Abstract

The current presidential system in Indonesia is the result of the amendments of the 1945 Constitution. Prior to Indonesian reform, the presidential system was influenced by a strong parliamentary pattern in which the president was responsible for the People's Consultative Assembly. Today, this provision is no longer exist. However, consistency of the presidential system is still problematic because the the dominance power of the president over the House of Representatives. These problematic points are not in line with presidential system principle because it reduce the authority of president. The Parliament may only establish any law as long as it is pursuant to the 1945 Constitution. This article aims to examine the issue of the Indonesian presidential system at least in two following sections. Firstly, it deals with dominance of presidential power over the House of Representatives. Secondly, president establishes the independent bodies such as Corruption Eraditation Commission (KPK) and National Commission of Human Rights (Komnas HAM) which are constitutionally less restricted.

Abstract

Men involvement in family planning needs to be increased by providing natural spermicide from natural source which is safer. One of them is kalangkala seed which is endemic plant in South Kalimantan. The spermicide effect from methanol extract of kalangkala seed to mice spermatozoa was studied in this research by in vitro method. Spermatozoa suspension was taken from epididymis cauda of twenty five male Balb/c mice. This research used a complete randomized design with five treatments i.e control which without any addition; spermatozoa suspension + NaCMC 0.5%; spermatozoa suspension + methanol extract of kalangkala seed 0.1%; spermatozoa suspension + methanol extract of kalangkala seed 0.3%; and spermatozoa suspension + methanol extract of kalangkala seed 0.5% with five repetitions for each treatment. The result of this study showed that methanol extract of kalangkala seed caused decrease of motility and movement velocity mice spermatozoa until achieve zero value in 0.5% concentration. Key words: kalangkala seed, mice, spermatozoa, natural spermicide

Abstract

This research was aimed at investigating both direct and indirect impacts, and heritability values of characters regarding the potential of corn production and resistance to downy mildew. The result of this investigation is required to determine some criteria taken into account for selection process of downy mildew-resistant corn breeding with high yield. The field experiment was conducted at Research Centre of Agriculture Faculty, Brawijaya University from January to April 2012. Five varieties of hybrid crown and five inbreeding lines were employed, and Randomised Block Design was applied with two replications. As observed, the characters held heritability ranging from average to high, except for heritability of length and width of stomata on the lower surface of the leaves which was categorised as low. Moreover, the stomata density found on lower surface of the leaves was directly and positively correlated to the intensity of attack by downy mildew, which, then, was used as criteria selection in downy mildew-resistance. The intensity of disease and the density of the stomata on lower surface of the leaves accounted for direct and negative correlation to corn production, while the length and diameter of corncob was responsible for direct and positive correlation to corn production. The betterment of corn production can be coped by improving the plant resistance to downy mildew and characters of corncob diameter. Keywords: path-analysis, corn, downy mildew

Abstract

The research objective was to evaluate the genetic diversity of Moringa oleifera, Lam (MO) and its relationship to chemical composition and in vitro gas production (IVGP). Fresh MO leaves were kept frozen in ice gels pack until laboratory analysis. Four methods applied: RAPD marker for measuring DNA concentration and purification; Kjeldhal and HPLC for analysing proximate and amino acid (AA) composition; and IVGP. MO’s four distinct morphology found: green, red, reddish green and aromatic green. RAPD result analysis was 68.8-74.7 %, it means those MO had a close genetic similarity. The morphological differences are also related to leaves chemical composition variation. The highest protein and AAs content were found in aromatic green MO. Total IVGP at 96 hours reached 95.9, 99.3, 111, 115 mL per 500 mg DM in aromatic green, green, reddish green, red MO, respectively and statistically among those was highly significant difference (P<0.01). However, DM and OM digestibility did not differ significantly and estimated ME contents were similar suggesting MO leaves had sufficient fermentable nitrogen amount required to ensure rumen microbes normal activities. Conclusively, those MO has a close genetic relationship but the aromatic green MO more beneficial due its higher content of crude protein and AAs.

Abstract
