Abstract

ISIS (Islamic State of Iraq and Syria) is a transnational terrorist organization that has carried out attacks in various countries so that it becomes a threat to the state and society. Initially, ISIS was based in Syria and Iraq and carried out a lot of violence there. ISIS recruits foreign fighters from various countries and is termed “jihadists”. On the other hand, the fight against ISIS is carried out by the state, militia, and foreign fighters. These foreign fighters came to Syria from various countries individually to fight ISIS. This research aims to answer research questions regarding the goals of foreign fighters in fighting ISIS. The research was conducted qualitatively by conducting interviews with a number of informants and then analyzed by coding techniques using Atlas.ti software. The findings of this study are that foreign fighters have individual, ethnic, religious, ideological goals, to stop the occupation, and to overthrow the government.

Abstract

Terrorism remains as an urgent and important matter to be discussed. It has been realized that a comprehensive strategy is needed to deal with what happened to the terrorist after they’re caught, since there’s a high possibility of radicalism and recruitment of new member might happen inside the prisons. Moreover, along with the increasing concern of foreign terrorist fighters and human rights issues, using merely hard approaches in dealing with terrorism is no longer sufficient, hence, Indonesia proposed a soft approach using deradicalization program. This research attempts to elaborate the details of Indonesia’s diplomacy as UNSC non-permanent member in 2019-2020 in promoting and encouraging the development of a comprehensive strategy to tackle the problems of terrorism more efficiently and effectively. Descriptive analysis with a qualitative approach was used to arrange this research, with supporting information that was gathered through interviews, official documents and repots, also other literature study. The result shows how Indonesia is using this chance to enhance its role in decision-making process on international forum and increasing its influence as a middle power country in the international community. Abstract

The South China Sea conflict has been a highly sensitive issue for the last 5 years in ASEAN. China and the US have been using the South China Sea as the “New Cold War Arena” of power and military hegemonic competition in the South East Asia region. This has been a major challenge for ASEAN as the only regional organization in the South East Asia region that has direct in the area must take major role in managing and resolving the dispute peacefully even though ASEAN has no defense pact like NATO. This paper argues that ASEAN, at this moment, must maintain its role as a mediator and independent-negotiator in the region but at the same time apply its principle of gradually adapting with the new international system. This article also suggests that in the future, ASEAN can take a major role in the governance of the South China Sea and the South East Asia region.

Abstract

 Tujuan penelitian ini yaitu untuk menganalisis faktor-faktor apakah yang menjadi penyebab terjadinya kejahatan jalanan di wilayah Polres Sorong Papua Barat dan untuk menganalisis implementasi program penanggulangan kejahatan jalanan di Polres Sorong Papua Barat . Metode penelitian yang digunakan yaitu deskriptif kualitatif yang bertujuan untuk mendeskripsikan apa-apa yang saat ini berlaku. Sumber data dalam penelitian ini menggunakan metode wawancara obesrvasi dan studi dokumen . Hasil penelitian menjelaskan Bentuk kegiatan implementasi dari program dengan upaya penangulangan kejahatan Program penanggulangan kejahatan jalanan merupakan unsur  pencegahan sarana  non  penal  dalam upaya penanggulangan   kejahatan  jalanan  tidak hanya dengan sarana penal yang  bersifat  represif ,melainkan juga  dilakukan  dengan    sarana    non    penal yang    bersifat    preventif . Program penggulangan kejahatan jalanan dilaksanakan dengan mengutamakan tindakan Preventif, yang meliputi kegiatan pengamanan terbuka dan tertutup dan Kendala-kendala yang dihadapi dalamp pelaksanaan implementasi program penanggulangan kejahatan jalanan yaitu : 1) Faktor Intern, meliputi a) Kurangnya jumlah personil pelaksana, b) kurangnya prasarana penunjang program penanggulangan kejahatan jalanan. Sedangkan kendala dari faktor eksternal yaitu : 1) Kurangnya kesadaran masyarakat 2) Kurangnya penerangan di pos-pos penanggulangan kejahatan jalanan  The purpose of this study is to analyze what factors are the causes of street crime in the Sorong Police District, West Papua and to analyze the implementation of the street crime prevention program at the Sorong West Papua Police. The research method used is descriptive qualitative which aims to describe what is currently applicable. Sources of data in this study using the interview method of observation and document study . The results of the study explain the form of implementation activities of the program with efforts to overcome crime. The street crime prevention program is an element of preventing non-penal means in an effort to overcome street crime, not only by means of repressive punishment, but also by means of non-penal which are preventive. The street crime prevention program is implemented by prioritizing preventive actions, which include open and closed security activities and the obstacles faced in the implementation of the street crime prevention program, namely: 1) Internal factors, including a) Lack of implementing personnel, b) lack of supporting infrastructure street crime prevention program. While the constraints from external factors are: 1) Lack of public awareness 2) Lack of lighting at street crime prevention posts

Abstract

Indonesia memang disebut negara kepulauan terbesar di dunia, karena letaknya yang strategis yaitu diantara benua Asia dan benua Australia. Ditambah berdekatan dengan Samudera Pasifik dan Samudera Hindia. Karena hubungan tersebut Indonesia memiliki kekayaan sumber daya alam yang dapat mempengaruhi beberapa faktor seperti ekonomi, politik, dan keamanan nasional Indonesia. Hal tersebut menyebabkan Indonesia memiliki ancaman dengan pertahanan dan keamanan negara di laut, seperti ancaman yang mempengaruhi konsep dan strategi pertahanan negara dan timbul tidak saja disebabkan oleh hubungan geografis Indonesia, tetapi juga dipengaruhi oleh faktor globalisasi di era pasca Perang Dingin, maupun perkembangan lingkungan strategis yang terus berkembang secara dinamis. Untuk mengantisipasi ancaman yang akan muncul baik dalam maupun luar negeri, kekuatan militer Indonesia harus memiliki persiapan yang kuat baik dari persenjataan maupun alusista yang lainnya. Walaupun kekuatan militer Indonesia masuk kedalam 20 militer terkuat didunia, namun dari segi persenjataan dan alusista lainnya kelengkapan militer di Indonesia masih belum memadai dari kelengkapan militer negara lainnya. Dengan melihat perkembangan dunia saat ini, seharusnya Indonesia memperbaharui kekuatan militer baik dari persenjataan militer maupun alusista militer untuk mengantisipasi ancaman yang kemungkinan akan muncul baik dari dalam maupun luar negeri. Namun apabila dilihat saat ini, terbatasnya pengadaan persenjataan dan alusista militer dikarenakan adanya broker – broker yang muncul antara hubungan dua negara dalam pengadaan barang tersebut. hal tersebut dapat dilihat dari adanya hubungan kerjasama antara Indonesia dan Korea selatan dalam pengadaan kapal selam yang mana hal tersebut tidak lepas dari adanya broker di Indonesia dimana kualitas alusista dari Korea Selatan secara kualitas masih kurang memadai dari kapal selam Rusia yang menyebabkan kerugian bagi pihak pemerintah Indonesia.

Abstract

Penelitian ini membahas mengenai strategi kebijakan luar negeri Indonesia dalam mempertahankan hak berdaulat ZEE di Perairan Natuna Utara dari kepentingan Nine Dash Line China. Proses analisa strategi kebijakan luar negeri Indonesia tersebut menggunakan pendekatan strategi kebijakan luar negeri yang dikemukakan oleh John Lovell. Mendukung proses penelitian, penulis menggunakan metode kualitatif dengan teknik pengumpulan data berupa wawancara, telaah kepustakaan yang didapatkan melalui buku, media daring, maupun dokumen terkait. Hasil penelitian menunjukkan bahwa dalam menghadapi kepentingan China dengan gagasan nine dash line China yang mulai menyentuh Perairan Natuna Utara, pemerintah Indonesia menyadari bahwa kapasitas negaranya lebih inferior dibandingkan dengan China, sehingga  strategi yang dilakukan berorientasi pada concordance strategy dengan cara kerjasama bilateral melalui BRI, dan kerjasama multilateral ASEAN melalui AOIP yang menguntungkan Indonesia.

Abstract

The WTO is a formally structured organization whose rules are legally binding on its member states. The organization provides a framework for international trade law. Indonesia has been part of WTO membership since 1995. However, the agreement does not always compatible with domestic economic policy particularly on agricultural sector. This article aims to understand the possibility of Indonesia’s economic development particularly on agriculture follow WTO’s policy track into greater prosperity. By using qualitative method, this article concluded that in a broad economic securitization, agricultural products actually have been neglected by securitizing actors (Indonesian government) to fulfill their basic needs in balancing the inequalities between rich and poor. Furthermore, Indonesia’s traditionalist economic method is incompatible with neoliberalist’s economic principle due to social and demographic diversity.

Abstract

This paper discusses about war and peace is one part of world history and an important phenomenon in International Relations. Since the end of the Cold War conflict not only occurs between countries but also intra-state so that non-state actors have an important role including the peace forces shaded by the United Nations Security Council. Indonesia is one of the contributing countries that sent peacekeepers to join the Garuda Contingent to Lebanon. The United Nations has carried out various peace operations which have also involved the participation of women’s forces which are also based on the Security Council Resolution 1325 of 2000. This research is aimed to understand the role of TNI Women as members of the Garuda Contingent who have been sent to Lebanon using the concept of peacekeeping operations and humanitarian assistance. This research attempts to describe the role of TNI Women in humanitarian assistance, which has been an important part of peace operations since resolution 1701 of 2006 issued by the United Nations Security Council.

Abstract

As a disaster-prone area, ASEAN had a set of disaster management mechanisms. In 2011 ASEAN established an institution that focuses on regional disaster management, namely the AHA Centre. However, the AHA Center did not show its significant role in some disasters. This article aimed to determine the obstacles faced by the AHA Center in 4 phases of international disaster management, namely mitigation, preparedness, response, and recovery, and to use the concept of the security community to analyze ASEAN norms, institutions, and collective identity and relation to disaster management through the AHA Centre. The method used is a qualitative research method. The data collection technique collaborated several techniques derived from interviews with Indonesia’s Ministry of Foreign Affairs, the AHA Center, and BNPB RI, document-based research, and internet-based research. This research showed how the AHA Center had played a role in the four phases of disaster management. However, there were still shortcomings such as its limited role, lack of resource management, and mechanisms that only focused on government-to-government. In addition, this shortcoming can also be found stemming from the collective identity of ASEAN, which is applied in its regional disaster management. Thus, this study suggested that the ASEAN policymakers increase the role of the AHA Center in regional disaster management, improve mechanisms and resource management, and establish cross-pillar mechanisms of the ASEAN community.

Abstract

Boven Digoel was one of the first areas in Papua to meet the palm oil industry in the late 20th century. The palm oil industry’a arrival has changed the living conditions of the indigenous people who have occupied the Boven Digoel area for hundreds of centuries. Using community security and political ecology as the main concepts, this research seeks to determine how the development of the palm oil industry in Boven Digoel has caused and impacted the community security of the indigenous people. This study uses qualitative methods with document-based research, internet-based research, and interviews. The result shows that there is ambiguity in the interpretation of whether the way of life transformation indigenous Papuan people have been going through is considered as a loss. The current younger generation are easier to adapt to today’s modern stance. Meanwhile, before they experienced growth, the older generation had to feel loss first due to lack of knowledge and the many promises given during the land acquisition process. As a result of the change in the way of life, the ‘closeness to nature trait that have always been the trademark of the indigenous Papuan people has been fading.
