AbstractThis explanatory quantitative research aims to determine the factors that affect the Willingness to pay on tariffs at the Regional Water Supply Company (PDAM) Tirta Daroy Banda Aceh. The data used in this research are primary data that obtain from population and the research sample in PDAM Tirta Daroy work area. The sampling technique use in this study was the probability sampling – simple random sampling, the method applying by choosing some of the populations in certain way, so all the population have the same opportunity to be selected or taken. Data were analysed using statistical test - structural equation modelling (SEM) AMOS (analysis of moment structure) which is by doing Confirmatory Factor Analysis (CFA) first. The result of this study show that Willingness to pay (WTP) influenced by customer satisfaction and the regulation, Willingness to pay (WTP) does not affected by the Promotion, customer satisfaction is not influenced by customer education level, customer satisfaction and promotion is influenced by existing regulations / policies, while there is no strong relation between education and customer income.

This study aims to determine the level of income inequality among districts in Aceh Province period 2002-2015. 23 districts / municipalities in Aceh province with the most equitable income per capita with Williamson coefficient below 0.05 is Aceh Singkil, South Aceh, Sabang, Langsa, Subulussalam, Aceh Tamiang, Nagan Raya, Bener Meriah, Gayo Lues, Aceh Tengah , Aceh Barat, Aceh Besar, Bireuen and Aceh Barat Daya. The second order of the District / State level income is fairly evenly evenness and has a value of between .05-.09 coefficient Williamson is Simeulue District, East Aceh, Pidie, North Aceh, Aceh Jaya and Pidie Jaya. Third-placed Regency / City and evenness of their income level is uneven and has a coefficient of 0.10 is above Williamson East Aceh, Lhokseumawe and Banda Aceh. Balance development across the county must be maintained in order to avoid differences in economic progress between districts will ultimately have an impact on the level of welfare of each district.

The study on the equilibrium distribution of nickel(II) and zink(II) between aqueous solution and macromolecular resin impregnated with 1-nitrophenyl3-methyl-4-octylbenzoyl-5-pyrazolone (HNPMOBP, HL) have been conducted. In this research, the effects of pH values, and metal ion concentration on the yield were investigated. Analysis of the results shows that the extraction of the two metal ions can be explained assuming the formation of metal complexes in the resin phase with a general composition ML2. An extraction reaction is proposed and the equilibrium constants of the complexes were determined to be -6.15 and -3.45. The efficiency of the resin in the separation of nickel (II) and zink(II) is provided according to the separation factors. Under the experimental conditions employed, pH50 values for zink (II) and nickel(II) were respectively found to be at 2.76 and 4.95.

This paper is aimed at descriptively discussing the impact of government expenditures on education, Research and Development (RD) on the national economy of Indonesia. In the analysis, the method used in this research is library research with an in-depth analysis and discussion on many related policies that effect technological change and economic growth in Indonesia. The findings show that Indonesian government has introduced a number of supporting policies related to education as well as RD to promote economic growth of the country. These policies generally have started since New Order government in the late 1960s. However, New Order government has put the strong bases to encourage trade openness and investment especially foreign investment. On the meantime, the government had also involved in free trade cooperation such as Asia Pacific Economic Cooperation (APEC) which will be applied 2020 for the developing countries and 2010 for the developed countries. Even the government has generated numbers of favourable policies to attract foreign investment and fastening economic growth, the policies in generating public RD has been not well developed. The government budget spends for public RD is still low (around 2 percent every year). Based on the research findings, it is recommended for the government to increase the spending on education and RD in order to increase economic growth

A Rate of Change of Frequency (ROCOF) relay works based on rate of frequency changes (df/dt) that is a direct indicator of power unbalance between generation and demand. The df/dt indicator make ROCOF relays have a promising opportunity for under frequency load shedding. Examining the performance of the proposed ROCOF relay scheme for under frequency load shedding become the research objective. The proposed scheme consists of five load shedding steps and they were supervised by Under Frequency Relay (UFR) to avoid mal-operation due to short circuits. The scheme was assessed using generation loss simulation with contingency of N-1, N-2 and N-2-1 with Digsilent Powerfactory. It is found, for N-1 and N-2 contingencies, the proposed scheme provide better frequency results and faster than UFR scheme. However, there is a problem with the sensitivity of the scheme that is adjusted by delay setting. For light to medium power of generation loss, the required delay is relatively large to obtain the true df/dt value from the measured df/dt that tends to oscillate. However, for severe generation loss, the large delay setting causes the relay to be less sensitive hence a small proportion of the relays do not work at all expected steps.

Indonesia and Malaysia are bordering contries the Malacca Strait which has been ratified by UNCLOS in 1982. Found in the UNCLOS 1982 transit Passage in the Malacca Stra;t not including the te"itorial sea, while there are parts of the territorial sea in the Malacca Strait. so that, Indonesia and Malaysia did not receive the full rights of sovereignty as the territorial sea. Transit passage only regulates passage on the high seas and EEZ. Domestic laws may not discriminate to the user states and should comply based on international law. Indonesia and Malaysia need to establish domestic laws regarding transit passage and fight back rights and responsibilities of the strait states to international community.

This study aimed to determine differences motivation and interest in learning science physics studentsthrough the application of cooperative learning Examples Non Examples model with conventional learningon the subject matter of optical instruments in class VIII SMPN 1 Tambang. The study used a randomizedcontrol-group pretest-posttest. Sampling techniques to test the homogeneity of the population and the sampleis class VIII2 experiment class and control class VIII3. Data collection instrument was a questionnaire ARCSmotivation and interest. Data motivation and interest in learning science physics students were analyzed bydescriptive and inferential. The results obtained by the analysis of motivation and interest in learning sciencephysics students the same for both classes. While the results obtained inferential analysis that the researchhypothesis is rejected, so that there is no significant difference in the motivation and interest of studentsstudying the physics sciences through the application of cooperative learning model Examples Non-Exampleswith conventional learning.

This study describes the teacher competence of state elementary school in Parepare, the forms of achievement, and the achievement of competencethrough lesson study. The objectives of the study are to understand the teachercompetence level, the models of teacher competence, and the strategy ofachieving teacher competence through the lesson study. The research method isqualitative, data source from education and culture office of Parepare,supervisor, and teacher. Data collection techniques through observation,interview, documentation, Focus Group Discussion (FGD), and triangulation.Data analysis techniques are reduction, analysis, verification, and conclusions.The result of the research shows that teacher of state elementary school inParepare have high level of competence with the Teacher Competence Exam(UKG) graduation in 2016 an average of 54% and that has been certified 90%of 881 teachers. The improvement of teacher competence form through trainingactivities by the education and culture office of Parepare, USAID LocalFacilitator (Fasda) of Parepare, Indonesian Teachers Union (PGRI) ofParepare, Teacher Working Group (KKG) and cluster program. Achievement ofteacher competence through lesson study conducted several stages, namelybrainstorming learning problems, solutions to the problem, learning planning,implementation of learning, and evaluation. Penelitian ini bertujuan untuk merancang dan membangun dan menghasilkan MultimediaInteraktif pembelajaran fisika yang baik topik Gerak Melingkar Beraturan untuk Sekolah Mengah Atas(SMA). Multimedia ini dirancang dengan menerapkan kaedah penelitian Pengembangan (Researchand Development, R&D) menggunakan teknik perancangan ADDIE ID Model, Pembangunan denganmenggunakan Macromedia Flash dengan materi fisika Gerak Melingkar Beraturan meliputi aspekperancangan, aspek pedagogik, aspek isi, dan aspek pemrograman. Validasi meliputi expert jugmentdan validitas empirik serta realibitas dengan expert pengguna yaitu guru-guru fisika SMA yang seniordan ujicoba terbatas terhadap siswa Sekolah Mengah Atas. Hasil analisis deskriftip menunjukkan bahwamedia interaktif adalah valid dengan skor expert jugment 3,8 skala likert atau r = 0,76. Sementara hasilAnalisis empirik menunjukkan media interaktif adalah valid dengan r =0,89 dan reliabel dengan alfacronbach (á = 0,87) Dari hasil analisis penelitian, diperoleh animasi gerak melingkar beraturan sebagaimedia pembelajaran fisika siswa SMA yang valid dan reliabel.

Deli Serdang area surrounds the capital of North Sumatra Medan, there are industrial concentration of industrial concentration in Sunggal sub-district, Tanjung Morawa sub district, Percut Sei Tuan sub-district, on the other side of industry sector contribute greatly to society prosperity level of Deli Serdang which is 32,12%. The problem is how much influence the industrial sector has on the economic growth in Deli Serdang. The purpose of this study to determine the magnitude of the influence of industrial sector on economic growth Deli Serdang. The industrial sector has a value of LQ> 1 means the industrial sector is a leading sector for Deli Serdang. To know the magnitude of industrial sector influence on the economic growth, linear regression model is used. This study uses time series data from 1993-2015 taken from BPS North Sumatra. The result of analysis shows that 15% of economic growth variation can be explained by industry sector while 85% is explained by other independent variable which is not included in research model. The value of these negative constants shows that without the leading sector of the industry the economic growth in deli serdang decreases. The estimation result of Deli Serdang's economic growth function is influenced by the industry's leading sectors having a positive and significant influence with 95% confidence level.
