Abstract

In realizing the objectives of the development program in each institution it takes a managerialpattern in the management of development and other governmental programs to be perceived and enjoyedby the community. The use of village funds is prioritized in village development. One of the most importantthings needed is the wisdom of the village head to direct and guide the community to jointly implement thedevelopment program. The purpose of this research is to know how the Management Of Village Funds InDevelopment In Paslaten Village Langowan West District Minahasa Regency. The research methods usedin this study are qualitative methods. The informant in the research is a person who can provide informationabout the situation and background conditions of research. The focus of research is seen from the indicatoraccording to George Terry, which is planning, organizing, mobilization and controlling. Data collectiontechniques through observation, interviews, and documentation. The results showed that the ManagementOf Village Funds In Development In Paslaten Village Langowan West District Minahasa Regency in themanagement of village funds is not done transparently or openly to every community even a lot of issuesCommunity that the management of village funds in the use of village funds is not suitable for it.Keywords : Management, Village Funds, Development.

Abstract

Schools have a role in providing quality services to the community where the role of the school against a community in it is to educate the nation's life community intelligence can be developed through formal andnon-formal education. Schools must be able to apply their roles to the community so that the communitygets the effect of satisfaction on the services provided by the school, but the lack of a maximum level ofservice quality in schools is something that needs to be considered as in providing learning to students isnot done optimally, Teacher Behavior who are less professional in serving the community and theperformance of the teaching staff/teacher is not yet maximal in teaching students at school. The purposeof the study was to find out how the quality of service in Elementary Schools (SD) Inpres 6/75 MadidirBitung CityThis research was conducted using a qualitative approach. Data Analysis Techniques In this studyqualitative analysis of Miles and Huberman was usedThe results showed that the quality of service at the Inpres 6/75 Madidir State Primary School was classifiedas good in terms of existing service devices both teachers and staff at the school had done their job well sothat the customers, students, and lever students were satisfied with the service. That in carrying out theirduties, all service devices, both teachers and staff, in the Elementary School of Inpres 6/75 Madidir havefollowed the applicable rules. all staff in providing customer services so that they are satisfied with the waythe service is carried out and by applying the nature of courtesy and friendliness so all work can becompleted properly within the allotted timeKeywords: Service Quality, Elementary School

Abstract

HIV control in Indonesia has been noted to have improved from it’s implementation. Various HIV serviceshave grown and the number of people using them has also increased rapidly. This led the Health Ministerissued a Health Minister Regulation No. 21 of 2013 on HIV/AIDS prevention. But, as practice, every regionhas a yearly rise in HIV/AIDS cases. The purpose of the study is to find out how implementation of theHIV/AIDS prevention policies in Manado can be. The experimental concept used in this research is to takea kind of qualitative research with a descriptive approach. Then data-collection techniques will done byinterviews, observations and documentaries. The technique for data-analysis in this research used Miles'and hubennan's qualitative data analysis. The results showed that the implementation of HIV / AIDSprevention policies in Manado was classified as good in terms of communication between the governmentand the targets that had been carried out, but for human resources in HIV/AIDS prevention it was stillconsidered to be less than optimal. Whereas with a very supportive sense of execution, and SOP thatconforms to health care standards and has associated coordination with stakeholders. So it should beconcluded that the implementation of the HIV/AIDS prevention policies in Manado has not been fullyimplemented.Keywords : Policy Implementation, Prevention, HIV / AIDS

Abstract

Improving the quality of public services needed by Civil Servants and FreelanceWorkers not only in terms of quantity, but also requires the ability of professionalism that isdirectly proportional to the demands of the community. Human resource development in theranks of government (public organizations) needs to be directed at improving professionalskills accompanied by a spirit of service to the public (community). Professionalism ofbureaucracy and public services is becoming an increasingly strategic policy issue, because itis included as one of the factors that become criteria to achieve the smoothness of the goals ofan organization or agency. This uses quantitative descriptive methods and data collectiontechniques using questionnaires given forty respondents. The results of the validity andreliability tests show each question is valid and reliable. The results of this study indicate thatwhen the Civil Service Police Unit increases professionalism (height) will encourageimprovement quality of public services. .Keywords : Professionalism, Public Service Quality

Abstract

Tujuan penelitian ini adalah bagaimana implementasi kebijakan penertiban Pedagang Kaki Lima di Kawasan Taman Kesatuan Bangsa Kota Manado, Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif.  Sumber data dalam penelitan ini yaitu data primer  dan sekunder, Adapun teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi, sedangkan teknik pengumpulan data untuk menganalisa data dalam penelitian ini, digunakan langkah-langkah atau alur yang terjadi bersamaan yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Dalam penelitian ini dapat ditarik kesimpulan yaitu (1) Komunikasi dilakukan secara langsung melalui bentuk teguran lisan, mediasi, penindakan, sidak, sosialisasi, pembinaan, dan komunikasi tidak langsung dalam bentuk surat peringatan, menggunakan media masa cetak dan elektronik dan menggunakan pihak ketiga; (2) Sumber daya yang digunakan dalam bentuk manusia (Pegawai Negeri Sipil dan Tenaga Harian Lepas) telah dibekali dengan pengetahuan tentang peraturan perundang-undangan akan tetapi kurang didukung dengan ketersediaan anggaran operasional, jaminan keamanan dan insentif untuk kegiatan melebihi jam kerja; (3) Disposisi para pelaksana yang masih kurang humanis, terlalu tegas, terkadang bertindak arogan; (4) Struktur birokasi telah sangat jelas tertata sebagai dasar pijakan dalam menjalankan tangungjawab..Kata Kunci :  Implementasi, Kebijakan, Penertiban, Pedagang Kaki Lima.

Abstract

The purpose of this study is to determine the evaluation of women's representative policies in the ManadoRegional Representative Council. The research concept used in this study is to use a type of qualitativeresearch with a descriptive approach. Then the data collection technique is done by interview, observation,and documentation. Data analysis techniques in the study used qualitative data analysis of Miles andHuberman. The results showed that the evaluation of women's representative policies in the ManadoPeople's Representative Council was classified as good as seen from the number of women councilors whowere able to meet the regulations regarding a minimum of 30% involvement of women in parliament, but interms of the role of women councilors in determining and decision-making on unfinished policies. So it canbe concluded that the evaluation of women's representative policies in the Manado Regional RepresentativeCouncil has not been maximized in terms of the role of its female councilors.Keywords : Evaluation, Policy, Representative, Women

Abstract

Manajemen adalah seni untuk melaksanakan suatu pekerjaan melalui orang lain. Manajemen untukdapat memanfaatkan sumberdaya organisasi sehingga dapat mencapai tujuan organisasi denganmelaksanakan fungsi-fungsi manajemen yaitu didalamnya pengendalian upaya anggota organisasi danpenggunaan sumberdaya secara efisien dan efektif. Penelitian ini dilaksanakan pada tanggal 19 maretsampai 02 april 2020 di Tempat Pelelangan Ikan (TPI) di Kelurahan Tumumpa Dua Kota Manado.Tujuan dari penelitian ini adalah mendeskripsikan manajemen tempat pelelangan ikan di kelurahantumumpa dua kota manado. Metode penelitian yang digunakan adalah metode penelitian kualitatif,serta teknik pengumpulan data yang dilakukan dalam penelitian ini melaui wawancara, observasi dandokumentasi. Penarikan kesimpulan peneliti dari penelitian ini adalah (1) Manajemen perencanaanyaitu program dan kegiatan tempat pelelangan ikan, (2) Manajemen pengorganisasian yaitupenyusunan organisasi pelaksana dan penetapan/pembagian tugas masing-masing di tempat pelelanganikan, (3) Manajemen penggerakan yaitu bagaimana sumberdaya manusia dan sumberdaya lainnyadigerakan untuk mencapai tujuan program/rencana kerja yang telah ditetapkan di TPI, dan yangterahkir (4) Manajemen Pengawasan yaitu tindakan yang dilakukan untuk memastikan pelaksanaanprogram/kegiatan sesuai dengan rencana yang ditetapkan serta terhindar dari penyimpangan ataupenyelewengan di TPI.Kata Kunci : Manajemen, tempat pelelangan ikan, dan Kelurahan Tumumpa Dua Kota Manado.

Abstract

The purpose of this study was to determine the performance of the village government in the implementation ofnon-physical development in Tolotoyon Village, Pinolosian District, Bolaang Mongondow Selatan District. Thisstudy uses a qualitative method. There were 10 informants in this study consisting of the Village Head (1 person),Village Secretary (1 person), Head of General Affairs and Village Planning (1 person), Head of Welfare andServices Section (1 person), BPD (1 person), and the community (5 people). Based on the results of researchconducted by the author, that : in general the performance of village governments in the implementation of nonphysicaldevelopment based on (1) Productivity or referring to the work of public organizations is good startingfrom the planning process, program preparation, and implementation of development in the non even thoughphysical results have not yet reached optimal results, where there are still non-physical development programsthat have not yet been realized. (2) Responsiveness The ability to recognize the needs of the community is goodwhere the village government is always open in terms of receiving proposals and what is the complaint from thecommunity. Seen from a number of proposals from the community that are included in the non-physicaldevelopment plan and the response from the village government itself is very accepting and supporting what thecommunity proposes. (3) Accountability shows the size of policies and activities of the public sector that can beaccountable to the public. The process of village government accountability in the implementation of nonphysicaldevelopment has shown a positive thing by making a report on the realization of the development programdelivered by the leadership in this case the village head to all levels of village government, BPD, and thecommunity in joint meetings or deliberations. This accountability report is submitted in oral and written formand in the form of documentation of programs that have been realized or have been carried out.Keywords: Performance, Village Government, Non-Physical Development

Abstract

Resources owned by the Indonesian nation need to be optimally utilized through the implementation oftourism in the show to increase the national income in order to improve the welfare and prosperity ofthe people based on the background of the problem then this research aims to know what tourism sectordevelopment planning by the Department of Tourism and Culture, especially in the village Kalisubdistrict Tombatu.The type of research used in this study is a descriptive research study that intends to understand thephenomenon of what is experienced by the research object. The informant in the research was obtainedfrom the field visit to the research site by the researchers, namely in the tourist attractions method ofdetermination of the informant by choosing a resource that really knows about the problems that occurin the natural tourist areas so that they will provide information precisely according to what is requiredby researchersThe results showed that the preparation of the program plan, strategy and operationalplan/Development implementation by the Department of Culture and Tourism of southeast MinahasaRegency refers to the general policy plan of the government as per Act No. 10-year 2009 on tourism.The goal is to make the program plan in the area and its implementation does not overlap but theprogram goes in a direct and aligned starting from the provincial central level to the level of the districtand village.Keywords: planning, development, attraction

Abstract

The purpose of this study was to study how communication in the implementation of populationadministration policies in the Population and Civil Registry Office of North Bolaang MongondowRegency. The study uses descriptive qualitative method. Policy communication is seen from threeimportant aspects of public policy communication, namely transmission, clarity, and consistency.Research informants are the head of the department, heads of departments, staff / executors, sub-districtheads, village heads and the approved community. Data collection uses interviews, while the analysistechnique used is an interactive model analysis from Miles and Hubernann. Based on the researchresults, conclusions can be drawn: (1) Information dissemination and information on populationadministration policies are given effectively to the sub-district and village / village governments and to thecommunity. (2) Population administration administration policy is clearly communicated to all partiesboth to the sub-district and village / village government and to the community. (3) Information orexplanation regarding population administration administrative policies submitted by officers inaccordance with what has been determined or stated in the policy, both according to administrativerequirements for each type of service, service procedures, service administration costs, service delivery,and matters the other.Keywords: Policy communication, Population administration services.
