Abstract

This study focuses attention on the Application of Civil State Apparatus Discipline in the Regional PersonnelTraining Board of Siau Tagulandang Biaro Regency. This study was conducted because the discipline of the state civilapparatus has not complied with the prevailing government regulation. This research is expected to be useful for theGovernment of Siau Tagulandang Biaro Regency, especially in the Office of the Regional Personnel Training Agency inan effort to apply the discipline. This research was conducted at the office of the Regional Human Resources TrainingBoard of Siau Tagulandang Biaro Regency. As the selected informant is the head of the agency, Head of the sub-section ofgeneral and staffing, Head of field of mutation and promotion information, Head of appraisal performance appraisal andawards development, Head of discipline sub-division and awards together with 4 persons as staff. This research is conductedby in-depth interview and by way of direct observation on the implementation of disciplinary application of State civilapparatus. The results of this study indicate that in applying the discipline of state civil apparatus is firm but there are stillemployees who ignore the rules of discipline in effect proved that disciplinary violations still occur. Disciplinary behavioursthat often occur in the Regional Human Resources Training Board of Siau Tagulandang Biaro Regency. The conclusionthat the researcher got in this research is the regulation that has been made concerning discipline of civil servant not yeteffective executed because weakness of supervision from leader, civil apparatus of State still not realize its obligation soviolating prohibition. The researcher's suggestion from this research is to be more assertive from the leadership of thediscipline in the implementation of the discipline, the leader is more direct with all employees, so that the employees canreally perform the task in accordance with their obligations and need to be conducted research to improve the effectivenessof the Application of Civil State Apparatus Discipline the imposition of strict discipline this affects the employee when theEmployee performs. Likewise with employees in the BKDD to more understand and obey government regulations.Keywords: Implementation, Discipline, State Civil Apparatus.

Abstract

The purpose of this research is to know the supervision of the Department of Transportation in ParkingManagement in at the National Unity Park (TKB) Manado City in terms of supervision in the management ofparking framework of efforts to increase comfort of the community in the management of parking, supervisionitself based on Regulation No. 3 of 2011 Manado City Transportation Agency as the authorized and responsibleparty to arrange and manage parking. This research uses descriptive method of qualitative approach, and datacollection technique done by observation, interview technique and documentation. Number of informants asmany as 9 people. In this research, we use supervision process theory according to Situmorang and Juhir inSiagian 2008 which is the supervisory process approach includes 2 indicators as follows (1) direct control,covering (a) direct inspection, (b) on the spot observation, (c) on the spot report , (2) indirect control, including(a) oral reports, (b) written reports. The result of the research shows that the supervision of the TransportationAgency in Parking Management at the National Unity Park (TKB) of Manado City is not yet maximal or not yetgood, it can be seen in direct monitoring either direct inspection, on-site observation, on-site report according tofield observation according to informant officers not often conduct direct monitoring, which officers onlyroutinely do billing retribution’s parking every day.Keywords: Supervision Dapertement of transportasi, in Parking Management

Abstract

Bureaucracy is an important instrument in a society whose presence is inevitable. Bureaucracyis a logical consequence of accepting the hypothesis that the state has a sacred mission that is to prosper itspeople through bureaucratic media, therefore the state must be directly involved in producing public goodsand services needed by its people. The state is actively involved in the social life of its people even if it isnecessary for the state to decide what is best for its people. For this reason, the state builds an administrativesystem that aims to serve the interests of its people, which is called the bureaucracy. Current conditionsobtained in the regions indicate that the implementation of public services is still faced with a governmentsystem that has not been effective and efficient and the quality of human resources of the apparatus isinadequate. This can be seen from the still many complaints on complaints from the public both directly andthrough mass media, such as convoluted procedures, there is no certainty in the period of settlement, costs tobe incurred, less transparent requirements, the attitude of officers who are less responsive and etc. Giving riseto a bad image that is not good for the government image in the eyes of its own people, especially in the eyesof ordinary people who do not know anything about bureaucracy. Basically, effectiveness is a level of successin achieving goals. Stating that effectiveness comes from the word effectives which means the extent to whichor to what extent the group reaches its goal. The system is a set of elements that are interrelated and influenceeach other in carrying out joint activities to achieve a goal, the bureaucracy is a system of government that isrun by government employees because it has held to the hierarchy and levels of office. Service is an action onthe actions of a person or organization to provide satisfaction to customers of a product or a service that theyneed. This research then this research uses descriptive qualitative research methods. The services provided bythe Population and Civil Registry Office cannot be said either because the management of documents has notbeen running optimally, the program system in Capil is still often experiences disruptions as a result of the e-ID card manufacturing process being hampered. the services provided are still not good either because theexisting services are still not quickly captured and consequently the public service process is hampered.Keywords: Evectivity, System Bureaucracy, Public Service.

Abstract

The purpose of this research is to determine the motivation impact of village governmentapparatus in Wasian village of Dimembe district of North Minahasa Regency.This study uses a descriptive-qualitative approach method. Work motivation is seen from the sixdimensionalwork motivation of Hezberg. The research informant of the village head, village secretary, headof affairs, and the Dusun/guard heads. Data collection uses interview guidelines, while the analyticaltechniques used are interactive model analyses of Miles and Hubernann.Based on the results of the study concluded: 1. The motivation of the government apparatus of Walianvillage is generally still less maximum. Acceptable allowances have not been able to realize the high workingmotivation among village government officials. 2. The motivation of the village government apparatus toachieve high achievement is still lacking/low. The village apparatus works as it is without pursuingachievements. 3. Motivation to work the village government apparatus to gain recognition of the results ofwork is still lacking/lower. The village apparatus works as it is and does not think of recognition of theresults of work/achievement. 4. Motivation to work the village government apparatus to get a task whoseresponsibility is greater still less/lower. 5. Motivation for the work of village government apparatus to gainprogress on the results of the work is still low. The village government apparatus only works according toexisting assignments, and does not work to pursue progress. 6. The motivation to work the villagegovernment apparatus to gain the opportunity to develop knowledge and skills in the implementation oftasks is also low, because the opportunity for it is also very rareKeywords: Work motivation, village government apparatus

Abstract

Abstract: Since the implementation of the Act. Number 32 of 2004 on Regional Government, the localgovernment in Indonesia has entered a new era known as the era of regional autonomy. This bringsthe consequence that in order to optimize or accelerate the success of development in various regions,including rural development, required the support or participation of all components; and one ofthemain component that exist at the village level is the village officails. This study aimed to:"determine the relationship between the empowerment of village government policy to accelerate thesuccess of development in Sub Kendahe Sangihe Islands District". This research uses descriptivemethod with quantitative approach. The instrument used in this study to capture the primary data is aquestionnaire or a list of questions and assisted with interview guides (interviewguide).Results of thisstudy are expected to provide benefits, both theoretically and practically. Theoretically, the results ofthis study are expected to enrich the social sciences, particularly in the field of public administrationstudies. In practical terms, the results of this study are also expected to contribute ideas for policymakers, especially government district Sangihe Islands to improve the quality of personnelpemerintrah villages, especially in the villages in the subdistrict Kendahe Sangihe Islands Regencyforward through improved guidance systems and empowerment of the government apparatus village.Keywords : Relation,Policy.Building Success

Abstract

penelitian ini bertujuan untuk mengetahui manajemen pelayanan penanggulangan HIV/AIDSpada Komisi Penanggulangan Aids (KPA) Kota Manado. Penelitian ini menggunakan metodekualitatif dengan informan dari unsur Pegawai Komisi Penanggulangan AIDS (KPA) Kota sebanyak3 orang yaitu : Ketua KPA (1 orang), dan staf/pegawai KPA (3 orang); sedangkan informan darimasyarakat penerima pelayanan sebanyak 3 orang. Teknik pengumpulan data yang digunakan adalahwawancara, observasi dan dokumentasi. Data dianalisis secara kualitatif dengan deskriptif naratifyang didukung oleh data primer dan sekunder. Hasil penelitian menunjukkan bahwa terkait (1)Planning (perencanaan) dalam hal ini dilihat dari penetapan dan penyusunan program sudah sangatbaik karena keterlibatan setiap komponen KPA Kota Manado dalam penetapan dan penyusunanprogram kerja baik jangka panjang, jangka menengah dan jangka pendek juga visi misi yangmengacu epidemi nasional dan kondisi masyarakat Kota Manado. (2) Organizing (pengorganisasian)berkenaan dengan prosedur pelayanan penanggulangan HIV/AIDS juga dinilai sudah baik. PasalnyaKPA menggunakan 3 tahapan dalam prosedur pelayanannya yaitu temukan, obati dan pertahankan.Tak hanya prosedur pelayanannya, tapi prosedur penetapan personil dan struktur organisasi jugasangat diperhatikan, untuk itu KPA Kota Manado mengadakan recruitmen yang ketat demimenyaring personil yang berkompeten dibidangnya sebelum kemudian ditetapkan sebagai personildalam struktur yang ditetapkan dalam SK Walikota. (3) Actuating (pelaksanaan) dimana langkahutama pelaksanaan pelayanan penanggulanagan HIV/AIDS KPA Kota Manado antara lain denganpencegahan, pendayagunaan, dan advokasi serta edukasi mengenai HIV/AIDS. Hal ini jugadidukung dengan usaha-usaha yang dilakukan KPA Kota Manado diantaranya bekerja sesuai denganSOP yang ada serta penjangkauan, rujukan, pendampingan maupun pengobatan bagi masyarakatmelalui FGD dan MONEV juga pertemuan rutin dengan stakeholder untuk membahas permasalahandan membuat solusi bersama. Kemudian tak lupa pula proses penerapan program pelayananpenanggulangan HIV/AIDS dilapangan melalui supervisi dilapangan, pertemuan rutin danmelibatkan LSM untuk memastikan akses layanan kesehatan tersedian dilapangan dan mencatattemuan-temuan dilapangan. (4) Controlling (pengawasan) dalam hal ini berkaitan denganmonitoring dan pengawasan pelaksanaan program pelayanan penanggulangan HIV/AIDS dimanadapat dilihat bahwasanya monitoring dilakukan dengan menyesuaikan pelaporan dengan kondisiaktual serta dengan melakukan pertemuan rutin 2-3 bulan sekali.

Abstract

Abstrack : In Government Regulation Number 101 Year 2000 on Education and Training of Civil ServantsPosition stated that the training is the process of organizing learning in order to improve the ability of theCivil Service / Administrative Civil State. The third term (education, training, development) are related toeach other and sometimes complementary. This research was conducted at the Regional Employment BoardTomohon, in particular education and training. Implementation of Education and Training (Training) in theState Civil Apparatus Tomohon City Government is one of the government's efforts to improve the quality ofASN in terms of national awareness, personality and ethics of the State Civil Apparatus.This research was conducted in order to determine how the performance of Regional Employment Agency inorganizing the State Civil Training Apparatus in Tomohon City Government. The research was conductedusing qualitative methods, with 10 informants. The study was conducted with technical documentation study,observation and interviews and data analysis Miles and Haberman model analysis, namely data reduction,data presentation and conclusion.The results showed: Performance of Tomohon City Regional Employment Board in organizing theASN Training has been good enough because it is supported by the implementation of a training programthat is running well; the quality of human resources personnel a good employee and organizational support.Factors inhibiting the performance of BKD organizing ASN Training in Tomohon is a factor supportinginfrastructures are not yet supporting and budget and employee discipline. While supporting factor is thesupport organization, partnerships, human resource personnel with adequate and continuous training. Theeffort that has been done is to include in the future work program constraints and needs required by BKDforward in the vision, mission, goals and objectives of the organization, in the form of provision of trainingfacilities and infrastructure such as buildings and dormitories training; improving the quality and capacity ofthe resource; improve discipline and performance of civil servants; improve the well-being and improve thecoordination / consultation of personnel affairs.Keywords: Education; training; BKD performance.

Abstract

Abstrack: Village funds used for village community empowerment are directed to the improvement orconstruction of village physical facilities and infrastructure that include the improvement of public facilities on asmall scale and environmental and road improvements, the roles of the village funding team and thestrengthening of village institutions and other village activities considered important . Certainly in this case mustinvolve the community from all the process because the purpose of the village funds to improve the villageeconomy. The main purpose of this research is to know the transparency of village fund management in PaslatenVillage Kauditan Subdistrict of North Minahasa Regency. In this research used qualitative research method, withprimary and secondary data source, with data collection technique, direct observation, interview anddocumentation study. In this study using data analysis in the form of data reduction, data presentation, dataverification or conclusion.The results obtained from this study are evident in the provision of village funds so far not done in a transparentmanner, this is evident from the various problems that arise such as access to documents that are still limited,lack of clarity of information about village funds provided by the government to the community, publicknowledge in legislation about the village fund is still minimal, so in reality the community cannot properlyguard the fund raising village. The main solution is the need for transparency from the village government to thecommunity about the village funding in detail by utilizing the electronic government system so that people caneasily access the village fund data, in addition the local government must work together with relevant parties inproviding socialization to the community and the village government about rules governing village funds,transparency of village funds and information disclosure to the community about village funds.Keywords: Transparency, Village funds

Abstract

Abstrack : At the level of making a rule, from the government side certainly considers the various policies issued such as Government Regulation. The Government Regulation is a legislation in Indonesia that set or issued by President to execute the rule as it should be. In Government Regulation material is a material to execute the constitution, of which inside the legislation was stated that the Government Regulation is an organic rule rather than constitution according to the hierarchy its should not overlap or be in contrast. The Government Regulation was made with purpose to restrain society of group and opinion freedom and also to fill in the blanks of rules that don’t exist yet. Local Parliament is regional people’s representative institutions who executes the Local Government function as the Regional Government Partners. And certainly in executing this function, there are also main duty and main function of the Local Parliament which of the duties and authorities was about: to form the Local Regulation about District Revenue and Expenditure Budget that submitted by the Regional Leader. And it is inseparable to be a supervision of the implementation of Regional Regulation and District Revenue and Expenditure Budget that submitted by the Regional Leader. And it has functions as Legislation Function, Budgeting Function, and Supervision Function.

Abstract

Abstract: This study aims to: Describe the function of the leadership of the village head and villageofficials effectiveness; and analyze the relationship between the leadership function of the villagehead and village officials work effectiveness in Minahasa District of Northern Langowan. Purposivesample of respondents assigned as many as 80 people were distributed into four (4) of 8 (eight)villages in the districts of North Minahasa Langowan. Members randomly drawn sample consisted of40 people from local government and 40 others are members of BPD, community / religion. Themethods and approach used in this research is descriptive and quantitative approach by applyinganalytical techniques percentage, product moment correlation and simple linear regression. Theresults obtained from this study are: the results of the analysis of frequency table shows that theleadership function village head seen from the dimensions of the initiative and dimensions ofgovernment communications, overall in the category "medium" or intermediate, while theeffectiveness of village officials, especially in District Langowan North is at "high". Chi-square testresults showed that the relationship between the function of leadership effectiveness village withvillage officials in the District of North Langowan "significant" at the 95% confidence level. Thuswe can conclude that if the village head execute leadership functions properly, it will boost theeffectiveness of village officials themselves. This study gives some suggestions, among others: thatthe Head of the village in the exercise of its functions have always sought to do the initiation of thedevelopment programs that require leadership initiatives, as well as establishing two-waycommunication so that village officials feel comfortable so motivated to improve the effectiveness oftheir work.Keywords: Function of Leadership, Effectiveness village officials work.
