Abstract

This study aims to find out how effective the service is and the inhibiting factors for family planning services at the Sentosa Baru Public Health Center, Medan Struggle District, Medan City. With the increasing number of COVID-19 cases in Indonesia, the government has implemented a large-scale social restriction policy (PSBB), this has an impact on family planning services at the new Sentosa Health Center. In this study using a qualitative approach using interviews, observation and documentation. The results of this study indicate that family planning services at the Sentosa Baru Health Center have not been running effectively with a decrease in active family planning participants in 2020 and the cessation of direct socialization to the community and the emergence of public fear of visiting the puskesmas making the success of the program's objectives not run properly. The inhibiting factors in the effectiveness of family planning services at the Sentosa Baru Health Center are the limitations of family planning services and the cessation of outreach to the community and the lack of service facilities and infrastructure during the COVID-19 pandemic so that monitoring of family planning service program activities cannot run optimally, this will have an impact on a decrease in active family planning users at the new sentosa health center in 2020.

Abstract

The problem in this study is the proliferation of prostitution activities in public places in the city of Medan, such as Jalan Setia Budi, Simpang Selayang Village, Medan Tuntungan District. This study aims to find out how the implementation of the Medan City Regional Regulation No. 6 of 2003 concerning the Prohibition of Homeless and Begging and Immoral Practices in the City of Medan in the prevention and control of Commercial Sex Workers in the city of Medan, especially the Medan Tuntungan sub-district. This study uses the theory put forward by an expert named George C. Edward III, while the type of research used is qualitative research with data collection techniques of observation, interviews, documentation. The following describes the research results, namely 1). Communication, the Regional Government has not created a formal forum to socialize this Regional Regulation and the dangers of prostitution. Many people do not know about the negative impact of prostitution and even the Regional Regulations that regulate it. 2). Resources, lack of facilities and infrastructure Social services . 3). Attitude/disposition, the implementer has given a mandate to the executor, namely the Satpol PP to eradicate sex workers. 4). The bureaucratic structure has coordinated with related parties such as the Satpol PP, the Police and the Health Service, but because the suggestions and infrastructure have not been adequate, execution is difficult. Apart from the absence of a special rehabilitation center for the city of Medan, the uncooperativeness of the sex workers caught in the raids made it difficult for the officers to carry out their obligations.

Abstract

The purpose of this study was to describe and analyze the implementation of the Regulation of the Minister of National Education Number 24 of 2007 concerning Standards for Facilities and Infrastructure at SD Negeri 1 Tripe Jaya, Gayo Lues Regency and to identify and analyze the inhibiting factors for the implementation of the regulation. The research method used in this research is descriptive with qualitative analysis. Data collection was obtained from interviews, observations, documentation and literature studies. The results of the research that were tested using the theory of Policy Implementation of Donald Van Metter and Carl Van Horn showed that the implementation of the Regulation of the Minister of National Education Number 24 of 2007 concerning Standards for Facilities and Infrastructure at SD Negeri 1 Tripe Jaya had been implemented but not yet optimal: (1) Standards, targets and policy objectives, there is still a lack of comprehensive understanding. (2) Resources, lack of availability of human and financial resources. (3) Characteristics of the Implementing Organization, the workflow guideline for the fulfillment of school facilities and infrastructure has not been established. (4) The attitude of the implementers, there is still a lack of understanding for each implementer, especially in schools. (5) Communication between Related Organizations and Implementation Activities, the need for continuous coordination and socialization between schools and the Education Office. (6) The social, economic and political environment, the need for more concern from the community around the school as well as financial assistance and priority attention from the local government.

Abstract

Based on the results of the analysis of the 2020 East Medan District Government Agency Performance Accountability Report, it shows that employee performance is still low, and there are problems that need to be addressed related to apparatus work discipline. The research method used in this research is descriptive with qualitative analysis. Data collection is obtained from interviews, documentation, and observations. The results showed that the work quality of the employees of the East Medan District Head Office, Medan City was still low in terms of handling documents and procedures were still convoluted and slow and not transparent in terms of costs. The work quantity of the employees of the Medan Timur Sub-district Office in Medan City is quite good. The work discipline of the employees of the East Medan Sub-district Office, Medan City, has not yet been implemented as expected by the community. Employees at the Medan Timur Sub-district Office in Medan City have good initiatives in carrying out their duties. As well as the employee's responsibility for all aspects related to the tasks carried out by the employees of the East Medan District Head Office, Medan City is quite good.

Abstract

The responsibility for controlling the weeds is in the hands of the Sunggal sub-district, where the sub-district also collects retribution from the traders in accordance with the sub-district regulations. However, with the emergence of various problems from the existence of the illegal market, it becomes an illustration that the sub-district head is still not playing a role in managing the illegal market in his area, thus becoming a source of disturbance for other road users. The purpose of the study was to determine the role of the Camat in controlling the illegal market in Lalang Village, Sunggal District, Deli Serdang Regency. The benefits of research to add insight and knowledge in the field of controlling illegal markets. This research is a qualitative research in which researchers go directly to the field to examine the object of study and conduct direct interaction with the community. The discussion on the role of the sub-district head in controlling illegal markets in this study is based on the role theory proposed by Biddle and Thomas, which consists of expectations, norms, forms of behavior, as well as assessments and sanctions. The Camat has an important role in regulating various activities carried out by the community, including regulating the market so that the existence of the market does not cause problems for other community groups.

Abstract

This study aims to analyze the implementation of plant quarantine policies in the work unit of the Belawan Agricultural Quarantine Center. This study uses a qualitative approach where the researcher is the key instrument, the data collection technique is trangulation (observation, interviews and documentation), the data obtained tends to be qualitative data, the data analysis is qualitative and the results of qualitative research are to understand the meaning and construct the phenomenon of policy implementation. plant quarantine service regulations. The results of the study indicate that the implementation of the policy on plant quarantine service regulations has not been able to be carried out optimally even though the stipulated legal regulations have been enforced. This is due to the lack of communication or dissemination of information about quarantine to the entire community, especially service users. Besides, other indicators are due to the lack of civil servant field officers at the Belawan Agricultural Quarantine Center and the lack of technology that supports services at the Belawan Agricultural Quarantine Center.

Abstract

Therefore, the authors are interested in conducting research that aims to find out and analyze the implementation and policy constraints of the Minister of Home Affairs Regulation no. 7 of 2019 concerning Online Population Administration Services at the Deli Serdang Regency Population and Civil Registration Service. The research approach used in this study is a qualitative approach, namely problem solving procedures investigated by describing the current state of the subject/object of research based on visible facts. The results of the study found that the application of online population administration services at the Deli Serdang Regency Population and Civil Registration Service had been carried out in accordance with the Minister of Home Affairs Regulation Number 7 of 2019 so that population administration documents could be served. This can be seen from communication, socialization of resources, disposition and bureaucratic structure. The obstacles faced by agencies in implementing online population administration services according to the Minister of Home Affairs Regulation Number 7 of 2019 are: information systems that are densely used/accessible so that they are constrained in speed of service, lack of funds to be able to improve existing facilities and infrastructure, and lack of employee desire. to improve the quality of public services.

Abstract

The purpose of this study is: To analyze how the performance analysis of members of the DPRD of Batu Bara Regency in 2014 - 2019 in the Formation of Regional Regulations. The results of research on the performance of DPRD members in Batu Bara Regency in 2014 – 2019 in the Formation of Regional Regulations. The results show that the productivity of DPRD members' performance in carrying out their various functions is not optimal. The quality of service provided by members of the DPRD of Batu Bara Regency has not been optimal and that it runs well in the community where the community assesses the inability of members of the DPRD of Batu Bara Regency to serve their aspirations. The performance of the DPRD members of Batu Bara Regency in accountability has not been running optimally, it can be seen that the community does not yet know what is the function of their performance and have not felt the impact. In terms of responsiveness, the performance of DPRD members in Batu Bara Regency has not been implemented if in the implementation of responsiveness to the community it has not had maximum results such as the weakness in making policies and policies that have not been felt by the people of Batu Bara Regency. This study aims to analyze how the implementation of the Gayo Lues Regent’s Regulation Number 14 of 2014 concerning urban and rural land and building taxes in Gayo Lues District and to find out the obstacles in the implementation of the Gayo Lues Regent’s regulation number 14 of 2014 concerning urban and rural land and building taxes in Gyao Lues district. The research method used in this research is descriptive with qualitative analysis. Data collection was obtained from interviews, observations and documentation. The Research results were tasted using George Edward III’s theory, wich consisted of (1). Communication, (2). Resources, (3). Bereaucratic Structure and (4). Dispotition. The results of this study indicate that the implementation og Gayo Lues Regent’s Regulation Number 14 of 2014 concerning Urban and Urban Land and Building Taxes in Gayo Lues District has been implemented but has not given optimal result, because it faces several obstacles, including the lack of diect socializatation of land and building taxes to the community, limited human resources in terms of quantity and competence possessed. limited facilities to support activities, lack of budget to support the implementation of activities.

Abstract

Studi ini beranjak dari fenomena meningkatnya jumlah calon legislatif (caleg) etnis Tionghoa di tiga pemilu (2004, 2009, 2014) pada konteks pemilihan anggota dewan perwakilan rakyat daerah (DPRD) Provinsi Sumatera Utara. Permasalahan dalam studi ini terjadi persaingan yang semakin kuat antara sesama caleg etnis Tionghoa pada daerah pemilihan (dapil) sumatra utara (Sumut) 1 yang menimbulkan munculnya pertanyaan penelitian dalam studi ini mengapa caleg etnis Tionghoa memilih maju di dapil Sumut 1 dan bagaimana mobilisasi suara dilakukan?. Untuk menemukan jawaban terhadap penelitian ini maka studi ini menetapkan penelitian kualitatif dengan metode pengumpulan data wawancara, studi pustaka dan studi dokumentasi. Hasil penelitian menemukan temuan yang berbeda dari penelitian terdahulu yang menyebutkan kebangkitan semangat etnis di era pasca-Soeharto tidak terjadi di kota Medan secara spesifik pada lokasi studi ini. Temuan yang didapatkan terjadi fragmentasi politik di kalangan etnis Tionghoa yang dibentuk oleh Habitus yang ada pada area masing-masing. Tingginya persaingan sesama caleg etnis Tionghoa di dapil Sumut 1 sebagai pertanda bahwa demokrasi dengan sistem pemilu proporsional terbuka mengurangi peningkatan sentimen etnis dalam pemilu. Pada sisi lainnya area domisili dan mobilitas bisnis yang tinggi seperti Kota Medan dianggap sebagai dapil yang bergengsi untuk mengukur kemampuan keterampilan politik di pemilu.
