Abstract

Waste Bank is one of the efforts to reduce waste generation and as a community-based development activity. The purpose of this study was to analyze the management of a community-based waste bank at the Kencana Waste Bank, Candirejo Village, Ungaran Barat District, Semarang Regency using a community-based development cycle. This research method is a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. The results showed that the community-based waste bank management at the Kencana Waste Bank had been going well, although there were still some things that were lacking in implementation. Of the seven cycles, the cycle of Increasing Community Group Participation and the cycle of Growing Competence of Community Groups to Change is the best cycle because there are no obstacles. Recommendations that can be given are evaluating the mechanism for registering customers of the Kencana Waste Bank, continuing to carry out socialization, education and motivation regarding waste sorting, implementing 3Rs in daily life, the importance of doing good and correct waste management, and increasing community participation in joining the Bank. Abstract

Grand Puri Maerokoco adalah objek wisata yang memiliki konsep hampir sama dengan Taman Mini Indonesia Indah (TMII) yang berada di Jakarta. Grand Puri Maerokoco terdiri dari 35 anjungan yang terinspirasi dari 35 kabupaten/kota di seluruh Jawa Tengah. Permasalahan yang muncul pada objek wisata ini adalah banyaknya kerusakan di beberapa bangunan anjungan. Penelitian ini bertujuan untuk menganalisis strategi pengembangan objek wisata Grand Puri Maerokoco Kota Semarang beserta faktor-faktor yang mempengaruhinya. Metode penelitian yang digunakan adalah mix methods. Hasil dari penelitian ini memberikan strategi pengembangan yang dapat dilakukan oleh pengelola Grand Puri Maerokoco adalah dengan memanfaatkan Strength dan Opportunity (SO) yang ditandai dengan posisi Kuadran I, yaitu mendukung Growth Strategy. Hal ini menunjukkan bahwa pengelola objek wisata Grand Puri Maerokoco mengkombinasikan antara peluangpeluang yang ada antara lain: dampak objek wisata pada usaha masyarakat sekitar, keberadaan objek wisata mampu memperkenalkan budaya, objek wisata membantu masyarakat membuka lapangan pekerjaan, dan objek wisata membantu meningkatkan pendapatan masyarakat. Faktor yang penghambat yang terjadi adalah kemampuan sumber daya manusia yang kurang dan keterbatasan anggaran. Saran dari penelitian ini adalah pengelola diharapkan dapat meningkatkan kerjasama baik dengan pemerintah daerah, pihak swasta, dan masyarakat. Kerjasama ini diharapkan mampu mendukung peningkatan daya tarik objek wisata Grand Puri Maerokoco sebagai destinasi wisata unggulan di Kota Semarang diharapkan juga Pemerintah Kota Semarang meningkatkan kursus serta pelatihan guna meningkatkan kualitas sumber daya manusia agar dapat mengoperasikan teknologi yang sudah ada agar dapat digunakan secara optimal.

Abstract

Globalization supports bureaucratic reform in the central government and local governments so that many are competing to create e-government. This phenomenon is also supported by the COVID-19 pandemic, which causes public services to use communication technology in their activities. The Central Java government through Dispermadesdukcapil makes a population administration application. One of the applications is called the Sweet Genduk Application which was given to the Disdukcapil Magelang Regency. Birth certificates, death certificates, child identity cards (KIA), family cards (KK), change of address, and synchronization of personal information are all examples of population administration that can be submitted through the app. However, the Genduk Manis Application is still unable to provide excellent population services due to the fact that errors still occur frequently when using the application, the information in the application is not up-to-date and complete, and the services provided through the application have not been maximized due to these limitations and the response from employees on requests. Many people believe that waiting for incoming services will take a long time. The goal of this research was to establish a correlation between user satisfaction and various aspects of the studied systems and services, including the quality of the systems themselves, the quality of the information they provided, the quality of the services themselves, and the quality of all three together. This study employs a quantitative approach by surveying adults who have downloaded the Genduk Manis app and are over the age of 18. Validity and reliability tests, as well as tests of hypotheses about relationships between variables, are used in the analysis. The study found that there is a positive and significant relationship between user satisfaction and system quality (48.6%), information quality (33.1%), and service quality (37%), and that all three factors together have a significant relationship to user satisfaction (F count = 165). In addition, we know that the independent variable contributed 84.9% of the total variance in the dependent variable based on the results of the R Square test.

Abstract

The Village Fund Direct Cash Assistance (BLT) is one of the efforts to deal with the impact of the COVID-19 pandemic which has been implemented at the rural level since 2020. The realization of the distribution of Direct Cash Assistance (BLT DD) in Botoreco Village only reached 6.1% of the 30% that should have been given to groups target. This study aims to analyze the process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village, Kunduran District, Blora Regency. In addition, to analyze the driving factors and inhibiting factors of the implementation process. This study uses the theory of policy implementation with the theoretical concepts of Donald Van Meter and Carl Van Horn to identify factors. This research also refers to the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 6 of 2020 and Regulation of the Regent of Blora Number 77 of 2022. This study uses descriptive qualitative methods with data collection technique s through interviews, literature study, and observation. The results showed that the Village Fund’s Direct Cash Assistance had been given in a timely manner to the target group, monitoring and evaluation were also carried out routinely. However, the data collection process carried out was not right on target. The realization of distribution has not been maximized because the village fund budget is used for village physical development. So that the Village Fund’s Direct Cash Assistance is only given to 25 recipients. The process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village is driven by policy resource factors and the characteristics of the implementing agency. In addition, the process of implementing the Village Fund’s Direct Cash Assistance in Botoreco Village was also hampered by standard factors and policy objectives; communication between organizations and implementation activities; environmental social, economic and political conditions; and the disposition of the implementor. Thus, suggestions that can be given include the need for adjustment of target criteria, the need for integrated data updates, routine assistance in the process of implementing the Village Fund’s Direct Cash Assistance, the village government needs to set a priority scale, especially in handling the impact of covid-19.

Abstract

The authority to implement talent management within the Central Java Provincial Government is given to the BKD of Central Java Province. They as implementers have their own way of carrying out all stages of talent management. One important factor that needs to be prepared in the implementation of talent management, which can be seen from existing resources, such as funding, human resources and facilities. This study aims to analyze the readiness of resources in the implementation of talent management policies in the Central Java Provincial Government. This research method is a descriptive qualitative. The results of this study are that the Central Java Provincial BKD has been able to accommodate all the needs of talent management in terms of funding, so there are no problems with funding. In addition, based on the quality of human resources, BKD Central Java Province is able to apply the principles of good governance and merit in implementing talent management. Meanwhile, in terms of the quantity of human resources, BKD Central Java Province still lacks personnel to carry out talent management. Finally, when viewed from a facility standpoint, the Central Java BKD already has adequate facilities, especially regarding information systems. The information system is an important facility that needs to be continuously developed so that it can support Central Java Province BKD Employees in implementing talent management. Suggestions from this research is to add more assessors to meet the needs of talent management. In addition, BKD Central Java has to develop their information system so that the implementation of talent management policies is running effectively and efficiently.

Abstract

Sigrowong Cave Park is a tourist destination located in Gesing Village, Kandangan District, Temanggung Regency. However, the park faces several problems such as inadequate quantity and quality of human resources, inadequate facilities and infrastructure that are not maintained, minimal management budget, lack of investors, and no cooperation with the local government. This study aims to analyze the internal and external environment of tourism development and determine the tourism development strategy of Sigrowong Cave Park. The research method used is descriptive and explorative qualitative, using observation, interview, documentation, and literature data collection techniques with primary and secondary data sources. The study uses the strategic planning theory from John M. Bryson and the SWOT analysis approach. The results of the study show that the EFAS and IFAS calculations are in quadrant 1, where Sigrowong Cave Park can take advantage of its strengths to seize as many available opportunities as possible and formulate relevant strategic issues. To develop Sigrowong Cave Park, several strategies can be employed, including maximizing tourism potential by combining the themes of natural collaboration and community culture, strengthening tourism development efforts, maximizing the potential of tourism objects, community participation in tourism innovation, and holding and displaying cultural events once a month and for annual events. Additionally, optimizing collaboration with the surrounding community by holding regular events such as the pine market innovation and maximizing cooperation with the community in tourism management.In conclusion, the study recommends four development strategic issues that can be used and formulated to make recommendations for programs and activities in developing the Sigrowong Cave Park tourist attraction.

Abstract

The development of Tourism Villages in Kendal Regency is currently progressing, supported by the vision and mission of the Kendal Regent, which are to realize Kendal Reliable, Superior, Prosperous and Equitable and focus on four pillars of development, namely Industry, Tourism, MSMEs, and Generation 4.0. Jungsemi Village is one of the tourist villages located in the coastal area of Kendal Regency whose development is being intensified by the government. The success of Jungsemi tourism village development does not only come from one actor. Collaboration between stakeholders is needed to optimize the implementation of development in the tourism sector. The existence of less harmonious relationships and sectoral egos between stakeholders in the coordination process makes the reason for the importance of this research. This research aims to analyze coordination between stakeholders and analyze the supporting and inhibiting factors of coordination in the development of Jungsemi Tourism Village. This research uses a qualitative descriptive method with data collection through observation, interviews, and documentation. The results showed that the coordination carried out by stakeholders in the development of Jungsemi Tourism Village has been running dynamically, which is characterized by changes and progress in tourism management. However, the competence of stakeholders owned by Karang Taruna is still low. The agreement and commitment in coordination owned by the Pokdarwis, private sector, and the community are also not optimal. The lack of knowledge in the field of tourism and the low human resources of the community have not become the carrying capacity of the tourism village to develop. Supporting factors consist of unity of action, communication, and division of labor, while discipline is an inhibiting factor. Suggestions are to provide socialization and motivation, increase commitment, hold sustainable collaboration, coordinate through proactive communication, and increase understanding of tourism awareness.

Abstract

The implementation of the SAKTI (Institution Level Financial Application System) improve financial quality has not been fully optimized at KPPN Klaten. This research will examine how policy communication in the implementation of SAKTI at KPPN Klaten, and the driving factors and inhibiting factors that influence policy communication SAKTI at KPPN Klaten. The research method uses qualitative methods. The results of the study show that the transmission has been carried out by KPPN Klaten as the leading sector for the implementation of SAKTI in Klaten and Boyolali Regencies. The clarity of information transmission is not optimal due to the limited face-to-face meetings and the complexity of the modules at SAKTI. Consistency is not optimal because there is a change in information, but this is resolved by KPPN Klaten by continuing communication. The driving factors for SAKTI implementation communication are the credibility of the communicator, the existence of a legal basis for SAKTI implementation, as well as various communication channels. The inhibiting factors for SAKTI implementation communication are the limited number of SAKTI trainers and the implementation budget for SAKTI implementation support activities, the distance between the satker offices and KPPN Klaten, the quality of the work units, complex modules, and changes in SAKTI application information. The suggestion from this research is to increase the number of SAKTI trainers, and create a publication and information division so that communication channels about SAKTI can be maximized.

Abstract

Floods are one of the disasters that often occur in Semarang City. In an effort to minimize the occurrence of flood disasters, involvement from stakeholders is needed. This study aims to analyze the role of stakeholders in flood disaster management efforts and analyze the supporting and inhibiting factors of stakeholders' role in flood disaster management in Semarang City. This research method uses a qualitative descriptive approach. Data collection was conducted through interviews and literature studies. The informant determination technique uses purposive sampling techniques. The results of this study show that the Semarang City Regional Disaster Management Agency is a key stakeholders in flood disaster management. Then the residents of Tanjung Mas Village and the Semarang City Public Works Office are the primary stakeholders. Furthermore, the Semarang City Spatial Planning Office, Pemali Juana River Basin Center, and Tanjung Mas Village Government are secondary stakeholders. These stakeholders carry out the role of stakeholders analyzed according to Nugroho's theory in (Setiawan et al., 2018), namely: Policy Creator, Coordinator, Facilitator, Implementer, and Accelerator. Each stakeholders carries out its role in accordance with their respective duties and functions. The supporting factors for the role of stakeholders in flood disaster management, namely: values, beliefs, and policies. While the inhibiting factor of the role of stakeholders is found in communication problems.

Abstract

Kebijakan percepatan penurunan stunting sebagai kebijakan pemerintah untuk mencegah dan menurunkan kasus stunting. Dalam keberjalanan kebijakan ini, terdapat beberapa masalah yang dihadapi seperti masih tingginya kasus stunting di Kecamatan Semarang Barat, kurangnya pengetahuan tentang gizi, adanya kasus ibu hamil anemia dan kekurangan energi kronis (KEK) serta kurangnya partisipasi swasta. Pelaksanaan kebijakan percepatan penurunan stunting di Kecamatan Semarang Barat melibatkan berbagai pihak. Dalam mengoptimalkan peran setiap stakeholders yang terlibat maka diperlukan adanya pengidentifikasian peran stakeholders. Tujuan penelitian ini adalah mengidentifikasi stakeholders, peran stakeholders dan faktor pendorong dan penghambat peran stakeholders. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa stakeholders dalam pelaksanaan kebijakan percepatan penurunan stunting di Kecamatan Semarang Barat terbagi atas tiga kelompok stakeholders yakni stakeholders pemerintah, masyarakat dan swasta. Berdasarkan perannya dalam pelaksanaan kebijakan di Kecamatan Semarang Barat, stakeholders memiliki peranan sebagai policy creator, koordinator, implementor, fasilitator, serta akselerator. Peranan yang dilakukan oleh stakeholders telah memenuhi klasifikasi peran stakeholders, meskipun masih memiliki beberapa kendala dan tantangan. Faktor penghambat peran stakeholders berasal dari perspektif aktor dan partisipasi aktor. Sedangkan, faktor pendorong berasal dari aksesibilitas aktor dan penentu tindakan. Saran dalam penelitian ini yaitu puskesmas perlu melakukan sosialisasi secara lebih rutin dan intensif, pemerintah Kota Semarang mendorong keterlibatan swasta dan Dinas Kesehatan Kota Semarang memberikan pelatihan penggunaan alat antropometri kepada kader posyandu secara intensif.
