Abstract

Safer road is a global issue in the world. Regarding road conditions, traffic conditions, and accident rate in developing countries, including Indonesia, safer road is crucial. Furthermore, the problem is worse because of a number of reasons i.e. data of road geometric, road pavement surface, road furniture conditions, and traffic accident are not well recorded, difference available recorded data among institutions, and beginning level of intelligent transportation systems implementation. Moreover, to reach safer road, all stakeholders involved (road authorities, industries, experts, road users) should work together. In order to reach integrated road safety approach, the aims of this study are to determine steps to decrease number and severity of traffic accident before, during, and after accident occur, and then to recommend road safety scheme towards safer road in Indonesia. Sustainable and consistent implementation of steps and road safety scheme leads to significant improvement of safer road in Indonesia. Keywords: safer road, accident rate, traffic accident, traffic condition  Jalan berkeselamatan merupakan isu global di dunia. Terkait dengan kondisi jalan, kondisi lalu lintas, dan tingkat kecelakaan di negara-negara berkembang, termasuk di Indonesia, jalan yang lebih aman sangat penting. Selain itu permasalahan lebih diperburuk oleh beberapa alasan, yaitu data geometrik jalan, kondisi permukaan perkerasan jalan, kondisi perlengkapan jalan, data kecelakaan lalulintas yang tidak tercatat dengan baik, perbedaan data yang tercatat di institusi-institusi terkait, dan implementasi sistem transportasi cerdas baru pada tahap awal. Untuk mencapai jalan yang berkeselamatan semua pemangku kepentingan yang terlibat (otoritas jalan, industri, ahli, pengguna jalan) harus bekerja sama. Dengan memperhatikan pendekatan keselamatan jalan terpadu, tujuan penelitian ini adalah menentukan langkah-langkah untuk mengurangi jumlah dan tingkat keparahan kecelakaan sebelum, selama, dan setelah kecelakaan terjadi serta merekomendasikan skema keselamatan jalan menuju jalan yang lebih aman di Indonesia. Keberkelanjutan dan penerapan yang konsisten langkah-langkah dan skema keselamatan jalan akan menghasilkan perbaikan yang signifikan akan jalan berkeselamatan di Indonesia. Kata-kata kunci: jalan berkeselamatan,tingkat kecelakaan, kecelakaan lalulintas, kondisi lalulintas

Abstract

One of the root problems causing early damages on provincial and district roads is road administrators’ and developers’ low compliance against the road standards. To deal with this issue, a systemic logic model has been developed to facilitate the monitoring and the evaluation analyses of road standards implementation. The model was written in Java Runtime Environment version 6 and designed to feature portability, acceptability, applicability, and useability. The model was developed based on expert survey and typology analysis to gather and select the determining variables and their indicators.Model application in the case of SNI 03-2853-1992(guidelines on constructing road foundation using crushed stones) implementation is demonstrated in this paper.The results showed 58.50% of the sample “own” the standard, 61.18% “understand” the standard, 60.52% “implement” the standard, 51.39% “oversee” the implementation of the standard, and therefore the overall implementation score for the said standard was 59.08%. The model developed in this study has the potentials to provide recommendations to road administrators on whether or not a standard needs revision or even abolition.Keywords: evaluation, monitoring, quality standard, provincial and local roads

Abstract

Abstract Sea transportation sector comes to be one golden bridge for Indonesia to increase the economy activity. In this context, Nanggroe Aceh Darussalam Province is one of the strategic provinces, which acts as a gate to enter in western part of Indonesia. Being surrounded by sea, a harbor and sea transportation in NAD is a must. One of the most important harbour in NAD province is Krueng Geukueh Harbour. NAD has very strategic position, between Malaysia and Singapore, and potential conditions, e.g. closely related with central business district, the existence of abundance natural resources, and the availability of airport. The purpose of this study is to improve the performance of Krueng Geukueh Harbour. An improvement efforts suggested include, improving unity of intermodal and multimodal in this harbour, increasing harbour’s capacity of facilities, increasing shipping safety, improving human resources quality and technology usage, and offering opportunities for investor. Keywords: harbor’s performance, intermodal transportation, multimodal transportation.

Abstract

The most common daily trip for students is the commute to and from campus. Though there are clear environmental, economic, and social drawback from using private vehicles for these trips, students still choose private vehicles to get to campus. This study reports an investigation of psychological factors influencing students’ behavior to commute by car from the perspective of the Theory of Planned Behavior (TPB). Students from three different university campuses (sample size of 312) completed a survey on their car commuting behavior. Results indicated that all relations postulated by the TPB are confirmed and perceived behavioral control was the strongest factor that influences students’ intention. Attitude, subjective norm, and perceived behavioral control explain 59% variance of the intention while intention explains 58% of the variance of the actual car use. Implications of these findings are that in order to alter the use of car, interventions should target the perceived behavioral control of commuting by car.

Abstract

AbstractVehicle speed has been identified as a key factor in road traffic accidents, which affects the risk of traffic accidents and the severity of the victim. Vehicle speed contributes to accidents when the vehicle speed is higher than the permitted speed limit or higher than that of a certain condition. The purpose of this study was to evaluate the relationship between speed and severity of the victim of traffic accident using the Power and Depkimpraswil Models. The results indicate that the Power Model gives a greater influence at speeds higher than 90 km / hour.Keywords: vehicle speed, traffic accidents, accident risk, victims of accidents. AbstrakKecepatan kendaraan telah diidentifikasi sebagai faktor kunci dalam kecelakaan lalulintas jalan, yang mempengaruhi risiko kecelakaan lalulintas dan tingkat keparahan korban. Kecepatan kendaraan memberikan kontribusi untuk kecelakaan ketika kecepatan kendaraan tersebut lebih tinggi dari batas kecepatan yang diizinkan atau lebih tinggi dari suatu kecepatan untuk yang memungkinkan. Tujuan penelitian ini adalah untuk mengevaluasi hubungan antara kecepatan dan tingkat keparahan korban kecelakaan lalulintas menggunakan Model Power dan Model Depkimpraswil. Hasil penelitian ini menunjukkan bahwa Model Power memberikan pengaruh yang lebih besar pada kecepatan yang lebih tinggi dari 90 km/jam.Kata-Kata kunci: kecepatan kendaraan, kecelakaan lalulintas, risiko kecelakaan, korban kecelakaan.

Abstract

Abstrak Penanganan pemeliharaan infrastruktur jalan rel tidak terlepas dari sistem manajemen pemeliharaan infrastruktur jalan rel. Perencanaan program pemeliharaan merupakan aspek terpenting dalam manajemen pemeliharaan jalan rel. Perencanaan yang matang akan menghasilkan suatu sistem manajemen pemeliharaan jalan rel yang efektif dan efisien.Penelitian ini membahas tentang pemeliharaan jalan rel yang dilakukan oleh PT KAI dalam lingkup Daerah Operasi 2 Bandung. Analisis dilakukan pada rencana pemeliharaan jalan rel tahun 2003, yaitu pada Distrik 23C Kiaracondong. Analisis dilakukan pada laporan pemeriksaan dengan kereta ukur. Kemudian ditentukan siklus perawatan sempurna. Setelah itu dilakukan penghitungan kebutuhan pemeliharaan dan kebutuhan tenaga manusianya, maka dapat diketahui bagaimana pemeliharaan yang diprogramkan dapat sesuai dengan yang dibutuhkan.Dari hasil analisis ditemukan bahwa 37,8% jalan rel Distrik 23C Kiaracondong berada dalam kondisi geometri jalan rel yang buruk. Karena itu, pemeliharaan geometri jalan rel harus segera dilakukan untuk mengembalikan kondisi jalan rel tersebut. Pada kenyataannya pemeliharaan yang diprogramkan memiliki banyak ketidakcocokan dengan kondisi tersebut. Volume pekerjaan yang diprogramkan pada penggantian rel, penggantian bantalan, dan penambahan balas tidak sesuai dengan kebutuhan. Dari hasil analisis juga didapat bahwa sumber daya manusia yang tersedia tidak dapat memenuhi jam kerja yang diprogramkan untuk melakukan pemeliharaan, maka kekurangan sumber daya manusia sebanyak delapan orang atau 15.048 jam-orang per tahun. Hasil analisis menunjukkan bahwa jalan rel Distrik 23C Kiaracondong belum bisa melayani operasi kereta api secara optimum sebagai akibat dari pemeliharaan jalan rel yang tidak sesuai dengan kebutuhan.Kata-kata kunci: sistem manajemen pemeliharaan, jalan rel, kereta api, Track Quality Index

Abstract

Abstract The most common daily trips for university students are the commuting trips to campus. Although there are clear environmental, economic, and social drawback from using private vehicles for these trips, students still choose private vehicles to get to campus. This study discusses the relationship between students car use habit with a variety of demographic, economic, and trip characteristics. This study is expected to provide benefits in the design of campus transportation policies to reduce trips to the campus by cars. The results indicate that there are relationship between the habit of using a car to campus with gender and the city of residence. In addition, there is a significant relationship between the students car use habit with campus, years of study, the distance from residence, residence status, car ownership, frequency of trips to the campus per day, car accessibility, and car usage behavior in the previous semester. Keywords: car usage, trips to campus, car ownership, frequency of trips  Abstrak Pola perjalanan yang rutin dilakukan oleh mahasiswa adalah dari tempat tinggal ke kampus dan sebaliknya. Meskipun dampak negatif penggunaan mobil untuk perjalanan ke kampus telah diketahui, namun mahasiswa tetap lebih memilih menggunakan mobil ke kampus. Studi ini membahas keterkaitan antara kebiasaan mahasiswa menggunakan mobil ke kampus dengan berbagai karakteristik demografi, ekonomi, dan perjalanan ke kampus. Penelitian ini diharapkan dapat memberikan manfaat dalam perancangan kebijakan transportasi kampus untuk mengurangi perjalanan ke kampus dengan menggunakan mobil. Hasil penelitian ini mengindikasikan bahwa terdapat keterkaitan antara kebiasaan mahasiswa menggunakan mobil ke kampus dengan jenis kelamin dan kota tempat tinggal. Selain itu, terdapat keterkaitan yang signifikan antara kebiasaan mahasiswa menggunakan mobil ke kampus dengan kampus, tahun studi, jarak tempat tinggal, status tempat tinggal, kepemilikan mobil, frekuensi perjalanan ke kampus per hari, kemudahan akses terhadap mobil, dan perilaku penggunaan mobil pada semester sebelumnya. Kata-kata kunci: penggunaan mobil, perjalanan ke kampus, kepemilikan mobil, frekuensi perjalanan

Abstract

Abstract Husein Sastranegara Airport is located in Bandung. This airport has experienced growth in numbers of passengers and the number of passengers has exceeded the capacity of passenger terminal, so that the development of a passenger terminal is needed. The aim of this study is to evaluate the compliance of Husein Sastranegara Airport’s passenger terminal development to the criteria of the Indonesia National Standard (SNI) 03-7046-2004, about Passenger Terminal at Airports. The design of passenger terminal development is compared with the criteria stated in the SNI 03-7046-2004. The results show that the design of passenger terminal development does not fulfill the passenger terminal area needed for the design life of 20 years because there is a lack of area and facilities. Keywords: airport, passenger terminal, terminal capacity, terminal facilities  Abstrak Bandar Udara Husein Sastranegara terletak di Kota Bandung. Bandar udara ini mengalami peningkatan jumlah penumpang setiap tahunnya dan peningkatan jumlah penumpang tersebut sudah melebihi kapasitas terminal penumpang yang ada, sehingga diperlukan pengembangan terminal penumpang. Tujuan penelitian ini adalah untuk mengevaluasi kesesuaian pengembangan terminal penumpang Bandar Udara Husein Sastranegara terhadap Standar Nasional Indonesia (SNI) 03-7046-2004, tentang Terminal Penumpang Bandar Udara. Desain pengembangan terminal penumpang Bandar Udara Husein Sastranegara dibandingkan dengan kriteria yang terdapat pada SNI 03-7046-2004. Dari hasil penelitian ini diperoleh bahwa desain pengembangan terminal penumpang tidak dapat memenuhi kebutuhan ruang terminal penumpang untuk umur perencanaan 20 tahun karena terdapat kekurangan ruang dan fasilitas. Kata-kata kunci: bandar udara, terminal penumpang, kapasitas terminal, fasilitas terminal

Abstract

Accessibility influences people’s chance to reach health facilities. The purposes of this study are to analyze the accessibility to reach health facilities and to compare the accessibility for different classes of health facilities in Bandung. Data regarding actual road distance to reach health facilities and the publicly available digital map are processed using ArcGis software. Analysis in this study applies ARIA method. Results show that class C hospital has the highest accessibility and class D hospital has the best distribution than other classes. The analysis also shows that there is significant difference among distributions area according to hospital classes, but there is no significant difference among distributions area according to accessibility classes. These study results in the form of accessibility map to reach hospital can be employed as a base to develop transportation development and accessibility improvement to health services in Bandung.

Abstract

Bandung, the capital of the West Java Province, is one of the big cities in Indonesia. To meet high demands for movement, the Purbaleunyi toll road was built in this area. One of the toll gates in this toll road is Pasteur toll gate, which functions as the main entrance for the city of Bandung. Very often traffic congestion or long queue occurs in this toll gate, particularly during peak hours. This study aims to evaluate the toll road service performance, specifically the transaction speed at the entrance and exit gates located in the Pasteur toll gate. According to the Toll Road Minimum Service Standard, the time of transaction at the entrance gates should be no more than 7 seconds per vehicle and at the exit gates it should not exceed 11 seconds per vehicle. This study found that at the entrance gate, only 92.93% and 90.78% of transactions meet the Toll Road Minimum Service Standard for peak hours and normal hours, respectively. Meanwhile, at the exit gate, only 81.93% and 71.49% of transactions during peak hours and normal hours, respectively, meet the Toll Road Minimum Service Standard.Keywords: toll gate, transaction speed, toll roads minimum service standard
