Abstract

Tourism is a very strategic sector in implementing the sustainable development goals. In addition, tourism is also the main contributor to foreign exchange income in developing countries. Tourism in the international scope has experienced various development trends, one of which is halal tourism which is known as Muslim-friendly tourism. Muslim-friendly tourism is a stage of tourism by providing basic necessities needed by a Muslim tourist in accordance with applicable Islamic law. In Indonesia, Muslim-friendly tourism has begun to develop, one of which is in the city of Palembang which is a leading tourist destination in South Sumatra Province which can be used as an opportunity to develop Muslim-friendly tourism.  This research focuses on the development of Muslim-friendly tourism in Palembang City.  In order to approach this problem, a reference to the theory of supporting factors in tourism development is used. The data were collected through interviews, documentation, FGDs and analyzed qualitatively.  This study concluded that the factors that influence the development of Muslim tourism in Palembang City are the values underlying cooperation between actors, the patterns and communication media used to communicate between actors, the level of trust of actors in cooperation, the implementation of cooperation policies between actors, and other factors.

Abstract

This article aims to show the results of innovation program Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) which has implemented Tanda Tangan Elektronik (TTE) on Birth Certificates and Family Cards. The problem is devoted to the usefulness of the ANAK LANTIP program because in this program it will increase the accountability of implementing agents as an obligation to manage resources, report and publish all activities and activities related to the use of public resources. To approach this problem, the theory of reference from Edy Sutrisno (2007) is used, namely the theory of program effectiveness. This theory contains understanding of the program, right on target, on time, achieving goals, and real change. The data were collected through questionnaires, observation, interviews, and  document review and were analyzed qualitatively through interactive analysis, critical analysis, and comparative analysis. This study concludes that the effevtiveness of Program Inovasi Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) in  Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil), Wonogiri Regency has not been achieved. The implication of this research is that the community must be proven by indicators of socialization that have not been achieved, in implementing Program Inovasi Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) carried out by Disdukcapil still using manual methods, and not yey utilizing technological sophistication and social media so that innovation in this service have not been able to convey to the whole community.

Abstract

The efforts of the Bengkulu City Regional Government in dealing with waste have been quite good by issuing various regional regulations and mayoral regulations, but in the field trash still piles up here and there, this is the background to the research because waste is not managed properly at the Jakat beach tourism object. This study aims to analyze how the collaboration of the Bengkulu city government in dealing with waste in tourism objects. This research method was carried out using a qualitative approach with case studies that focused on what kind of collaboration the Bengkulu city government had in dealing with waste at the Jakat Beach tourism object. Data was collected through in-depth interviews and discussions with the Bengkulu City Regional Government's State Civil Apparatus (ASN), micro-entrepreneurs who are active in the Jakat Beach tourism object. There were 6 informants who came from 3 stakeholders, namely micro entrepreneurs, communities and local government. The results of the study show that the collaboration carried out by the Bengkulu city government in dealing with waste has not been optimal, it has been confirmed that the Bengkulu City Regional Government has not... Abstract

Tourism is one of the targets of the Sustainable Development Goals (SDGs). Indonesia has high tourism potential, as evidenced by the contribution of tourism to Gross Domestic Product. One area that is developing tourism is Tanjungpinang City. Tanjungpinang City is a city that has tourism characteristics by relying on Malay-Johorese culture. The number of tourist visits to Tanjungpinang City has always increased since 2017 but decreased by 89.2 percent due to the Covid-19 Pandemic. Efforts to continue to develop tourism can be done by involving various actors in tourism development. The actors involved are divided into five, namely policy creator, coordinator, implementer, facilitator, and accelerator. This study aims to determine the role of actors in tourism development in Tanjungpinang City by using a qualitative descriptive approach. The result of the research is that there are 45 actors involved. The actor is divided into five roles. Actors who act as policy creators, coordinators, and accelerators have performed their roles well. Some actors who have not played an optimal role are facilitator and implementer actors.

Abstract

E-Tax is an online business transaction recording tool that is used in the tax administration system presented by the Regional Revenue Agency of Semarang City. With this e-tax, it is hoped that the government's goal of improving the taxpayer payment monitoring system for this business can be achieved, and the installation of e-tax in every restaurant to avoid fictitious reports because the tool can find out real daily income. Recording data from the receipt is directly entered on the Semarang City Online Tax Monitoring Website. This study aims to analyze the effectiveness of implementing e-tax in monitoring restaurant taxes in the city of Semarang and analyze the supporting and inhibiting factors. This study uses qualitative research methods where data is obtained through interviews, observation, and documentation. The results of this study include several indicators of the effectiveness of implementing e-tax. The indicators include Target Accuracy, Program Socialization, Goal Achievement, and Monitoring. The researcher also found obstacles to implementing e-tax in monitoring restaurant taxes in the form of network disruptions so that they could not open applications that were connected to installed e-tax and such as broken e-tax devices so that they could not function. Another obstacle was the lack of participation of restaurant taxpayers who did not want to install e-tax or fraud committed by the taxpayer himself. The conclusions from the research are that monitoring is not running effectively due to the lack of human resources in the field to directly supervise if fraud or e-tax repairs occur and the lack of maximum public awareness of tax compliance. Suggestions in the research are the formation of a task force team to carry out supervision in the field related to fraud in the use of e-tax while also carrying out data collection, dissemination of e-tax and routine monitoring of new taxpayers.

Abstract

Technology that is experiencing rapid development must be utilized in various fields to facilitate activities, including government services. Technological progress has been utilized by the Semarang City Population and Civil Registry Service by bringing out innovations in population document services through SI D'nOK (Population Online Document Information System), one of which includes managing birth certificate documents. However, in the course of this application there are still some problems that are felt by the community when using the application. Therefore, it is necessary to analyze further related to the effectiveness of the information system. In this study using qualitative research methods with a descriptive approach. This study uses Delone and McLean's theory to answer research problems related to Information System Effectiveness and uses Argo Pambudi's theory to analyze related inhibiting factors. The research results show that the SI D'nOK Information System has not been effective and the main inhibiting factors are community culture and socialization which are still lacking. The recommendations that can be given by researchers are the Semarang City Disdukcapil in managing the Population Online Document Information System, namely increasing socialization that can reach all groups and improving applications to prevent problem when using them.

Abstract

This article aims to analyze the helix model in tourism development in the Nongkosawit Tourism Village. The problem is focused on sustainable tourism development, identification of stakeholders involved, and the model. To approach this problem, theoretical references from Cooper, Swarbrooke, Maryono, and Sturesson, E., Lindmark, A., & Nilsson Roos, M. Data collection was carried out through document review, interviews, and observations. The technique for determining informants uses the snowball technique. The results of this research show that the development of sustainable tourism in the Nongkosawit Tourism Village, analyzed from an economic aspect, has not provided maximum benefits, so from a social and cultural aspect it can be said to be quite optimal, and from an environmental aspect quite optimal. The results of the field findings show that sustainable tourism development in the Nongkosawit Tourism Village has not implemented the principles of sustainable tourism. The stakeholders involved in tourism development in the Nongkosawit Tourism Village are grouped into three, namely primary, secondary, and key stakeholders which then form the Penta helix model. There are several supporting factors and factors that are considered to be obstacles to developing tourism in the Nongkosawit Tourism Village.

Abstract

The aim of this research is to analyze the quality of SIM services at the Semarang Police SIM Administration Unit. The Semarang Police Driver's License Administration Unit (SATPAS) is an implementing element tasked with carrying out police duties including guarding, regulating, escorting, patrolling, community education and traffic engineering as well as carrying out activities such as registration and removal of motor vehicle drivers, investigating traffic accidents and carrying out enforcement. law in the field of traffic. Researchers use primary data obtained, either through direct observation or questions asked directly to respondents. The research method used was a qualitative descriptive research method and the selection of informants used a purposive sampling technique. Data collection techniques through interviews, direct observation and documentation. There were 11 informants in this study. The research results show that service is still not satisfactory. The service quality indicators used are Tangible, Reliability, Responsiveness, Assurance, Emphaty. Researchers provide recommendations for providing antiintermediary services outreach to the community, providing guidance to officers so that honest, good and competent individuals are formed. Apart from that, additional officers are needed to optimize services to the community

Abstract

As a form of effort to improve the quality of governance, the efforts being made by the current government are through providing information disclosure to the public in accordance with the mandate of the Public Information Disclosure Act. Based on data from the 2021-2022 Public Information Openness Index, it is found that one of the areas outside Papua that has a low openness value in Central Kalimantan. Even though it is the lowest, one good practice of information disclosure is owned by Sultan Immanuddin Pangkalan Bun Hospital, through the Online Public Information Documentation Information System (SI DIPO) service. Through these data, the author seeks to research related to the responsiveness provided in terms of public information, one of which is through SI DIPO. This research was conducted using descriptive qualitative methods, with the result that RSUD already has good responsive governance from the aspects of responsiveness and innovation. However, the partnership and evaluation components are two things that need to be improved to obtain maximum service. The inhibiting factor that becomes a challenge in developing SI DIPO is online hacker attacks which need to be maximized immediately related to handling them.

Abstract

The Pemalang Regency Government issued Pemalang Regency Regional Regulation Number 19 of 2016 concerning the Pemalang Regency Tourism Development Master Plan for 2017-2025. This regional regulation is a policy that serves as a guideline in carrying out tourism development and development on Tangkeban Hill, but the implementation of this policy is not yet optimal. This research aims to analyze the implementation of tourism development policies on Tangkeban Hill and identify supporting and inhibiting factors. The method used is descriptive qualitative with data collection through observation, interviews and documentation. The results of the research show that in general the construction and development of Tangkeban Hill is in accordance with the contents of the policy even though there are aspects that are not yet optimal, namely aspects of target accuracy and environmental accuracy. Supporting factors consist of communication flexibility, a positive degree of disposition and an appropriate bureaucratic structure, while factors inhibiting implementation are resources. Recommendations that can be given are more intensive and massive tourism human resource training, direct and regular socialization regarding tourism development policies (Ripparkab) and Sapta Pesona, and the need to reconstruct tourism revenue sharing, so that the budget posture for operational needs is more sufficient to improve quality. and quantity of tourist destinations.
