Abstract

Abstract : This research is based on the handling of public complaints that can not be handled properly by thepuskesmas. The public service system is still constrained, resulting in a demanding society for thedissatisfaction of the services provided. The unavailability of places or containers in receiving variouscomplaints from the community directly, even the unavailability of suggestion boxes or input from thecommunity on services provided by the puskesmas. This research intends to know the Handling of PublicComplaints on Health Service at Puskesmas Pasan District of Southeastern Minahasa. The theory used is thetheory of complaints handling according to Dyah Hariani is the problem of delay in service process, lessfriendly officers, and information that is not clear. The method used is qualitative method with descriptiveapproach. With his instrument as a researcher himself with informants seven people. Data analyst techniquessuch as observation, interview, and documentation. Research location at Puskesmas Kecamatan Pasanlocated in Towuntu Timur village. The result of the research shows that the problem that raises thecomplaints in the community about the health services provided by the puskesmas has not been in accordancewith the expectations of the community. This can be seen from the fact that the problems or complaintssubmitted by the community are handled or responded quickly by the puskesmas. Researchers provide adviceon this research that the importance of paying attention and manage complaints from the public to improvethe quality of public services better. So every government administration needs to pay attention to complaintsfrom the community especially on health services by puskesmas.Keywords: Handling Complaints, Society, Health Services

Abstract

Community participation in development planning is very important for development planning. Becausebasically the planning process for village development cannot be separated from the participation of thecommunity itself. The purpose of this study was to determine community participation in developmentplanning in Pintareng Village. This research uses descriptive qualitative research methods. Datacollection techniques used are observation, interviews and data collection with documents. To see howcommunity participation in development planning in the Pintareng village. The researcher uses threeindicators namely: contribution of ideas, contribution of funds and goods and contribution of personnel.Based on the results of this study stated that community participation in development planning in thePintareng village is still not good, because people are still less aware of the importance of them participatingin development planning. Thus I can be concluded that the awareness of the community in developmentplanning in the Pintareng village is still not good.Keywords: society participation, Development Planning

Abstract

This research was conducted to find out effective it is implementation of development programs infrastructure village Bawo Kecamatan Tagulandang Utara Kabupaten Kepulauan SITARO. Bawo Village government increases infrastructure through the construction of infrastructure which prioritizes the basic rights of the community and the availabilility of infrastructure and quality as efforts to support accelerated development and enhancement passion for economic activity. And the problem found in the village of Bawo is how effectiveness of implementing infrastructure development programs in he village of Bawo this research aims to find out how effective it is implementation of infrastructure development in the village Bawo. The method used this study Is a qualitatitive method for later, fpr later analysis data collection is done by interview directly to the research informant who have determined by qualitative methods, to see how effective it is implementation of infrastructure development programs in the village Bawo Kecamatan Tagulandang Utara Kabupaten Kepulauan SITARO. Research use two indicators namely : the amount of result that can be issued meaning that the results are in the form of quantity or physical form the organization, program or activity. The intended result can be seen from Ratio (antara masukan) Input (dengan keluaran) output level of satisfaction obtained. Abstract

This study aims to documentation , cost and procedures that are still convoluted.Referring to the findings in this study , it is necessary not give advice as follows : The executive servicesnecessary to optimize the dissemination of the procedural requirements of licensing services to businessesthat trade transparency of services can be achieved optimally , efficiently , and effectively , and theexecutor of service should be improve performance should be more professional priority work ,transparency , accountability , and responsibility, and also no less important factor is the mentality andmorality .determine Transparency in service permit small and medium enterprises in the Integrated LicensingService Office Sangihe regency and the extent of satisfaction of service recipients Licensing , the datacollection was conducted through interviews with 15 informants consisting of : 1 the head office , 4 thefield of licensing services and 10 community service user permissions. Abstract

The increase in public services in a village or village cannot be separated from the roleof the village head. The success of village development is inseparable from the role of the villagehead as the leader in the village. Therefore, the role of the village head is very important in manyaspects of Kampung community life, including public services.This research focuses on the role ofthe village head in improving public services with the location of the study in Inofina Village,North Moskona District, Teluk Bintuni Regency. The aim is to find out how the village head's roleis in improving public services in Inofina Village, North Moskona District, Teluk Bintuni Regency.The method used is a qualitative method with a descriptive study approach.The implementation ofPublic Services that has been happening all this time in Inofina Village, North Moskona District,Teluk Bintuni Regency is through a service procedure that is easy, fast and centered on the needsof the community; Settlement time is fast but some are slow due to inadequate funding andsupporting infrastructure; Implementation costs from village funds; Products or Service Resultscan be felt directly by the community through the ease of service; and Facilities and infrastructuresupporting the quality of public services need improvement and addition.Keywords: Public Services, The Role, Village Head.

Abstract

This study aims to determine the implementation of the market management policies of the city of Tomohon and what are the constraints in the implementation. There are still many obstacles that are not in accordance with the implementation instructions. The involvement of all implementing parties has not guaranteed the success of a policy in Tomohon City Beriman Market. Utilization of market facilities that have not been in accordance with what they should. This research is to find out the implementation of Tomohon City Beriman Market management policy. The theory used as a reference or indicator uses the theory of Charles O Jones, namely, organizing, interpretation, and application / application. The method of this study uses a qualitative method with a descriptive approach. With his instrument as a researcher himself with eight informants.Data analysis techniques in the form of observation, interviews and documentation. The results showed that the implementation of the Tomohon City Beriman Market management policy had not run optimally in accordance with existing procedures. Even though it is seen from the existing conditions that coordination between the implementing parties, namely the Regional Market Company and the traders is already quite good and directed. Regional Market Companies have also carried out tasks in accordance with their functions and responsibilities as executors and managers with the SOP or Standard Operating Procedure, but not all of them are in accordance with the SOP or (Standard Operating Procedure), such as finding double stalls for one family lapak rental to third person, lack of awareness from market users who still see slum market conditions, MCK facilities that must be charged. The researcher gives advice on this research, which is to further optimize what has become the implementing procedure and as the implementing party the Regional Market Companies should be aware of their responsibilities as the manager.Keywords: Policy Implementation, Management of Public Market.

Abstract

Micro, Small and Medium Enterprises are small scale economic activities of the people with business sectors which, in the majority are small business activities, the existence of this business in the midst of society has great and good benefits for the community for social welfare and reducing poverty but also as a driver of development benefits economy of the country. Community Empowerment is an effort to empower community communities through the realization of their potential manifestations. The goal to be achieved from community empowerment is to form individuals and communities to be independent, independence includes independence of thinking, acting, and controlling what is needed by a process. Through the learning process, the community will gradually acquire the ability or power from time to time. This study uses qualitative methods that are descriptive, namely to know or describe and explain the reality of the events studied or research on independent variables or one variable, that is without making comparisons or connecting with other variables. The results showed that the community of Umkm trading group in Sagerat Weru I Village in order to develop, the community and the government needed to actively work together to continue to provide guidance and entrepreneurship training and technical training to increase the skills of business people using small and medium micro business assistance. . In order for the Umkm merchant community, Sagerat Weru I Village to be able to empower all their businesses in terms of human resources, products, basic necessities and infrastructure to be reorganized so that buyers feel satisfied.Keywords: Community Empowerment,Trading Business.

Abstract

Cerdas Command Center merupakan terobosan baru dalam penerapan e-government di Indonesia sesuai dengan Instruksi Presiden Nomor 3 Tahun 2003 tentang Kebijakan dan Strategi Pengembangan E-government. Kota Manado adalah salah satu kota di Indonesia yang mendukung e-government lewat pengembangan kota yaitu konsep Smart City atau Kota Cerdas melalui program Cerdas Command Center yang diluncurkan oleh Pemerintah Kota Manado. Cerdas Command Center merupakan inovasi yang dibuat oleh pemerintah Kota Manado untuk mewujudkan Manado Cerdas 2021. Dalam proses pelaksanaan program ini ada hambatan yang ditemui oleh pemerintah yaitu kurangnya sarana dan pra-sarana seperti CCTV, kurangnya sosialisasi dari pemerintah ke masyarakat, adanya aplikasi yang sering eror dan hambatan internal pemerintah yaitu kurangnya tenaga ahli (programmer). Hasil penelitian menunjukan bahwa Efektivitas Program Cerdas Command Center Kota Manado belum berjalan secara efektif, masih banyak yang harus dibenahi agar supaya lewat penerapan Program Cerdas Command Center di Kota Manado akan membawa kota ini menuju Kota Cerdas 2021 sesuai dengan Visi dan Misi dari Kota Manado. Kata kunci: Efektivitas Program, E-Government, Cerdas Command Center, Smart City

Abstract

This research focuses on the implementation of conceptual accountability management in village financial matters andaims to describe government’s involvements in transitioning to or consolidating better establishment for the citizens. Thisstudy is conducted due to funds allocation management by the Village Budget Committee is fairly administered and yetagainst the law. Therefore, this research can confidently be beneficial not only to Talaud Regency, but also Damau districtin terms of improving the accountability of village financial administration.This research is executed at Peret Village, Damau district. The informants are citizen and the village committeeswho are advised to be competent in representing the survey unit in the management of village financial allocations. Thisresearch uses both qualitative and quantitative method which emphasise on the contextual research includes ethnographictechniques such as direct participants observations and interviews which are designed to capture different judgement andperceptions.Furthermore, this research will show that planning and implementation management of village fund allocation canestablish better accountability management for the local government. Despite the implementation of such accountabilityhas been shown successful, its management has yet been properly administered. Thus, its regulation and members dorequire further guidance. Moreover, the main concern is the inefficiency as well as the lack of setting priorities apparatusand human resources reforms hence the needs for assistances from the local government apparatus in a sustainablemanner.Keyword: Village Financial Allocations, Performance, Evaluation

Abstract

The purpose of this study was to find out how the health services available at the health center Lansot, Tomohon City.One form of government efforts in providing health to the community, in each district government agencies are built aspublic health service delivery units, namely community health centers or also called puskesmas. Puskesmas is afunctional organization that organizes health efforts that are comprehensive, integrated, equitable, acceptable andaffordable to the community, with active community participation and using the results of the development of appropriatescience and technology, at a cost that can be borne by the government and the community. The health effort is carriedout by focusing on services for the wider community in order to achieve optimal health status, without ignoring thequality of services to individuals. In accordance with the vision of the local health center that is 'Becoming a quality,independent and affordable basic health service center for the whole community'. Lansohon City Health Center Tomohonalways strives to serve well in all care needs including curative, preventive, promotive and rehabilitation services in thehope that patients who receive health services feel satisfied. Public. Service dissatisfaction can come from the cleanlinessof the waiting room, the cleanliness of the treatment room, and the negligence of the officers in handling patients. Thisstudy uses a theory according to Moenir by using several factors namely employee awareness, the existence of rules,organizational factors, ability and skills factors, service facility factors. From here we can see the awareness ofemployees about the actions given to the tasks that are still not good for example in taking a queue number and even theexisting rules must be implemented in the organization, the existence of these rules has been applied in health centersand every employee who does not run the existing rules will be given sanctions according to the level of violation thathas been made and more disciplined for employees during working hours. It is expected that from this research can makeemployee awareness increase even though all applicable rules can actually be applied in accordance with applicableprocedures.Keywords: Services, Health, Public health center
