Abstract

Pertanian dan perubahan iklim adalah dua hal yang saling berkaitan, diindikasikan oleh peranan nyata pertanian dalam menyumbang emisi gas rumah kaca dan pertanian merupakan salah satu sektor yang dipengaruhi oleh perubahan iklim. Emisi gas rumah kaca terutama karena penggunaan energi fosil dan peningkatan biaya bahan bakar fosil diakibatkan oleh peningkatan permintaan bahan bakar global, hal ini mendorong banyak negara berkembang mencari sumber bioenergi baru. Paper ini bertujuan untuk mendiskusikan bagaimana mengembangkan bioenergi di bawah kondisi perubahan iklim tanpa mengganggu ketahanan pangan. Analisis deskriptif terhadap data sekunder yang diperoleh dari berbagai sumber digunakan untuk mendiskusikan masalah tersebut. Bioenergi, yang diproduksi dari biomasa dapat dibakar langsung atau diproses lebih lanjut menjadi bahan bakar padat, cair atau gas. Pengembangan bioenergi dapat merevitalisasi sektor pertanian, menciptakan lapangan kerja dan menyediakan sumber pendapatan bagi kehidupan perdesaan, meningkatkan akses perdesaan terhadap energi secara kontinu, meningkatkan panen terhadap tanaman pangan dan penghasil energi, dan secara nyata berkontribusi positif terhadap pemecahan masalah iklim. Tetapi, bila tidak dikelola secara berkelanjutan, pengembangan bioenergi dapat mengancam ketahanan pangan. Mengingat peluang yang diberikan dan resiko yang ditimbulkan, maka kriteria keberlanjutan untuk industri bioenergi perlu ditetapkan dengan jelas.

Abstract

Intensive farming system development will lead to trade-off between economic benefits in the short run and environmental problems, especially critical soil erosion in the long run. The excessive erosion has reduced soil quality, then caused rapid reduction in land productivity or even made the land unsuitable for agriculture. If agriculture is to become sustainable, land management must be considered as one of best management practices in farming system development. A research in Tembok Village, Buleleng Regency, Bali aims to assess land suitability, soil fertility, soil erosion and conservation, and soil nutrient management for irrigated mixed farming system in north coastal plain of Bali. It is found that coastal area in the study area is classified into poor fertile soil due to the low level of cation exchangeable capacity and organic matter content. It is potentially categorized as marginal suitable (S3) for maize, cassava, groundnuts, sweet potato, melon, chili, banana, cashew, coconut, and palmyra palm; and suitable enough (S2) for mango, papaya and fodder grasses. The erosion level was very light by 2.036 t/ha/yr. This level has good relation with the erosion level by 2.04 t/ha/yr from laboratory experiment result by Sukartaatmadja et al. (2003) with similar characteristic of land and cow manure dosage requirement by 5 t/ha/yr. To improve soil fertility and to keep soil erosion not more than 2.036 t/ha/yr, the minimum 5 t/ha/yr of manure should be added into soil.

Abstract

AbstractThe objective of this study is to develop the optimal solution model for food productiontechnology of integrated farming system (SIMANTRI) to support sustainable agriculture inBali. Primary data under survey method towards 20 farmers of the SIMANTRI 068 in BulelengRegency and secondary data from appropriate sources were used to specify parameters ofthe model. Linear programming approach was used to analyze constrained optimizationproblem of the model by using BLPX88 package program. A small farming system with farmscale of 0.58 hectare, which integrates food and horticulture crops and bali cattle, wasoptimally operated by farmer. It is indicated by optimal solution of the model which conformsto observed behavior. The maximum farming system’ income that was generated from theoptimal model was Rp21,658,160 per annum. The integrated farming system (SIMANTRI068) is potentially sustainable since it can fulfil sustainability criteria: economically viable,environmentally sound, socially acceptable, technically and culturally appropriate.

Abstract

TMB-59 is one of 39 irrigation systems under the project of Sustainable Development of Irrigated Agriculture in Buleleng and Karangasem Regencies, Bali (SDIABKA). This system, whose cost is amounting up to Rp 850,848,998.00, has been jointly financed by the European Commission and the Government of Indonesia. The average of groundwater discharged at TMB-59 was 12.93 l/s and the maximum discharge that was recommended by the project was 14.4 l/s. In case of water availability was limited, it was necessary that the discharge should be less than the recharge and the opportunity cost of water as well as depletion premium should be considered in designing tariff structure of water. Present water pricing by Tubewell User Group (TUG) of Sarining Pertiwi at TMB-59 considered operation and maintenance (OM) only – the costs in amounting to Rp 301.01/CM. The concept of sustainable value in the use of water fused the full supply cost, opportunity cost and externality cost. It was obtained that sustainable value in the use of water for irrigation in TMB-59 was Rp 1,218.29/CM consisting to full supply cost of Rp 631.26/CM, opportunity cost of Rp 188.74/CM, and depletion premium of Rp 398.29/CM. This amount, which was four times of OM costs or two times of full supply cost, and should be paid by users in order that irrigated agricultural development is to become sustainable.
