Abstract

BOS program is education program from government for poor society to facing the mark-up price of gasoline on 2005. Basically, BOS is non-personal operating fund supplying program from government to access nine years elementary school of national educational system. This research, will observe how far BOS Program that almost ten years works, can give benefit and impact for the targets. Qualitative – descriptive method will used to explain the impact evaluation research by in-depth interview.The results of impact evaluation of School Operational Assistance Program (Program BOS) on junior high school grade in Banyumanik Sub district, Semarang City conclude that the targets give positive effects, despite there are some problems about fund managing. Positive effect not only for the pupils and schools, but also for the parents of pupil in there. Impacts for the pupils are motivation to study, because there isn’t pay to fee and increasing the instruments for study and extracurricular activities. So that, they optimist to steps on next grade after junior high school. Impacts for parents are helping them about school fee, and then parents can fulfilled another requirement that can support their child education. Impacts for the schools are can completely the school requirements for educational activities. The schools applying and managing of the BOS funds following by the BOS rules that regulate about the fee components up to the prohibitions. Over all, BOS program earns good response for decrease the school fees and support school activities. Until now, BOS program can push down the drop out cases in nine years elementary school grade. But, the school has other problems, like the funds was delayed to transfer and limited to accomplish the school requirements.

Abstract

Carried out an effective, efficient, and appropiate regional development need an optimal plan that implemented with involved partisipation from the community,so the impact will be appropiate as the need and the demand of community. subdistrict plan development discussion is a subdistrict stakeholder discussion forum to get an input about the priority activity from the village administrator and cross activity to arrange the district's regional plan work in the next year. This research is aimed to investigate the implementation of Subdistrict Plan Development Discussion and to determine what factors that obstruct the implementation. The used method of this research is descriptive qualitative. This research is based on Regional Regulation Number 15 year 2010 about Stages of Control Preparation Procedures and Implementation Evaluation of Regional Plan Development using evaluation indicators by William N. Duun. The research found that the problem of implementation of Subdistrict Plan Development Discussion is; there is a lot of unrealized communities suggestions, Musrenbang only used as an instrument of legitimation, the lack of escorts from the district, lack of trust from the people, and lack of knowledge to understanding the procedure of how to carry out the Subdistrict Plan Development Discussion. recommendation from this Subdistrict Plan Development Discussion research is; the government and thecommunity have to do cooperate in arranging the development plan, consistence with community's suggestions, cooperation and coordination in arrange the development plan, and the need of clear guidelines and mechanisms.

Abstract

Primary Health Care (PHC) as a basic level of health care units even categorized as PHC with or non direct services have to implement maternal and child health programme both promotive and preventive care based on The Rule of Health DepartmentNo. 75/2014 on Community Health Centre. This study aimed to obtain information on the implementation of the Maternal and Child Health Program and the factors associated with the implementation of the MCH Program in Tlogosari Kulon Primary Health Care Semarang and usingthe descriptive qualitative research methods to obtain the research aims. The results of this researchshowed that the five basic services are implemented at the primary care level such as antenatal care, postpartum, childbirth, neonatal and neonatal complications have not been carried out in accordance with Permenkes 75 in 2014 due to limited number of midwives and facilities MCH services. Nevertheless, the services related to health of infants and toddlers such as immunization services, visiting of neonatal services and the handling of high-risk infants have been implemented and get a positive response by the people of TlogosariKulon. Analysis of factors associated with the implementation of the MCH Program showed that factors such as budget, human resources and infrastructure services become the main obstacle in the implementation of MCH services in health centers TlogosariKulon Semarang. Based on the results of this research, it is needed some effort to improve the health of mothers and children especially the accuracy of disbursement of operational health centers that still there is a delay. In addition, the number of health personnel such as midwives who do not comply with the rules and revitalization of infrastructure such as infant warmer, incubator and midwife tool.

Abstract

Poverty is a complex problem in Indonesia especially in central cities. Semarang is one of central cities which is facing poverty and trying to take an effort through Gerdu Kempling program. Gerdu Kempling program is a partnership program between government, citizen, and private in health, economy, education, infrastructure, and environment sector which manage to decrease poverty.The purpose of this research is knowing the implementation of Gerdu Kempling program at Palebon District and knowing factors which influence the succeess of it. This research is using the efectivity of policy implementation theory to analyze the success of  Gerdu Kempling program implementation at Palebon District and also using the policy implementation model of Merilee S. Grindle to analyze the factors which influence the succeess of it.The result of this research indicates the implementation of Gerdu Kempling Program at Palebon District has fullfiled the criteria of policy implementation efectivity. The factors which influence the success of policy implementation consist of content of policy, context of policy, and output, result, and impact of policy. The content of Gerdu Kempling program has matched with the target needs and the context of policy has supported the policy implementation. The output, result, and impact of policy indicates that the implementation of Gerdu Kempling program at Palebon District has increased the number of prosperity for Palebon citizens.

Abstract

This research aims to analyze the implementation socialization program of Government Regulation Number 53 of 2010 concerning Civil Servants in Disciplinary of Cirebon Regency and the factors that influence of socialization program. Locus of this research is Badan Kepegawaian, Pendidikan dan Pelatihan Daerah Cirebon Regency in Bidang Pembinaan dan Kesejahteraan Pegawai as implementers of socialization program. This research used qualitative research methods explorative. Subjects in this research consisted from implementers and receives of socialization program.  Results of research show that the implementation socialization program of Government Regulation Number 53 of 2010 concerning Civil Servants in Disciplinary of Cirebon Regency has reached with good results. Implementation of socialization program has some problem, that is the absence of Standard Operating Procedures for socialization program, uncoordinate placement and selection of employees make some problems in work time employees. Suggest for problems that influence implementation of socialization program that is make an analyze of Standard Operating Procedures as a reference implementation of socialization program and make fixed schedule for employees who give a socialization services.

Abstract

The toll road is a public road which is part of the system and the network of roads as national roads that users are required to pay the toll. The purpose of toll road which is in order to ease traffic in the area has grown. As part of Trans Java toll road, Semarang-Solo toll road have a strategic part significance for the development of the road network in Central Java in particular and also for the development of the road network in regional scale. The movement of the flow of traffic which passes through the streets of Semarang- Bawen-Solo is one of the liaison between the northern part of Java with the southern part of java. Based on the above, this study will throw light on how the implementation of development policy Semarang toll road-Bawen goes with based on the the Act Number 38/2004. This research using the theory with regard to the implementation of variable size and the purpose of policy, resources, characteristic of an agent committee, attitude/tendency of the executor, communication between the organization and the activity implementor, and economic environment, social, and politics.The technique of the collection of data used through observation, interview documentation, and libraries and studies with the informant employees of PT. Trans Marga Jateng. The results showed the implementation of development policy Semarang toll road- Bawen based on Six variable in achieving success implementation, not yet entirely succeeded. As for the aspects that support the implementation of this policy is to achieve clarity of policies set by the Government in realizing the Act Number 38/2004. While the barriers were found there on implementing aspects of the policy that lead even more on target implementation, environmental, and financial source of funding. In overcoming barriers these there were some suggestions that can be done as a revision of the Act of land acquisition, supervision and auditing funds more rigorous, coordination more against the government, subscriptions toll road fees and implementing the system make use of nearby residents to be an employee at the gate toll, and make corporate social responsibility (CSR).

Abstract

The author uses the theory advanced by Van Meter and Van Horn in analyzing the factors that hinder the implementation of SMK3. Lack of government attention on the implementation of Semarang, SMK3 on industrial companies that have a wide range of production equipment that can raise the risk of accidents in the workplace for their employees. Still emerging number of work accidents listed in the document reports on the Department of Manpower and Transmigration Semarang. The provision of the right of labor to obtain safety and health at work have not been fully supplied by the company. The results showed SMK3 implementation is not optimal, as it is called by the PP. 50 In 2012. There are many findings the actual discrepancy is not in accordance with auditing criteria SMK3 ranging from the commitment and policy, planning, implementation, and evaluation of a survey to review and increase SMK3 in the workplace.

Abstract

BP3TKI Semarang is one Unit located in Central Java. KTKLN manufacture services have established procedures to obtain KTKLN, satisfaction CTKI / TKI will service KTKLN manufacture can be fulfilled. KTKLN-making services are still not as expected CTKI / workers. This can be seen from several things, among others: the online system used often trobel, queue numbers available does not guarantee CTKI / TKI directly dilayanani. For the waiting room available in BP3TKI also inadequate. Employees are less vigilant attitude, and competent in providing services. This study aims to: 1) How is the quality of service manufacture BP3TKI KTKLN in Semarang? 2) what are the factors that cause the quality of service to less well in the service BP3TKI KTKLN in Semarang? The study states: Quality of Service contained in Semarang BP3TKI less maximal, it is seen in: 1) The procedure was appropriate service standards of service, but the procedure is too long and should be simplified. 2) Suitability period given to the products CTKI / migrant workers in the service KTKLN are in accordance with the needs. However, the card can not be extended, making it less effective and efficient. 3) online monitoring tool can make a solution for the repair or continuous improvement, but because it has not applied to make less good. 4) product in the form of smart card services are free of damage but it is not free from errors in typing, but can be said is good because it rarely happens. 5) The need CTKI / migrant workers in terms of information contained in BP3TKI Semarang has been good, but there is no other information provided there, such as the cost of insurance information, or information about CTKI / other migrant workers. 6) Design services available has been good, but the facilities need to be supported by good physical infrastructure that makes CTKI / TKI feel comfortable. Dimensions cause menajadi poor service quality can be seen below: 1) Facility located in BP3TKI less good, because inadequate. 2) skills possessed by each officer has been good, but needs to be balanced with extensive knowledge. 3) Responsiveness of employees in giving attention to the applicant has been good because in accordance with what is expected by the applicant. 4) Warranty service is good, timeliness of service, and also manufacture KTKLN is free of charge. 5) Empathy care workers is not good, because there are still complaints coming from CTKI / TKI.

Abstract

Air has a very important function, the required control efforts on the sources of air pollutants is cigarette one. Follow-up of the impact of smoking on human health and the environment, so Semarang goverment made the Semarang Mayor Regulation No. 12 Year 2009 about the No Smoking Area and the Limited Smoking Area in Semarang city.  This research in order to described how to apply the no smoking area program in Tawang station, Semarang city and the factors that hampered the no smoking area policy in the public facilities especially in the Tawang Station. This research used the phenomenon approacment, it is trying for understand event and interaction on the specific situation. This approach required the assumptions that different with the way which is used for doing approach about the human attitude that purpose finding  fact and cause. There are locus and fokus of this research is Tawang station as the sequential area that apply the no smoking area.  The results showed that the implementation of the policy of No Smoking Area has been successful but still less than optimal due to the constraints in terms of communication, responsiveness and coordination among agencies, the lack of influence of the government, the provision of facilities and infrastructure, lack of policy ineffectiveness transformation that occurred, the amount of influence the company's continue to promote the product, there isn’t the policy strategy, and low support of legalization for the policy violation.  Suggestions submitted from this research is the government should improve the communication, responsiveness and coordination among agencies, the need for evaluation of operational policies by forming a special team, affirmed sanctions against violations of the policy, the need for community empowerment.

Abstract

School Operational Assistance Program (BOS) is a very important program to support education funding. This study aims to determine the BOS program implementation and to identify factors that support or hinder the implementation. This study uses a descriptive qualitative method. Data collection is done by documentation and interview with a number of informants. Data analysis is implemented through data reduction, data presentation, and verification.Phenomenon is approached by a model study of public policy implementation by George Edward III in which the factors that support and hinder the implementation are; communication, resources, disposition, and bureaucratic structure. There are factors that support and hinder the implementation of BOS in Semarang. This is due to the unfavorable socialization, the lack resources and the lack of competence to handle the policy. In addition there is also additional organizations involved in the implementation of BOS
