Abstract

Abstract: A good development process makes people actively participate. One of the programs set by the ManadoCity Government which gives space to the community to directly actively participate in the implementation ofdevelopment is the cleanliness of the environment. This research was conducted to explain the communityparticipation in maintaining cleanliness in the sub-district of Bahu Kecamatan Malalayang Kota Manado. Byusing qualitative research designs it was found that community participation in maintaining environmentalhygiene in urban village Bahu subdistrict Malalayang of Manado City through the acceptance of environmentalhygiene program has not been all done by society such as in obeying garbage garbage, providing garbage athome, participation in hygiene utilization the environment is carried out by utilizing garbage transporters andclean Friday activities, participation in the maintenance of environmental hygiene indicates that not allcommunities maintain good hygieneKeywords: Community Participation, Cleanliness, Environment.

Abstract

Abstract: Implementation of Population Administration Information System is the implementationof a policy in a web-based system which is based procedures - the procedures and wear specialstandardization. In order to provide effective and efficient services, computerized services wasneeded. In support of the population administration to improve the quality of services performedeither by applying or using the information system of population administration. This study aimsto investigate the implementation of the information system of population administration in theDepartment of Population and Civil Registration Manado obstacles encountered along itsimplementation. The research method used was qualitative, where the technique used datacollection using interviews is to get the necessary information through oral communication directlywith the informant or informants. After interviews with 15 informants, further data collectiontechniques used were observation and documentation field. From the research that has been donein the Department of Population and Civil Registration Manado City can be seen that theimplementation of the Population Administration Information System (SIAK) has been going wellbut there are still obstacles and problems in the process.Keywords : Population Administration Information System Implementation (SIAK).

Abstract

BKKBN Performance on Family Planning Program in Kecamatan Kotamobagu Barat. The publication of city dwellers in 2017 is the continuation of the publication as the business of the Central Bureau of Statistics (BPS) of kotamobagu city, the western kotamobagu district to meet the needs of the population data for the city districts of kotamobagu, subdistrict kotamobagu west in 2015 consists of 6 urban villages. Based on the five performance measurement indicators according to Agus Dwiyanto (2002), in BKKBN it can be said that in general the performance of BKKBN is still less maximal, on indicator Service cost productivity, BKKBN does not charge to the public, because the budget used comes from APBN and APBD. Then on the indicators of the quality of the Service, the constraints are the ineffectiveness of BKKBN in reaching the places - places that are not within a certain range, due to the distance constraints experienced by extension workers. on the indicator of responsiveness where the existence of programs that do not run well like the program PUP (maturity age marriage), can be seen from the number of early marriage in the district of West Kotamobagu, is the impact of the lack of understanding of the community will the dangers of early marriage to maternal reproductive health young, not to mention the old understanding that is still firmly attached in the community district of West Kotamobagu. Abstract

Abstract : Introduction One of the purposes of the implementation of mutations policy is to seek the rightperson in the right place "the right man on the right place". Will thus be able to improve employeeperformance. Although we have already arranged for the purpose of putting the right people in the rightplace, but it does not mean the problem has been completed. A work that is routine may lead to boredom,so that in these circumstances the possibility of his enthusiasm and excitement down. This can happendespite the fact that the placement in place the right people have been executed. For that reason inmutates we must see to it that a new task is still in line with the duties and previous work. Therefore, thisstudy aimed to determine the effect of policy transfer of civil servants to the improvement of theenvironmental performance of employees in the education department of youth and sports district Talaudislands. Methods The method used is quantitatively using simple linear regesi analysis, and correlationanalysis is simple. And the sample studied were 30 people, in the data collection techniques using SampleRandom Sampling technique, a questionnaire (questionnaire) or a list of questions, and observations.Results The results of the overall analysis shows that the policy of transfer of civil servants have a positiveinfluence on the improvement of the performance of employees in the Ministry of Youth and SportsTalaud Islands. Conclusion As the results of this research as well as theoretical idea then it can be statedthat the policy of transfer of civil servants have a positive influence on employee performanceimprovement.Keywords: Policy, Mutations, Increased Perform

Abstract

Abstract As a neighborhood, in a pattern of providing much-needed administrative services of openness (transparency) service to the community, where as the Government wards in the tasks and functions should provide administrative services to the community particularly in the making of a recommendation letter family card in this case have been set forth in a government regulation of the Republic of Indonesia Number 73 year 2005 about wards where the duties and functions of the village government apparatus must provide adsministrasi services to the community of openness so that the ministries can be a maximum of , as seen from the indicator of openness expressed by Dwiyanto (2006:242) which has an indicator regarding information disclosure requirements-pesrsyaratan, cost in the management of the Administration and the openness of the process of settlement/period required and in the theory of transparency expressed by the Mardiasmo in the Kristianten (2006:45), which mentioned the transparency is openness of the Government in providing information related to the activities of the management of public resources to those who need the IE community. Purpose in writing this is divided into two to qualify as needed in order to holds a Bachelor and other purposes i.e. to know the problems raised in this thesis. This research is descriptive research with qualitative approach. Data analysis technique used is a data analysis technique of the model of data i.e. Huberman & Miles reduction, data display and drawing conclusion/verification. Based on the research results obtained that can be seen is still the lack of openness of Government wards against requirements, costs and time in the management of the administration which caused the service to the community did not go well, as is still the lack of supporting facilities in the management of the Administration, and the formation of a national structure is not complete. Because of it's peneiti neighborhood suggested that the Government should be more open in providing service to the community, and there should be supporting facilities complete formation service and fill in the structure of national order for service to the community can be run well.Keywords: Transparency Of Administrative Services

Abstract

Family Expectations Program implementation in Ranoyapo Regency of Minahasa in the South.Family Expectations Program implementation aimed to improve, welfare Families Beneficiaries throughaccess to education, health services, social welfare, and reduce the burden of spending and increase familyincome the poor and vulnerable, creating behavior change and independence Family Beneficiaries inaccessing health and education services as well as reducing poverty and inequalities, promoting the benefitsof formal financial products and services to the family Beneficiaries. In the implementation of theprogramme, has not been able to walk to the maximum. Therefore, the proposed research is to answer thequestion about Family Expectations Program implementation in South Minahasa Regency Ranoyapo. Inthis study the researchers used a model implementation of George c. Edward III, the implementation of thepolicy views of 4 variables that affect the implementation of the policy. Communication is an importantfactor in the success of a policy, including command and decision-making. Adequate resources eitherhuman resources or financial resources will have an impact on the degree of success of a policy. Thedisposition is the attitude that is owned by the application of ethics policy and commitment to making thispolicy work. Bureaucratic structure, namely the extent to which a range of control between leadership andsubordinate in implementing organizational structure. In this research uses qualitative research methods,descriptive, i.e. through interviews to 12 informants in direct observation, and search for documents relatedto the program, even before the study guidelines helped interview , and stationery to write. The results ofthis research are generally explained that the implementation of the Family Hope Program in SouthMinahasa Regency Ranoyapo has not run optimally.Keywords: implementation of policy, program, the family of hope

Abstract

ABSTRAC: The village government based on law No. 32 of 2004 concerning Regional Governments meant as Community unity village law has limits the jurisdiction, as stipulated in the Constitution of the Republic of Indonesia in 1945. In order to realize the goals of national development, the Government is giving much attention to the development in rural areas. But in fact still encounter some problems and obstacles in the development of the village. This research aims to know the relationship of the effectiveness of the leadership of the village chief with the level of community participation in development in the villages of Kembuan, Kembuan one, and the village of old Town Tonsea in North Tondano. This research uses descriptive method. The data collection has been conducted through kusioner and 80 interviews to informants consisting of: the Government Apparatus Elements 10 men of the village, 10 people's consultative body of the village of Elements (BPD), 10 LPM and elements of the PKK, 10 people elements of Civic social organization, 10 people elements of community leaders, and citizens of 30 people of the general public.The research results showed that respondents perceived leadership Effectiveness is on the category are likely higher and the effectiveness of the leadership of the village chief in the North due to a positive and highly significant effect on community participation in development of the village. The effectiveness of transformational leadership style that implements/democratic tend to be more effective in increasing public participation in the development of the village, especially in the Districts of North Minahasa Regency Tondano. Referring to the results of the findings in this study, then it can put forth suggestions that the head of the village as the formal leader closer to the community, should apply the transformational leadership style with emphasis on democratic/dimensions influence the ideal (example or charismatic) and inspirational motivation so that the dimension is expected to spur an increase in public participation in the development of the village. Abstract

ABSTRACT: This study originated from the initial observation in several villages in the area ofthe District of North Ayamaru Maybrat Regency, West Papua Province showed that the success rate ofrural development in this region is still very low terkategori, where most people categorized poor orunderprivileged families. This indication shows that the implementation of rural development has notbeen based on an effective rural development planning. Thus, this study aims to (1) To determine theeffectiveness of rural development planning; (2) To analyze whether the factor of leadership andcultural values also determine the effectiveness of rural development planning; and (3) To measure thesize of the contribution factor of leadership and cultural value to the effectiveness of rural developmentplanning in the District of North Ayamaru Maybrat Regency, West Papua Province.The design used inthis research is the design of diagnostic analytic, by applying descriptive-quantitative method. Samplesdrawn by purposive sampling of respondents as many as 36 employees / service personnel, then spreadQuestionnaire (a questionnaire) and the results are analyzed by applying descriptive statistical analysistechniques and partial regression analysis and multiple regression as well as product momentcorrelation and multiple correlation.The research results presented as follows: (1) The average achievements of the effectiveness ofrural development planning in the District of North Ayamaru Maybrat district is in the category of"low" likely to "moderate". Government leadership and cultural values together (simultaneously)make a positive contribution to the achievement of the effectiveness of rural development planning,particularly in the district of North Ayamaru Maybrat district. (2) Leadership village administrationin the category of "low" tend to "moderate". Partially, the leadership of the village administration haspositive influence on the achievements of the effectiveness of rural development planning, particularlyin the district of North Ayamaru Maybrat district. (3) The value of culture is in the category of "low"likely to "moderate" or sufficient. Partial cultural values or cultural village government organizationspositive effect on the achievements of the effectiveness of rural development planning, particularly inthe district of North Ayamaru Maybrat district. Thus, it can be concluded that the governmentleadership and cultural values is a decisive factor attainment of the effectiveness of rural developmentplanning, particularly in the district of North Ayamaru Maybrat district.It is recommended that theorientation of the leadership of the village administration needs to be improved, in the sense thatshould be oriented towards transformational leadership style that emphasizes aspects of charismatic,creativity and innovation, while value-oriented organizational culture need results, not merely aprocess-oriented.Keywords : Effectiveness Village Development Planning, Leadership, Culture Value

Abstract

Tondegesan Village Government established BUMDes as a body that professionally managed to manage village assets and became the motor of the economy of rural communities, but because BUMDes was the first business entity to operate in Tondegesan Village, there were several problems, such as the lack of human resources having competence in managing business entities, and lack of funding and facilities used to support BUMDes programs. The purpose of this research is to know how the implementation of Village Owned Enterprise (BUMDes) Program in Tondegesan Village, Kawangkoan Sub-district. This study uses the implementation theory of Edward III which focuses on four dimensions in implementing policies or programs ie resources, communication, disposition, and bureaucratic structure. The method used is qualitative descriptive. Data collection techniques used were interviews, observation, literature study and documentation. The results of this study indicate that the implementation of the BUMDes program in general has been running well. This can be seen from the two main programs that have been running BUMDes well. Although in the application of standard operational procedures have not been maximal so that BUMDes programs have not run optimally, because there are some things that must be improved such as lack of competence of human resources and lack of financial resources, and lack of coordination between institutions built board BUMDes. Suggestions that can be given is by completing BUMDes' articles of association and budget, improving the quality of human resources and adding financial resources, and building coordination among institutions so that the future of cooperation between BUMDes and the Village Government can run well.Keywords: Implementation, Policy, BUMDes
