Abstract

Kalimantan Barat is a province which has the highest poverty rates among other provinces in Kalimantan. Sector’s output growth of the economy affects the redistribution of income and poverty reduction. Increased economic sector output reduce poverty through the distribution of income . Sector development policy needed to boost the economy and poverty alleviation. This study aimed to analyze the relationship between sector’s output growth of the economy and poverty reduction using Input-Output Miyazawa and decomposition of FGT (Foster-Greer-Thorbecke) poverty index. Agricultural sector has an important role in output growth, employment, and household income distribution.The decomposition method showes that direct effect of growth in manufacture alleviates poverty among poor households, and total effect of growth in agricultural sectors(food crops and estate crops) alleviates poverty among poor households in Kalimantan Barat. The main policy implication is agricultural industrialization and human capital of the poor needs to be enhanced by education and training if they are not to be sealed off the industrialization process.Keywords: I-O Miyazawa, Poverty, Multiplier Analysis

Abstract

Structural transformation is responsible for income disparity as transformation of economical structure is not supported by structural transformation of labor. This unbalanced transformation divides labour into two groups, unskilled and skilled labour. Increased income disparity is a consequence of different opportunity and intensive. This study investigated factors that account for structural transformation and its impact on disparity of income distribution in Madura using regression model of panel data. The results showed that population and income per capita significantly influenced structural transformation in Madura. Both factors significantly changed added value in agriculture and industry sector, meanwhile population was a single factor that significantly influenced service sector. Agriculture was a share sector that was effective in lowering income disparity. However, share sector of industry and service was observed to increase income disparity.

Abstract

Economic growth is a matter of the economy in the long term and is influenced by various factors. This study aimed to analyze the effect of the agricultural export, industrial export, mining export, import of capital goods, government spending and gross fixed capital formation to economic growth of Indonesia. The analytical method used was Ordinary Least Squares (OLS) with Cochrane-Orcutt method. This study uses secondary data quarterly time series from 2000 Q1 to 2016 Q1 which is obtained from the Ministry of Trade, the Central Bureau of Statistics, Bank Indonesia and the Capital Investment Coordinating Board. The results showed that on the first model to see the effect of the aggregate exports on economic growth show that imports of capital goods have a significant influence in the short term to economic growth. While in the long term, the variables that have a significant impact on economic growth is GFCF. While the second model to see the role of exports by sector to economic growth getting results that exports in the industrial sector has a significant influence both in the short-term and long-term to economic growth. It concluded that outward looking policies has an effective impact to be applied in Indonesia if the Government to develop exports in the industrial sector.

Abstract

Raskin program is the government’s attempt to relax economic burden which poor families face by giving them a certain amount of subsidized-price rice (raskin). In effort to improve the program’s performance, recently the government introduced new concept for the distribution of raskin. By this new concept, the distribution of raskin would be through rural kiosks, not through village-level government network as used to be. Before institutionalized as an alternative for the conventional one, the new concept was tested in some pilot projects located in several provinces, including in West Java Province. Based on the field work in this province, this study concluded that the new concept could improve the program’s performances, especially with regard to quantity and price correctness. It was also found that villagers and local government apparatuses were in support for its implementation. However, it is necessary for the government to monitor and evaluate its implementation on a regular base and to develop a system of governance at village level to assure its good performance. It is also necessary to give a more attractive amount of fee for the owners of kiosk to ensure their commitment to support the program.

Abstract

Silk is a industrial product originated from agriculture. This product is important in the national economy. Garut District is one of central area of silk production in Indonesia. Silk produced in Garut is populer among foreign tourists, especially tourists from Netherland, Germany and Japan. The objective is evaluating comparative and competitive advantages of silk products produced in Garut. It is also designed to determine the impact of changes in input and output prices of silk on its comparative and competitive advantage of silk products produced in Garut. This study reveals that silk products of Garut has both comparative and competitive advantage. However, if wage rate and fuel price increase by 15 % and 50 % respectively, the products have no more competitive, but comparative advantage. To improve its competitiveness, agribusiness approach should be integrated into the silk industry.

Abstract

The quantity and quality of food consumed by the community are determined by the price level and household income. Household food expenditure share is still dominated by rice commodities. The aims of this study are 1) to analyze the level of household expenditure on food in Java and (2) to analyze the expenditure elasticity and price elasticity of household food demand in Java. The data used was March 2015, 2016, and 2017 SUSENAS data. Household consumption data was estimated using the AIDS Model. The results showed that household food expenditure share for medium and low-income groups (Q3 and Q4) for urban and rural areas was more than 50 percent. This shows that the household is food insecure. The own-price elasticity for all commodities is negative and inelastic. Changes in food prices do not significantly affect changes in demand for food commodities because their elasticity is inelastic. Household food demand is more influenced by food prices than household income for food commodities except for rice commodities. Rice has elastic expenditure elasticity (means that food demand is very responsive to changes in household expenditure/income. The relationship between each commodity is almost entirely negative (complementary).

Abstract

This study aimed to analyze the level of community satisfaction to the services of land registration in Land Office of Bogor. This study is expected to find indicators as a priority in the improvement of service quality. Level of community satisfaction was measured using five dimensions, i.e. reliability, responsiveness, assurance, empathy and tangible. Based on the results of the study, the overall dimensions of service quality in the first land registration through a process of the recognition of the rights granted by Land Office of Bogor District did not meet community satisfaction. Community dissatisfaction to the quality indicator of officer was marked by the difference between the average performance score of 3,58 with an average expectation score of 3,76 in order to obtain an average score of negative gap of -0,18. Indicators which are prioritized to improve community satisfaction with quality service of land registration are the clarity of service conditions, certainty of service cost, and timeliness of certificate completion. Managerial implication of recommended increasing satisfaction of service were a need to adjust the standard conditions of service, evaluating and reviewing existing policies and policies which are no longer relevant to the current conditions, creating a standard of service that is simpler, add service information in writing, improve the knowledge and abilities of employees through education and training.

Abstract

The government intervened unhulled rice and rice price policies which requires a large budget and is faced by a trade off between protecting producers and consumers. There is also a rice trading system that has an interest in creating profits. This condition creates obstacles in achieving policy objectives. Objectives of this paper are (1) to analyze the effectiveness of unhulled rice and rice price policies and factors that affect policy effectiveness, (2) to formulate policy recommendations in minimizing side effects. Analysis using secondary data and literature review methods. Results showed that with support of other rice policies, price policy has achieved its goal of stabilizing prices and supporting economic stability. However, it is not yet effective enough to protect farmers' income, affordability of rice prices, and safeguard government rice reserves. Pricing policies need to be carried out selectively with a clear target date and be accompanied by policy instruments for farmer income and food consumption flexibility, as well as encouraging farmer independence. Farmers can be facilitated to choose profitable commodities supported by an information system, market access, credit policies, input subsidies and agricultural infrastructure such as irrigation.

Abstract

All this time, the processing dairy manure into biogas energy to be used for cooking and lighting by households around the center of the dairy business have not been done. The purpose of this study was: (1) identify potential resources and public perception in the development of biogas in the dairy business centers, and (2) identify the potential of biogas energy to be derived from cow manure at a dairy business centers. Based on the calculation, the estimated number of biogas that can be produced each day in the dairy business centers amounted to 258.4 m3/day. Meanwhile public perception, farmer and non-farmer, tend to give a positive assessment of the processing of dairy waste into biogas and willing to use biogas as an energy source for cooking.

Abstract

This study was aimed (1) to analyze factors affecting adoption of System of Rice Intensification (SRI), (2) to measure technical, allocative and economic efficiencies of rice farming (3) to identify the factors that influence the technical inefficiency of rice farming. The data was gather from 90 rice farmers in the study area. The analysis method used are probit fuction model and the stochastic frontier production and frontier cost function. The result showed that variables implementation of SRI was affected by factors such as land, frequency extension, and long periode of farm group membership. The implementation of SRI were able to improve the productivity of rice farming. The level of technical efficiency (TE) was efficient with average TE value either SRI and without SRI rice farming each of 0.88 and 0.89. The level of allocative and economic efficiencies of SRI and without SRI rice farming was inefficient. The average values of allocative efficiency of SRI and without SRI rice farming were each 0.41 and 0.42. The average values of economic efficiency of SRI and without SRI rice farming were each 0.36 and 0.37. Family size was significantly to reduce of level technical inefficiency of SRI and family size, land tenure, farm status was significantly to reduce of level technical inefficiency of without SRI rice farming. Policy implications, the goverment needs to support accessibility and availability of production inputs to enhancement the productivity of rice farming.
