Abstract

The local government as a stakeholder in the area should be responsible for the implementation of the development so thatcreated equitable development and the process of effective and efficient Accountability the purpose of the research is toknow the accountability the management of the budget revenue of regional expenditure in infrastructure developmentThis research uses descriptive approach that is qualitative. The focus in research is the accountability of the managementof budget revenues and expenditures in the area of infrastructure development area in North Halmahera Regency. Datacollection was done through the study of librarianship, Field Studies, interviews, direct observation (observation). In thecurrent study qualitative analysis method is used.The results showed a GRANT Management Accountability in the area of North Halmahera Regency of honesty and lawhave not been too good, this in view of the still existing of abuse of authority in matters of local development planning. Thencompliance with regulations or legislation are still less well so there was created a governance which is good anyway. Theprocedures used in pushing the course assignments and functions of development planning in the area of North HalmaheraRegency not too good because the supporting tools used have not been too complete. The competence of human resourcesremained a major constraint, so that the implementation of development programs that have not been too kind to result ina goal that has been set yet to be achieved. Still the lack of precision of the policies taken by the Government of NorthHalmahera Regency so in charge policy has not taken too well.Keywords: Accountability, Management Of Budget Revenue And Spending Areas, Infrastructure Development

Abstract

Abstract: The purpose of this research is to know and describe the Evaluation of Waste Management Policybased on evaluation criteria such as Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, andaccuracy as for the object of research in Manado City environmental office. The type of research is qualitativeresearch with data collection techniques consist of observation, interview and primary data. While analyticaltechniques by the way, data reduction, data presentation, conclusion. The results of the study indicate thatwaste management policies have been implemented but have not been good because there are still problemsin evaluation criteria such as effectiveness, adequacy, responsiveness, and accuracy. As for the criteria ofefficiency and equity is good. The effectiveness is not good because the vehicle in transporting waste inManado City is still minimal and commonly suffered damage, Efficient for this criterion is good because thecost of retribution paid by the society is in accordance with the services provided, Adequacy in this criterionis still a problem because there are still many people who dumping waste is not in time, Equity for this criterionis good because the cost of retribution has been applied thoroughly in Manado City, Responsiveness of thiscriterion also not yet run properly in case because society still apathy or less care of cleanliness ofenvironment, in criterion Accuracy still not good also because there are still many districts do not have wastemanagement programs such as Bank garbage program, TPSS, and TPS 3R.Keywords: policy, evaluation, effectiveness, efficiency, adequacy, equity, Responsiveness, and accuracy

Abstract

ABSTRACT : Background: In the framework of the implementation of Law No. 32 Year 2004 on Regional Government and Law No. 25 of 2009 concerning public services provided to the public, the government as service providers are required to provide excellent service to the community. Excellent public services can be assessed from the process and product services. Aspects of the human resources of the process include, mechanisms and facilities used in the process. While aspects of the product services on the type, quality, and service product kuantits. Dynamic society has evolved in a variety of activities that increasingly require professional government apparatus. Along with the dynamics of society and its development, the need for increasingly complex services as well as better service, fast and precise and able to provide good service to the community. Research Methodology: This study uses descriptive research through in-depth interviews to 19 informants, observation, and document search aided by additional instruments such as interview guides and stationery. Results: Based on the duties and functions of the village chief and public services according to Lanvine the role of village heads in the services, responsiveness, responsibiliti, accountability and effectiveness of service is quite good, although there are still some problems in improving the effectiveness of services. Conclusion: the role of the village head as a public servant based study in rural South Pinabetengan can say is good enough.Keywords: Head of the village, Effectiveness, Public services.

Abstract

Abstract : This research aims to know the role of Government in development in the village of Dodap sub-district ofTutuyan. This study uses qualitative methods with selected informants consisted of the village head/old/Sangadi Law,Secretary of the village, head of Development Affairs, head of BPD, head of Dusun, and local communities. Datacollection techniques used are interviews, observation and documentation. Qualitative data were analyzed withdescriptive narrative supported by primary and secondary data. The results showed that the associated role ofGovernment in development in the village of Dodap sub-district of Tutuyan has shown a fairly good results, in terms ofmaking new innovations in development, interaction and relationship building with community through socializationand the construction. It can be seen from the construction work training Hall, a cooperative village, smart village alsoworship facilities, and medical facilities and much more. In addition to counseling groups making the villagers by givingan explanation of the development of physical and nonphysical. Similarly, the ability of the Government in memanajand manage natural resources is already fairly well with how to increase self-reliance, dig the creativity of local resourceof the village in order to create a more productive village in processing the results of the source natural resources in asustainable way. In addition to that Government's role as a pioneer in the development of a Government which is alsoquite good also down directly to a location without intermediaries or without connecting, media and Governmentdirectly become a motivator in the work programme, the givers of guidance and direction for the community inparticipating actively in every development and also the Government coordinating direct factors that can push the paceof development and the granting of aid in the community. The development process undertaken by the Government inthe village of Dodap is quite good starts with creating a strategy and work plan according the decision of the team workof the village Dodap and align development village through the efforts against policies in building villagers in theautonomous region. Abstract

In accordance with the issues raised then this study aims as follows: To determine the effect of educationand training on the performance of civil state employment at the Regional Personnel Board Education andResearch town bitung.Education and Training is substantially understood as a process of increasing the potential or ability,competence, and career of the employee / employee concerned. The dimensions of development, in additionto increasing the potential ratios (thought, logic, IQ, competence), also include the improvement of ethicsand morality or spiritual quotience (SQ).The general objectives of education and training programs should be directed towards improvingorganizational productivity. This general objective can be achieved if a specific goal can be realized first.This research is explorative. The results of the study show a significant association of education and trainingon ASN work performance in the Regional Personnel Board, PP Kota Bitung. It can be seen from thecorrelation value of R = 0.68 is close to the maximum correlation coefficient coefficient (1.00) and thecoefficient of determination (R-square) 0,46 has significant development / improvement of ASN workperformance in Badan Kepegawaian Kota Bitung 46 or 0, 46% is determined / influenced by education andtraining variables, while the remaining 54% is determined / influenced by other variables. This means thatthe higher the education and training are done later the ASN work performance is higher. The conclusionsof education and training have been significant on the performance of ASN in Regional Personnel Agency,PP Kota Bitung. Abstract

Penelitian ini bertujuan untuk (1) mengetahui kebijakan pemerintah Kabupaten SITARO melaluiDinas Kebudayaan dan Pariwisata dalam mengembangkan obyek wisata daerah; (2) mengidentifikasi faktorfaktor yang menjadi penghambat pelaksanaan kebijakan pengembangan obyek pariwisata di Kabupaten Sitarooleh Dinas Kebudayaan dan Pariwisata.Metode yang digunakan dalam penelitian ini adalah metode deskriptif.Data dan informasi dikumpulkan dengan menggunakan teknik wawancara dan observasi dari DinasKebudayaan dan pariwisata Kabupaten Kepulauan Siau, Tagulandang, Biaro (SITARO). Setelah datadikumpulkan kemudian dianalisis dengan menggunakan teknik analisis deskriptif, yakni menggambarkanrealitas sesuai apa adanya.Hasil penelitian menunjukkan bahwa secara umum, kebijakan pemerintah Daerah Kabupaten SITAROmelalui Dinas Kebudayaan dan Pariwisata dalam mengembangkan potensi obyek wisata telah dilaksanakan,namun hasilnya belum optimal. Belum optimalnya pencapaian pengembangan obyek wisata di KabupatenKepulauan SITARO, sesuai hasil penelitian disebabkan oleh beberapa faktor penghambat atau kendala, baikkendala internal maupun kendala eksternal. Kendala internal meliputi: belum sesuainya produk wisata denganpermintaan pasar dan keterbatasan sumber daya manusia pengelola pariwisata, sementara kendala eksternaladalah faktor sosial budaya dan sarana penunjang yang belum memadai. Untuk meningkatkan dampak positifdari pelaksanaan kebijakan pengembangan obyek wisata, khususnya di Kabupaten Kepulauan SITARO, makapemerintah daerah perlu meningkatkan pembangunan sarana dan prasarana penunjang kepariwisataan,terutama pembangunan akses jalan menuju obyek-obyek wisata, baik wisata alam, wisata budaya maupunwisata sejarah. Untuk mengoptimalkan efektivitas pelaksanaan kebijakan pengembangan kepariwisataandaerah, maka pemerintah perlu meminimalkan faktor-faktor penghambat pelaksanaan pengembanganpariwisata melalui peningkatan mutu dan kesesuaian produk wisata, peningkatan jumlah dan kualitas SDMpengelola pariwisata, dan pembinaan sektor sosial budaya masyarakat di sekitar obyek wisata.Kata kunci : Kebijakan pengembangan obyek pariwisata

Abstract

Development aims to create a just and prosperous society, to improve the community's harmony in the villageroles of village government and BPD is very important to realize the welfare of the community, to succeed constructionthat has been agreed together in muslembang should be implemented as planned. This study uses qualitative researchmethods tailored to the title and the problem of the purpose of this study is To determine the BPD supervision functionin the implementation of village development in performing the BPD Supervision function on the performance of thevillage government, to supervise how the implementation of development in the field of development in Bataka Village,West Halmahera.BPD supervision function in the implementation of rural development has not been good, and theresult of poor development, resulting from the function of BPD that does not perform the task well and the lack ofcooperation between the BPD with the village government and BPD supervision function in the village is very helpfulfor the success of development, the presence of direct and indirect supervision then the desired development can beachieved.Keywords: Supervision, Implementation of Development, Village Consultative Agency

Abstract

Abstract : This research aims to know how policy implementation appointing structural officials onthe government Ternate Regional Personnel Board in particular. This research uses qualitativeresearch. Informant or was as many as 10 people officials/staffs in Regional Personnel Board,namely: the head of the body (1), the chief (2), the heads of sub division (2), and the head of subsection(2), and the staff/executive (3 persons). Technical data collection is an interview. Dataanalysis done by analysis techniques qualitative analysis interactive model of Miles andHubernann. Results of research shows: (1) seen from dimensions policy implementation modelEdward III (communication, resources, this appointment, and the structure) policy implementationappointing structural generally it is good but has not yet, there is still a weakness. Abstract

ABSTRACK : The purpose of this study was to determine the relationship between the leadership of the village head and village government performance in the village of Galela District Parent Mamuya North Halmahera. The study was designed as a descriptive exploratory study. The respondents were 35 comprises: the village head and village, administrators BPD, LPM board, PKK, and community leaders / religious / customary in the village Mamuya. Data collection instrument was a questionnaire in the form of structured questionnaire.Data were collected for testing hypotheses are primary data sourced directly from responden.Teknik analysis used for hypothesis testing is statistical analysis chi-square and contingency coefficient. The results of chi-square analysis and contingency coefficient to the conclusion that although the leadership of the village head significantly associated with the performance of village government. This means that the leadership of the village head related to the performance of village government; the better the leadership of the village head, the better the performance of village government.Based on the results of these studies suggested that the leadership of the Village Head Mamuya improved quality, both in performing its duties and responsibilities in the village as well as decision-making, coordinating tasks and work of the village, establish effective communication with the village, as well as oversee or supervise the implementation of the tasks of the village.Keywords: leadership of the village head, village government performance

Abstract

This researchmoved from themain problems, namely: the extent to which organizationalclimate on the performanceof employeesat the District Secretariatof Central Halmahera. Thus, thisresearchaims: toanalyze the influence oforganizational climateon the performanceof employeesat the DistrictSecretariatof Central Halmahera.This study uses aquantitative approach to the application of descriptive and explanatory. Andinformation collected through questionnaires distributed to the technique 72 respondents, and is equippedwith observation and documentation techniques, and then analyzed by applying a frequency table analysistechnique, the product moment correlation and simple linear regression.Based on the analysisof data, it is known that: the results of a descriptive analysis of the technique ofanalysis tables (frequency tables) it is known that the distribution of respondents' answers to theOrganizational Climate variables are in the category of "medium" to "low", but the dominant categorized"moderate" or medium with mean average performance of 56.09%, while the performance varies frommoderateto high,but it tends to be inthe category of "moderate" with an average performance of 69.40%.Thus, it can be concluded that the Organization Climate has the positive and significant effecton theperformance of employees and are contributive. This means that it is empirically Climate organizationscontribute significantly and substantially to the work performance of employees, particularly at the RegionalSecretary (Secda) of Central Halmahera.Keywords: Organizational Climate, Employee Job Performance
