Abstract

This paper attempts to examine the impact of rising fossil fuel prices on the increasing impact on the demand of alternative fuels (biofuels), and its impact on food availability in Indonesia. An econometric model using simultaneous equations is employed. An increase in world crude oil price for 0,192 percent caused the price of real Indonesian palm oil export raised by 10,64 percent. Consequently, a larger biodiesel production is needed to meet their crease of world´s consumer demand for biodiesel. Also, with the increase in real export price of Indonesian palm oil, it will encourage palm oil producers to push their export volume. Indonesian palm oil exporter expected to increase by 6,37 percent to finally push the domestic CPO price increase for 1,85 percent. Rising domestic oil prices are causing oil demand in the palm oil industry to decline by 0,49 percent and in the end resulting in the decline of palm oil production by 1,56 percent.

Abstract

Production inefficiency usually is analyzed by using two efficiency approaches, technical and allocative efficiency. This study performs direct calculations of the technical efficiency of rice farming in Java by using the stochastic frontier and inefficiency that influence on a model. The data consisted of the 2007 Patanas Data released by the Center for Socio Economic and Agricultural Policy, Agricultural Research and Development Agency, Ministry of Agriculture, conducted in three provinces of West Java, Central Java and East Java that are implemented in several major rice producing districts. The result of this study indicated that the production of paddy rice field in West Java, Central Java and East Java where positively influenced by the extensive paddy fields, the number of seeds used, urea fertilizer and ZA, TSP, KCL and NPK fertilizers as well as the number of labors family and non family. Accessibility factors on education, credit and extension service where significantly affected upon the inefficiency of in the province of West Java, Central Java and East Java.

Abstract

This study uses two models of stochastic frontier production function Cobb Douglas separate to estimate differences in environmental efficiency of conventional input variables and input variables detrimental. The results that farms with milkfish monoculture and polyculture cultivation pattern majority (approximately 82 percent) have reached a technically efficient, with an average efficiency rate of 0826.  Effect of pollutants on the efficiency of production of milkfish ponds visible from reduced levels of technical efficiency of the 0826 in model 1 becomes 0.633 in model 2 , so that the influence of pollutants by 0193. The decrease in efficiency is derived from the nitrogen pollutants are negative and significant. Policy implications necessary to supervise the use of the excessive feed and urea.

Abstract

This study aims to determine the effect of changes in output and input prices, corn research expenditures and road infrastructure on output supply and input demand for corn in the Province of East Java and West Java. The data that are analyzed are those of structure of costs of corn farming in the Province of East Java and West Java in 1985-2009. Estimation model employed is the method of Seemingly Unrelated Regression. The results showed that the output supply of corn both in the province of East Java and West Java are elastic to its price changes, however it is inelastic to the price changes of: seed, urea, TSP and labor. Input demand of seed, urea, TSP and labor area inelastic to their price changes. Policy implications of this research is efforts to increase the supply of corn can be carried out by increasing its price, expenditures of corn research, and road infrastructure.

Abstract

ABSTRACTIndonesia is the biggest palm oil producer and exporter in the world. In2008, Indonesia contributed 34.3% of total palm oil world production and 84.6%of production was exported as crude palm oil (CPO).In the world’s market, the growth of palm oil consumption and importwere 9.66%/year and .34%/year. In supply side, palm oil production and exportincreased 7.94%/year and 9.55%/year respectively. It reflected global excessdemand which influence palm oil price in world market, 1.69%/year. Demand forIndonesian CPO also to fulfill the raw material for energy. This situation willinfluence several aspects in Indonesian palm oil industry, in order to ensure theavailability of palm oil to fulfill national necessity for cooking oil industry and biodiesel industry.By using annual data 1979-2008 periods, an econometric approach wasapplied in this study. The goal of this study is to analyze (a) the analyze thecorrelation between world petroleum oil price with CPO world price, (b) theanalyze the effect of petroleum oil price toward domestic palm oil demand, (c) tosimulate the effect of petroleum oil price for 18,71% toward several aspects inIndonesian palm oil industryThe findings of the study show that (a) since 2000 there was the strongcorrelation between world petroleum oil price with CPO world price, that reflectthat CPO is used for raw material of bio diesel industry; (b) petroleum oil pricepositively influenced domestic palm oil demand, and (c) the rise of worldpetroleum oil price will affect the domestic cooking oil industry, i.e. the cookingoil supply will decrease, and the cooking oil price will increase due to the lack ofCP O for cooking oil industry, while the bio diesel industry was start to grow.Key words: crude palm oil, petroleum oil price, cooking oil, bio diesel

Abstract

The purpose of this study is to analyze the company’s internal and macroeconomic conditions on the ratio of dividend distribution, as well as knowing the conditions of coal companies on the IDX during the decline in coal prices. The weakening of the global economy has resulted in a decline in various commodity prices, including coal prices. Various studies were conducted to determine the factors that influence the poor condition of sectoral mining indices in these weakening conditions a few years ago. The coal subsector has the largest capitalization in the mining sector. Multiple regression models are used to analyze 55 samples from 11 coal subsector companies. The research period was carried out from 2013 to 2017. The results showed that return on assets, exchange rates, world oil prices had a positive and significant partial effect on the dividend payout ratio of the coal subsector. The implications of the findings are management of coal subsector company needs to pay attention to internal and external factors so that they can distribute dividends regularly.

Abstract

West Java province's junior secondary school enrollment rate is still below the Millenium Development Goal of universal primary education by 2015. Panel data of 26 districts in West Java, Indonesia, was used to analyze the determinant factors of junior secondary school enrollment rate. The study shows that GRDP per capita and education level of the household head positively infuence junior secondary enrollment rate, in contrast poverty rate and number of child labour had negative impact. This study suggests that government should increase local revenue to enable the people to have sufficient income for attending school, especially for the poor. The government is also expected to increase the availability of schools.AbstrakCapaian Angka Partisipasi Sekolah (APS) SMP Provinsi Jawa Barat yang masih rendah menunjukkan belum tercapainya tujuan MDGs tahun 2015 tentang pendidikan dasar. Dengan menggunakan analisis regresi data panel 26 kabupaten/kota di Jawa Barat tahun 2007-2011, studi ini menemukan bahwa faktor yang menjadi determinan APS SMP adalah PDRB per kapita dan pendidikan orang tua. Adapun kemiskinan dan partisipasi kerja anak usia 13-15 tahun akan mengurangi partisipasi sekolah. Oleh karena itu, untuk meningkatkan partisipasi sekolah SMP, terutama anak dari keluarga miskin, selain peningkatan anggaran pendidikan untuk mendukung partisipasi sekolah (beasiswa dan ketersediaan/fasilitas sekolah), hal itu juga harus didukung dengan penurunan tingkat kemiskinan. Selain itu, peningkatan anggaran pendidikan lebih pro-masyarakat miskin dengan meningkatkan ketersediaan sekolah.

Abstract

The purpose of this study is to analyze the readiness of the potential economy at the developmental areas in West Bogor and to formulate a developmental economy strategy to actualize in the implementation of autonomy development. In general, the result showed that the western region of Bogor has an economic potential that can be developed, therefore it can be made as one of the main factors in the recommendation to become an autonomous district. Western Bogor region has a few growth centers to draw the growth of the region. Growth and service centers are still accumulating in urban areas resulting in a gap caused by the intensity of linkages between urban areas and rural areas in which are relatively limited.The selected strategy priorities are: (1) the development of industries that support the agricultural aspect (agro-industry) as an effort to optimize the utilization and managingsustainable natural resources by utilizing the potentials Bogor Regency has (economic conditions, government policies Bogor Regency, geographical location) as well as cooperation with private sector / other, (2) Finding and promoting the image of commodity and regional superior products that provide value-added (GDP and PAD) for the local community using the criteria of potential value-added direct a commodity / product for poor families, and (3) creating a conducive business climate to support local capacity building by expanding the local tax base and expand the productive sectors of the economy of the people.Implications of policy directed as social, cultural, political, institutional, or spatial aspects of the development budget and policy. Furthermore, the basic sector analysis should be done at sub-district unit so that it can be seen a leading sector per district based on income (GDP) per district.Keywords: Growth and service centers, local economic potential, regional development.

Abstract

Pangan merupakan salah satu kebutuhan dasar manusia yang paling asasi. Beras masih menjadi komoditi utama penopang ketahanan pangan nasional. Perum BULOG penyelenggara usaha logistik pangan pokok yang melakukan penyebaran persediaan melalui kegiatan angkutan antar Divisi Regional (Divre). Penelitian bertujuan merancang sistem angkutan antar Divre. Metode penelitian menggunakan metode perancangan sistem yaitu kegiatan merancang sistem melalui tahapan-tahapan tertentu untuk menjawab permasalahan yang ada. Menggunakan model optimasi dalam Pemrograman Linieryaitu Transportation Problem (Permasalahan Transportasi). Total biaya angkutan untuk tahun 2010 dengan model optimasi lebih rendah Rp. 17.461.590.772,- apabila dibandingkandengan total biaya yang dihitung dengan metode yang digunakan saat ini. Penggunaan pemrograman linier untuk angkutan antar Divre Perum BULOG menghasilkan optimasijumlah persediaan yang diangkut, jalur dan biaya angkutan. Model optimasi tidak hanya dilakukan terhadap kondisi ideal tetapi juga terhadap kemungkinan adanya perubahan perubahan melalui analisa pasca optimasi. Hasil analisa menunjukkan bahwa sistem operasional angkutan terbagi kedalam Sistem Perencanaan, Sistem Pelaksanaan, Sistem Evaluasi dan Sistem Penunjang. Keempat sistem tersebut saling berkaitan satu dengan lainnya dengan tujuan akhir adalah pelaksanaan angkutan antar Divre. Sistem ini banyak ditunjang oleh penggunaan pemrograman linier untuk mendapatkan biaya angkutan yang minimum.Food is one of the most basic human rights. Rice is still a major commodity supporting the national food security. Perum BULOG is the business organizer who makes the distribution supplies through transport activities among the Regional Divisions (Divres). The research aims to design a transportation system among the Divres. Research method used for designing the system is a system design activities through certain stages to address existing problems using Linear Programming optimization model in the Transportation Problem. The total cost of transport for 2010 was Rp. 17.461.590.772 which is lower compared to the total cost calculated by the method used today. The use of linear programming to transportation among Divres produces transported amount of inventory optimization, route and transportation costs. Optimization model is not only carried out on ideal conditions but also to the possibility of changes through the postoptimization analysis. The result showed that the operational system of transportation is divided into Planning System, Support System, Evaluation System and Integrated System. The four systems are interconnected with each other with the ultimate goal is the implementation of transport among Divres. This system is much supported by the use of linear programming to obtain the minimum transportation cost.
