Abstract

The research aims to determine the participation of the community in the election legislative year 2019 inthe village Tamboo District Tilongkabila Bone Bolango Regency. This research uses a type of qualitativedescriptive research. The focus of this research is to know the community participation in the village ofTamboo District Tilongkabila Bone Bolango in the vote in the election legislative year 2019 which includesElectrolaral Activity, Lobbying, Organizational Activity, Contacting, and Violance. The informant in thisresearch is the community of Tamboo village which amounted to 10 people, which is taken from all elementsof society (8 people) and also local village government (2 people). The data sources in this study are primarydata and secondary data. Research data collection techniques using observation methods, interviews, datacollection with documents. The results showed that the community participation rate in the 2019 legislativeelections in Tamboo village was reviewed from electrolaral activity, lobbying, organization activity,contacting, and violence showed that it has been very good Because of the thought of the communityrational voters.Keyword : Community participation, Legislative elections

Abstract

Abstract: The purpose of this research is to know the performance of the Department of transportation thecity of manado in overcoming bottlenecks in the city of manado. Congestion is the enemy of all citiesevolve how not everyone wants to be on time but sometimes we take advantage of the drive can be thecause of our loss. Department of transportation's been doing a lot of Manado City efforts in tacklingbottlenecks that occur one by working closely with the traffic police authorities in response to wildparking, but that's all it was only one of countless causes of congestion, the Department of transportationcurrently Manado alone must be firmer or more increase their performance so that later on the level ofcongestion in the town of manado alone can be cut down.In the research uses qualitative research methods type or descriptive. As for the variety of data (theinformant) in this research taken from the elements involved in the problem in thorough, namely: head ofDepartment of Transportation Department Secretary, Manado, the head of Road Freight traffic, head ofsystems development of transportation and road users (community). With the techniques of primary andsecondary data collection is done with the interview, observation and documentation study.The overall performance of the transport service of the city of manado in dealing with congestion inmanado city seen from the implementation of function-function which in size with the performancemeasurement indicators are pointed out by Dwiyanto 1995 (productivity, Responsiveness, quality ofservice, corporate responsibility and accountability) is still not optimal. It is proven congestion problems inthe city of manado in the handle well yet and Max.The Department of transport improves performance of Manado city in addressing bottlenecks in the workprogram for effectiveness suggest that will be made by the Department of transportation should be moreManado city in advance to be able to cope with problems on the streets of the city of Manado, for example:make regulations for vehicle ownership rights over 6 – 7 years in destroyed or recycled to reducebottlenecks and making the Road overpass. Quality of service in the Department of transportation in ordernot to complicate the community with conditions that are not important and of persons – the person whomade it more difficult to be in the stands. Abstract

The existence of professional apparatus in various public institutions is still limited, it is necessary to getserious attention to the implementation of government duties and education services can be realizedoptimally. Based on the problem then the purpose of this research is to know how effectiveness of theimplementation of education and training in the leadership of civil state apparatus in the Sangihe IslandsDistrict Education Office.This research aims to determine the effectiveness of the development supervision function by the DistrictEducation Office of Sangihe Islands. Therefore, in order for this research to know clearly related to thepurpose of this research, the authors chose to use a descriptive research method with a qualitative approach.By applying a qualitative approach has a broader opportunity to interact with the research object, so as toenrich and deepen the study in the research the author is doing. The analytical technique used in thisresearch is a qualitative analysis technique which is a research procedure that generates descriptive data inboth written and oral words. The approach in this method of analysis is to use interactive analysisThe results showed that the implementation of the ASN leadership training in the Sangihe Islands DistrictEducation Office can be said to be ineffective because it is not suitable for the purpose that has beenestablished or what is expected. Judging from the timeliness of the implementation of training time so farthere are many ASN who are still in line waiting for the turn can be included in training Tepatan time oftraining by the district and provincial Training agency, making the performance of training body becomeineffective. Abstract

Public welfare is the aim and effort of the government through efforts such as increasing economic growth.To improve community welfare is inseparable from the implementation of policies. In implementing existingpolicies, development must be truly carried out in accordance with what is formulated by the villageapparatus and the community. The purpose of this study was to determine the implementation of communitywelfare improvement policies in East Towuntu Village, Pasan Sub-District, Southeast Minahasa Regency.This research uses descriptive qualitative research methods. Data collection techniques used wereobservation, interviews and documentation. To see how the implementation of community welfareimprovement policies in East Towuntu Village. In terms of indicators in accordance with the research focusof researchers, namely Idealized polic, Target groups, Implementing organizations, and Environmentalfactors. In reality, the implementation of policies to improve welfare for development also has not yetbecome a priority but has been forced to work, even though the results have not yet benefited the community,and need attention to the government of East Towuntu Village. In compiling planning, the villagegovernment should conduct a comprehensive study so that the results of development are right on targetand in accordance with needs, not just thinking that the important thing is not to break the rules, in the endone of the objectives of the dandes is to improve community welfare.Keywords: Implementation, Improvement, Community welfare.

Abstract

ABSTRACTProperty tax is a tax leived for the person or entityy that actually has the rights to theland and property, or to benefit over the earth and the building, which aims to provide benefitsfor the survival. Implementation of the tax, it still has not reached level as expected. Generallybecause people still laqck confidence in the existence of the tax because they feel burdensome,and the payment often have difficulty, misunderstanding of what society and how taxes andthe difficualty of calculating and reporting.This study di kecamatan Melonguane island. Population and sample taken amounted to 33people. Data obtained from 10 employees district offices, 20 communities in the districtMelonguane, and three employees of the local revenue office with interview terstukture, theanalyzed with statistical information that simple linear regression analysis and the simplecorrelatio analysis of penelitian can be concluded that the effect of the application ofadministrastive sanctions running properly where this is caussed their public awareness andthe role of government in addressing the problem.

Abstract

The purpose of this study is to determine the quality of public health services in puskesmas refusemongondow ballang district. Benefit of research, as information material for district government, districtgovernment refuse and society of method used is qualitative method with descriptive approach type andlocation of research at Puskesmas Lolak Mongondow Ballang District. Based on the results research inaccordance with the indicator that have been proposed by Fandy Tjiptono (2000) with the timelines ofservice, courtesy and hospitality when providing services, ease of getting service and consumer comfort butPuskesmas Lolak until now the quality of service is still not running well there is stell which has not beenon time in the health services as well as there is still a lack of hospitality in providing services and not easyto get services and can not provide comfort in public health services because the quality of public healthsevices in Puskesmas Lolang Mongondow Ballang district has not done well. Abstract

The quality of public services is the actual issues that are important in the era of bureaucraticreform in Indonesia today, including in the area of Bahu village district. Malalayang Manado. Theformulation of the problem, namely the factors that influence the quality of public services at the VillageOffice Shoulder. The aim of this study was to determine the factors associated with the quality of publicservice employees in the Village Shoulder.Public service is a process of assistance to others in ways that require particular sensitivity andinterpersonal relationships to create satisfaction and success. Factors to be examined Public Service iscovering the Organizational Structure (X1), Ability Apparatus (X2) and System Services (X3). While thePublic Satisfaction (Y) is feeling happy or upset someone as a result of a comparison between the perceivedperformance with that expected.The method used is qualitative method. Data collected through surveys, interviews and questionnaires(questionnaire) in 95 households as respondents. Data were analyzed using Multiple Linear RegressionAnalysis, Correlation Coefficient and Coefficient of Determination, and Hypothesis Testing simultaneouslywith F test and partially by t test at significance level α = 0.1.Based on the results of hypothesis testing with Multiple Linear Regression Analysis equation Y =11.232 + 0.298 X1 + 0.138 X2 + 0.122 X3. The value of coefficient of determination (R2) = 46.7% and thecorrelation coefficient (R) = 21.9%, which indicates that factors such as the organizational structure ofpublic services, the ability of the apparatus and system service has a relationship as well as the proportion ofcontribution or donation to the satisfaction of the people , While Hypothesis simultaneously produces a valueof F = 8.482 greater than F table = 3.10. While partially produce tcount each variable: 4.268; 1.860 and1.712 greater than the value of table = 1.66; so the hypothesis can be accepted.Then, based on the calculation above it can be concluded that factors such as the Public ServiceQuality Organizational Structure, Apparatus and System Services Capabilities can affect CommunitySatisfaction. So it is suggested to the leadership of the Village Office Shoulder and relevant Governmentagencies to pay attention to and improve these factors in order to increase public satisfaction Shouldervillage.Keywords: quality of public services, organizational structure, the ability of the apparatus, system service,community satisfaction

Abstract

The implementation of regional expansion policies that have been carried out through severalstages that are mature, planned and systematic greatly affect the quality of life of the community,both in the aspects of development, public services and in improving the welfare of the communityin Apeng Sembeka Village, Sangkub District, Bolaang Mongondow Utara Regency. This study usesquantitative research methods that try to answer the magnitude of the effect of the variableimplementation of regional expansion policies towards the variable improvement of publicservices.Data collection is done through careful observation, questionnaires in a detailed context, indepthinterviews, and analysis results. The results of the simple linear regression analysis testshowed the influence of the variable implementation of regional expansion policies on theimprovement of public services had a positive and significant effect, and through correlationanalysis showed that there was a relationship between the variable implementation of the regionalexpansion policies on increasing public services by 62.7% while the rest amounted to 37.4% isinfluenced by other factors.Keywords :Policy Implementation, Area Expantion, Public Service

Abstract : Vision and Mission of the realization of Bitung Bitung City as an international port city, industry, trade,services and tourism environmentally sound and superior in the era of globalization. Furthermore, the missionoutlined in Bitung City Government namely Panca Bina where one of them is the Human Development. Oneprogram in Human Development's mission is determined Bitung City Government and seeks to prepare peoplequalified and highly skilled so that they can compete in the era of globalization while preserving the ethical values,moral and religious norms. But until now the Government's attention to the development of the tourism industryBitung is still very minimal. Less successful development of tourism in the city of Bitung not be separated from theimplementation of policies that are still using the top-down approach is the approach of the party from top to bottom.In the process of implementation of the government's role is very big, in this approach is the assumption that occursdecision makers is a key actor in the success of implementation, while the other parties involved in theimplementation process hampered, so that the decision makers underestimate the strategic initiatives coming fromthe level of bureaucracy Low and subsystems wisdom another. And the non-involvement of the public in policymaking from planning, organizing, implementation and supervision. This research uses qualitative research isresearch that is used to examine the Role of the Government in which the researcher is a key instrument. And to attract tourists and the infestor engagedin tourism. The role of the tourism department is very influential on the development of the tourism industry in thecity of Bitung. Role of department of tourism is very important because tourism agencies provide recommendationsand input for monitoring the development of the tourism industry. Suggestions for Bitung City Tourism Office is aneed for dissemination to the public of the importance of tourism development. Abstract

Abstract: December 9, 2016 is the day of the General Election of Regional Head simultaneouslythroughout Indonesia. One of the areas that implement Regional Head Election is the province ofNorth Sulawesi. Based on the results study Bawaslu North Sulawesi there are many districts /municipalities in North Sulawesi were prone to problems in the Regional Head General Election.From the results of this study Southeast Minahasa is a region prone to 4th highest problems in theprocess of Regional Head General Election. In addition to money politics, the neutrality of the StateCivil Apparatus is one of the most common problems occur in the Regional Head General Electionin Southeast Minahasa Regency. Recognized by one of the State Civil Apparatus that violations do isfollow the campaign with the party attributes and participate in supervising the voting results onElection Day took place. This happens because there is intervention from the employer to the chiefof the District is forwarded to the State Civil Apparatus in each office. As for the purpose of thisresearch was to determine how the neutrality of the State Office of Administrative Civil SecretariatSoutheast Minahasa regency in the election of Governor and Vice Governor of North Sulawesiprovince in 2015 The research method in this study is qualitative research methods and datacollection techniques in this study is the observation / direct observation of localized research,conduct interviews, and documentation. The results showed there were several State Civil Apparatus2015 that violated the rules on the election in the area.
