Abstract

This study examines the problems of non-permanent teachers from two sides. First, non-permanent teachers from the perspective of public policy. The focus of this study is on the government's reaction to the demands of non-permanent teachers formulated in legislation. Second, the government's strategy to accommodate the aspirations of non-permanent teachers and efforts to resolve the problems of non-permanent teachers through various public policies that are risen. This study is a follow-up to the implementation of research on non-permanent teachers in Semarang city. The data is taken based on the rules of qualitative research with in-depth interviewing techniques to obtain data in the field, especially primary data types. The results of this study find several interesting things. First, there is a change in orientation of non-permanent teachers from service to a struggle in improving social status and welfare. Second, the income of being a non-permanent teacher is not feasible to meet the minimum living needs of non-permanent teachers and their families. Third, public policy as the government's reaction to the demands of non-permanent teachers can be categorized into 5 models, they are: (1) Political Lobbying Model; (2) Blessing Amendment Model; (3) Impartial policy model; (4) Partial Policy Model; and (5) Response Policy Model. From these findings, it can be seen that the uniqueness of this study is the finding of the models of public policy which are a form of government reaction to the demands of non-permanent teachers.

Abstract

This research aims to gather information and obtain gaps in the implementation of the school operational assistance (BOS) program to improve the quality of education. This study used a gap evaluation model (Discrepancy). The subjects of the research were the principal, the teacher (BOS treasurer), the school supervisor, the school committee, the District coordinator, and the parents of the students. Data were collected from research sites using observation techniques, document studies and interviews. Information obtained was analyzed by using the Miles and Hubermen model which included data reduction, presentation, and conclusion drawing. Based on the result of the study, there were still gaps in several aspects between implementation and standards of BOS program. Design aspect was following BOS 2019 Technical Guidelines. There was a gap at the installation stage; there were sudden and costly activities, while expenses must be adjusted to the liability letter (SPJ). At the implementation stage, there was a delay in the process of disbursing BOS, which was the main source of education funding. Thus, from the implementation stage it can be concluded that there are still gaps between the implementation of BOS with the Technical Guidelines.

The research method used was a classroom action research with the application of 2 cycles. The research subjects were 17 students who took Basic Accounting courses and research objects that took place during the learning process. The data analysis technique used was quantitative descriptive with percentages used to measure the level of student motivation, and for learning outcomes an evaluation was conducted at the end of each lesson. Classroom action research results obtained by implementing Google Classroom could improve students’ motivation and learning outcomes. This improvement could be proved from the implementation of actions starting from pre-action, cycle I, and cycle II. Student learning motivation was said to succeed with an average of 75-100%. The results of the study obtained in the first cycle of action amounted to 74.11% and 80.11% in the second cycle. While the percentage of student learning outcomes had also increased. The increase occurred in pre-action from 50.75 to 73.53 in which the first cycle increased by 22.77, and from 73.53 to 87.35 in the second cycle meaning that an increase amounted to13.82.
