Abstract

Increased teacher competence is influenced by the strategy and role of the principal. The purpose of this study to know and analyze the program, strategy, evaluation and also, the supporting factors and obstacles of the Principal in improving teacher competence. Descriptive qualitative research methods, observation data collection techniques, interviews, and documentation studies, the subject is the principal, vice principal, teachers and administrative selected purposively. The results of the study show that: 1) The principal's program in improving teacher competence is done by requiring certified students to purchase books, and with MGMP school and MGMP integrated training / training activities 2). Principal strategies in improving teacher competence by analyzing initial needs, from the results of the new analysis determined what should be done to improve teacher competence, encourage teachers to pursue higher education and introduce school culture by creating a conducive school. 3) Principal evaluation of teacher competency improvement through direct supervision into the classroom, and supervision by school superintendents. 4) Principal supporting factors in improving the competence of teachers is very good, and parents' contributions are very supportive because some parents are instructors at national and regional levels, supported again by teachers at SMP Negeri 16 is a national and regional level instructors. Constraints faced by the principal in improving teacher competence, limited time available, and limited budget.Keywords: teacher strategy, competency, principal, teacher’s competency

Abstract

The implementation of strategic management is able to anticipate the need of improved educational quality in the future. This research aims to find out the strategic formulation, strategic implementation, strategic evaluation, and obstacles found in improving teachers’ performance. The research was conducted by means of qualitative method. The data was collected by doing interview, observation, and documentation. The principal, the vice principal, and the teachers were chosen as the subjects of this research. The results of this research indicated that (1) The strategic formulation in improving the teachers’ performance involved internal and external school components that create several strategic activities in order to improve the teachers’ performance; (2) The strategic implementation in improving the perfomance of the teachers was performed by arranging the school programs which were gradually implemented. They consist of short-term programs, mid-term programs, and long-term programs. Those programs were then implemented gradually and the chances for the suggestions related to the activities were given in the regular meetings; (3) The strategic evaluation in improving the teachers’ performance was conducted twice a semester by means of periodic and continuous monitoring. The result of the evaluation was used as the main principle for the upcoming strategy development; (4) The obstacles of strategic implementation found in improving the teachers’ performance were the lack of facility and infrastructure and the dependency on the center institution that slows down the implementation of the school strategy.Keywords:  strategic management and teachers’ performance

Abstract

Education facilities and infrastructure is one part of the existing management within educational institutions, facilities and infrastructure have a very important role in an organization, institution or educational institution. Without the facilities and infrastructure that support the education process is not running properly. The purpose this study is to find out a complete and accurate of management facilities and infrastructure in SMA Negeri 3 Banda Aceh. The approach this research is qualitative. Instruments this study are interview guides, observation guides, documentation study guide. Data collection techniques are interviews, observation, documentation. The results this study are: (1) Planning facilities and infrastructure is analyzing and selecting needs that accordance with curriculum; (2) The procurement facilities and infrastructure starts from the draft budget approved by the agency based on the available funding sources. Procurement proposals are submitted to education office and other relevant departments and school alumni; (3) Maintenance facilities and infrastructure is by organizing routine maintenance every year, and major maintenance should make a proposal to propose funds the government; (4) Inventory facilities and infrastructure is done by administering inventory based on guidance from local government; (5) The process elimination facilities and infrastructure is done by making the proposal for the elimination of unsuitable goods used submitted to the municipal administration. The conclusion this research is planning facilities and infrastructure is analyzing needs that accordance with curriculum. Abstract

School supervisors play an active role in realizing the transformation of education quality in their target schools. Managerial supervision by school supervisors is organized to provide services to school administrators so that they can perform their duties effectively and efficiently to achieve learning process quality. In general, this study aimed to describe the implementation of managerial supervision in improving the quality of education at Model Elementary School 3 (SDN 3) of Peusangan, Bireuen regency through the program, implementation of managerial supervision, and constraints experienced by school supervisors in implementing managerial supervision. This research used the descriptive method with the qualitative approach and data collection techniques done for this study were observation, interview, and documentation study. The research subjects are school management personnel consisting of the principal, teachers, administrative staff, librarians, and computer laboratory staff. The results of the study showed that (1) the managerial supervision program includes the guidance activities of teachers and principals, monitoring the implementation of SNP, assessment of teacher performance and principal, as well as mentoring and training of teachers and principal; (2) The success of the managerial supervision process lied in the school supervisors who were able to coordinate and establish cooperative relationships with every well-managed school manager so as to have an impact on improving the quality of education in schools; and (3) the obstacles faced by school supervisors were that they had limited knowledge of the competence of managerial supervision, the school management staff did not meet the required standard requirement both in quantity and skill quality, and supervision schedule which often clashing with official meetings, training and other official activities.Keywords: managerial supervision, school supervisor, and education quality

Abstract

The purpose of this study was to find out the planning, implementation, supervision, and constraints found in the implementation of ISO 9001: 2008 quality management system (QMS) at State Vocational High School (SMK Negeri) 2 of Banda Aceh. The results of the study showed that: (1) QMS planning was begun by establishing a commitment of all school members and the core team, then building QMS in the form of quality awareness training, required QMS document preparation, and socialization; (2) the implementation of the QMS was done by applying the QMS document to the business process consisting of the planning, core, supporting, and improvement process of all units; (3) internal QMS supervision was done directly by the principal by involving all team leaders and through management meetings by discussing the results of internal audit. Meanwhile, external QMS supervision was conducted by the assessors of PT. TUV Rheinland Indonesia once a year. (4) The constraints found in the QMS were shortages of personnel, excessive personnel workload, rotation or mutation, inadequate facility in the form of equipment and required machinery, the budget allocated by the government each year, and business and industry (DU/DI) facilities in Banda Aceh City.Keywords: ISO 9001:2008, quality, management, system, QMS

Abstract

Supervisor is a profession, therefore it is expected that supervisors can provide guidance to teachers in improving teacher pedagogic competence. The supervisory strategy greatly influences the teacher's pedagogical competence, which is done by coaching and providing opportunities for teachers to improve their competence. Thus, supervisors in Madrasah Ibtidaiyah are expected to 1) increase the competence of teachers, 2) know the strategies used by the supervisor, 3) know the supervisor strategy in evaluating the teacher's success in developing the learning, and 4) to know the obstacles faced by the supervisor. The approach used is descriptive qualitative approach, with observation data collection techniques, interviews and documentation studies, with the object of research is the supervisor. From the research results can be concluded that the strategies used by supervisors in improving the competence of teachers in Madrasah Ibtidaiyah Negeri Bungcala by doing KKG activities, Training, Scientific activities, seminars and Tem teaching.Keywords: strategy, superintendents, pedagogical competence and teacher

Abstract

The principal as an educator has a strategic role in enhancing the teachers’ competence. The purpose of this study was to investigate the program, the principal’s strategies, the factors that influence and obstacles faced by principal as an educator in improving the teachers’ competence at Vocational School (SMK) No 2 of Sigli, Pidie Regency. This research used the descriptive method with a qualitative approach. Data collection techniques used was observation, interviews, and documentation. The research subjects in this study were a principal and teachers. The results showed that (1) The principal has carried out his role as an educator in improving the competence of teachers were to coach and mentor to teachers in the learning process, to conduct training, to provide mental and moral guidance of teachers, to provide encouragement and motivation to teachers; (2) The strategy of principal as an educator in improving the competence of teachers was by providing an understanding of the importance of the task which raised awareness of their own to do a good job. To face the teachers, principals usually always regarded teachers as partners, so that the principal could consult, discuss and exchange ideas with teachers, so it was found an effective way to improve the teachers’ competence; (3) Factors that influence the principal as educators were the commitment of teachers to the task given by the principal, disciplinary and exemplary principals; and (4) The obstacles faced by the principals as educators were the lack of responsibility of teachers in performing their duties and less than the maximum in the division of work.Keywords: principal, educator and teachers’ competence.

Abstract

The library is one of the means providing various collections of information in fulfilling and supporting the success of education quality. The quality of the library can be seen from the librarian’s management in managing the library. The purpose of this research waswas to know the planning and procurement of library collections, classification, and catalog of library collections, library system for visitor service, monitoring and evaluation of library activities program. The approach used in this study waswas a qualitative approach. The technique of collecting data was done through observation and interview. The subjects of research were the head of regional office of library and ten librarians. The results of the study indicated that: (1) the planning waswas done based on the needs of visitors, and the collection procurement system waswas done based on the analysis of visitor needs which was then conducted through routine project, purchasing, assistance, and publisher cooperation through APBK (regional revenue and expenditure budget); (2) the classification system for library collection was done in accordance with guidelines DDC (dewey decimal classification); (3) the service system used an open service system (open access). The open access does not run smoothly due to the limited space, where the reading room of children, adolescents, general, storytelling space and reference space are situated in one place; (4) supervision was carried out in every activity program while the evaluation was done at the end of the year. The supervision and assessment did not find the optimal result because it was not implemented based on the indicators made. Depending on the results of the study, it is recommended that the head of the library involve librarians in managing library management and pay attention to improving facilities and infrastructure so that the purpose and function of the library will work well.Keyword: management, librarian and library

Abstract

Principal as a determinant factor of educational success in schools that have characteristics or skills that are conceptual skills skills, technical skills and humanitarian skills. This study aims to examine the policies taken by the principal in the field of administration, supervision and leadership of education to improve teacher work motivation. This research uses qualitative approach. The data were collected by using observation technique. The results showed: (1) the policy taken by the principal in the field of administration, done by providing direction and guidance for teachers relating to the management of learning that can increase motivation for teachers in carrying out their duties. (2) In the field of supervision to improve work motivation, conducted by providing guidance and direction related to the goals achieved by the teacher, guide the teacher understand the problems and needs of teachers, selecting tasks appropriate to the ability and academic background possessed by teachers and assessment of teacher. (3) Meanwhile, in terms of leadership of the principal as the leader of education in improving the motivation and performance of teachers in SMAN 1 Calang, Aceh Jaya District is done by fostering a harmonious relationship with the teacher and also with the community. So, both teachers and the community can work together to create a better education

Abstract

Coordination between supervisor and principal is a necessity in performing a supervision. This study aimed at finding out: academic supervision programs and the obstacles faced in performing supervision to all teachers to develop teachers’ professionalism competence. This study employed descriptive method with qualitative approach. The data in this study were obtained from observation, interview, and documentation. The subjects of this study were supervisors, principals, and teachers. The results showed that: (1) The supervision program to develop teacher’s professionalism for elementary level had been arranged and documented in the form of annual and semester programs. Supervisors had performed supervision works, counseling,  guidance,  and  direct  teachers  to  help   them develop their teaching competence; (2) This supervision was done through class guidance, class observation, unplanned test, case conference, documentation, interview, questionnaire, and printed report; (3) In responding supervision results, the supervisors applied educative and persuasive manner to help teachers who face difficulties in developing their teaching competence by providing discussion, case conference, and question session between supervisors; and (4) distance and wide area were obstacles faced by supervisors to visit each of school.
