/day. Meanwhile public perception, farmer and non-farmer, tend to give a positive assessment of the processing of dairy waste into biogas and willing to use biogas as an energy source for cooking.

Abstract

Indonesia menyadari pentingnya swasembada beras tidak hanya dalam mendukung proses pembangunan ekonomi, tetapi juga untuk ketahanan pangan nasional. Kejadian baru-baru ini mengenai krisis pangan global yang distimulasi oleh meroketnya harga minyak bumi yang membuat konversi bahan pangan menjadi energi menjadi layak secara ekonomi memperkuat keyakinan tersebut. Namun demikian, beberapa tahun terakhir ini, produktivitas tanaman padi telah stagnan di negeri ini. Untuk mengatasi permasalahan produktivitas tersebut, pemerintah mengimplementasikan program BLBU-BLP (Bantuan Langsung Bibit Unggul dan Bantuan Langsung Pupuk). Program ini memberikan suatu paket teknologi yang mencakup bibit unggul bersertifikat, pupuk pabrik dan organik kepada petani padi, kedele dan jagung. Studi ini dimaksudkan untuk mengevaluasi efektivitas program tersebut dalam meningkatkan produktivitas dan pendapatan usahatani. Penelitian dilakukan di tujuh propinsi dengan 488 responden petani padi dan jagung. Studi membuktikan bahwa program telah berhasil membangkitkan kesadaran petani dalam menggunakan benih unggul bersertifikat serta input pendukungnya serta meningkatkan produktivitas dan pendapatan usahatani peserta program. Oleh karena itu, direkomendasikan agar pemerintah meneruskan pelaksanaan program pemberian bantuan ini. Tetapi, disarankan agar paket tekonologinya tidak seragam dan disesuaikan dengan kondisi lingkungan pertanian setempat agar produktivitas lebih tinggi lagi.Indonesia has long recognized the importance of rice self-sufficiency for the country not only in facilitating its economic development process, but also for food security. Recent occurrence of global food crisis stimulated by skyrocketing oil price makes the conversion of food into bio energy becomes economically feasible and deepens this recognition. Yet, rice yields in this country over the last few years have bee stagnant at a relatively low level. Accordingly, the government of Indonesia has implemented BLBU-BLP program to cope with this problem. The program provides a package of production technology consisting of certificated seed of HYVs, manufactured and organic fertilizers to rice, corn and soybean farmers. This study was carried out to evaluate the effectiveness of the program to achieve its goals. It was conducted in seven provinces with 488 samples of rice and corn farmers. It confirmed that the program had been quite successful in increasing awareness of farmers in adopting and using certificated seed of HYVs and its supporting components, as well as in increasing productivity of rice farm and farmers’ income in the intervened farms. It is, therefore, that this program is recommended to be continued. However, the technological package should be modified to suit local farming environmental condition in order to generate better results.

Abstract

ABSTRACTStreet vendor problem in Bogor City has been a part of development agenda priorities since 10 years ago. But its arrangement has not been implemented optimally. For instance, there are some areas which are not arranged yet, as on Jl. Dewi Sartika. The characteristic of street vendors who choose strategic place which is passed by many people and close to central activities, needs a special arrangement strategic. Therefore, Bogor city becomes a comfortable city as people hope. Based on SWOT and AHP analysis, other prioritized strategies are: street vendor policy review (0.350), improving Government and street vendor partnership (0.267), facilitating business space and business safety (0.218) and optimizing city infrastructure and facility (0.165). Namun pengaturannya belum dilaksanakan secara optimal. Misalnya, ada beberapa daerah yang tidak diatur lagi, seperti di Jl. Dewi Sartika. Karakteristik PKL yang memilih tempat strategis dimana dilalui oleh banyak orang dan dekat dengan pusat kegiatan, membutuhkan strategis pengaturan yang khusus. Oleh karena itu, Kota Bogor diharapkan dapat menjadi kota yang nyaman bagi masyarakat dan pengunjung kota Bogor. Berdasarkan analisis SWOT dan AHP, strategi prioritas adalah: tinjauan kebijakan PKL (0,350), meningkatkan kemitraan Pemerintah dan penjual jalanan (0,267), memfasilitasi ruang usaha dan keselamatan bisnis (0.218) dan mengoptimalkan infrastruktur kota dan fasilitas (0,165).Kata Kunci: PKL, Kota Bogor, Strategi, Peraturan

Abstract

Indonesian scientific publications on Scopus show encouraging increase by being listed as number 1 in Southeast Asia. However, fewer literary contribution by private university compared to those made by state university. Thus this study investigates which factors will impact publication performance of private university lecturers. Using multiple linear regression analysis of 226 data, it is found that motivation, self-efficacy, research skills, research time, and training are proven to have positive impact on publication performance. Findings. Teaching workload was found to have significant negative impact, while supporting resources were the only variable that had no impact on publication performance. This research has contribution towards institutional policies in encouraging lecturers to produce scientific publications by strengthening the influencing factors.

Abstract

This study aimed to analyze the factors that influence competitiveness of Indonesia’s priority industrial sector in facing the ASEAN market by using Revealed Comparative Advantage (RCA) and panel data analysis. The study period was in 2001-2013 and variables are used, among others, the export price of products in the industry priorities, labor productivity, fixed capital and riil exchange rate. Based on the calculation of the level of competitiveness by using RCA, showed that the Indonesia's priority industrial sectors have strong competitive (RCA>1) in the ASEAN market, except for the chemical industry and machinery and equipment industry. That is, Indonesia has a comparative advantage in most of the priority industrial sectors, so that it can be used to support the government's strategy to expand the national industrial market to the ASEAN region. While the results of the panel data analysis showed that the export price is the most influential factor for the competitiveness of priority industrial sectors in Indonesia. In this case, the export price is a reflection of the production cost. The high of production cost indicates that the purchase price of inputs by exporting companies is also high, so that the export price was high. Because the essence of competitiveness is relatively low cost, the high export prices showed a decreasing competitiveness. Other factors that affect are the real exchange rate and labor productivity. Rupiah depreciation can encourage the growth of exports, which in turn can improve competitiveness. Meanwhile, the development of human resources that make industrial policy was originally based on cheap labor and natural resources can be developed into a productivity-based industries are supported by qualified human resources as well as science and high technology. On the other hand, the addition of variable fixed capital does not affect the competitiveness of priority industrial sectors. This is because the impact of the increased competitiveness of the addition of fixed capital in a given year is not directly felt in the year, but will be felt in the next few years. Thus, the strategy can be formulated to improve the competitiveness of the priority industrial sectors, including developing the upstream industry and among industry based on natural resources and the control of exports of raw materials, develop human resources industry players in the Indonesia’s priority industrial sectors with training and innovation activities, developing downstream industries as well as the increase in value-added products in the priority industrial sectors through product diversification and improve the pattern of cooperation with the manufacturers of other countries in the ASEAN region through the export promotion.  Keywords: ASEAN Integration, Manufacturing Industry, Competitiveness, Panel Data Analysis

Abstract

Kalimantan Barat is a province which has the highest poverty rates among other provinces in Kalimantan. Sector’s output growth of the economy affects the redistribution of income and poverty reduction. Increased economic sector output reduce poverty through the distribution of income . Sector development policy needed to boost the economy and poverty alleviation. This study aimed to analyze the relationship between sector’s output growth of the economy and poverty reduction using InputOutput Miyazawa and decomposition of FGT (Foster-Greer-Thorbecke) poverty index. Agricultural sector has an important role in output growth, employment, and household income distribution.The decomposition method showes that direct effect of growth in manufacture alleviates poverty among poor households, and total effect of growth in agricultural sectors(food crops and estate crops) alleviates poverty among poor households in Kalimantan Barat. The main policy implication is agricultural industrialization and human capital of the poor needs to be enhanced by education and training if they are not to be sealed off the industrialization process. Abstract

The growth of the middle class in Indonesia that occurred during the last ten years allegedly raised by the economic growth that is likely to increase in the same period. An economic theory which states that inclusive growth is growth that is able to bring the middle class makes economists focus on inclusive growth and the middle class itself. But in fact, the middle class in Indonesia is dominated by the lower middle class whose features are similar to the poor. These issues indicate a gap in the economy. In addition, to talk about the gap, there is no doubt that this issue has long been a discussion in Indonesia, especially the gap between western Indonesia and eastern Indonesia. Therefore this study was conducted to analyze whether it is true that inclusive growth has occurred in Indonesia and how the phenomena that occur in the western part of Indonesia and eastern Indonesia. Based on the data from 33 provinces in Indonesia over a period of 5 years, ie from 2008 to 2012, this study of the Measured inclusive growth by adopting the concept formulated by Klasen (2010) on-Poverty Equivalent Growth Rate (PEGR). This study of the processing of data performed using Excel and SPSS software. The results found that economic growth in Indonesia in 20082012 has not been inclusive in reducing poverty, lowering inequality and increase employment. The results also show that inclusive growth is not a consistent phenomenon in Indonesia. The phenomenon of inclusive growth in reducing poverty, lowering inequality, and increasing employment are more prevalent in Western Indonesia (IBB).  Key words : inclusive, growth, middle class, panel data, excel

Abstract

The aim of this study is to develop policies of organization culture (OC). The policies analysis cover management process and its changing in Bank Indonesia, including direction and substance of OC, developing ideal models, methods, dynamic change and its management.  Awareness about the importance of OC in improving the performance of the organization had been recognized by management of Bank Indonesia in the surface, but when examined the dynamics of the changes, the implementation seem fluctuated. Using a system approach, this research employ three main tools: Analytical Network Process (ANP), Strategic Assumption Surfacing and Testing (SAST), and Interpretative Structural Modeling (ISM). The knowledge base data are compiled using combination of several methods: survey, focus group discussion (FGD), statistics of secondary data, and structured in depth interviews. This research has found the new values which should be adopted for BI are integrity professional, visionary, competence, and transparent. Besides, it also delevelop models to implement a new organization culture management. In terms of organization culture change program, this research uncovers several important phenomena such as: the central role of the board of governor, the function of performance management and assessment, and the role of director in every unit.Keywords : organization Culture, Values,Sub-culture Type, Analytical Network Process, Strategic Assumption Surfacing and Testing, Interpretative Structural Modeling

Abstract

This study aimed to analyze the factors that affect the volume of Indonesian exports of white shrimp (Penaeus indicus) to Hongkong and to formulate policies that can increase the volume of exports. Ordinary Least Square method (OLS) is used to analyze the factors that affect the volume of Indonesian white shrimp exports to Hongkong by time series data (time series) period of the last 24 years (1990 until 2013). All independent variables that have significant influence on the volume of Indonesian exports of white shrimp, which are: Hongkong population, Hongkong GDP per capita constant 2005, the nominal selling price of white shrimp Indonesia to Hongkong, the nominal selling price of white shrimp competitor to Hongkong, the nominal exchange rate of the Indonesian to Hongkong and Indonesian economic crisis in 1998 (dummy). Key words: Hongkong, Ordinary Least Square (OLS), the export volume, the white shrimp (Penaeus indicus)

Abstract

This study aims to analyze recommendations that Indonesia could undergo to increase it’s coffee export performance through factors influencing it’s coffee export growth driver. The analysis using export decomposition showed that since 1994-2013, Indonesian coffee export has been dominated by commodity (grean bean). Export in the form of commodity is fragile regarding it’s volatile price in the international market. This lead to recommend higher processed coffee incorporated in Indonesian coffee export structure. At the same time, regarding the characteristics of the product, the diversification of Indonesian coffee product from green bean to coffee extract is in parallel with the destination country. Gravity model on top three destination countries for Indonesian coffee extract, namely Phillipines, China and Lebanon suggest that supply side, trade agreement and currency are the most influencing factors to trade, and that distance plays insignificant role.
