Abstract

Abstract : Organizational culture is important when it comes to improving the performance of organizationsand personnel in it. Culture of the organization has a goal to change attitudes and behavior of existinghuman resources in order to increase labor productivity to face many challenges in the future. The purpose ofthis paper is to analyze the work culture and productivityThis research is descriptive-quantitative research. Quantitative research goal is to develop and usemathematical models, theories or hypotheses pertaining to natural phenomena. The population in this studywere employees who worked in the Institute for Agricultural Technology North Sulawesi with the number ofemployees as many as 97 employees.Results of this study show the influence of culture on the productivity of employees working for R2 = 0302, or30.2%. The statistics show that the variable work culture has a positive impact on the productivity ofemployees at the Institute for Agricultural Technology (BPTP) of North Sulawesi, which means that laborproductivity increased by 30.2% determined by or influenced by the culture of work, while the rest of 69, 8%are determined or influenced by other variables not examined in this studyKeywords: Organizational Culture, Productivity

Abstract

ABSTRACK The service civil  policy ethics as stipulated in Government Regulation No. 42 Year 2004 on Soul Coaching Corps and the Code of civil servants, establish ethical obligations that must be implemented by civil servants in performing official duties and relationships of everyday life. But in reality there are many civil servants attitude and behavior is not in accordance with the ethical values ​​of civil servants. Starting from these two studies in this meand to determine how the implementation of the civil service ethics policy at the District Secretariat Sula Islands. The method used was a qualitative method. Data sources / informants of this research is purposive sampling of civil servants in the Sula Islands District Secretariat is 5 persons from the leaders / officials concerned and 10 people on staff employee / executive, so the total number of informants there were 15 people. The instrument in this study is the researchers themselves, while collecting the data using interview techniques. Data  analyzed to using qualitative analysis techniques interactive model of Miles and Hubernann. The results on  based of the study conclude: 1). Actions to do by the leadership in connection with the implementation of policies such as the civil service ethics laws and regulations (PP.42 2004), fostering employee awareness, and enforcement of ethics rules is already quite effective. 2) An understanding of the ethics of civil servants are set out in PP.42 2004 (in the state of ethics, organizational ethics, ethics in society, ethics in yourself, and the ethics of others civil servants) is good enough. 3). Application of civil service ethics or practice by employees in the execution of official duties generally been pretty good, but not maximized. This means that the attitude and behavior of civil servants in performing official duties in general is quite in accordance with the ethics of civil servants specified in PP.42 2004. Based on these results the conclusion can be stated as the following suggestions: 1) The enforcement of civil servants in the Secretariat ethics to the District Sula Islands needs to be improved. 2) Understanding of the staff of the Secretariat of the islands of Sula District of ethics of civil servants need to be improved; 3) Application of civil service ethics in the execution of official duties should also be improved in environmental Sula Islands District Secretariat. In this connection it is necessary a high awareness of the employees themselves to adjust the attitude and behavior of the ethical values ​​of civil servants. Abstract

The purpose of the research is to find out the effectiveness of the procedure for the implementation of the supervisory function in the Insperktorat area of North Sulawesi province. This research uses qualitative approach method. Research Informant was the person the Inspector, 2 person head of Sub-Division, 2 person Irban Region 5 Office/Bureau of Associated, in total as many as 10 informants. Data collection using the guidelines of the interview, while the analysis techniques used are interactive model analysis from Miles and Hubernan. Based on the results of the data analysis is drawn the conclusion: (1) organizational Productivity or output in this case regarding the work of the regional Inspectorates North Sulawesi province in the exercise of supervisory functions in eithercase showed where the work given that ability is in compliance with the employees of the Inspectorate and owned the purpose of supervision. So as a result it works or output is also satisfying for the Bureau/Office/field as an objects of supervision. (2) the effectiveness of the Organization in the form of his success adapting to changes inside and outside the Organization has been very good. This is evident from the adaptability of the inspector’s staff with work and organization environments that is very good as well as in carryng out the supervision procedures in accordance with the tupoksi and existing standard operating procedures. (3) the absence of tension within the organization or obstacles to conflict among parts of the organization. In this case it can be seen that the relationship between the imployee of the inspectorat and his superiors as well as colleagues/co-works is well established as well as the attitudes and relationships shown to the agency/bureau/field of supervision of the inspekto’s staff.Keywords: Effectiveness , Implementation, Supervision

Abstract

The placement of a Civil State Apparatus on structural position is a process which is very decisive in getting competent employees in their fields, because the exact placement in the proper positions will be able to help a the Agency in achieving the expected objectives. Placement is one of the important aspects in the human resources planning process, as it relates to efficiency and fairness. This research aims to find out how the placement of the Civil State Apparatus on structural position in the service of Social Government Talaud Islands. This research uses qualitative research methods. Based on the results of the study found that education, knowledge, skills, experience and age factor of a Civil State Apparatus became a benchmark in placing employees on structural position in the service of Social Government Talaud Islands. The Basic Social Service should be more effective and efficient in putting employees on structural position.Keywords: Placement, Structural Position, Civil State Apparatus.

Abstract

Abstract: It has been understood that a policy is created because there is a goal to be achieved. Without goals, thereis no need for policy so the goal becomes the first element of a policy. Good policy has a good purpose. Excellentservice to the Society becomes and eminent issue in the implementation of its duties and responsibilities within thebureaucracy of increasing the level of knowledge of Society. Despite the influence of Globalization, the old patternsof government administration are no longer compatible with the changing social life of the Society, whichencourages researchers to examine, Local Government Policy in the implementation of e-ID card service inPyramid District.The method used in this research is descriptive method of analysis, with data collection through questionnairesurvey and interview with the information giver that is needed in this research is Society in Pyramid District whichtake care of e-KTP, KK and Birth Certificate and data analysed descriptively descriptive analysis with Descriptivestatistics.The results of the research show that: (1) The application of the principle of Transparency and Accountabilityattitude in the implementation of Public service in Pyramid District Not yet optimal / Still in very low level not inaccordance with the expectation of Society in four. (2) The productivity of District Government in policymaking isnot appropriate on the target according to the standard of Public Service and even the Vision and Mission in theDistrict. (3) The quality of government work Pyramid district in the implementation of duties and responsibilitiesis not too optimal in the low category is not yet able to match the expectations and desires Society. Researcherscleared the conclusion that the policy in the service delivery as a servant of the state in Pyramid District Office hasnot been implemented as expected by Society. Abstract

BUMDes is a village-owned enterprise established on the basis of village needs and potential as an effort to improve community welfare. Transparency is needed in the management of this Village-Owned Business Entity. This study aims to find out how transparent the management of Village Owned Enterprises in Kamanga Village, Tompaso Subdistrict, both in terms of community recognition and response. This study uses a phenomenological approach by conducting interviews. The results of this study are the practice of transparent administration in the form of the availability of financial reports and other data concerning the transparency of management of BUMDes. This study used a qualitative research method. The data collection technique was carried out by interviewing, documenting, and collecting data with documents to see how Transparency in managing BUMDes Kalooran in Kamanga Village, Tompaso District. The researcher used four indicators namely Document Availability and Accessibility, Clarity and Completeness of Information, Process Openness, and Regulatory Framework that Guarantees Transparency. Based on the results of the research conducted, the BUMDes Kalooran was not transparent in its management, seen from the availability of documents not provided by the management, and the community that did not know about the BUMDes program. The government seems closed in processing and running the BUMDes program. It can be concluded that the management of the Owned Enterprise of Kalooran Village in Kamanga Village, Tompaso Subdistrict is not transparent in its management.Keywords: Transparency, Management, Business Entity, Village

Abstract

ABSTRACT :APBDesa ( Income Expenditure Budgeting of Village ) is an explanation needsin building the village as defined in Ministry of Home Affairs Regulation No. 37 Year 2007on Guidelines for village financial management. The aim of this study is to determine theimplementation of village income expenditure to support the rural development in betelenvillage so that the data and information about constraints to the implementation of villageincome expenditure budgeting to supplort the rural development in Betelen village contained.This study uses qualitative research, the simple of informants selected by purposive sampling,sampling technique with particular data source (sugiono 2008). The key informants areselected from five jaga (5 areas) in Betelen village which is consist of village headmen,village secretary, village consultative body chairman, traditional leaders, religious leaders,youth leaders and four communities. A total 15 informants were selected and interviewed..The research results show, that the managerial capacity in financial management of thevillage officials is still lacking, transparency in financial management have not been fullyvisible, there is still confusing in budget management, participation or communityinvolvement in the process of overseeing and providing constructive feedback on theimprovement of financial management has not been fully maximized.

Abstract: In carrying out oversight functions, the Regional Representatives Council (DPRD) equippedwith special rights that can support the effectiveness of the work as one of the institutions of control in thearea. and most importantly that in determining whether or not accepted the draft budget proposed by theexecutive, the Regional Representatives Council (DPRD) had a very big right. Based on an evaluation ofthe State Audit Board (BPK) of the Republic of Indonesia through the representatives of North Sulawesi,assess the use of the Regional Budget (APBD) South Minahasa, from Fiscal Year 2009 to 2012 Budgetgets a "disclaimer, meaning that can not be assessed and checks in Budget 2014, to use the RegionalBudget (APBD) in 2013 there was an increase in ratings of disclaimer to the unnatural. This is due toRevenue and Expenditure Budget (APBD) South Minahasa District by each regional work units (SKPD)does not fit the designation and use of Revenue and Expenditure Budget (APBD) and assets much abusedby the head of the regional work units (SKPD) and subordinates. This study aims: "To analyze the effectof supervisory functions Regional Representatives Council (DPRD) to use the Regional Budget (APBD)South Minahasa District". The method of analysis in this research is quantitative descriptive analysismethod. Results of this research is that the supervision of Parliament is one of the determinant factorsincrease the effectiveness of the use of the budget, particularly in the South Minahasa District. In linewith the Strategic Plan (Restra) South Minahasa District Government which sets one of the priorityprogram is the use of the regional budget (APBD) is done effectively, efficiently and economically orientedpublic interest. Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana efektivitas pembangunan Pasar 66Tagulandang Kabupaten Sitaro, Penelitian ini menggunakan metode pendekatan kualitatif dimanadalam penelitian yang dilakukan bersifat deskriptif, dengan informan penelitian adalah unsurpemerintah, pengelolah pasar, dan masyarakat desa. Kemudian dalam penelitian ini teknikpengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi secara langsung.Berdasarkan hasil menunjukan bahwa pedagang Pasar 66 Tagulandang harus bisa menyesuaikandiri kembali dengan kondisi yang ada di Pasar 66 Tagulandang karena untuk saat ini bangunan atautempat bagi para pedagang belum sepenuhnya tertata dengan baik. Keluhan maupun saran dari parapedagang dan pembeli sangat penting untuk mengetahui sejauhmana kepuasan yang telah diberikanoleh pengelola pasar kepada pedagang dan pembeli yang ada, Terlebih khusus bangunan bagi parapedagang yang berjualan di Pasar 66 Tagulandang agar para pedagang bisa berjualan dengannyaman serta pandapat mereka juga bisa mencukupi kehidupan mereka sehari-hari. Dan bagipengelola pasar harap lebih bisa lagi memantau jika tempat jualan dari para pedagang sudahmemiliki kerusakan harap segera diperbaiki karna itu mengganggu kenyaman para pedagang yangberjualan di Pasar 66 Tagulandang.Kata Kunci : Employee Welfare, Employee Performance

Abstract

This study aims to determine the participation of parents in the administration of Kinilow GMIM PrimarySchool Education in the City of Tomohon. This research uses the theory of Epstein (2001) which categorizesparents' participation into six types of involvement, namely: parenting, communication, volunteering,learning from home, decision making, working with the community. participation is the involvement of aperson or several people in an activity. Involvement can be in the form of mental and emotional as well asphysical involvement in using all the capabilities it has (taking the initiative) in all activities carried out aswell as supporting the achievement of objectives and responsibilities for all engagements. Participation is themental and emotional involvement of a person in a group situation. This study used qualitative researchmethods. The qualitative research method in this research is a method that aims to explain or describe theproblem systematically, factually and accurately about the facts and characteristics of the population of aparticular area. Data collection techniques used are 1) Interview is a question and answer process inresearch that takes place orally. Interviews can function in a descriptive manner that is to describe the worldof reality as experienced by others. 2) Observation is used to obtain data on parent participation in thedelivery of educational services. 3) Documentation is data collection by viewing and recording existingdocuments. In this study there are various problems that arise, namely parenting from both parties from theschool as well as the family or parents must go hand in hand so that it can make children more comfortablein carrying out tasks, then good communication to children will make children feel noticed so there isopenness between children and parents, and then from the other 4 aspects must complement each other inorder to achieve a good cooperation between the parents and the school in the child development.Keywords: Participation, Organization, Education
