<![CDATA[This research explores issues related to mainstreaming the 2015 Regional Budget (APBD) of Riau Province amounted IDR 10.7 trillion. Based on the data obtained from the Riau Finance and Asset Management Board (BPKAD), Riau could only spend APBD 37.58% of APBD until October 2015. Meanwhile, the Ministry of Home Affairs of the Republic of Indonesia calculated Riau spent only 59.6% throughout 2015 and it wast the lowest regional spending in Indonesia. This poor expenditure rate demonstrates a problem in the implementation of Riaus APBD which was inneficient and not yet relevant. An assessment by government expenditure theory reveals that these problems indicate a gap in APBD allocation that affect on the non-performance regional development as targeted in mid-term regional development plan (RPJMD). This APBD seems to perform only a budget plan, not an implemented budget policy yet.]]>

<![CDATA[Conflicts of interest are the entry point for the abuse of power and corruption. The implementation of a manipulative ex-officio system that tends to perpetuate the oligarchy will cause a corrupt behavior in the governance of private higher education institutions. To date, studies on ex-officio related to higher education governance have never been discussed academically. The purpose of this study, thus, aims to criticize the application of ex-officio and its potential consequences in the supervision system at private higher education institutions. The study used a qualitative exploratory and the literature study was employed. The result reveals that the ex-officio is a legal model used in many higher education institutions. However, in its application it can lead to conflicts of interest and abuse of power which in turn has the potential of corrupt behavior university governance.]]>

<![CDATA[Penelitian ini mengkaji tentang penerapan prinsip berdemokrasi bagi penyandang disabilitas tuna grahita dalam Pemilihan Umum (Pemilu) tahun 2019 di Provinsi Riau. Berkembangnya informasi dimedia elektronik dan sosial terkait orang gila memilih menjadi perhatian serius peneliti untuk mengkaji kategorisasi kelompok disabilitas tuna grahita yang terganggunya fungsi pikir karena kecerdasan di bawah rata rata. Data menunjukkan bahwa penyandang disabilitas tuna grahita diprovinsi Riau pada Pemilu 2019 sebanyak 911 orang namun tingkat partisipasi penyandang disabilitas hanya 411 orang atau lebih kurang 48%. Melalui pendekatan prinsip-prinsip demokrasi dan metode kualitatif analitis fenomenologi terlihat bahwa rendahnya partisipasi politik penyandang disabilitas tuna grahita dalam berdemokrasi disebabkan oleh inefektifnya pola penerapan prinsip berdemokrasi bagi penyandang disabilitas tuna grahita yang cendrung simetris, sehingga berdampak terhadap terbatasnya aksesibilitas penyandanng disabilitas dalam pemenuhan kebutuhan informasi kepemiluan. Oleh karena itu, penelitian ini mencoba memberikan masukkan dampak simetris maupun asimetris keterlibatan penyandang disabilitas dalam Pemilu.]]>

<![CDATA[The Interim Replacement between the time (PAW) mechanism of six legislators of Riau at 2014-2016 periodthrough the long mechanism and give rise to polemics both at the elite level and on the society. Strating from theproposal for dismissal by the regional council (DPD) of political parties, approval at the meeting of DPRD,verification of the KPUD of Riau Provinces, the letter proposal that then forwarded to the Minister for issuedofficial announcement of PAW. Delays in the Minister?s decree related determination replacement PAW of the sixlegislators Riau who participate in 2015 election implication for the vacancy delegation in constituency of thesix legislators who resigned. This is administratively highly influential DPRD of Riau in decision making and forthe local elections also will impact to reduced their delegations in government. This research used the turnoverbetween the time (PAW) concept and theory of political delegation institutions. This research type is descriptivewith qualitative approach, the data collection technique used depth interviews and documentations.The results showed that the mechanism of the six legislators Riau PAW 2014-2019 period after the enactmentinto regional head candidates in the elections of December 2015 the dynamics of the level of Parliament andpolitical parties Bearers and take quite long. That condition has implications for vacancies in representativeinstitutions (parliament) Riau province where administratively is not full members of Parliament in decisionmakingso that the delay in setting the budget Riau in 2016.]]>

<![CDATA[Feasibility Phase II simultaneous elections in the city of Pekanbaru post-Regulation No. 18 in 2015 affect the population administration and the right to vote of citizens, could be implicated cause some residents do not get a voter card. The Regulation boundary change Pekanbaru and Kampar namely RW 15,16 and 18 villages of three districts of the hill highway intersection that previously pekanbaru region into an area of Kampar. Thus, the Election Commission Pekanbaru as election organizers make an effort assessment mapping and data collection forms of suffrage of citizens in the disputed area in order to participate in the elections. Using descriptive qualitative method with theoretical concept of political interest in the election and Elections To Local as well as data analysis through interpretation of ethics and EMIC is further elaborated in the study of electoral governance in accordance with the discussion of the study. The results of this study demonstrate the efforts made by the Election Commission of Pekanbaru in data collection and mapping of suffrage of citizens in the border area of Pekanbaru and Kampar walk is not optimal for a long period of time but has shown improvement on the sustainability of suffrage in the interests of the election. Furthermore, citizens residence status does not match the expectations of citizens citizens in the response resulted in three RW at the intersection of three villages regarding the status of permanent voters list (DPT) on the elections, simultaneous phase II have a tendency not to vote.]]>

<![CDATA[Regional Regulation No. 8 of 2018 concerning waste management with a partnership between the Pekanbaru City Government and the private sector, better known as the Public Private Partnership Policy (PPP) is full of problems. Termination of employment contract and training employees because it is not in accordance with the contract for failure of policy implementation. Carry out qualitative research with data publication techniques, literature studies and in-depth interviews. So the decision that the PPP Pemko Pekanbaru policy involving the private sector, namely PT. MIG in managing waste in the city of Pekanbaru does not run smoothly or effectively. The failure of the Pekanbaru City Government in a partnership pattern with the private sector caused by anomalies in the benefits of the political elite in interpreting policies.]]>

<![CDATA[Kegiatan pengabdian masyarakat ini dilaksanakan di Desa Teluk Jering Kecamatan Tambang, Riau. Masyarakat di lokasi pengabdian memiliki potensi peternakan dan pertanian. Salah satu potensi yang dapat dikembangkan oleh mitra adalah memanfaatkan urin ternak menjadi pupuk cair. Permasalahan mitra adalah belum optimalnya penyediaan pupuk secara mandiri, selain itu mitra belum memiliki keterampilan dan pengetahuan yang cukup untuk mengolah urin ternak menjadi pupuk cair. Kegiatan pengabdian kepada masyarakat ini ditujukan kepada gapoktan dengan tujuan kegiatan peningkatan pemahaman dan keterampilan dalam pengolahan urin ternak menjadi pupuk cair, serta memberi penyadaran kepada masyarakat untuk peduli kepada lingkungan. Metode kegiatan yang diberikan kepada masyarakat adalah, penyadaran, penyuluhan, demonstrasi, dan evaluasi. Urin ternak selain dapat dijadikan pupuk cair sekaligus untuk membersihkan lingkungan, memberikan solusi dalam masalah pemenuhan kebutuhan pupuk, serta mengurangi pengeluaran petani untuk membeli pupuk, serta meminimalkan pemakaian pupuk kimia. Setelah dilakukan pelatihan terjadi peningkatan pengetahuan peserta 83,33%. Lingkungan jadi bersih dan tidak terbuang urin ternak.]]>

<![CDATA[Pelangi Waste Bank is a foster from the Siak Regency Government under the coordination of the Environmental Service (DLH). The activities of the waste bank are quite good, but they still need assistance in marketing by making brochures and bookkeeping administration in the form of savings books. This activity is supported by PT Chevron's CSR funds, which encourage modern institutional governance that is in line with current needs. With a participatory discussion approach, investigation and assistance, the process of preparing brochures and passbooks can run smoothly and according to needs. Even administratively, it has an impact on strengthening the organization, namely the waste bank institution.]]>
