Abstract

Community empowerment is an effort to make the community independent through the realization of the potential capabilities possessed by the community. As the Fisheries Division of the Agriculture Service of Samosir Regency did to a group of people in Singkam Village who are members of the fish cultivator group (Pokdakan) to improve the community's ability to cultivate fish as an effort to improve the community's economy. This study aims to describe the implementation of empowerment and the inhibiting factors for implementing pokdakan in Singkam Village, Sianjur Mulamula District, Samosir Regency. This type of research is a descriptive research with a qualitative approach. Data was collected using field observations, interviews, and documentation of both primary and secondary data. The results of this study indicate that: 1) The implementation of the empowerment of the fish cultivator group (pokdakan) Sepakat in Singkam Village has not been able to lead group members to independence. 2) The inhibiting factor for implementing pokdakan empowerment is the lack of capacity in the Fisheries Division of the Samosir Regency Agriculture Service as an empowerer both in terms of human resources and budget. Different characters and thoughts become obstacles in group development. Selfishness and laziness are still often encountered in group members, so they do not actively participate in group activities.

Abstract

Digital-based village government service innovation. Effective and efficient service is a demand from the community to government agencies in providing services. The Sungai Petai Village Government is one of the village governments that innovates the first digital application-based service in Riau. The innovation in question is the Halaman Kampung application. The purpose of creating this Halaman Kampung application is to provide more effective and efficient services to village communities. The purpose of this study is to describe the Innovation of Village Government Services Based on Digital Applications in Sungai Petai Village, Kampar Kiri Hilir District, Kampar Regency. This study uses the innovation theory by Bugge et al. 2018, in which there are six indicators, namely: governance and innovation, sources of the ideas for innovation, innovation culture (innovation culture). ), capabilities and tools (abilities and tools), objectivies, outcomes, expenses and obstacles (goals, results, costs, and obstacles), collecting innovation data for single innovation (collecting innovation data for single innovations). This type of research is a descriptive research with a qualitative approach. Data collection was done by using the methods of observation, interviews, and documentation of both primary and secondary data. The results of this study indicate that: 1) the innovation of the home page application has been going well because the community has used the home village application in various types of administrative services. 2) the supporting factors in the success of hometown innovation are the fulfillment of service innovation digitization facilities, adequate digital applications, sufficient understanding of innovation.

Abstract

The field of housing and slums is one of the fields related to programs and activities to preserve the environment of karimun district. This policy is supported by the regional regulation of Karimun Regency Number 1 of 2018 concerning prevention and Improvement of the Quality of Slum Housing and Slums. The purpose of this study was to determine and identify the factors inhibiting the implementation of preventive policies and improve the quality of slum housing and slums in Sei Lakam Timur village in 2020. The research was conducted using qualitative methods with a case study approach. With data collection techniques are carried out through interviews and documentation. The results of the study found that the implementation carried out by the Housing and Settlement Area Office had gone quite well, but in the process there were still obstacles that caused the program to not be optimally running. Based on these findings, implementors should improve coordination with relevant agencies in empowering the community. This effort is made to optimize each program carried out to be in accordance with expectations.
