Abstract

Illegal fishing in Rokan Hilir’s sea was usual happened. The actors some from foreign fisherman, out-region fisherman, al though itself Rokan Hilir fisherman. Some of boat caughted are have not license and did the catch’s fish as illegal. Beside this, them also used catch’s tool was dangerous like trawl net who are explicit forbid in regulation Undang-Undang Perikanan Nomor 45 Tahun 2009 about perubahan Undang-Undang Nomor 31 Tahun 2004 was regulated about prohibit used catch’s tool is not friendly area. Refunctionalization of the verdict, make not wary effect to the actors, until the problems of illegal fishing was be caused in marine and fisheries sector able not be used optimally.Purpose of the research is to answer the problems was exist in this research that is the first, to find out the implementation of the control from local government about illegal fishing at Rokan Hilir sea, the secondly is to knowing the factors of barriers control the implementation of local government about illegal fishing practice. Type of this research is a qualitative research method. The location of this research is Kabupaten Rokan Hilir Provinsi Riau. Data colletion techniques are observation, documentation studies and field studies (interviews) where as analyzed the data were analyzed descriptively.The study findings indicate that the implications of the implematation control of Kabupaten Rokan Hilir Local Government that delegated to the Department of marine and fisheries Kabupaten Rokan Hilir as co-administration has not given the intensive control that the maximum for tackling and prevention of illegal fishing. In this context be happen now is by glow the action illegal fishing practice in Rokan Hilir sea indicate that a minimum of eforts the local Government for the controls implementation, especially for preventive and corrective character the control. Beside this increasing of controls coordination among instances is also important necessary to tackling the illegal fishing.Key Word : Pemerintah Daerah, Pengawasan, Illegal fishing.

Abstract

ABSTRACTThis study aims to describe how social studies teachers in the use of instructional media in SMPN IPS 9 Padang. This study aims to determine the type of tool used by teachers in the teaching and learning of history in the SMPN IPS 9 Padang and whether the media are used in accordance with the material presented. Ideally media that can be used in teaching and learning history is a map, images/photographs and documentary films. This research is a qualitative descriptive study with research sites in SMPN 9 Padang. The informants in this study include social studies teachers, amounting to 3 people, the principal and several students through observation, interview and document through the RPP. The accuracy of the materials research was tested by using triangulation, the materials research were analyzed with an interactive model that consists of data collection, data reduction , data display and conclusion. The results showed that the use of tool in teaching social studies in the history of the SMPN 9 Padang generally not been implemented to the fullest, because of the lack of tool  provided by the school. While factors - factors that cause teachers not using media in teaching social studies in the SMPN 9 Padang, among others: the lack of tool provided, even though the teacher is equipped with sufficient material and mature science in college, it can not guarantee that teachers can deliver material with more extensive and complete. Limitations of the media provided by the school teachers also resulted in less use of media in accordance with the material presented. From the above it can be concluded that the use of instructional media in SMPN 9 Padang IPS is not maximized because the teachers do not understand the function of the media and the lack of media in schools.  Key Words: Media, Teaching and Learning

Abstract

This qualitative inquiry is aimed at analysing demotivation factors of teachers inIndonesian Pesantrens(Islamic Boarding School) in implementing EFL teaching.The research is appropriately undertaken as a qualitative research with a case studyapproach. The research sites for this study are two Pesantrens in Jambi, one ofIndonesian Provinces. Eight English teachers were involved as the participants toprovidebroader perspectives of the participants in relation to the EFL teaching. Theresearcher usedthree kinds of instruments in collecting the data; interview, focusgroup discussion, and document review. The researcher conducted the observation,interviewed the teachers, held focus group discussion, and collected relateddocuments to support the data.To assess the trustworthiness of the research, theresearcher did triangulation, member checking and reflexivity. The findings describeworking condition (financial matter and working overload); curriculum (rapidchanging of Indonesian curriculum and lack of teaching and supporting materials);facilities (classroom temperature and over-crowded classroom); students (lack ofbasic knowledge and lack of motivation).

Abstract

This research examined the effectiveness of English as the solely instructional medium in one informal educational institution. In the first English class, an English-only rule was strictly ruled whereas in the second English class, the use of Bahasa Jambi as the students’ local language was permitted. The research is appropriately undertaken as a mix method research with quantitative and qualitative approach. The site of the research is an established informal English institution in Indonesia. The authors usedthree kinds of instruments in collecting the data; questionnaires,tests (pre-test and post-test), and interviews. Participants of the research are the students of intermediate classes of aninformal education institution in Jambi. The results show that 1) the students of the first class have stronger preferences to learn English than the students of the second class 2) the students’ English proficiency improvement of the first English class “under the strict rule of the use of English” is slightly higher than that of the second class “the local language permitted”. Suggestions and recommendations are offered for the betterment of English teaching and learning in Indonesia.Keywords: English, Instructional Medium, Proficiency, and Responses.

Abstract

Studi ini bertujuan untuk mengkaji besaran tarif angkutan penumpang yang layak bus Trans Metro Pekanbaru dilihat dari sisi Perusahaan angkutan umum sebagai pengelola moda angkutan dan dari sisi penumpang sebagai pengguna jasa.  Terkait dengan tujuan di atas, maka dilakukan beberapa tahapan untuk menentukan tarif yang layak bus TMP berdasarkan tarif Angkutan Penumpang, Keterjangkauan Membayar Penumpang (TMP) dan Kerelaan Membayar Penumpang (RMP) dan merumuskan beberapa  skenario alternatif tarif yang layak. Berdasarkan  analisis tarif yang dilakukan maka dirumuskan ada empat skenario alternatif tarif  yang layak, dan alternataf tarif terpilih yaitu alternatif tarif 2 dengan nilai tarif sebesar Rp. 4.274,14 untuk koridor 1 dan sebesar Rp. 4808,1 untuk koridor 2, dengan range tarif berdasarkan grafik frekuensi TMP dan RMP sebesar Rp. 4.001-5.000,-. Dimana dengan nilai frekuensi komulatif yang didapat sebesar 72% responden memiliki keterjangkauan membayar dan sebesar 41% yang rela membayar.

Abstract

Abstract: This study was aimed at knowing differences of meaning resultedfrom different qiro’at and explaining the sources of difference that cause differentinterpretation. This study also explains the definition and types of qiro’at as wellas opinions of ’Ulama in stating that it is obligatory to follow the correct ‘qiro’at.In addition, this study also presents some examples of different qiro’at in differentverses or chapters of the holy Qur’an based on ‘Asyarah qiro’at leader.Keywords: qiro’at, meaning differences, Imam qiro’at Asyarah. Abstrak: Penelitian ini membahas tentang efek ma’na yang muncul karenaperbedaan Qira’at. Dengan tujuan menjelaskan sumber-sumber perbedaan paraImam dalam Qira’at yang menjadikan perbedaan dalam arah penafsiran mereka.Di sini dijelaskan definisi dan macam-macam qira’at serta pendapat para Ulamadalam menghukumi wajibnya berpegang teguh pada qira’at yang shohih. Padatulisan ini juga terdapat beberapa contoh perbedaan Qira’at pada beberapa suratal-Qur’an dengan menyandarkan masing-masing bacaan kepada Imam qira’at‘Asyarah. Menjelaskan bagaimana cara mereka mengarahkan perbedaan qira’atpada penafsiran ayat-ayat al-Qur’an dengan mengacu pada referensi dari bukubukubahasa serta Hadist Nabi Muhamad SAW.Kata Kunci: qiro’at, perbedaan makna, Imam qiro’at Asyarah.

Abstract

The purpose of this paper is to explore supportive and shared leadership structures at one Indonesian Islamic boarding school (Pesantren) as a function of school culture policies and procedures in a professional learning community in the disctrict. A qualitative study was conducted at one Pesantren located in Jambi, an Indonesian province in west part of Sumatra island. We interviewed three administrators and five teachers to get in-depth information about the purpose of this paper. The interview transcriptions were translated, coded, divided into themes, and elaborated in the findings of the paper. The findings of study conclude that Pesantren leaders in the perspective of the participants must provide supportive and shared leadership structures for teachers in order to create positive cultures and effective a professional learning community for the development of the Pesantren. Leaders of the Pesantren must directly cooperate with teaching staff to provide policies and procedures for teachers in the leadership structure to directly impact school improvement through professional learning community collaborative attempts. This study was conducted based on the school culture and professional learning communities literature by exploring existent policies and practices in schools as unique cases. This study is significant to the community as specific cases informing educational leaders especially in Islamic education on mechanisms that may be leveraged to ensure successful implementation of policies and procedures on the leadership and school culture of a professional learning community literature.

Abstract

ANALISIS KEBIJAKAN PENDIDIKAN INKLUSI: STUDI KASUS DI SEKOLAH DASAR JAMBIAbstrakPenelitian ini bertujuan untuk mengeksplorasi dan mendiskripsikan jenis kebijakan dan program pendidikan yang dibuat oleh pemerintah khususnya tentang kebijakan pendidikan inklusi terkait dengan kurikulum pendidikan inklusi, rekrutmen guru pembimbing khusus (GPK), dan sarana prasarana di sekolah dengan kebijakan pendidikan inklusi. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara dengan delapan informan, observasi di lima kelas, dan dokumentasi di SD Negeri 131/IV Jambi yang menjadi tempat penelitian ini. Data wawancara dianalisis dengan menggunakan “within case and cross-case analysis” antarinforman. Data observasi dicatat dan disajikan sesuai dengan tema hasil wawancara dan data dokumen digunakan sebagai pembanding data wawancara dan observasi. Hasil dari penelitian ini menjabarkan tentang tidak ada persiapan penerimaan murid baru dan kurangnya perhatian pemerintah atas dukungan sarana prasarana. Penyajian data juga termasuk tantangan yang dihadapi dalam penerapan pendidikan inklusi di Provinsi Jambi. Saran dan masukan berupa peran aktif pihak sekolah dalam penyelenggaraan pendidikan inklusi, melakukan perekrutan guru yang baik, dan bagi pemerintah untuk mendukung sarana dan prasarana pendidikan.AbstractThis study was aimed at exploring and describing the types of education policies and programs developed by the government, especially on inclusive education policies related to inclusion-education curriculum, special mentor recruitment, and infrastructure facilities in the schools which implemented inclusive education policies. The study used a qualitative approach with a case-study method. The data were collected through interviews with 8 informants, 5 classroom observations, and documentation at the State Elementary School 131/ IV Jambi. The interview data were analyzed using within-case and cross-case analyses among informants. The observational data were recorded and presented in accordance with the theme of the interview results and documentation data was used as the comparison. The results show that there is no new student admission preparation, and the lack of government attention on infrastructure supports. The presentation of data also includes the challenges faced in implementing inclusive education in Jambi. The suggestion for school parties in the implementation of inclusive education is by conducting teacher recruitment and for the government to support educational facilities and infrastructure.

Abstract

AbstrakPenelitian ini bertujuan menganalisis masalah yang dihadapi oleh pondok-pondok pesantren yang ada di Kota Seberang Jambi dan peran aktif mereka berpartisipasi dalam pelaksanaan tujuan pendidikan nasional Indonesia. Penelitian ini menggunakan studi kasus dengan pendekatan kualitatif. Jumlah partisipan dalam penelitian ini meliputi kepala pesantren, guru, dan pengelola yang bekerja di dua Pesantren di Kota Seberang, Jambi. Pengumpulan data dilakukan dengan teknik observasi, wawancara, dan teknik diskusi kelompok. Hasil observasi disajikan secara deskriptif. Analisis data hasil wawancara dimulai dengan mentranskrip hasil, melakukan pengecekan ulang, menghilangkan bagian yang tidak diperlukan, dan mengodifikasi hasil untuk dijadikan tema-tema. Data hasil diskusi kelompok disajikan untuk memperkuat data hasil wawancara, dikodifikasi, dan dianalisis. Pemeriksaan keabsahan data menggunakan triangulasi. Hasil penelitian menunjukkan bahwa terdapat beberapa problematika yaitu kurangnya tenaga pengajar yang berkualitas, metode pengajaran yang masih bersifat tradisional dan belum banyak variasi, kebijakan kurikulum yang berubah-ubah, fasilitas pendidikan yang belum memadai, dan keuangan pesantren yang belum dapat mencukupi.Kata kunci: problematika, dunia pendidikan Islam, pondok pesantren ISLAMIC EDUCATIONAL ISSUESAND ISLAMIC BOARDING SCHOOL CHALLENGES IN 21ST CENTURY AbstractThis study aimed at analyzing the problems faced by islamic boarding schools in Seberang, Jambi and the active role they participate in the implementation of national education goals of Indonesia. This study was a case study with a qualitative approach. The number of participants in this study were the heads of schools, teachers, and managers who work in two boarding schools in Seberang, Jambi. The data were collected by observation, interview and group discussion techniques. The observation results were presented descriptively. Analysis of interview data began with transcribing the results, re-checking, eliminating the parts that are not needed, and codify the results to be used as themes. The data from group discussions served to reinforce the interview data, codified, and analyzed. The examination of data validity was using triangulation. The results show that there are some problems namely the lack of qualified teaching staff, traditional teaching methods, inconsistant curriculum policy, inadequate educational facilities, and unsufficient schools finance.Keywords: problems, Islamic education, Islamic boarding school

Abstract

Berdasarkan hasil observasi pada kelas 3B SDN 64/I Muara Bulian dan wawancara terhadap guru yang mengampu kelas tersebut, peneliti memperoleh data dari 24 siswa yang ada di dalam kelas hanya 3 orang yang berani untuk bertanya setelah diberikan kesempatan untuk menanya.Bahwa kualitas siswa dalam bertanya dasar masih kurang optimal, terlihat dari proses kegiatan belajar mengajar, siswa hanya mendengarkan dan tanpa ada respon untuk bertanya. Tujuan Penelitian ini ialah mengetahui sejauh mana keefektivitas model Discovery Learning dalam meningkatkan kemampuan bertanya dasar siswa. Metode yang digunakan dalam penelitian ini adalah penelitian tindakan kelas, dimaksud untuk memperoleh informasi mengenai keefektifitasan model Discovery Learning untuk meningkatkan kemampuan bertanya dasar. Tujuan   penelitian   ini   adalah   untuk   mengetahui keefektifitasan  model Discovery Learning untuk meningkatkan kemampuan bertanya dasar Kendala yang dialami guru dalam proses pembelajaran antara lain yaitu peserta didik kurang aktif dalam mengikuti proses pembelajaran. Tidak sedikit peserta didik yang sibuk berbicara dengan teman sebangku, melamun, menelungkupkan kepala di atas meja, dan tidak memperhatikan guru yang sedang mengajar.Selain itu, kemampuan peserta didik dalam mengungkapkan dari hasil yang telah yang siswa amati masih sangat minim. Hal ini disebabkan antara lain  : (1) Dalam penyampaian materi pelajaran masih berjalan satu arah, guru    menjadi pusat kegiatan (teacher center learning) dan metode yang digunakan didominasi dengan konvensional. (2) kurangnya keterlibatan siswa secara aktif dalam pembelajaran, serta siswa cenderung cepat bosan dalam mengikuti pelajaran yang berdampak pada rendahnya kemauan siswa untuk bertanya. (3) Kurang kemandirian siswa dalam pembelajaran, hal ini bisa dilihat apabila ada jam  kosong siswa belum bisa memanfaatkannya dengan baik. Kata kunci : Bertanya Dasar, Model Discovery Learning
