Abstract

The aim of this research is to know how much is the impact of Semarang economics growth to theintensity of traffic jam on Semarang – Mranggen road, and, what is the strategy to solve it. This researchused descriptive percentase and SWOT analysis. The economics growth which is measured is GrossDomestic Product per capita (PDRB) during 1996 – 2005, and it had become a free variable. Meanwhile,the level of the annual average traffic jam during 1996 – 2005 had become a bounded variable. To knowthe policy strategy, it was done by interviewing some stake holders that has an authority in the field oftransportation. The result of this research showed that the economics growth of Semarang city hadimpact on individual role to the traffic jam as sum of 80,9%. The rest, 44,6% was influenced by someother things such as the activity of micro trader (PKL), parking man, public transportation and also peoplewho crossed the road. Based on SWOT analysis, the most appropriate strategy to solve the traffic jam isby integrated horizontal strategy. It means, all institutions that subordinated by Local Government(Pemda) such as Bapeda, Dinas Perhubungan dan Satpol PP, should work together to overcome thetraffic jam based on each authority. Nevertheless, the role of the police of Demak County as a verticalinstitution is not less important. In the long run, it is important to develop a modern public transportationsystem which is integrated, comfortable and also efficient, geometry road system that will be able toavoid the traffic intersection, and also to educate people how to do a good manner in trafficKeywords: Economic Growth, Traffic Jam, Policy Strategic.

Abstract

Whether the government interference is necessary or not, has already everlasting theme in term ofthe history of economy policy. Most of people believed in vary of irrational myths that market mechanismwould be able to guarantee productivity, privatization would increase efficiency, the government roleshould be restricted and most of all, everything should be liberated to the private sector. It is unavoidablethat such policy contained certain implications. Deregulation policy that has been done so far, was one ofthe main factors of the bigger global policy that is liberalization of economy. However, does that globalpolicy was really useful for the public? Does privatization bring into people prosperity? Didn’tglobalization is only a myth that increased poverty and even huge gap between the have and the havenot? This paper is trying to study what neo liberalism is, what the policies, what is the government role,the strategic sectors that is colonized by foreign companies and, how intellectual should make theirmanner.Keywords: Neo liberalism, Myths, Expectation.

Abstract

The increasing of urbanization tends to generate various problems everywhere, especially in term of basic need services to people such as housing and other facilities. Housing and settlement policy done by government oftentimes fail to accomplish requirement of the resident because of so many interests. This research aimed to identify, descript, interpret and analyze the method of people resettlement, what actors involved in it, what kind of instrument used, and all factors, which supported and blocked. The result of this research showed that mechanism of urban people resettlement from slum and squatters done gradually through pluralism approach, where every step generated policy and collective action among the actors which involved. The actors are not merely the mayor and its connected institutions, but also intellectuals, professionals, communities, entrepreneurs and consultants. This research also showed that the existence of actors, which institutionalized within a network and community such as NGO and group of resident, would be more effective to influence the government policy. Stimulating instrument such as money, used to relocate people, but in fact, such instrument did not guarantee to continue the program. In term of some research findings, the research has contributed to remedy the model of implementation “hybrid” where the formula of resettlement policy always realized in the form of action, but its action is never perfect, so it emerged new policy, in the long time and influenced by outside conditions of organization. In order to guarantee the continual of hybrid instrument program, regulation is necessary to apply beside financial instrument. The practical contribution that the researcher can provide is the use of group based approach.Keywords: Resettlement, Slum and Squatter

Abstract

The development of modern technology and information that is accompanied by globalization and modernization has had an impact to the citizen of Kudus lifestye. The changes of Kudus into a cyber-city also affect the lives of adolescents in the Kudus City. It is also affects the use of gadgets in adolescents in the Kudus City because of sufficient parental income levels and demands of the use of technology in educational devices in the Kudus City. This study was conducted in Kudus City because Kudus City is an industrial city which is a religious society and has a program as a cyber City. The purpose of this research is to determine the lifestyle of adolescent users of gadgets in the Kudus City. In addition, this study was also conducted to determine the pattern of family and school education on the lifestyle of adolescents with the development of cyber city in the Kudus City. This type of research is descriptive qualitative research with interactive data analysis. The results of this study is the determination of technology on the adolescent lifestyle of gadget users seen from social interaction, consumption behavior and closely related to the pattern of family and school education in the development of cyber in the Kudus City.

Abstract

This research aimed to analyze the model of empowering dry land farmers in Central Java, the actors involved, the constraints faced, the impact and level of effectiveness. The study used two approaches: qualitative and quantitative approaches. In the qualitative approach, data were analyzed by using an interactive model. While the quantitative approach carried out by using the cost and benefit analysis. In the qualitative approach, data were analyzed by using an interactive model. While the quantitative approach conducted by using the cost and benefit analysis. The results showed that CSR was done through the assistance of technical consultants by applying concept "one product one village"; institutions involved include SOEs (State-Owned Enterprises), the Provincial Government, Local Government, Village Government, Private Companies and Community. The external constraints that happen came from cultural differences of government and private organizations as well as the existence of unpredictable extreme weather. Meanwhile the internal constraints derived from the knowledge level of farmers; ROI calculation result showed that the planting of horticulture commodities was profitable.

Abstract

The research aimed to synchronize inters sectors, which uses Rencana Tata Ruang dan Wilayah  as main guide. Scope of the discussion consist of comparison between the exixting and should condition. The locus of this research was in direct Aceh Singkil by focusing on housing and settlement, business and post disater infrastructure. The secondary data resources collected from BRR (Badan Rekonstruksi dan Rehabilitasi), The local Government of province and county and the identified funding institution. The primary data resources collected from interview, observation, focus group discussion and stakeholders meeting forum. The data analyzed by participative planning analysis, policy analysis, scale of priority and budget analysis. The result of this research showed: (1) there was overlapping program found on housing and settlement sectors; (2) some program that should be required but in fact they didn’t appear, even In infrastructure, housing and settlement sector and economics; (3) most of the program proposed to BRR expected to get financial support from BRR. The recommendations are: (1) they should organize completely definite RTRW program includes the amount of budget needed for the coming 20 years; (2 )they should allocate the budget for maximum 40% of APBD for routine and 60% for development, because after year of 2009 BRR and NGO’s will be no longer work there; (3) the patterns of coordination should gradually do from Musrenbang/Musbangdes/Musbang to sub district/county and another communication forum.

Abstract

Derasnya arus globalisasi dan modernisasi membawa dampak pada berubahnya gaya hidup masyarakat di Kota Pekalongan. Perubahan gaya hidup ini sering dialami oleh remaja, khususnya remaja yang berasal dari golongan ekonomi kelas menengah. Hal ini disebabkan karena remaja tersebut memiliki modal yang cukup dari pendapatan ekonomi orang tuanya. Penelitian ini mengambil lokasi di Kota Pekalongan dengan pertimbangan bahwa kota ini adalah salah satu kota kelas menengah yang mempunyai keunikan tersendiri. Tujuan dilakukannya penelitian ini adalah untuk mengetahui pola pendidikan keluarga keluarga kelas menengah, sekolah dan masyarakat. Selain itu penelitian ini dilakukan untuk mengetahui pergaulan, perilaku konsumsi dan komunikasi remaja kelas menengah yang akan menggambarkan gaya hidupnya. Penelitian ini menggunakan metode penelitian kualitatif dengan memanfaatkan teknik analisis data interaktif dalam pembahasannya. Hasil penelitian ini menunjukkan bahwa gaya hidup remaja kelas menengah yang terlihat dari pergaulan, pilihan konsumsi dan komunikasi merupakan cerminan hasil dari pendidikan yang dilakukan oleh keluarga, sekolah dan lingkungan masyarakat. The rise of globalization and modernization bring the effect to the changes of the lifestyle in the people of Pekalongan. These lifestyle changes are often experienced by teenagers, especially young people who come from the middle-class economy. These happen because they have sufficient capital from their parent income. This study took place in Pekalongan considering that this city is one of the middle-class cities that has its own uniqueness. The purpose of this research is to determine the educational pattern of the family, school and the community from the middle-class. In addition this research is conducted to determine the social intercourse, consumption behavior and the communication of the middle-class teenagers which will describe their lifestyle. The method used in this research is a qualitative research by using interactive data analysis techniques to the discussion. The result of the research showed that the lifestyle of middle-class teenager which can be seen from the social intercourse, the choice of consumption and communication are a reflection of the education result by the family, school and society environment.

Abstract

The Ngabul market relocation in the process of implementation caused social problems, the majority of market traders who were members of the Ngabul market traders association rejected the policy. This study aims to analyze the occurrence of conflict in the process of implementing the market relocation policy of the Annual District of Ngabul in Jepara Regency. This study uses a qualitative approach. The technique of collecting data through in-depth interview, observation and document study. The data analysis in this study used Spradley model analysis techniques, including domain analysis, taxonomic analysis, compound analysis, and analysis of cultural themes. The results showed that the conflict in the implementation process of Ngabul market relocation policy was caused by differences of opinion between related parties, communication problems, and differences in the disposition of policy implementers with market traders, village authorities continued to develop new markets, after the market was inaugurated, the majority of market traders long time they maintain their attitude not to occupy new markets and they prefer to sell in the emerging market that is built with self-financing on land owned by residents. The findings of this study are the reality of the causes of conflict in the implementation of Ngabul village market relocation policy can be categorized into Ralf Dahrendorf's conflict theory. The reality of the conflict cannot be separated from the theory of Edward III's policy implementation. The benefits of the findings of this study can be used as a reference for the preparation of strategic steps in solving the problem of market relocation.

Abstract

Penelitian bertujuan : mendesain sistem produksi garam yang berkualitas dan diversifikasi produk garam. Penelitian mempergunakan pendekatan kualitatif dan kuantitatif dengan locus PT Garam Mas. Data dianalisis secara interaktif dan uji laboratorium. Hasil penelitian menunjukan bahwa hasil produksi garam menggunakan membran HDPE lebih putih dan bersih daripada produk garam konvensional “solar evaporation”. Garam konsumsi bermutu tinggi memiliki kandungan NaCl 97%, kadar air dibawah 0,05%, warna putih bersih, butiran kristal halus, digunakan untuk garam meja, penyedap makanan, camilan, industri sosis dan keju, serta industri minyak goreng. Garam konsumsi kelas menengah memiliki kadar NaCl 94,7-97% dan kadar air 3-7% untuk garam dapur, industri kecap, tahu, pakan ternak.Garam konsumsi mutu rendah memiliki kadar NaCl 90-94,7%, kadar air 5-10%, warna putih kusam, digunakan untuk pengasinan ikan dan pertanian. Kualitas dan kuantitas garam dipengaruhi oleh temperatur, iklim/cuaca, kekentalan air yang digunakan dan kedisiplinan petani.Penggunaan air kurang dari 23 Be berakibat produk garam tidak berkualitas. Optimasi proses pengolahan garam bahan baku menjadi garam konsumsi beriodium perlu dilakukan, sehingga memenuhi standar SNI. Sedangkan untuk membangun kelembagaan di tingkat petani diperlukan integrasi kebijakan antar stakeholder yang terkait melalui pembentukan kawasan minapolitan garam. o
