Abstract

Pemerintahan Nagari merupakan sebuah wahana bagi penyelenggaraan pemerintahan terdepan di tingkat daerah. Nagari dapat berbenah diri dengan menjadikan dirinya sebagai cerminan miniatur sebuah Negara. Nagari sebagai ujung tombak penyelenggaraan pemerintahan daerah harus mampu mewujudkan pelayanan yang prima kepada masyarakat. Melalui pelatihan, ceramah, dan diskusi, pengabdian kepada masyarakat dengan tema Pelatihan Aparatur Pemerintah Nagari dalam Rangka Mewujudkan Pelayanan Prima dilaksanakan di Nagari Talang Anau, Kecamatan Gunuang Omeh, Kabupaten 50 Kota). Kegiatan ini melibatkan stakeholders pemerintah nagari (wali nagari dan perangkat) dengan tujuan meningkatkan sensitivitas terhadap praktek pelayanan publik yang baik dan memberikan pemahaman kepada peserta tentang pentingnya penyelenggaran pelayanan publik yang prima. Kegiatan didukung oleh segenap aparatur pemerintah nagari (wali nagari dan perangkat). Pihak pemerintah Nagari antusias dan berharap kegiatan pengabdian ini dapat berlanjut serta Lembaga Penelitian dan Pengabdian Kepada Masyarakat Universitas Andalas dan Fakultas Ilmu Sosial dan Ilmu Politik Universitas Andalas dapat menjembatani kebutuhan aparatur pemerintah nagari terkait praktek pelayanan publik.

Abstract

Accountability is one element in the realization of an election with integrity. The accountability aspect is one of the ways to legitimize election organizers and prevent potential fraud in the election budget, so internal and external monitoring is needed. The application of the Government Internal Control System (SPIP) is a form of internal control that is closely related to the quality of financial administration of a government agency. PP Number 60 of 2008 which regulates the application of SPIP in Indonesia adopts the COSO internal control theory which states that internal control consists of 5 elements, namely the control environment, risk assessment, control activities, information and communication, and monitoring. By using a qualitative method through a case study approach, this study intends to analyze the implementation of the Government's Internal Control System at the KPU Jambi Province. From the results of the study, it was concluded that the implementation of SPIP at KPU Jambi Province was sufficient, especially in the elements of information and communication. Meanwhile, other elements of SPIP, namely the control environment, risk assessment, control activities, and monitoring still have weaknesses.

Abstract

Untuk mewujudkan peningkatan angka konsumsi ikan nasional, pemerintah menyuarakan agar masyarakat untuk terus meningkatkan pola konsumsi ikan dengan dengan meluncurkan Program Gerakan Memasyarakatkan Makan Ikan (Gemarikan). Program Gemarikan ditujukan guna mendongkrak tingkat konsumsi ikan di masyarakat melalui kegiatan yang dilaksanakan secara masif dan berkelanjutan, hal ini karena ikan memiliki banyak manfaat terhadap kesehatan dan kecerdasan manusia. Pendekatan yang digunakan adalah pendekatan kualitatif dengan tipe penelitian deskriptif, Kabupaten Sijunjung merupakan salah satu daerah yang melaksanakan Program ini dengan melakukan berbagai kegiatan dan bekerjasama antar pihak. Namun, dalam pelaksanaanya masih terdapat kurangnya anggaran dan kurangnya sumber daya manusia.

Abstract

Since the Covid-19 virus arrived in Indonesia in early 2020, it has altered the order of life in the country, including the order of education. COVID-19 affects a variety of community groups, including students. Because the Covid-19 virus spreads through human-to-human contact, the process of learning and teaching activities in schools that were initially carried out face-to-face were immediately changed to methods other than face-to-face. Padang Panjang City is one of the small towns in West Sumatra Province that has been affected by the Covid-19 virus's spread. Due to the high spread of the Covid-19 virus in the City of Padang Panjang in mid-2021, the Padang Panjang City Government has participated in implementing the policy of Enforcement of Community Activity Restrictions (micro-based), which has an impact on teaching and learning activities that are also carried out online. 100% actually work from home. However, there are still violations committed by educational institutions in the City of Padang Panjang in the implementation of the ECAR (micro-based) policy, for example, teaching and learning activities are still carried out face-to-face. The research method used in this study is qualitative descriptive research.

Abstract

Ethics must always be considered in every phase of public service. If every apparatus has ethics in public services, the organization will be able to achieve the ultimate goal of service, namely providing services with good performance in order to provide satisfaction to the public. This study uses a qualitative method with descriptive analysis type of research. Judging from the indicators of public service ethics consisting of equality, equity, loyalty, and responsibility. In conclusion, population administration and civil registration services in providing services to the community are not maximal enough, because population administration services are still slow and convoluted.

Abstract

In terms of utilization of village funds, if examined more deeply in the period of 2015-2019, the central government has allocated village funds worth Rp.46.9 trillion, double the previous year which was only Rp20 trillion. The village funds were then allocated to 74,754 villages spread across Indonesia, and each village received village funds ranging from Rp. 600 million to Rp. 800 million. Interestingly, based on preliminary data from Indonesia Corruption Watch (ICW), from 2015 to Semester I 2018, cases of corruption in village funds have increased, there are approximately 181 cases of corruption in village funds with 184 corruption suspects and a loss of Rp 40.6 billion. There are three assumptions arising from the above data findings, namely (1) there are cultural factors that are supported by the foundation of social norms that emphasize patron-client joints and negative symbiotic-mutualism relationships between village elites and local groups of village communities; (2) weak institutionalization of political institutionalization at the village level, where bribe money is the norm in establishing a development project; (3 The management of village institutional institutions after the issuance of Law No. 6/2014 on Villages, is not comparable with the ability of local elites and government at the local level in describing the reality of development and community empowerment, so that it continues to grow the oligarchic practices of elite power that has traditional authority which is wrong One trigger for corruption The solution offered is the Procurement Team from Andalas University conducting training to Nagari officials in Nagari Panyakalan, Solok Regency, on how to build Anti-Corruption Integrity in the utilization of village funds and then the Penggal Team in collaboration with the Nagari Apparatus, the Nagari Deliberation Board (BMN) ) helped initiate the formation of an anti-corruption monitoring group in the nagari.

Abstract

The problem of flooding is serious in the city of Padang. Padang Selatan sub-district is one of the sub-districts that has experienced one of the worst floods in 2018 in Rawang Urban Village each year. Flooding is a disaster that can be prevented and minimized its impact. However, avoiding and overcoming the flood disaster cannot be done by the government alone. The effect of floods on the community not only in the form of loss of property and buildings, also flooding also dramatically affects the community's economy and overall community development, especially health and education. The purpose of this activity is to provide training in increasing the capacity of the population in flood preparedness by using a focused lecture and discussion method by involving all stakeholders (elements of the community) in Rawang Village. The results obtained from this activity are that the community's awareness is still lacking towards flood prevention, This can be seen from the way of life of the population which most of them always do not reflect the culture of clean and healthy living. The community is accustomed to throwing garbage along the river and drainage without caring about the impact. With this activity, it is expected that in the future, the anticipation of flood disasters by increasing community capacity in preparedness. The community was targeted for capacity building because the population was affected by the natural flood.

Abstract

After the enactment of the Village Law which is full of various new policies, it also has implications for the Village Consultative Body (BPD) with changes in the position, duties, functions and authority of the BPD. One of them is the issuance of Permendagri No. 110/2016 concerning BPD, and most recently in the context of West Sumatra the issuance of the Regional Regulation of West Sumatra Province No 7/2018 concerning Nagari. This Perda is claimed to be the first indigenous village regulation in Indonesia that wants to show the existence of Nagari "Asli" vis a vis with the implementation of modern village government in the implementation of public services. On the other hand, the weak role and function of BPD in running village government still occurs, including Nagari Sumanik. This dedication activity was to provide an understanding of the shifting position of BPRN; increase the understanding of BPRN members regarding their roles, functions, duties and authorities; and strengthening the role of BPRN in supporting the administration of the nagari government. The method of implementing community service included 3 (three) stages, namely; 1) Preparation; 2) Implementation; and, 3) Program evaluation or reflection on activities. Not all Regencies / Cities have responded to the policies of the Nagari Government in West Sumatra, including the Tanah Datar District, so this service activity is important for BPRN Sumanik, where not all members have a government background in strengthening their capacity to carry out their duties and functions and anticipate changes in policy.

Abstract

Governance has become an interesting field of study in public administration. The shifting of authority from central government to local government and even to village level becomes a challenge as well as an opportunity for bureaucrats to provide community services. It justifies why understanding of ideal and relevant governance is needed to solve current problems. As a bureaucracy aiming to serve the community, Nagari is expected to be able fulfilling the society’s needs. Based on this condition, this initiative was conducted in Nagari Talang Anau, Kecamatan Gunuang Omeh, 50 Kota Regency, West Sumatera Province to solve the problems of limited understanding of local government employees regarding state administration (government). To achieve this goal, the program began by contacting and making confirmation with Wali Nagari and then followed by training and socialization regarding state administration system (government), public policy formulation in Nagari, and community services. The result indicated that there were several problems in Nagari Talang Anau administration, such as limited access to information and technology sector, lack of programs by Lembaga Pemberdayaan Masyarakat (LPM) and insufficient human resources. Based on these problems, the authors and the team members suggested that Nagari administration should focus more on the issue of improving the quality of human resources.

Abstract

Dalam rangka peningkatan peran-peran masyarakat dalam penanggulangan bencana, maka pemerintah Kota Padang memfasilitasi dengan terbentuknya Kelompok Siaga Bencana (KSB). Kecamatan Padang Selatan merupakan salah satu daerah yang melakukan kegiatan pemberdayaan masyarakat, fenomena yang terjadi adalah daerah yang memiliki tingkat kerentanan yang cukup tinggi. Tujuan penelitian ini adalah untuk menjelaskan dan mendeskripsikan proses pemeberdayaan masyarakat dalam pengurangan risiko bencana banjir di Kecamatan Padang Selatan.Berdasarkan dari hasil penelitian, maka dapat di ambil kesimpulan bahwa pemberdayaan masyarakat telah dilakukan oleh BPBD Kota Padang dan KSB Kecamatan Padang Selatan. Akan tetapi, dalam pemberdayaan yang dilakukan belum optimal hal ini disebabkan karena tingkat ketergantungan masyarakat yang tinggi dan tupoksi KSB Kecamatan Padang yang belum jelas dalam melakukan pemberdayaan masyarakat. Adapun saran yang dapat di sampaikan adalah : pelatihan dan sosialisasi dilakukan sebaiknya dilakukan secara merata dan berkelanjutan, serta memperjelas tupoksi KSB agar kegiatan terkait kebencanaan dapat dilakukan dengan semestinya oleh seluruh anggota.
