Abstract

This research aims to determine the role of the sub-district head in improving the performance of village heads in the West Binjai sub-district area and to determine the factors inhibiting the sub-district head in improving the performance of village heads in the West Binjai sub-district area. The results of the research show that the role of the sub-district head in improving the performance of sub-district government officials in the West Binjai area is categorized as good with general implementation including active, participative, and passive roles. The obstacles to improving the performance of village heads are that the quality of resources is still low because most village officials are limited to high school, and junior high school and some have even finished elementary school; village government organizations' regulatory policies are not yet perfect; the arranging limit at the town head level is low; furthermore, the offices and framework supporting functional government organization are still extremely poor. restricted, aside from upsetting the productivity and adequacy of work execution, it additionally can lessen the inspiration of carrying out officials, in this way eventually obstructing the accomplishment of objectives, undertakings, and work.

Abstract

Minister of Education, Culture, Research, and Technology Regulation Number 17 of 2021 concerning National Assessment has become the main focus in improving the quality of education in Indonesia. This research aims to examine the implementation of these regulations by conducting a case study at Labuhan Batu State Elementary School. The research method used is descriptive-qualitative, with data collection techniques through observation, interviews, and documentation. The research results show that the implementation of the Ministerial Regulation at the Labuhan Batu State Elementary School has had a positive impact on the national assessment process. Teachers have been able to understand the national assessment guidelines better and integrate them into the school curriculum. Apart from that, the implementation of this regulation also increases awareness of the importance of assessment in improving the quality of learning and evaluation. However, challenges such as the availability of resources and a deep understanding of assessment concepts are still obstacles. This research provides an important contribution to understanding the implementation of Minister of Education Regulation Number 17 of 2021 at the elementary school level, as well as providing input for related parties in efforts to increase the effectiveness of national assessments in the future.

Abstract

 The purpose oh this study was to determine the quality of service for making birth certificates at the population and Civil Registry Office of Simalungun Regency as well as barriers to service quality in making birth certificates at the Population and Civil Registry Office of Simalungun Regency. The problems found are the level of public awareness is still low, the lack of socialization provided by the Office to the community, the distance from the sub-district location, and the network system is not good. The research method that the researcher uses is descriptive qualitative research method. Data were collected based on data collection techniques by conduting interviews, observations, documentation, and literature studies. The data analysis technique that the researcher uses is data collection, data reduction, data presentation, and drawing conclusions. The theory that researchers use is the theory of service quality according to Zeithaml, namely tangibles, reliability, responsiveness, assurance, empathy. The result showed that the quality of service at the Department of Population and Civil Registry of Simalungun Regency was quite good even if is notoptimal. This can be seen from the Tangible indicators that have been sufficiently proven with the availability of facilities such as computers and laptops. Responsiveness the given by employees to the community who do not understand the birth certificate requirements. Assurance provided employees are good seen from the timeliness and service according to the SOP and the Empathy that the Department has is very good and also high.

Abstract

This paper aims to find out the role of the BPD in the process of making village regulations and what factors hinder it. The problem is focused on the Village Consultative Body, which is one of the most important institutions in village administration, especially in making village regulations. In order to approach this problem, theoretical references are used from seeing and directly assessing conditions and situations in the field naturally and in accordance with what is happening in the food. The data wer e collected through village consultative bodies, village heads, village secretaries and other village officials, deputy chairmen of LKMD, youth organizations and the local community and were analyzed qualitatively. This study concludes that in the implementation of the BPD's role during the design process until the completion of village regulations, it can be seen from three indicators, namely the active role, participatory and passive roles have not been fully implemented and the results of village regulations that have been ratified have not fully fulfilled the expectations of the community. this is based on several factors that become obstacles, namely, communication between BPD management and members is not well established, special budgets during the perdes design process do not exist, and commitment within the BPD institution in carrying out duties is still lacking, the resources of members of the village consultative body are still lacking. low and for experience is still lacking.
