Abstract

This research intend to discuss about public policy from East Java province government to improve the quality of Islamic religious education. The results of this study were: (1) East Java Provincial Government used policy formulation model in the name "elite deliberative democratic ". A policy formulation model that combines several theories of policy formulation, there are elite, deliberative theory, and democratic theory. (2) The policy formulation was done through several stages: They are reading of the reality; preparation of the general policy of long-term development; arrangement of short-term development policy; the preparation and stipulation of Regional Regulations, and the Governor Regulation on Translation of APBD; (3). The government of East Java province has under graduate Scholarship program (S.1) for Madrasah diniyyah teachers. AbstrakPenelitian ini bermaksud membahas tentang kebijakan publik dari pemerintah provinsi Jawa Timur untuk meningkatkan kualitas pendidikan agama Islam. Hasil penelitian ini adalah: (1) Pemerintah Provinsi Jawa Timur menggunakan model perumusan kebijakan dengan nama "elite deliberative demokratis". Sebuah model perumusan kebijakan yang menggabungkan beberapa teori perumusan kebijakan, ada elit, teori deliberatif, dan teori demokrasi. (2) Perumusan kebijakan dilakukan melalui beberapa tahap: Mereka membaca realitas; persiapan kebijakan umum pembangunan jangka panjang; pengaturan kebijakan pembangunan jangka pendek; persiapan dan penetapan Peraturan Daerah, dan Peraturan Gubernur tentang Penerjemahan APBD; (3) Pemerintah provinsi Jawa Timur memiliki program sarjana (S.1) untuk guru Madrasah diniyyah

Abstract

The purpose of this study was to find out what factors could trigger the enthusiasm of the Emeyodere foundation students. This study uses a qualitative descriptive research method. The results showed that first, the leadership factor of the foundation, the foundation aim was to elevating the Kokoda tribe from educational backwardness. Second, motivation factor. Third, aid factor, the foundation provides assistance or donations such as books, stationery for every semester, school uniforms for disadvantaged students, and supplementary meals every two weeks.AbstrakTujuan penelitian ini adalah untuk mengetahui faktor-faktor apa saja yang dapat memicu semangat peserta didik yayasan Emeyodere. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa pertama, Faktor kepemimpinan yayasan, yayasan ini didirikan dengan tujuan untuk mengangkat derajat suku Kokoda dari keterbelakangan pendidikan. Kedua, faktor motivasi, ketiga, faktor bantuan, pihak yayasan memberikan bantuan atau sumbangan berupa buku-buku dan alat tulis pada setiap semester, seragam sekolah bagi peserta didik yang  kurang mampu, dan makanan tambahan setiap dua minggu sekali.

Abstract

In essence, epistemology is a combination of thinking rationally and thinking empirically. This way of thinking is combined in the study of natural phenomena to discover the truth, the mind and the senses. Therefore, epistemology is an attempt to interpret and prove the belief that we know another fact, other than ourselves. The purpose of this research is to discover the workings and concepts of epistemology of science according to Al-Ghazali? And how the acquisition of knowledge and truth through Laduni science. The results showed that Al-Ghazali thought that Laduni science came from God directly into the human soul, the perfect soul of a clean and ready soul to muwajahah with God, that is where the science of God will be radiated. There are several methods to acquire laduni science. First, through the search of all the science and the most perfect part of a large number of available. Second, through the method of riyadhah and muraqabah. Third, through the method of reflection (tafakur). Fourth, through the method of inspiration. Fifth, through the tazkiyat an-Nafs method, the purification of the human soul through takhalli and tahalli stages. Sixth, through the method of zikr.

Abstract

This study focuses on the news about the existence of female transgender (transpuan) on the island of Madura, the news about transpuan Madura in different media, namely merdeka.com, okezone.com, suarajatimpost.com and suarapamekasan.com. The research method used in this research is the method of literature research, literature study on research dominated by non-field data collection. The results show first, the existence of transpuan in Madura in the public sphere is no longer seen as a marginal group. Secondly, Journalists from a number of media in charge of coverage in Madura, able to present objective values about the role of transpuan in the public sphere. Third, transpuan that was appointed to civil servants gives a picture to the public that gender is not a fundamental issue for the Maduranes as a minority and marginal groups that are considered outside the line of reasonableness.

Abstract

Abstrak:Ter-ater merupakan bagian dari budaya lokal yang membuat banyak orang menyimpulkan bahwa masyarakat Madura adalah masyarakat yang ramah, dermawan, komunikatif, baik hati, dan memiliki solidaritas yang tinggi pada sesama. Tujuan penelitian ini adalah untuk mengetahui dan menjelaskan tradisi ter-ater dalam tinjauan agama, budaya, dan ekonomi. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif dengan jenis penelitian fenomenologis. Data diperoleh dari hasil observasi berperan serta, wawancara mendalam, dan studi dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data, dan tahap kesimpulan. Informan dalam penelitian ini terdiri dari masyarakat, pedagang dan tokoh masyarakat di Desa Bakiong, Guluk-Guluk, Sumenep. Hasil penelitian menunjukan bahwa ter-ater merupakan salah satu upaya mempererat hubungan kekeluargaan dan sarana ukhuwwah Islâmiyyah sebagaimana anjuran dalam agama Islam. Secara budaya, orang dianggap kurang lengkap tradisi keberagamaannya jika tidak pernah mengeluarkan sebagian hartanya dalam hal ini adalah ter-ater. Secara ekonomi, pelaksanaan tradisi ter-ater memberikan dampak ekonomi yang cukup berarti. Pertama, dalam setiap perayaan keagamaan yang kemudian diikuti dengan praktik ter-ater, kebutuhan ekonomi masyarakat sangat meningkat, ini dapat dilihat dari neraca transaksi perdagangan yang meningkat pula. Bisa di pastikan pada kondisi seperti ini menjadi momentum kesejahteraan para pedagang. Kedua, bahwa ter-ater merupakan bagian dari kegiatan ekonomi dan motif dalam ekonomi, motif memenuhi kebutuhan, motif memperoleh keuntungan, motif mendapatkan kekuasaan ekonomi, motif sosial, dan motif memperoleh penghargaan.Abstract:Ter-ater is part of the local culture that leads many people to conclude that the Madurese are the people who are friendly, generous, communicative, kind, and has a high solidarity to others. The purpose of this study is to investigate and explain the tradition of ter-ater in the review of religion, culture, and economics. The method used in this study is qualitative with a phenomenological study. Data collected by participating observation, in-depth interviews, and documen-tation. Data analysis was performed with data reduction, data display, and conclusion stage. Informants in this study consist of community, merchants, and community leaders in the village Bakiong Guluk-Guluk Sumenep. The results showed that, ter-ater is one way to strengthen family ties and the means of Muslim brotherhood as recommended in Islam. In culture, the tradition religion considered incomplete if it does not ever issue a part of his property in this case is ter-ater. Economically, the implementation of ter-ater tradition of providing a significant economic impact. Abstract

Abstract:People  donated their property such as lands or buildings because of charity of their selfand familyand for the sake of hereafter investment. However, there some obstacles faced to certify the given donated land, particularly in terms of administration and finance. The purpose of this research is to identify and explain the urgency, problems, and alternative solutions concerning the donated land certification in Sampang subdistrict. The research method used in this research was qualitative research with a focus on phenomenological research type. The data was obtained through interview and observation. Then, the data was analyzed by using data reduction, data display or data presentation, and data conclusion. The informants in this research were people in Sampang subdistrict consisting of 20 people. The research findings showed: The first, people donated their property because of charity of their self and family. Landsor buildings were registered to have a donatedland certificate in order to avoid an accusation from the heir of the land or building being donated in the future. The second, the famous phenomenon and problem in donation (waqf) were that the process of donated land submission conducted by a wâqif [a person who donated the land or the building] to a nâdzir [a committee or person who who received the donation] without the approval of wâqif heirs. In addition, the service was different in terms of administration and the amount of money should be paid from a donated and non-donated land certification in National Land Affairs Agency (BPN). The third, the alternative solution which is provided was thatthe submission of donated property is not enough to doonly through verbal agreement, but this wassuggested to that wâqif and nâdzir had to sign an official agreement or memorandum of understanding (MoU). When the required documents of certifying the donated property was not proceeded yet by or they lasted very long in in PPAIW and BPN, the relevant action that should be taken wasto clarify what the prime problem are to the PPAIW and BPN officer.                                                                         Key Words:certification, donated land, wâqif, nâdzir Abstrak:Masyarakat mewakafkan harta bendanya berupa tanah dan atau bangunannya karena semata-mata amal jariyah diri dan keluarga untuk investasi akhirat. Namun, dalam rangkaian prosesnya, ia menuai problem yang menghambat proses sertifikasi tanah wakaf, di antaranya adalah masalah administrasi dan pembiayaan. Tujuan penelitian ini adalah untuk mengetahui dan menjelaskan problem, dan solusi alternatif tentang sertifikasi tanah wakaf di Kecamatan Sampang. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan jenis penelitian fenomenologis. Data diperoleh dari hasil wawancara dan observasi. Selanjutnya, analisis data dilakukan dengan reduksi data, display atau penyajian data, dan tahap kesimpulan. Informan dalam penelitian masyarakat Kecamatan Sampang yang terdiri atas 20 wâqif. Hasil penelitian menunjukan: Pertama, masyarakat mewakafkan harta bendanya karena semata-mata amal jariyah diri dan keluarga. Tanah/bangunan didaftarkan sertifikat tanah wakaf supaya tidak ada gugatan di kemudian hari dari ahli waris. Kedua, fenomena dan persoalan yang lazim dalam perwakafan, bahwa pada saat penyerahan tanah wakaf oleh wâqif kepada nâdzir tanpa persetujuan dari calon ahli waris wâqif. Selain itu, ada versi yang berbeda di masyarakat tentang pelayanan, frekuensi administrasi, dan nominal biaya antara tanah wakaf dan non wakaf di BPN. Ketiga, solusi alternatifnya, bahwa  penyerahan harta wakafnya tidak cukup melalui lisan/perkataan, namun dengan perjanji-an/MoU. Langkah-langkah yang paling relevan ketika berkas mengendap/lama di PPAIW dan BPN yaitu menindak lanjuti akar persoalannya ke PPAIW dan BPN.

Abstract

Abstrak:Langgar (mushola) adalah pendidikan Islam tertua di Indonesia yang telah tumbuh dan berkembang di komunitas Islam. Hal ini didirikan lebih awal dari pesantren (Pesantren), sekolah dan madrasah. Langgar telah mengambil peran penting dalam mempersiapkan generasi Alquran, khususnya tingkat dasar, untuk waktu yang lama waktu. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan jenis penelitian fenomenologis. Data diperoleh dari hasil wawancara dan observasi. Selanjutnya analisis data dilakukan dengan reduksi data, display atau penyajian data, dan tahap kesimpulan. Hasil penelitian menunjukan pertama,  bahwa, ada pergeseran dan perubahan paradigma masyarakat terhadap langgar, dan mayoritas masyarakat memilih Taman Pendidikan Al-Qur’an. Kedua, dengan berbagai kelebihan dan kekurangannya, pada daerah lain. Langgar masih bersaing dengan lembaga sejenis yang dianggap lebih modern, seperti TK al-Qur'an (TK Islam mempelajari Al-Qur'an). The first results showed that, there is a paradigm shift and change in society to break, and the majority of people choose Islamic Kindergarten studying Al-Qur'an. Second, with various advantages and disadvantages, in other areas. Abstract

Abstrak: Islam menganjurkan kepada umatnya untuk berlomba-lomba dalam kebaikan. Penelitian menunjukan bahwa, kontestasi Kabupaten berprestasi merupakan salah satu upaya dalam mengamalkan syiar Islam diantaranya berlomba-lomba dan seruan berbuat kebaikan. Secara budaya, ajang Madura Awards menegaskan bahwa Madura bagian dari komonitas simbolis. Bagi masyarakat Madura, simbol tropi dan penghargaan menjadi daya magnet. Secara pendidikan, publikasi hasil prestasi masing-masing Kabupaten yang ada di Madura merupakan implementasi dari nilai-nilai perbandingan pendidikan (comparative education). Menjadi bahan evaluasi, mengetahui kekuatan dan kelemahan masing-masing Kabupaten untuk senantiasa meningkatkan kualitas dan prestasi khususnya di bidang pendidikan. Kata kunci: Madura Awards, Prestasi pendidikan Abstract: Islam advocates for his people to compete in goodness. Research shows that, the contestation of achievement Regency is one of the efforts in implementing syiar Islam such as competing and calling to do good. Culturally, the Madura Awards event asserts that Madura is part of a symbolic communion. For the Madurese, symbols of trophies and awards become magnetism. In education, the publication of the achievements of each Kabupaten in Madura is an implementation of comparative education values. Being an evaluation material, know the strengths and weaknesses of each District to constantly improve the quality and achievements, especially in the field of education.
