Abstract

The current covid-19 pandemic has killed tens of millions people. One way to avoid covid-19 is to keep a distance from each other. At at the same time, Indonesia actually held direct regional head elections in 270 regions, which required voters to come and gather at the polling station (TPS). This research was conducted to analyze the relationship between covid-19 and vote buying with voters participation in direct regional head elections in Indonesia, which was held on December 9, 2020. For the research approach, mixed methods both quantitative and qualitative descriptive were used. The quantitative method was carried out by distributing questionnaires directly to 139 polling stations in Sumenep Regency, East Java, during the regional head election. While the qualitative method is carried out by observing directly the conditions at the polling station (TPS). In addition, in-depth interviews with the election committee and voters were also conducted. The results of the study found that voter participation was very high even though the regional head election was held during the covid-19 pandemic. This high participation was apparently correlated with the widespread practice of vote buying carried out by the winning team for the two pairs of regional head candidates.

Abstract

Pengabdian ini dilaksanakan di Dinas Pendidikan Kabupaten Asahan. Metode pelaksanaan yang digunakan adalah melalui kegiatan ceramah, diskusi dan tanya jawab tentang sosialisasi pemberdayaan guru melalui penyuluhan profesionalisme kerja. Acara sosialisasi ini melibatkan seluruh guru yang berada di Dinas Pendidikan Kabupaten Asahan untuk lebih memahamkan pentingnya profesionalisme guru dalam meningkatkan kinerja Guru di lingkungan Dinas Pendidikan Kabupaten Asahan. Adapun hasil diskusi dalam kegiatan Sosialisasi pemberdayaan guru melalui penyuluhan profesionalisme kerja di lingkungan Dinas Pendidikan Kabupaten Asahan dapat berjalan dengan lancar. Semua peserta terlihat antusias dan merasakan manfaatnya. Keberhasilan ini ditunjukkan antara lain: (1) Para guru di Dinas Pariwisata Kota Medan yang menjadi peserta kegiatan pengabdian masyarakat ini memiliki pemahaman yang sama tentang Ímplementasi pemberdayaan guru melalui penyuluhan profesionalisme kerja. (2) Kegiatan pengabdian masyarakat di Dinas Pendidikan Kabupaten Asahan ini dapat berjalan dengan baik dan sesuai dengan perencanaan. (3) Akan dilakukan tahapan lanjutan setelah selesainya kegiatan pengabdian masyarakat ini dilakukan dalam rangka konsistensi berkontribusi memajukan kabupaten setempat.

Abstract

The activities of street children in the city of Medan are diverse, including as buskers, cigarette traders, newspaper traders, and so on. This is the main duty of the government to street children. The aim of the study was to determine the implementation of street children development program policies at the Medan City Social Service and street children development program policies. This research method is a qualitative method. Data collection techniques using observation and interviews. The results of the research on the implementation of street children development program policies at the Medan City Social Service have not been maximized in terms of the street children that we still find at crossroads or at red lights and crossroads. The policy of the Medan City Social Service in implementing street children development programs, namely control and outreach programs and skills training. The obstacle faced is that street children who have been returned to their families still like to return to the streets, so that the government's program to respect the city in the absence of street children at crossroads cannot be implemented. The government and the Medan City Social Service can only reduce the number of children on the streets. For this reason, it is suggested that there should be more programs to improve children's skills and socialization.

Abstract

The election of regional heads is actually a place to take choices directly by the people or voters in the regions. But in fact, the choice of voters is much influenced, even manipulated by political brokers. This study was conducted to reveal the models of political brokers and their operating patterns in regional head elections in Indonesia. Political brokers have hijacked direct democracy in local elections. The regional head should have a direct contract with the voters, related to the work program at the time of contestation and accountability at the time of election. But the process was hijacked midway by political brokers. Political brokers have long operated in the process in Indonesia, both general elections, presidential elections, village head elections, and regional head elections. This research used descriptive qualitative method. Data was collected through in-depth interviews with informants who were directly involved in the regional head election. From the research conducted, it is found that political brokers in regional head elections in Indonesia are village heads, and community leaders. Political brokers perform their role in two ways. First, by giving money to the head of the electorate. The money comes from regional head candidates who are given by the winning team for regional head candidates for political brokers. The money given by regional head candidates to political brokers consists of money for own political broker and operational money, as well as money to be distributed to voters. Second, political brokers also act to intimidate, threaten and frighten potential voters, if they do not vote for candidates who are supported by political brokers.

Abstract

The background of this research is related to the performance of school supervisors. School supervisors are ASNs who are one of the school administrative staff assigned to their respective work areas. Permen PAN and RB no. 21 of 2010 article 5 explains that the main duties of school supervisors themselves consist of carrying out academic and managerial supervisory duties in education units. With regard to the main tasks carried out by a school supervisor, of course it is not too much to say that the barometer of national education quality is determined by the level of competence of a school supervisor. Based on the background of the problems above, the problems identified in this study are as follows: 1) The role of school supervisors is not optimal in carrying out supervisory duties and functions, 2) The intensity of attendance of supervisors at target schools is still lacking, 3) Supervisors who come to schools tend to only carry out aspects of managerial supervision while other aspects are given little attention, 4) School supervisors rarely conduct class visits and provide direct guidance to teachers. In addition, school supervisors are considered to be lacking in providing guidance related to educational research. This research uses a quantitative approach. This research was conducted in the Padangsidimpuan City Education Office, on Jl. AH Nasution No. 97 Pijorkoling Padangsidimpuan. carried out from May 2021 to July 2021. with a population of 49 people, data collection techniques were carried out by observing, interviewing and distributing questionnaires/questions. Furthermore, the data were analyzed using SPSS Software Version 26. Based on the results of the study, it was concluded that: 1) The effect of work motivation on supervisory performance is: 67.1%; 2) the influence of Supervisory Competence on Supervisory Performance is: 64.4%; 3) The simultaneous influence of work motivation and competence of supervisors on supervisory performance is 65.6%.

Abstract

This paper discusses “zombie” companies in the context of state- owned companies in Indonesia. Specifically, we will examine the factors that determine them to become a “zombie” company. In addition, we will examine the impact of their existence on the economy. Using a sample of 159 Indonesian state-owned companies from 2010 to 2020, we find that Indonesian state-owned companies are indicated to have zombie companies. Their existence is significantly determined by internal factors rather than external factors. Dominant external factors are significant when tested simultaneously with internal factors. In addition, we also find that their presence has a significant negative impact on economic growth and national productivity. Therefore, the government, as well as controlling the company, is expected to be able to immediately overcome their existence, which can be done by restructuring the company or if possible liquidating them. Their existence not only harms themselves, but also harms other companies, and can even harm the national economy.

Abstract

Penelitian ini menggunakan pendekatan kuantitatif dengan mengkaji fakta-fakta yang telah terjadi serta semua data dan informasi diwujudkan dalam bentuk angka,dengan analisis statistik parametrik dengan menggunakan Software SPPS versi 11. Adapun hasil penelitian ini berdasarkan hasil analisis regresi sederhana, menunjukkan bahwa: 1) Variabel motivasi kerja (X1) mempunyai pengaruh positif terhadap kinerja guru (Y), dengan kontribusi yang diberikan sebesar 74,8%. Pengaruh positif tersebut menunjukkan bahwa semakin baik motivasi kerja (X1), maka kinerja guru (Y) juga semakin baik. 2) Pengujian regresi sederhana antara gaya kepemimpinan (X2) mempunyai pengaruh positif terhadap kinerja guru (Y), dengan kontribusi yang diberikan sebesar 58,4%. Pengaruh positif tersebut menunjukkan bahwa semakin baik kepemimpinan (X2), maka kinerja guru (Y) juga semakin baik. 3) Hasil pengujian koefisien determinasi menunjukkan bahwa kinerja guru dapat dijelaskan oleh variabel motivasi kerja (X1), dan kepemimpinan (X2) sebesar 66,3%. Sedangkan selebihnya yaitu 33,7% kinerja guru (Y) dapat dijelaskan oleh variabel selain yang tidak diteliti. Kata Kunci: Pengaruh; Motivasi; Gaya Kepemimpinan; Kepala Sekolah; Kinerja Guru.

Abstract

Tidak diragukan bahwa metode kuadrat terkecil merupakan salah satu metode pencocokan kurva (curve fitting) yang sangat terkenal dan digunakan untuk tujuan pencocokan kurva, yaitu upaya mendapatkan model matematik terbaik yang menyatakan hubungan antara dua data bivariate (xi, yi) dengan prinsip kerja meminimumkan kesalahan estimasi terhadap data asal menggunakan prinsip kalkulus diferensial. Persamaan regresi linier merupakan salah satu produk metode kuadrat terkecil yang sering digunakan dalam statistika. Tulisan ini menurunkan rumus kerja yang disebut persamaan normal yang dihasilkan dari metode kuadrat terkecil dan pencocokan kurva polinomial dengan metode Gauss. Lima buah model sebaran data bivariate diberikan dan penurunan rumus persamaan normal masing-masing model dilakukan dengan metode kuadrat terkecil dan sekumpulan data yang dihampiri dengan polinomial derajat empat menggunakan metode Gauss. Dua dari lima persamaan normal yang dihasilkan diterapkan pada pencocokan kurva data bivariate memperlihatkan bagaimana metode kuadrat terkecil bekerja dalam menemukan model matematik terbaik yang menyatakan hubungan antar variabel dalam data biavariate. Abstract

Tujuan penelitian ini yaitu;untuk mengetahui pengaruh antara variabel pada perumusan masalah tersebut. Metode penelitian yang digunakan yaitu Metode penelitian kuantitatif jenis Korelasi. Adapun hasil penelitia ini yaitu: 1.) Nilai sig. untuk pengaruh Implementasi Mutu Terpadu (X1) terhadap Kinerja Guru (Y) sebesar: 0.449 0.05 dan nilai t hitung 0.762 t table 2.003 sehingga dapat disimpulkan bahwa H1 ditolak , berarti tidak ada pengaruh Implementasi Mutu Terpadu (X1) terhadap Kinerja Guru (Y). 2) Nilai sig. untuk pengaruh Disiplin Kerja (X2) terhadap Kinerja Guru (Y) sebesar: 0.000 0.05 dan nilai t hitung 12.092 t table 2.013 sehingga dapat disimpulkan bahwa H2 diterima , berarti ada Disiplin Kerja (X2) terhadap Kinerja Guru (Y). 3) Nilai sig. untuk Implementasi Mutu Terpadu (X1) dan Disiplin Kerja (X2) secara simultan terhadap Kinerja Guru (Y) adalah sebesar 0.000 0.05 dan nilai F hitung 77.200 F table 3.15, sehingga dapat disimpulkan bahwa H3 diterima berarti ada pengaruh Implementasi Mutu Terpadu (X1) dan Disiplin Kerja (X2) secara simultan terhadap Kinerja Guru (Y). 4) Nilai R Square sebesar 0.744, hal ini mengandung arti bahwa pengaruh Implementasi Mutu Terpadu (X1) dan Disiplin Kerja (X2) secara simultan terhadap Kinerja Guru (Y) adalah sebesar 74.4 %.

Abstract

Penulisan ini bertujuan memberikan gambaran sebenarnya tentang kinerja pegawai kelurahan kota medan dalam memberikan pelayanan publik dan memberikan saran alternatif agar selanjutnya dapat diperbaiki dan ditingkatkan kepada yang lebih baik. Hasil kajian menunjukkan bahwa pelayanan publik pegawai kelurahan di kota medan belum dilaksanakan secara baik dengan indikasi: 1) Pelayanan kurang baik dari komunikasi hingga attitud; 2) Proses penyelesaian pengajuan pengadaan dokumen terkait kelurahan lama seperti KTP, KK dan lain-lain; 3) Masih adanya oknum yang minta biaya administrasi pengurusan surat kelurahan; 4) Kepedulian terhadap masalah lingkungan kurang; 5) Kepedulian permasalahan kemasyarakatan kurang. Adapun hasil akhir kajian ini penulis menyarankan tiga solusi yaitu: 1) Peningkatan pengawasan kinerja pegawai kelurahan melalui nomor online kepada petugas yang dibentuk khusus atau sesuai aturan pemerintah; 2) Sosialisasi ketetapan waktu selesai dan biaya pengurusan terkait sistem administrasi di kelurahan melalui baliho atau spanduk yang dipasang besar dikelurahan; 3) Perlu dibuat sistem self service (pelayanan mandiri) berbasis on line sehingga masyarakat tidak langsung datang ke kantor lurah dan dapat pula efisiensi waktu. Kata Kunci : Kinerja; Pegawai; Kelurahan; Pelayanan publik.
