Abstract

ABSTRACT:The purpose of this study was to determine pemeberdayaan Community In Utilization VillageAllocation Fund (ADD) in the village of West Pinonobatuan the District East Dumoga Bolaang Mongondowas the Regulation of the Minister of Home Affairs Number 113 2014 About the Financial Management ofthe Village in Article 2 Paragraph 1 states that the financial management of the village should be based theprinciples of transparency, accountability and participatory. To determine the Community Empowermentin Rural Fund Allocation Utilization (ADD), the research method used was a qualitative descriptive studyconsists of 9 research informants. Empowering communities in the utilization of the Village FundAllocation (ADD) in the village of West Pinonobatuan has not been run in accordance with the principlesof financial pengelolaan villages of the principles of transparency, accountability and participatory. Basedon the results of field research on the utilization of public empowerment Village Fund Allocation (ADD)village government is not open to the public regarding the use of the Village Fund Allocation (ADD) so thatpeople do not know how much the cost disbursed to community empowerment; there is no accountability ineach realization of the program on the community; as well as the village government as the financialmanager of the Village Fund Allocation (ADD) partsispasi not involve the community in the form ofdecision-making, planning, implementation and the evaluation of results. In society to use the Village FundAllocation (ADD) in the hope the government village West Pinonobatuan District of East Dumoga as amanager and executor of every activity that comes from the Village Fund Allocation (ADD) should be basedon the principles of financial management of villages sebagimana contained in Regulation Home AffairsNumber 113 2014 About the Financial Management of the Village in Article 2 Paragraph 1 states that thefinancial management of the village should be based on the principles of transparency, accountability,danpartisipatif.Keywords: Development, Community, Utilization Village Fund Allocation.

Abstract

ABSTRACT : With the increasing population and the activities of the community in the city of manado, alsoincreased the amount of the more then the volume of trash in the produce. This is affecting the conditionsof the LANDFILL at the moment. Waste management is the collection, transport, processing, recycling, ordisposal of waste material. Waste management is very important in order not to bad on the community and theenvironment. The purpose of this study was to determine whether waste management by the cleanliness andLandscaping Manado city is already effective. Data collection techniques in research is through: directobservation to observation i.e location research, conduct interview and documentation.The research method used was qualitative research methods. The method of this research aims to know theeffectiveness of waste management by the cleanliness and Landscaping of the city of Manado. As for whobecomes the respondents in this study was the Secretary of the Department and staff officers of the Departmentof hygiene and Landscaping of the city of Manado and involving the community of the city of Manado.Based on the research that has been done then the effectiveness of waste management by cleanlinessand Landscaping of the city of Manado city is still not effective because there are still many obstacles in the face.The government should give full attention towards waste management, especially in the areaof detention that kecamatan bersehati market volume of trash.For it can be inferred that in the effectiveness of waste management in the service of cleanlinessand Landscaping Manado was ineffective because of the criteria,namely production, efficiency,satisfaction,adaptation/customisation, developmentand no one is fulfilled.Key Words: Effectiveness, Waste Management

Abstract

ABSTRACT : Background: The low quality of public services is happening lately is one beam that is directed at the government in providing services to the public. This is evident from the number of complaints from the public, both directly and through the mass media, such as a convoluted procedure, there is no certainty of completion period, costs, requirements that are not transparent, the attitude of officers who are less responsive, etc; giving rise to unfavorable image of the government. Like most of the case, that the level of ease of service, especially for the middle to the bottom is still very low. One of the services that the public is often complained of population administration services. So authors interested in studying how to Improve Employee Performance Services Population Administration in the Department of Population and Civil Registration Manado City. Research Methodology: This study used qualitative research methods through direct observation, interviews with 17 informants related, and documentation assisted with additional instruments such as interview, recording devices, and stationery. Results: Based on performance indicators, namely Productivity, Accountability, Quality of Service, Responsiveness and Responsibility then get the results that Employee Performance in Improving Population Administration Service in the Department of Population and Civil Registration Manado City is quite good, although there are some constraints such as infrastructure which needs to be was added, and the lack of information about the requirements in the management of civil documents. Conclusion: Employee Performance in Improving the Population Administration Services in the Department of Population and Civil Registration Manado based on research that has been done can be said is good enough.Key Word : Employee Performance in Improving the Population Administration Servic

Abstract

Abstract: The purpose of this research is to know how big influence of Employee's Competence to EmployeePerformance in District Kawangkoan Utara, based on five competency indicator.This research was conducted in North Kawangkoan Subdistrict with the topics studied concerning theInfluence of Competence on Employee Performance in North Kawangkoan Sub-district which is authorized inexecuting and coordinating the implementation of local government affairs implemented by all regional toolsTo solve the main problem faced in this research method used writer in this research is descriptive analysismethod and simple linear degresi analysis with data collection through Quantitative Data, while the data sourceused is Primary Data obtained directly from the research location through the distribution of questionnaireswith informants related to research problems and secondary data obtained by collecting data through severalliterature, articles, scientific papers, and analysis materials related to this research.The results of this study showed that the influence of competence variables on employee performance in NorthKawangkoan district is 37, 21%. As for the rest of 62, 79% influenced by other factors outside this regressionmodel. This means that together knowledge, skills, self-concept and values, personal characteristics, andmotivation affect the performance of employees in North Kawangkoan Subdistrict. Partially self-concept andvalues have the most dominant influence and motivation has no significant effect on employee performance ofNorth Kawangkoan SubdistrictKeywords: Competence, Performance

Abstract

The purpose of this study was to determine the effect of participatory planning oncommunity participation in the Development of the Village of Toundanouw Satu Sub-district ToulToul Minahasa District of Southeast. This research uses quantitative methods. The researchrespondents were 30 people from Toundanouw Desa One community who were taken by randomsampling. The instruments and data collection techniques used were questionnaires and assisted withstructured interviews (interview quide). The analysis technique used to test the hypothesis of simplecorrelation statistical analysis or product moment chore. Based on the results of data analysis,conclusions can be drawn: (1) Participatory planning has a positive and significant impact oncommunity participation in village development. The better participatory planning in villagedevelopment, the higher the community participation. (2) Participatory planning in villagedevelopment has a correlation and a significant determination / determination power on communityparticipation. Significant changes in the level of community participation in village development aredetermined by participatory planning in village development. Based on these conclusions, it isrecommended that participatory planning in village development should involve all elements ofstakeholders in the community, namely not only village officials, BPD, and LPMD, and communityleaders / leaders, but also representatives of community groups in villages such as groups farmers,women's groups, youth groups, and others.Keywords : Participatory Planning, Village Development, Community Participation.

Abstract

presence of hawkers at Jakarta Capital Special Region (DKI Jakarta) does not fit with the vision of thecity, which mostly emphasizes the cleanliness,beauty and neatness of the city, therefore the policy of publicorder on the ban of hawkers. This policy is implemented throughout the Cityof Jakarta including in Tanjung Priok sub-district which on thisoccasion became the focus of the research. This research intend toexplain the implementation of public order policy on the ban ofhawkers In Tanjung Priok Sub-District, North Jakarta. Abstract

This research thesis preparation with a view to obtaining a bachelor's degree in social and political science faculty, that there are problems in the process and in the implementation of increased development funds through the village in the Village District of Pineleng Minahasa Sea. Researchers saw that the lack of cooperation between government and community development improvement. In stepping up development in the Village Sea through the village fund or assistance from the central government to village aspired to achieve a prosperous society and is able to manage the autonomy in the village in accordance with the laws that exist to growth and change in a planned and conscious taken by a country and nation toward modernity in order to develop the nation. But what happens the public still was not satisfied with the performance of the government's development, as seen from the problems that occur through the government's development is still lacking precise targets and a lack of consistency on the part of the government regarding village development forum that governments actually took the benchmark through deliberation village, which has been set in the deliberations when in fact it should be done instead of carrying out construction just see where that becomes personal or group interests to seek opportunities through the village fund for rural development and implicated in political elements. abstract: the condition of the implementation of public services is still faced with the government systemthat has not been effective and efficient and the quality of human resources apparatus not yet adequate.Based on the background of the problem, this study aims to find Accountability Performance of Civil StateApparatus in Public Service Implementation at Kawangkoan District Office of Minahasa Regency.The method used in this research is research method descriptive qualitative. To describe State Civil StateApparatus Performance Accountability in Public Service Implementation at Kawangkoan District Office ofMinahasa Regency. Collection techniques are conducted through: Observation, Interview, Document StudyThe results showed that each apparatus can perform and complete the tasks carefully, both the task ofreporting to the superior, as well as the task of service to the community, the way the officers work is inaccordance with SOP and Tupoksi respectively; Kawangkoan District Office Apparatus always do goodservice to society in discipline, good discipline in terms of time, nature or character, or discipline incommunicating.Keywords: Accountability, Performance, State Civil Service and Public Service

Abstract

Abstract : A service standards needs to be monitored in its implementation, and the monitoringfunction can find quickly, so that a mechanism for resolving and setting up a mechanism for preventioncan be developed. Study aims to explain the monitoring function of the head department on the aplicationof minimum service standards in the department population and civil registration in north minahasa. Basedon the results and discussion of this research concluded, has not done well seen in the four functionsmonitoring is compliance, auditing, accounting, and explanation. Abstract

Abstract: Government Regulation No. 8/2006 mentioned that the GovernmentPerformance Accountability System is at least able to inform the development ofthe output of each activity and the results of each program as established in theimplementation of the budget document. Under Law 1/2004, the implementationof the budget document, compiled by the minister / head of the institution, outlinedthe objectives to be achieved, functions, programs and details of activities, thebudget provided for achieving these goals, and plan withdrawals each unit ofwork, and revenue estimated at Kanreg XI BKN Manado. This study usedqualitative methods. Source of data / research respondents are not quantified, asneeded research. Data collection techniques using interview guide. The dataanalysis technique used is descriptive qualitative. The results showed: (1) Datareduction was found that policy Government Performance Accountability Systemhas good staying note again the things that have not been completed (2)Presentation of data found there are still things that need to be considered is theHuman Resources (Employee) , Infrastructures, and time Services. Based on theresults of the statistical analysis conclude that the implementation of GovernmentPerformance Accountability System and positive effect on the Internal EmployeesKanreg XI BKN External Employees in Manado and Other Agencies. Based onthe conclusion of the study suggested: (1) Judging from all the important aspectsof this program, the government should pay more attention again WorkingFacilities and should improve the quality of service for employees who take careof personnel administration can get good service and deserve from this policy (2)Seen of Human Resources (employee) that is, more attention again due to the factthat there is in the field is still not quite in accordance with the existing workloadso that all parties, not just employees in Kanreg XI BKN but employees of otheragencies also may pleased with this Policy.Keywords: Performance Accountability System, Government Agencies
