Abstract

Sub-district Musrenbang is a forum for deliberation among stakeholders to discuss and agree on steps for handling priority activity programs listed in the Proposed List of Sub-District Development Activity Plans that are integrated with district/city development priorities in the District. The purpose of this paper is to analyze Community Participation and its constraints in Community Participation in the Development Planning Musrenbang in Padang Bolak District. The method used is descriptive qualitative, with data collection techniques to be carried out on data sources. Data collection in this research is using primary data and secondary data. The results showed that the Musrebang in Padang Bolak District, North Padang Lawas Regency has been carried out every year. However, in its implementation, the presence and participation of the community is still considered very lacking. Furthermore, there was a feeling of disappointment expressed by the community over the implementation of the District Musrenbang. The level of community participation in the District Musrenbang is very low, so the activities of holding the District Musrenbang in Padang Bolak are only a formality. Obstacles in the implementation of the District Musrenbang in Padang Bolak are the lack of clarity in communication and socialization related to the Musrenbang, inadequate human resources, limited budget and authority, and the lack of incentives for Musrenbang organizers.

Abstract

This study aims to determine and analyze the implementation of the Government Regulation of the Republic of Indonesia Number 30 of 2019 concerning the Performance Assessment of Civil Servants and the obstacles in the Regional Secretariat of Subulussalam City Government. This study uses a descriptive method with a qualitative approach. This research is described descriptively with a juridical approach to public administration. The data collection techniques in this study are Primary Data Collection, through interviews (interviews), observations and documentation and Secondary Data Collection, with literature study. The data analysis technique consists of three streams of activities that occur simultaneously, namely: data reduction, data presentation, conclusion drawing/verification. The results showed that the implementation of PP no. 30 of 2019 concerning the Performance Assessment of Civil Servants has not been fully implemented yet. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successful in terms of resources and disposition. The obstacles faced are the appraiser (superior) is not able to control the view of the proximity element in assessing the work of subordinates, employees often make excessive reports, and the provision of disciplinary sanctions is still relatively indecisive.

Abstract

The purpose of this research is to examine and analyze the quality of vehicle tax payment services and the factors that hinder the services at the Samsat Lima Puluh office in Batu Bara District, North Sumatra Province. The research method used is a qualitative approach with a descriptive design. Data collection techniques used were interviews, observations, and documentation. The research was conducted at the Samsat Lima Puluh office. The data sources used were primary and secondary data. The results of the study show that the quality of vehicle tax payment services at Samsat Lima Puluh is not yet optimal in terms of responsiveness, physical evidence, and empathy aspects. The problems related to vehicle tax payment services are due to the lack of understanding of the community (taxpayers) regarding administrative processes such as incomplete paperwork and inadequate supporting documents. Additionally, the waiting room is uncomfortable due to insufficient air conditioning, inadequate seating arrangements, and insufficient tables for filling out registration forms, resulting in taxpayers having to stand in long queues. Furthermore, the timeliness of service completion is not appropriate due to unresponsive personnel and a lack of personnel at the Samsat Lima Puluh office.

Abstract

This research is focuses on the performance of village apparatus in administering village government at Sugiharjo Village, District Batang Kuis, Deli Serdang Regency. By analysing the performance of village apparatus in accordance with the performance analysis indicators of Mangkunegara (2019) and the inhibiting factors for village apparatus performance, so that village apparatus can work optimally in carrying out their duties and support the implementation of village government and carrying out government affairs, also in community interests in accordance with the mandate of Law Number 6 of 2014 concerning Villages. This study uses a descriptive method with a qualitative approach, conducting direct interviews with Sugiharjo Village officials and the people in that village. Based on research and analysis of performance indicators: quality of work, quantity of work, discipline, initiative, and responsibility, the performance of the Sugiharjo Village Apparatus in carrying out their duties is considered not optimal, especially when there are still violations of work discipline, the violations related to working hours. Some factors inhibiting the performance of village apparatus in the form of a lack of number of village apparatus and a lack of development quality of human resources in Sugiharjo Village Apparatuses. It is necessary to make efforts to develop human resources for Sugiharjo Village Apparatuses to improve technical, theoretical and work discipline capabilities to improve apparatus performance Sugiharjo village.

Abstract

This research is motivated by the quality of public services that have not been implemented properly, causing poor public service delivery which is a necessity for the government to make improvements in public services, one of which is the number of facilities that must be renovated and the lack of human resources at the Regional General Hospital (RSUD). Dr. Tengku Mansyur Tanjung City Hall. The purpose of this study is to determine the quality of services for the Emergency Room (IGD) and Inpatient Care (Class III) at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City and to find out what factors are inhibiting the Emergency Installation (IGD) and Inpatient (Class III) Services at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City. The research method uses a qualitative approach with a descriptive type. The results of this study indicate that based on PERMENPAN No. 19 of 2021 has gone well, this is because the five points in PERMENPAN such as types of services, service procedures, turnaround times, service fees and facilities and infrastructure have gone well. Then not only that there are inhibiting factors such as the need for additional human resources (HR) and improvement of hospital facilities that have not been maximized at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City.

Abstract

The purpose of this study is to analyze the implementation of Presidential Instruction No. 12 of 2016 on the National Movement of Mental Revolution at the North Sumatra Provincial Unity and Community Agency and the constraints faced. The research method used is qualitative with data analysis techniques using a qualitative approach. Data collection was obtained from observation, interviews, and documentation. The research results refer to Edward III's theory with indicators of communication, resources, disposition, and bureaucratic structure. The findings show that the implementation of Presidential Instruction No. 12 of 2016 on the National Movement of Mental Revolution in terms of communication and resources has not been running well. Communication is still lacking, especially with external parties. The employees of the North Sumatra Unity and Community Agency also lack work ethics. However, in terms of disposition and bureaucratic structure, the implementation of the Presidential Instruction has been running well. The constraints faced by the agency in implementing the National Movement of Mental Revolution are the lack of public awareness of the importance of the movement, difficulty in socializing in remote villages, and the delay in the provision of funds, which often hinders the implementation of the policy.

Abstract

Kerja sama Bea Cukai dan Karantina dilakukan secara bertahap di pelabuhan-pelabuhan utama melalui Keputusan Dirjen Bea dan Cukai Nomor KEP-216/BC/2020 tentang Penerapan Secara Penuh (mandatory) Single Submission – Joint Inspection Bea Cukai dan Karantina di Pelabuhan Belawan tanggal 21 September 2020 sampai dengan saat ini. Pelaku Usaha (Importir/Eksportir/PPJK) mendapatkan kemudahan dengan hanya satu kali submit Permohonan Impor melalui SSm sistem Indonesia National Single Windows (INSW). Sistem INSW melakukan validasi data dan mengirimkan Pelaporan pemeriksaan karantina ke Badan Karantin, dan Data PIB dikirimkan ke DJBC. Berjalan selama kurang lebih tiga tahun, secara umum penerapan SSm ini masih ditemukan adanya kendala saat eksekusinya di lapangan sehingga berpotensi menyebabkan kepuasan pengguna jasa kembali menurun. Penelitian ini menggunakan Metode kualitatif deskriptif dengan pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi dan teknik analisa data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menjelaskan  Pelayanan Pemeriksaan Fisik Barang Impor Dengan Penerapan Single Submission (SSM) Kepabeanan dan Karantina Melalui Joint Inspection pada Kantor Pengawasan Dan Pelayanan Bea Dan Cukai Tipe Madya Pabean Belawan, Sumatera Utara masih ditemukan adanya kendala saat eksekusinya di lapangan. Beberapa hal perlu dilakukan perbaikan sebagai bagian dari proses adaptasi. Hal ini mencakup peningkatan infrastruktur pelabuhan Belawan yang harus semakin disempurnakan baik fisik dan non-fisik, termasuk kestabilan koneksi serta keamanan jaringan harus terus dijaga dan ditingkatkan karena layanan SSm-Joint Inspection ini erat kaitannya dengan kemampuan pengembangan teknologi informasi dan artificial intelligent.

Abstract

The purpose of studiy was to determine employee performance in improwing the quality of two-wheeled motor vehicle tax administration services at the North Medan Samsat office and to determine the inhibiting factor/constraints on employee performance in improwing the quality of two-wheeled motor vehicle tax administration services at the nort medaan samsat office. This study uses a qualitative descriptive method using analysis of performance theory according to Agus Dwiyanto (2006) namaely productivity, service quality, responsiveness, responsibility, accountability. The results of this studiy can be conclouded that the performance of employees in improwingthe quality of taq administration services specifically for two- wheeled motor vehicles at the north medan samsat office has not gone well due to various problems and obstacles faced. Inhibiting factors or obstacles faced are service ti the community is still not optimal, employee discipline is still lacking, human resources are still;ow, internet network. The outhours suggestion in this study is that the Norts Medan Samsat employees carry out health services to the maximum without discriminating between people who take care of taxes and speed up service hours.

Abstract

This research was conducted to see the effectiveness of managing the Village Fund Budget, namely to see an increase in village infrastructure development in Sileang Village, Doloksanggul District, Humbang Hasundutan Regency. Based on the problems studied, the method and type of research used descriptive qualitative research. Using data analysis techniques according to Miles and Huberman with interview data collection techniques and documentation, the key informants in this study were the village heads and the main informants were development heads and additional informants were four people from Sileang Village. The results of the research show that the management of the Village Fund Budget in the development of village infrastructure in 2021 has not been running effectively, it can be seen from the dimensions that are used as measuring instruments, there are still dimensions that are fully operational. Starting from the ineffective implementation of the planning coordination mechanism and funding system, the lack of budgetary resources owned by the village government so that the limited development programs implemented, the lack of maturity in terms of development planning, in the implementation of socialization the community involved must be limited due to the Covid-19 pandemic, there are still village officials who are not participatory in managing village funds, as well as facilities and infrastructure for infrastructure development in Sileang village are not yet adequate. Efforts that can be made to overcome obstacles and obstacles regarding the implementation of Sileang village government. The government should try to coordinate between regions/hamlets optimally so that unwanted problems do not occur, increase public awareness of development by actively participating in deliberations, and also conduct socialization of programs that have been formulated to the community so that people are more aware of the program.

Abstract

This study analyzes the fiscal policy and management of the Land and Building Tax in urban and rural sectors (PBBP2) in Binjai City and its impact on Local Revenue (PAD). The objective is to measure the potential that Binjai City has in managing PBBP2 revenue. This research method involves questionnaires and interviews with respondents selected through purposive sampling. The results showed that by combining the potential of PBBP2 objects and the ability of the apparatus, using the Boston Consulting Group (BCG) matrix analysis and Klassen typology, PBBP2 revenue in Binjai City falls into the "question mark" category requiring urgent development as one of the main sources of PAD in the future. The "dog" category, which indicates low PBBP2 revenue and growth, needs to be avoided. In Klassen's typology approach, underdeveloped PBBP2 areas (low growth and low income) should be prioritized to overcome relative underdevelopment through a collaboration of the Binjai City government, administrative modernization, and validation of the PBBP2 database. In conclusion, PBBP2 revenues in Binjai City require further development as a major source of future revenue. However, challenges related to PBBP2 revenue and growth in certain areas must be addressed through cross-sectoral cooperation.
