Abstract

Berdasarkan pengamatan, TK ABA PCA Wilayah Banguntapan Utara masih memiliki beberapa permasalahan di antaranya masih lemahnya manajemen organisasi PCA Wilayah Banguntapan Utara dan pembelajaran pada TK ABA PCA Banguntapan Utara karena belum menggunaan teknologi informasi. Selain itu, kurangnya pemanfaatan media online sebagai sarana informasi termasuk institusi Aisyiyah tersebut. Untuk mengatasi masalah tersebut, digunakan pendekatan kemitraan sekolah yang disebut Sister School. Sister school dilaksanakan untuk membantu Peningkatan Daya Saing TK ABA wilayah Pimpinan Cabang Aisyiah (PCA) Banguntapan Utara berbasis penguatan organisasi dan teknologi informasi. Sister school ini mengadopsi konsep pembangunan yang berpusat pada rakyat (People Centred Development). Konsep ini memandang inisiatif rakyat sebagai sumberdaya pembangunan yang paling utama dan memandang kesejahteraan material dan spiritual sebagai tujuan yang ingin dicapai. Dari kegiatan pengabdian masyarakat ini menghasilkan Sister School yang berisi program-program unggulan sekolah yang bermitra dan pembuatan website yang bisa digunakan sebagai media pelayanan dan promosi.Kata Kunci: Peningkatan daya saing, penguatan organisasi, sister school.

Abstract

Pandemi Covid-19 telah menjadi permasalahan dunia yang berdampak pula pada Indonesia. Dibutuhkan tata kelola yang adaptif dan cergas untuk menghadapi masalah pandemi baik di pusat maupun daerah. Salah satu daerah yang berhasil adalah Kota Surabaya. Salah satu daerah yang dinilai berhasil adalah Kota Surabaya. Meski begitu, terdapat fenomena tingginya jumlah positif Covid-19 di Surabaya. Hal ini ditengarai sebagai bentuk kebijakan yang terhambat oleh budaya setempat. Arek Suroboyo dengan budaya cangkrukannya berkontradiksi degan kebijakan pemerintah mengenai Pembatasan Sosial Berskala Besar. Oleh karena itu, tujuan penelitian ini adalah untuk menganalisis bentuk agile governance dalam implementasi kebijakan Pemerintah Kota Surabaya dalam penanganan Covid-19. Metode yang digunakan adalah metode kualitatif deskriptif dengan analisis berdasarkan dari kuisioner dan dokumen terkait. Kemudian mengidentifikasi dampak-dampak yang terjadi terhadap kebijakan dengan adanya budaya dan kebiasaan Arek Suroboyo. Hasil penelitian menunjukkan bahwa dengan adanya desentralisasi, kebijakan di daerah pun mengalami pengaruh dari strategi Pemerintah Pusat. Didasarkan dengan Instruksi Pemerintah Pusat, kebijakan penanganan Covid-19 di Kota Surabaya meliputi upaya promotif, preventif, kuratif dan rehabilitatif. Sedangkan konsep agile governance yang dominan dalam kebijakan ini adalah “based on quick wins” di mana kebijakan satu menstimulasi kebijakan lain. Dengan upaya ini, Kota Surabaya telah melewati gelombang pertama Covid-19 di daerahnya. Meskipun begitu, implementasi kebijakan mendapatkan hambatan dari budaya Arek Suroboyo yaitu cangkrukan. Bahkan dampak terburuknya adalah budaya ini berpotensi menciptakan gelombang kedua Covid-19 di Kota Surabaya.

Abstract

Melalui perencanaan penilaian pengeluaran, negara-negara seperti Indonesia berusaha mengidentifikasi peluang pengurangan anggaran dengan meningkatkan kualitas rencana. Penelitian ini bertujuan untuk menganalisis tinjauan pengeluaran dalam perencanaan anggaran untuk melakukan inisiatif penghematan. Dengan menggunakan pendekatan kualitatif, Hasil penelitian menemukan bahwa Indikasi inefisiensi alokasi paling banyak ditemui untuk anggaran belanja biaya pemeliharaan dan listrik, sementara indikasi duplikasi paling banyak ditemui untuk belanja biaya pemeliharaan dan belanja modal (aset tetap), dan tidak ditemukan adanya indikasi einmalig pada alokasi anggaran tahun 2017 di Provinsi Kepulauan Riau.

Abstract

Covid 19 memunculkan ketidakpastian dan perubahan yang sangat konstan sehingga kebutuhaninformasi berupa kebijakan pemerintah menjadi sangat penting untuk disampaikan kepada masyarakat.Dalam makalah ini dideskripsikan mengenai kebijakan pemerintah bidang pariwisata, yaitu: programmitigasi dan pemulihan sektor pariwisata pada masa transisi kenormalan baru dalam rangka percepatanpenanganan dampak covid-19. Kebijakan pemerintah tersebut disampaikan kepada masyarakat melaluiakun media sosial official Kemenparekraf, salah satunya adalah akun twitter official @Kemenparekraf.Untuk mengetahui sejauh mana kesesuaian kebijakan yang disusun dan yang disampaikan kepadamasyarakat, dilakukan qualitative content analysis (QCA) terhadap akun @Kemenparekraf,menggunakan NVivo12 dengan fitur antara lain the management, word frequency analysis, dan visualisasidata informal. Dari 807 (delapan ratus tujuh) tweet akun @Kemenparekraf yang diposting sejak Juni s.dDesember 2020, hanya terdapat 3 (tiga) hashtag/kata yang dapat langsung menjelaskan kebijakan., yaitu#banggabuatanindonesia untuk kegiatan Anugerah Bangga Buatan Indonesia (BBI) 2020,#indonesiacare untuk Sertifikasi InDOnesia CARE (I Do Care), dan chse untuk Dukungan CHSE (Cleanliness,Health, Safety, Environment). Penggunaan hashtag/kata dalam tweet masih belum dapat menjelaskankebijakan secara keseluruhan. Penelitian ini dapat dilanjutkan dengan membandingkan target, outputprogram dan dampaknya kepada pelaku pariwisata dan ekonomi kreatif.

Abstract

The study aims to explore the barriers of online learning in Sudan. The achievement of the research purpose requires an approach which is not only describes the relations between variables, but also the experience of the stakeholders, therefore, the study adopted mixed mothed approach. To collect data, the study used two sources; secondary, and primary data sources.  The secondary sources included peer-review international journals from recognized publishers, books, newspapers and reports. The primary sources included questionnaires and interviews. 132 participants were surveyed. Two professors were interviewed. SPSS was used to analyze the data. The findings indicate that there are five unique barriers to e-learning adoption in Sudan including; poor network infrastructure, lack of bandwidth in rural areas, electricity outages, lack of electricity in rural areas, and stakeholder’s deficiency of e-skills. Furthermore, the study showed that some professors are old, and they resist the adoption of e-learning. Likewise, the study found that 67% of respondents were not able to access the internet in their areas during Covid19 lockdown, 25% of respondents do not possess computers, 35% of respondents did not receive training for gaining E-skills, and 74% of respondents prefer learning in classrooms. The study concluded that, E-learning to be adopted in Sudan, several steps can be taken such as e-skills intensive training for stakeholders, support of stakeholders, electricity and internet networks connection to whole parts of Sudan, poverty combat, and stimulation of students to accept e-learning.

Abstract

The purpose of this article is to analyze the impact of the implementation of Spending Review using Performance-Based Budgeting (PBB) on the APBD (Regional Budget Revenues and Expenditures) of West Sumatra province the year  2018. This article uses the qualitative method to identify and interpret the Spending Review context that needs to be thoroughly identified. The result data were drawing through data codification, data presentation, and the result of data research. This research showed that the condition of the West Sumatra province's regional spending budget for the year  2018 was increasing. However, judging from the indirect expenditures budget of West Sumatra province was declining. Further, on the review of allocation result that has been done against the realization of regional expenditures budget, there were budget savings from the year  2017 – 2018.  Then for indicator and performance review through health and education services showed an increased value of human development. Further on, the need deviation analysis showed that within two years of the government budget of West Sumatra province, i.e., the year  2017-2018, it has the rate level of need deviation with the allocation of spending budget 15.56%.

Abstract

Development in Indonesia so far has achieved planning approach. Based on Law No. 17 Year 2003 on State FinanceRegional Budget that contained in the budget based on the RKPD, and the mandate of Law Number 25 Year 2004 onNational Development Planning System, states that the planning process should be through participatory musrenbang.The planning process in Gunung Kidul Regency musrenbang promote participatory, although it has been difficult torealize the consistency, and the problems in the development gaps between regions. This thesis examines theconsistency of the results musrenbang on RKPD, until the budget to determine the success of the planning andbudgeting areas of physical infrastructure in the 2013-2015 fiscal year Gunung Kidul Regency, Yogyakarta SpecialProvince and the factors that affect consistency. This research was conducted at 3 SKPD that administer physical andinfrastructure fields. Research using qualitative approach with case study method in which the collection of data,information, through interviews and direct observation in the field related to the planning begin planning meetings,RKPD, until the budget. Observations researchers carried out by conducting direct observation to the field in obtainingdata relevant to the problems of researchers, while the sampling technique used is the technique of non-probabilitysampling with purposive sampling and analysis techniques used triangulation to test the validity of the data by utilizingresearchers with data sources either through the primary data key. The level of consistency during the three years of2013, 2014, 2015 on the physical plane and infrastructure SKPD DPU showed no increase in the year 2013 by 77%, in2014 by 82%, and 96% in 2015. The level of consistency in the SKPD Dishubkominfo 2013 to 2015 is getting better isevidenced in 2013 by 83%, in 2014 by 88%, and in 2015 amounted to 94%. The level of consistency in the SKPDKapedal from 2013 to 2015 have shown improved in 2013 by 88%, in 2014 by 88%, in 2015 by 100%.Perencananaan consistency with the regional development budgets in areas that span the 'hierarchy RKPD, KUA andGunung Kidul district budget of the year 2013-2015 in the field of physical and infrastructure DPU SKPD, Dishubkominfo,and Kapedal for three years tend to rise. Factors that influence the consistency is understanding between SKPD, TAPD;their central policy; the results of the evaluation budgets by the governor; and terwadahinya basic thoughts ofParliament to the program of activities on education.

Abstract

The purpose of this study to look at the policy implementation BPJS in Bantul and factors that influence and determinedifferences in the effect of policy towards participants PBI BPJS Health Insurance and Health Insurance PBI participantsnot. The method used is a combination of studies (mix method). The study was conducted in Bantul. Unitresearch conducted at the Office of Health BPJS Branch Yogyakarta, Bantul and Senopati Penembahan HospitalPatient Hospital Penembahan Senopati Bantul. Data collection techniques are observation, interviews, documentation,and questionnaire. Mechanical analysis of this study is to describe the implementation of Board policies BPJSusing qualitative descriptive analysis. To explain the factors that affect product moment correlation analysis was used.Furthermore, in order to explain the effect of policy towards participants PBI BPJS Health Insurance and HealthInsurance PBI participants not using Analysis of Variance (ANOVA) with the type of single classification analysis ofvariance (one way ANOVA). The results of this research, policy implementation in Bantul District Health BPJS implementedvery well. After doing research results diperolehan communication dimension index values of 4.44 (verygood), the dimensions of the resource of 4.59 (very good), the dimensions of the disposition of 4.44 (very good)and the dimensions of bureaucratic structures 4.57 (very good). Variables that affect the implementation of theImplementation of the Social Security Agency (BPJS) Health in Bantul is Context Policy (X2) which is equal to 0839(very strong). Meanwhile Content Policy variable (X1) significant correlation to variable implementation (Y) is smallerthan that of 0768 (very strong). Furthermore, there are differences in the effect of the Health Policy ImplementationBPJS PBI participants Health Insurance and Health Insurance PBI participants not at all the dimensions of the dimensionof participation with the value Fh = 100, the dimension of service to the value of Fh = 100 and a financialdimension to the value of Fh = 100.

To get of state civil apparatus who performing good, so management human resources the government into importantconsideration. Governance of state civil apparatus good it is can be implemented by through a process positionpromotion structural good. The process position promotion structural good should be give birth to the leader orpublic official who competence and performing good.But later many phenomena the process position promotionstructural who gave birth to public official who incompetent and good performing. To comment on it and as bureaucracyreform the local government DIY implement position promotion structural model auction office. This study willsee how the implementation of the promotion model auction the employment in the local government Of DIY who inthis process use assessment center. The methodology writers included is the methodology qualitative. Data collectiontechniques used is interviews and documentation made it through observation non participants. Data analysis writerincluded is qualitative descriptive with draw conclusions and provide a or verify in the sentence so that eventuallydelivering on conclusion.To get structural officers competent and having a good performance local governmentsenvironment be conducted through a model auction promotion office. So in this research explain how promotionauction model office for second echelon within local government offices. Promotion as a model auction be implementedby local governments this analysis with three important element in promoting office. In this research alsopresents opinion of BKD about The act 5/2014 which regulates of state civil apparatus.

Abstract

The purpose of  this study was to describe the policy implementation Public Service Agency (BLUD) in RSUD TanjungSelor. This study uses descriptive qualitative research with data collection through the data collection process impirismove from facts to theory building. Results of  research policy implementation BLUD in RSUD Tanjung Selor show thatSPM has not run optimally meets standards and criteria set. BLUD running quite well due to the availability of  medicalfacilities and hospital equipment, adequate human resource quality, health care procedures and treatment costs areaffordable. However, for many services still complained of  patients considered less swift in responding to complaints.A common perception among the leaders of  positive effect on the delivery of  public health services, especially fromthe aspect of  equity, and affordability of  health care. In addition coordination and functional with health agencieshelped smooth implementation of  accountable implementation. The ability of  the police still lacked discipline officers,and less friendly. Comfort aspect of  this facility is an extra burden on the patient. In the sense of  this study indicate thatthe change of  status into BLUDs at RSD Dr. Soemarno Sosroatmodjo Tanjung Selor Bulungan did not show a significantimpact on changes in the quality of service.
