Abstract

This research aims to determine if there is any influence on the quality of administrationservices to the satisfaction of participants in the service of PT. TASPEN Manado Branch and whatindicators most affect the quality of the service. Where the administrative service quality variables aremeasured through four indicators of Zeithaml's theory of existence, responsiveness, reliability, assuranceand certainty, and empathy. This research uses a descriptive quantitative method. The sample in this studywas 36 respondents. Data collection techniques used in this research with poll/questionnaire methods andinterviews.The results showed that the quality of administration service has a significant positive effect on thesatisfaction of participants in PT TASPEN Manado branch. Which means variable quality ofadministration services is a factor that determines the satisfaction of service participants. The better thelevel of quality of administration service will be better/higher also the level of customer satisfaction in theoffice of PT TASPEN Manado Branch and the indicator that most influences the quality ofadministration services is the indicator of reliability and empathy where both have the total valuecorrelation/r count the most hight than other indicators.Keywords : Quality of service Administration, satisfaction services

Abstract

The purpose of this study was to determine the apparatus competence in administrativestructuring in Wawali Pasan Village, Ratahan District, Southeast Minahasa Regency. Based on theresults of research that has been done by the author, it can be concluded as follows: Self Contept orattitude, values and self-image possessed by someone is very good. So that in resolving problems andcomplaints from the community the employees can do it well and without obstacles. This is becausethere is a good relationship that exists in the work environment or in the community Knowledge orinformation / knowledge possessed by village employees in the field of structuring and implementingvillage administration. In this case, village officials' understanding of the demands and needs of thecommunity regarding village administration structuring is also already good, especially for the processof structuring village administration itself. The standard operational procedures are well understoodwhere the process starts with community data collection carried out by the respective ward head andthen forwarded to the kelurahan office through the kelurahan secretary who is then submitted to thelurah head to obtain authorization and returned to the community according to their individual needs.Skills or the ability to carry out certain physical tasks (certain mental tasks) are also good enough. Thisis also justified by the community who believes that village officials have carried out their duties well.Although related to the efficiency of the completion of tasks and complaints from the community is stilllacking. Abstract

This study aims to determine and analyze the Effect of Recruitment on the Implementation of Public Servicesin the Population and Civil Registration Office of North Halmahera Regency. The research method that I usein this research is quantitative research methods. Data and information were collected through a questionnairetechnique and completed with interview data source techniques / research respondents were all employees inthe Department of Population and Civil Registration of North Halmahera Regency as many as 36 people.Theanalysis techniques used by testing hypotheses are frequency tables, product moment correlations and simplelinear regression. Based on the description of the data it turns out that most of the respondents who gave anassessment of the recruitment variable of the State Civil Apparatus were in the category of “high” or at 66,66%,then as many as 12 employee respondents or at 33,33% who state that the recruitment of the State CivilApparatus in the Office Population and Civil Registration of Nort Hamlmahera Regency are in the “medium”category, while the category of “law” is not out of 36 employee respondents who were interviewed in the NorthHalmahera Regency Population and Civil Registration Service. While public service variable in the NorthHalmahera Regency Population and Service are in the “high” category or 52,77%, then 17 employeerespondents or 47,22% stated thah public services in the Halmahera Regency Population and Civil RegistrationService in the “medium” category, while in the “low” category there isn’t.Keywords: Recruitment of State Civil Apparatus, Public Services

Abstract

The purpose of this study was to determine the effect of participatory planning oncommunity participation in the Development of the Village of Toundanouw Satu Sub-district ToulToul Minahasa District of Southeast. This research uses quantitative methods. The researchrespondents were 30 people from Toundanouw Desa One community who were taken by randomsampling. The instruments and data collection techniques used were questionnaires and assisted withstructured interviews (interview quide). The analysis technique used to test the hypothesis of simplecorrelation statistical analysis or product moment chore. Based on the results of data analysis,conclusions can be drawn: (1) Participatory planning has a positive and significant impact oncommunity participation in village development. The better participatory planning in villagedevelopment, the higher the community participation. (2) Participatory planning in villagedevelopment has a correlation and a significant determination / determination power on communityparticipation. Significant changes in the level of community participation in village development aredetermined by participatory planning in village development. Based on these conclusions, it isrecommended that participatory planning in village development should involve all elements ofstakeholders in the community, namely not only village officials, BPD, and LPMD, and communityleaders / leaders, but also representatives of community groups in villages such as groups farmers,women's groups, youth groups, and others.Keywords : Participatory Planning, Village Development, Community Participation.

Abstract

Bureaucracy is an important instrument in a society whose presence is inevitable. Bureaucracyis a logical consequence of accepting the hypothesis that the state has a sacred mission that is to prosper itspeople through bureaucratic media, therefore the state must be directly involved in producing public goodsand services needed by its people. The state is actively involved in the social life of its people even if it isnecessary for the state to decide what is best for its people. For this reason, the state builds an administrativesystem that aims to serve the interests of its people, which is called the bureaucracy. Current conditionsobtained in the regions indicate that the implementation of public services is still faced with a governmentsystem that has not been effective and efficient and the quality of human resources of the apparatus isinadequate. This can be seen from the still many complaints on complaints from the public both directly andthrough mass media, such as convoluted procedures, there is no certainty in the period of settlement, costs tobe incurred, less transparent requirements, the attitude of officers who are less responsive and etc. Giving riseto a bad image that is not good for the government image in the eyes of its own people, especially in the eyesof ordinary people who do not know anything about bureaucracy. Basically, effectiveness is a level of successin achieving goals. Stating that effectiveness comes from the word effectives which means the extent to whichor to what extent the group reaches its goal. The system is a set of elements that are interrelated and influenceeach other in carrying out joint activities to achieve a goal, the bureaucracy is a system of government that isrun by government employees because it has held to the hierarchy and levels of office. Service is an action onthe actions of a person or organization to provide satisfaction to customers of a product or a service that theyneed. This research then this research uses descriptive qualitative research methods. The services provided bythe Population and Civil Registry Office cannot be said either because the management of documents has notbeen running optimally, the program system in Capil is still often experiences disruptions as a result of the e-ID card manufacturing process being hampered. the services provided are still not good either because theexisting services are still not quickly captured and consequently the public service process is hampered.Keywords: Evectivity, System Bureaucracy, Public Service.

Abstract

Program bantuan alokasi dana desa bertujuan untuk menopang program-programpembangunan desa untuk mensejahterakan masyarakatnya. Dan berdasarkan Undang-UndangRepublik Indonesia No 6 Tahun 2014 tentang Desa, desa mempunyai sumber pendapatan berupaPendapatan Asli Daerah, bagi hasil pajak daerah dan retribusi daerah kabupaten / kota, bagian daridana berimbang antara keuangan pusat dan daerah yang diterima oleh kabupaten / kota, alokasianggaran APBN, bantuan keuangan dari APBN provinsi dan APBN kabupaten / kota. Desadiberikan kewenangan sesuai kebutuhan dan prioritas desa, secara keseluruhan sumber pendapatdesa digunakan untuk mendanai seluruh kewenangan untuk mengatur dan mengurus kewenangantersebut. Fokus dalam penelitian ini adalah bagaimana kebijakan Alokasi Dana Desa untukmengetahui sejauh mana keberhasilan dari implementasi Alokasi Dana Desa tersebut diukurdengan 4 model variabel yang didasari pada indikator teori Edward III yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi. Kebijakan ini bertujuan agar ADD bisa digunakan denganbaik dan benar sesuai dengan kebutuhan masyarakat desa. Metode penelitian yang digunakanadalah metode deskriptif dengan pendekatan kualitatif. Teknik analisis data yang digunakan dalampenlitian ini adalah teknik yang diperoleh melalui wawancara atau interview menurut SurachmanWinarto. Hasil dari penelitian ini pada indikator Komunikasi merupakan bagian penting untukmenilai keberhasilanpelaksanaan suatu kebijakan. Karena komunikasi akan memberikan pengaruhterhadap penerimaan dari pelaksana. Kedua Sumber daya, yaitu menunjuk setiap kebijakan harusdidukung oleh sumber daya yang memadai, baik sumber daya manusia maupun sumber dayafinansial. Ketiga Disposisi menunjukkan karakteristik yang menempel erat kepada implementorkebijakan/program. Karakter yang paling penting dimiliki implementor adalah kejujuran,komitmen dan demokratis dan yang terakhir Birokrasi yang bertindak sebagai pelaksana sebuahkebijakan harus dapat mendukung kebijakan yang telah diputuskan secara politik denganmelakukan koordinasi yang baik.Kata Kunci : Implementasi Kebijakan, Alokasi Dana Desa

Abstract

This research focuses on tourism management, namely planning, organizing, mobilizing andmonitoring tourism activities carried out by the Regional Government of Talaud Islands Regency.The aim is to be studied because of the management implemented by the Talaud Islands DistrictGovernment. The research method used in this study is a qualitative method with data collectiontechniques with triangulation (combined).Talaud Regency starts with the village Musrembang,subdistrict Musrembang, and district Musrembang. Work distribution is also available for eachindividual and their respective fields in accordance with their duties. In carrying out its activities, itwas agreed on the rules and technical instructions. Abstract

The purpose of this study was to determine the accountability for the use of Village Funds in theSouth Karatung Village, Manusa District, Talaud Islands Regency. This research uses a descriptive qualitativeapproach. Accountability for the use of Village Funds can be seen from three dimensions ofpublic accountability, namely financial accountability, benefit/effectiveness accountability, andprocedural accountability. The research informants were the village head, village secretary, villagetreasurer, BPD chair, LPMD chair, and several figures and residents of South Karatung Village. Datacollection uses interview guidelines, while the analysis technique used is an interactive model analysisfrom Miles and Hubernann. The results of the study show: (1) Financial Accountability is good enough,that is the received Village Funds are announced or informed transparently to the general public; its useplanning involves the BPD and LPM, as well as elements of community representatives, and the results ofthe implementation are accounted for in a transparent manner by the authorities and informed to thewider community. (2) Accountability Benefits / Effectiveness is quite good, namely: the program isplanned/determined according to the needs of the village community; the benefits can be felt by thecommunity in terms of improving public services and in improving the standard of living and welfare ofthe community. (3) Procedural accountability is good enough, i.e. program planning is determinedthrough village deliberations involving all relevant elements in the community; program/activityimplementation procedures in accordance with the implementation instructions and technicalmanagement guidelines; and reporting and accountability mechanisms are carried out properly inaccordance with village financial management guidelines.Keywords: Accountability, Village Funds.

Abstract

This study aims to determine the role of local governments in promoting Tanjung Baong tourismobjects in Soasio Village, Galela Subdistrict, North Halmahera Regency, which are reviewed in planningin promoting an object and implementing and evaluating. Promoting tourism objects aimed at attractingtourists who come by sebap that there must be clear information and the government must also have astrategy to influence tourists to be interested and interested in visiting these attractions. Abstract

The purpose of research is to know the government's strategy in improving tourism development in NorthBolaang Mongondow district. The study uses qualitative approach methods. The informant is the head oftourism Department of 1 person, head of section 3 persons, staff/officers of Tourism Office 4 persons,community/Tourist 7 people so total informant there are 15 persons. Data collection using interviewguidelines, while the analytical techniques used are interactive model analyses of Miles and Hubernan.Based on the results of the research that has been done by the authors, it can be concluded as follows: Itcan be drawn some conclusions as follows: (1) SO strategy (Strength and opportunities) using theappropriate promotional media target according to the market that will be addressed by the tourism agencyso that the right target and continue to be done will intensively produce excellent results. Innovate andexplore more types and destinations of tourism objects offered and committed to provide the best service toconsumers to maintain the good image of tourism in the eyes of consumers. (2) The strategy of ST (strengthand treats) Bolmut Regency government can offer interesting and promising new things with thepresentation of quality of natural resources and the interesting tour. Related to changes in the price andtariff charged can be informed through the means of promotion and description of tourist attractions in themedia and Disarana and facilities in the attraction. Do not forget to also increase other innovations relatedto tourism such as creativity in the manufacture of OLE-ole or fruit. (3) The strategy of WO (weakness andopportunities) to ensure that the tariff or charges on similar tourism objects will be the way to overcome theexisting threats. In addition, the training and education provider to the community related to tourismmanagement is also very needed. Do not forget to add facilities and supporting facility and recycle orrerejuvenation existing facilities and amenities to make it look more attractive. (4) The strategy of WT(weakness and treats) enhances the safety and comfort of tourists who come to visit. To establish competitiveprice but not detrimental for tourism and community office.
