Abstract

Abstract : Some government-issued regulations to handle and provides a variety of complaints into thesystem of complaints should be cared for properly in various government agencies managing the complaintshould have been look well in various government agencies. In order that the functions of the managementof complaints it could run well in order to improve the quality of existing services. The problems inherentin the grip of a public complains on the service of E-KTP in the service of the population and civilregistration distric of Minahasa Utara can be grouped into three types of complaints. Abstract

ABSTRAC: The village government based on law No. 32 of 2004 concerning Regional Governments meant as Community unity village law has limits the jurisdiction, as stipulated in the Constitution of the Republic of Indonesia in 1945. In order to realize the goals of national development, the Government is giving much attention to the development in rural areas. But in fact still encounter some problems and obstacles in the development of the village. This research aims to know the relationship of the effectiveness of the leadership of the village chief with the level of community participation in development in the villages of Kembuan, Kembuan one, and the village of old Town Tonsea in North Tondano. This research uses descriptive method. The data collection has been conducted through kusioner and 80 interviews to informants consisting of: the Government Apparatus Elements 10 men of the village, 10 people's consultative body of the village of Elements (BPD), 10 LPM and elements of the PKK, 10 people elements of Civic social organization, 10 people elements of community leaders, and citizens of 30 people of the general public.The research results showed that respondents perceived leadership Effectiveness is on the category are likely higher and the effectiveness of the leadership of the village chief in the North due to a positive and highly significant effect on community participation in development of the village. The effectiveness of transformational leadership style that implements/democratic tend to be more effective in increasing public participation in the development of the village, especially in the Districts of North Minahasa Regency Tondano. Referring to the results of the findings in this study, then it can put forth suggestions that the head of the village as the formal leader closer to the community, should apply the transformational leadership style with emphasis on democratic/dimensions influence the ideal (example or charismatic) and inspirational motivation so that the dimension is expected to spur an increase in public participation in the development of the village. Abstract

There is still encountered a problem with the education system in Indonesia isone of the basic education age children are no longer able to continue to secondary school levelMany factors affect the condition. The main factor which used to be the reason the people are:the high cost of education and still less attention to the importance of parental education forchildren in the district mereka.Masyarakat Pulutan have a serious problem in the field ofeducation it is reflected from the number of people who just graduated elementary school (SD)and junior high school course. A lot of people who did not complete primary education indicatethat the low participation rate in education.This study aims to determine the effect of socio-economic conditions of people'sparticipation in the construction of this pendidikan.Penelitian took place in the District PulutanTalaud Islands and type of study is a quantitative study with a sample of 63 respondents / HeadFamily.The result is that the opinion of the respondents / communities in the District Pulutan onsocio-economic conditions (X) the average - average in the category of "medium" or moderatewhich is equal to 68.25% of the 63 respondents there, which is categorized as "low" assessmentby 17, 48% and were categorized "high" only about 14.29%. And community participation ineducation development (Y) Average - average still is in the category "medium" which is equal to50.79% of the 63 respondents, categorized as 'low' judgment as much as 22.22% andcategorized "high" of about 26 , 99%. As the results of the study it can be stated that the socioeconomicconditions have a significant influence on people's participation in educationdevelopment.Key words: social economic conditions, community participation, Education development

Abstract

The demand that the community suaya in the village increasingly play an active role in various village developmentplanning programs carried out by the village government starting from the planning process to decision making, untilthe development evaluation stage, is very clear and becomes a necessity to be implemented. Community participationin development can include forms such as; energy, thoughts, money, ideas, and opinions. From these forms ofparticipation, in the village of Upa, Central Tobelo Subdistrict, North Halmahera Regency, the form of communityparticipation was only in the implementation of village development, namely participation and time provided thatprogram participation was only represented by the BPD, and public figures. in providing participation in the form ofthoughts, ideas and opinions that are well made in making decisions for planning village development. The type ofresearch used in this study is qualitative research from the methods used so it can be assessed on the efforts of thevillage government to increase community participation in village development in Upa village, Tobelo TengahDistrict, North Halmahera Regency. Village development has been done well where the community was givendirection and motivation by the Head of the Village Upa to the community in the form of social motivation, as wellas motivation to give enthusiasm in participating in activities in the village such as in social services in the field. Inthe planning of a village development program the Village Head Upa in carrying out coordination and communicationtasks was carried out by holding village meetings held at the village office by inviting village representatives such asthe BPD chairperson, community leaders, and village officials. This meeting was held to discuss the developmentprograms that will be carried out in the village. The wage was given, the installation of phase I installation of streetlights, rehabilitation, concrete rabbis, sirtu roads, draenase and rehap houses were not suitable for habitation. Abstract

ABSTRACT : This research was carried out over an alleged that while the quality of public services inthe Department of population and civil registration Kabupoaten of North Halmahera they are still low.Thus, this research aims to find out and analyze the compensation pengaru to the quality of publicservice in the Department of population and civil registration North Halmahera Regency.The methods used in this research is descriptive method quantitative approach. The data andinformation gathered using a questionnaire which was distributed to 33 respondents, engineeringwawawncara and obsrvasi directly to the Office of civil registration and Residency North HalmaheraRegency. After the data is collected and then analyzed using descriptive analysis techniques, namelyportraying the reality of the match is.Research results indicate that the variable compensation is set at "medium" category as well as thevariable quality of public services in the Department of population and civil registration North halmaheraRegency also has been in the category of "high". Compensation berpengaruk a positive and highlysignificant to the quality of public services, as well as the two related variables in kontributuf. Whencompensation is increased it will be followed by improvement of the quality of public services.Thus, it can be concluded that the proposed research hypotheses have been tested empiricallykeberlakuannya at once can justify the underlying theories. To optimize the setup required public serviceHR management apparatus that leads to reform the bureaucratic apparatus, particularly the humanresources in the service of the population and civil registration North Halmahera Regency.Keywords: compensation, quality of public services.

Abstract

This study aims to determine competence in terms of aspects of knowledge, skills, and attitudesof the village officials Efi-Efi District of South Tobelo towards their work. This research method isqualitative descriptive and research focus in Efi-Efi Village, South Tobelo District, North HalmaheraRegency with data collection techniques conducted through interviews, observation and documentation.The research data obtained were processed using qualitative analysis, namely data reduction, datapresentation and conclusion drawing. The results showed that the competence of the village apparatus ofthe Efi-Efi District of South Tobelo District, North Halmahera Regency was still not good. This can beseen based on the results of the interview by looking at indicators of knowledge, skills and attitudes. Fromthe results of this study, it can be concluded that the Competency of the Efi-Efi Village Apparatus in theDistrict of South Tobelo, North Halmahera Regency is still not good enough. This needs to be consideredso that local governments can increase the competence of their village apparatus.Keywords: Competence of Village Apparatus

Abstract

This study aims to determine the role of local governments in promoting Tanjung Baong tourismobjects in Soasio Village, Galela Subdistrict, North Halmahera Regency, which is reviewed in planningin promoting an object and implementing and evaluating. Promoting tourism objects aimed at attractingtourists who come by sebap that there must be clear information and the government must also have astrategy to influence tourists to be interested and interested in visiting these attractions. Abstract

Abstract: As one of the programs in place, Smart Indonesia Card is a help from the government forunderprivileged / poor students, in the hope of reducing dropouts. Smart Indonesia Program is a priorityprogram of the President of the Republic of Indonesia Ir. Joko Widodo specially designed to help children frompoor families or unable to continue to get education services to finish secondary education or equivalent incooperation with the Ministry of Education and Culture (Kemendikbud), Ministry of Social Affairs (Kemensos)and Ministry of Religious Affairs (Kemenag). Through Indonesia's smart program, smart Indonesian cardshave been designed which is a card given to poor and vulnerable poor families whom they wish to send theirchildren to where the child is 6 - 21 years old for free. Already Many high schools in the district BolaangMongondow North, one of SMK Negeri 1 Kaidipang. Schools with this vocational base can help as soon aspossible the graduates to be able to find a job, but in education is certainly not far from the word cost.Approximately 45% of the students of SMK Negeri 1 Kaidipang who are classified as inadequate families havenot received assistance from the Smart Card Indonesia program and those who get the aid do not use the aidwith the best. What is the principle of the Smart Indonesia Program in permendikbud number 19 of the year2016 some less well done. Based on these facts then this research is very important considering the number ofchildren in SMK Negeri 1 Kaidipang who need help to take education. A policy / program is created in responseto a problem, which is to solve, reduce, prevent problems from being solved. However, the implementation of aprogram will not be far from the word problem to be faced in the field, there will be various obstacles to realizethe ideals that have been designed. Abstract

Abstract : This research aims to know the factors that affect the quality of public services in Public HealthCenter Bahu, Malalayang Subdistrict Municipality of Manado, as well as to get an idea of the existingpublic services in Public Health Center Bahu, Malalayang Subdistrict municipality of manado. PublicHealth Center is spearheading the development of healthcare in the absence of successful neighborhooddistricts. Health development is an effort meet one of the basic rights of the people, namely people's rightto obtain access to healthcare needs. The main problem as a health service that many of its competitors isthe service given is it appropriate or not public expectation therefore, Public Health Center Bahu,Malalayang Subdistrict municipality of manado is expected to always maintain the trust and satisfactionof the public by increasing the quality of service to the satisfaction of the patients improved. Public HealthCenter Bahu, Malalayang Sub district municipality of manado need to carefully determine the needs ofpatients in an effort to meet the expectations or desires and increase the satisfaction of services provided.The research methods used in this study is a qualitative method, with the techniques of primary andsecondary data collection is done with the interview, observation and documentation study. As for therespondents/informants of this research is the head of the Public Health Center Bahu: 4 employees andhealth workers of Public Health Center: 5 community representatives 5 wards that constitute the coverageof the Public Health Center Bahu, among others, is the village's Bahu, Kleak, Winangun I, Winagun II,and Batu Kota.The results showed that in view of the quality of public services for the Public Health Center Bahu iscurrently said to be the maximum. It happened because of the speed and timeliness in providing theservice is still at a slow rate. From the above problems then in view of the factors that affect the quality ofpublic services, such education, experience, compensation, and work environment, so many problems thatarise from aspects of the four points above, with regard to the central issues that are encountered in termsof placement of employees who do not comply with the skills possessed by these employees, the lack ofofficers, while the work load is very much in compensation, received highly lacking and is not appropriate.In doing Ministry employee also in this still very less experience in taking care of the Administration andothers, in addition to facilities and infrastructure in support of public service which is still very minimal,problem employee discipline and communication problems among fellow employees also should be on theincrease.Referring to the discussion and the conclusions above, in order to improve the quality of recommend inpublic services in Public Health Center Bahu then recommend it – it is as follows. The first need for theattention of the local authorities with regard to infrastructure work supporting employees, the need foradditional employees at the clinics this shoulder, as well as the need for attention from the localGovernment regarding the compensation of employees and the health workforce in the value is still verysmall. Then the need for oversight of the performance of officers so that they can work properly and atmaximum, while leaders must also be able to embrace all officers preparing a time to encourage andmotivate each other between one another, so that in one instance appears mutual respect and had eachother.Keywords: factors that affect the quality of public services

Abstract

Human resources is divided into two, namely, human resource macro is a resident of a country that has already entered the age of the work force, either not working or who are already working. While understanding the micro is the individual work and became a member of a company or institution and is commonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37). Coastal communities need real activities that can build their economies without eliminating the culture and characteristics of coastal communities, the required form of community-based activities. This research uses descriptive qualitative approach method. This study describes the data obtained from the results of research on the quality of human resources the coast (study in the Bunaken island sub-district of Manado city). In qualitative research, data collection is done by observation, in-depth interviews and documentation. Based on research results drawn the conclusion that the quality of human resources viewed from three indicators categorized quite well. The quality of human resources in particular physical health fishing communities quite well seen from the community who care about their own health and are already providing health support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of the educational infrastructure and facilities for the community as well as the already existing cooperation with the Fisheries Agency in empowering human resources especially fishing communities. The quality of human resources in terms of the spiritual quality of its own quite well seen from the daily life of fishing communities in the society and harmony between religious communities in compliance, and comply with the rules made by the Government, as well as the morale of the fishing communities in doing his job. So the Government in directing the village empowerment on fishing communities the quality should be on the increase, the application of the improved quality of HUMAN RESOURCES through three indicators, namely physical quality and health, the quality of intellectual (education and training) and spiritual qualities.This issue became important note for the Government because of the presence of obstacles where the quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES was going to be difficult, therefore, needs to be awareness of the Government and the community. The quality of human resources in realizing better or boost community empowerment which is better then the Government should be in driving, giving information, and facilitate Community fishermen.Key Words : Human Resources Quality Coastal Communities
